This paper provides an overview of an inherently quantitative scenario philosophy for systems analysis and innovative concept design in the context of the Air Transportation System (ATS). A general perspective of the ATS is visualized in an “atomic model” with surrounding external scenario factors and the aircraft as the key connecting element between the main stakeholders: manufacturers, airlines, air navigation service providers (ANSPs) and airports. An iterative waterfall model is presented, which serves as a mental model of integration and decomposition over cascades of levels of detail from global scenario level to a single technology. The difference between classical scenario technique and a quantitative, yet participatory methodology of developing scenarios for the ATS is described. In order to integrate and decompose over a large span of levels of details, concept design and synthesis is as important as analysis. Further, quantitative scenario development may be considered as the synthesis of a skillful manipulation of a model deck. Scenario Gaming can be a method to simulate the settlement on requirements of complex socio-technological systems with multiple stakeholders and conflicting perspectives under radically changing boundary conditions. Scenario thinking can be an innovative and explorative instrument of participatory futurology, if not reduced to a mere “input for a tool chain”.  相似文献

Public participation in transport planning is a recent trend. There is an increasing number of cases in Europe where the public is involved in the decision-making process. In Portugal, where the use of a motor vehicle as a means of transportation still enjoys a deep approval in the society, a participatory approach is an opportunity to change perceptions towards more sustainable transport modes. In Ponta Delgada (Archipelago of the Azores), for the first time in Portugal, the relevant stakeholders were involved in the development process of a sustainable mobility plan. It proved that, on a participatory basis, sustainable transport planning provides more satisfactory and efficient solutions. This paper presents the methodology and results of a participative transport management planning model. This model can be adapted to the specific needs and problems of other small island cities.  相似文献

Children and young people’s voices have often been neglected in tourism research, and this is particularly the case when exploring tourism from the host community’s perspective. The lack of children and young people in tourism research has been attributed to the slow engagement and adoption of alternative and critical methodologies which open up new and fresh ways of interpreting reality. The paper aims to explore the potential for participatory film to uncover the perspectives of marginalised members of the community such as children and young people. We also discuss the use of participatory film as an epistemic philosophy, and as a post-disciplinary form of methodology (or ‘postmethodology’) which is ideologically grounded. The findings suggest that children and young people feel strongly about their community and display feelings of anger and frustration towards tourists who are perceived to not respect the community and the environment. The methodological contribution of this paper lies in the use of an innovative and voice-generative participatory visual method to empower young people to actively participate in tourism research.  相似文献

World Heritage is increasingly approached in an international context and it seems appropriate for the protection of World Heritage sites in our globalised world. However, we should question whether or not the global aspects are not over-emphasised, leaving behind local and national interests. Increasing the number of stakeholders in the selection process of World Heritage sites, especially those mostly excluded from any decision-making process, seems to be a promising approach. It enlarges the debate and facilitates consensus at all levels on how to promote and to protect World Heritage. The creation of an observation station, together with a new local selection system of cultural heritage sites, a kind of participatory budget of cultural heritage, would be an important step in integrating more civic perception into World Heritage policy.  相似文献

City distribution is considered to be unsustainable. Efforts to improve this condition are hindered by three challenges Local authorities implement restrictive measures, which do not fully take account of the interests of all stakeholders. sufficiently into account. As the demand for goods in urban areas increases further in the future, solutions are necessary. At the same time, many vehicles are inefficiently loaded, leading to the unnecessary presence of freight vehicles. In this paper, we propose a new classification of innovative concepts for sustainable city distribution called the 4 A's, which take into account these challenges. The 4 A's stand for Awareness, Avoidance, Act and shift, and Anticipation of new technologies. These concepts can be implemented by the one responsible for city distribution—the private sector. For each ‘A,’ an overview of possible concepts, and the most important characteristics and the gaps in the research are provided. Stakeholder involvement is stressed as the key and methods to involve multiple stakeholders are provided. By starting from this perspective and focusing additionally on other stakeholders, the likelihood that a concept becomes successful increases.  相似文献

Increasing interest in poverty alleviation at the beginning of twenty-first century has facilitated the rapid growth of various anti-poverty tourism interventions (ATIs) around the globe. The tourism–poverty alleviation link, however, is still not well established, partly due to a paucity of appropriate evaluation approaches that are capable of simultaneously providing researchers, practitioners and policy-makers with a deeper understanding of an ATI’s mechanisms, the complexity surrounding its operational processes and evidence of its impacts. Additionally, ATI stakeholders’ values and influences play a significant role in ATI evaluation yet their perspectives are often overlooked. Theory of Change (ToC) has the potential to generate a holistic picture of an ATI, as this innovative approach has been developed to connect stakeholders’ theories of context with the mechanisms and outcomes of an intervention. Utilizing a case study of microfinance tourism in Vietnam, this paper provides readers with insight into ToC and proposes a conceptual framework which guides the application of ToC to facilitate the effective evaluation of ATIs.  相似文献

This paper draws on a recent report from Copenhagen Economics, with which both authors were involved, to argue that the European airport market has changed such that airports are now subject to competitive constraints from a number of sources. While these will bite differentially according to the circumstances of individual airports, airport possession of significant market power can no longer be casually assumed; nor, therefore, can the need for economic regulation. Indeed, the costs and benefits of economic regulation need to be carefully assessed against the extent and nature of the market power it is intended to countervail. In particular, increasing attention needs to be paid to the risks of economic regulation hampering both the further growth of airport competition and the development of more productive commercial relationships between airports and their airline customers which have the potential to create added value for both parties.  相似文献

In recent years, tourism has become a ubiquitous vehicle for economic development and diversification and, for many regions and countries both in the developed and less developed worlds, tourism has become an integral element of economic development policy. Even those countries that, in the past, have had neither the desire nor the need to seek alternative economic sectors increasingly have been turning to tourism as a potentially effective means of achieving economic growth and diversification. As this paper argues, however, the justification for using tourism as an agent of economic development must be treated with some caution. Focusing upon the case of Abu Dhabi, the oil‐rich emirate that in recent years, and in common with other countries in the region, has been seeking economic diversification through tourism to counter instability in global oil prices, a number of challenges to tourism development are identified. These may be overcome collectively through significant investment in product and promotion but, as the example of Abu Dhabi demonstrates, tourism may not always be an easy or cost‐effective means of achieving economic growth and diversification. This paper seeks to contribute to ongoing debates around the politics of hybrid mobilities, smart cities, surveillance capitalism and mobility fixing. Based on a set of qualitative interviews with key stakeholders and secondary sources, the paper uses the emergence of dockless public bike sharing in Shanghai between 2016 and 2018 as its case study. In order to explain the emergence of dockless PBSS and illustrate our contention that this system seeks to create surplus value from the work of mobility (in this case cycle commuting), we examine the processes of valorisation that have occurred in order to both position PBSS as a worthy activity (and therefore remunerate participants affectively) and produce use values for the data generated by users. In doing so we also highlight the ways in which these processes of valorisation seek to ensure that the mobility work of users is not aligned with the products of that labour in order to avoid calls for this mobility work to be remunerated as wage labour (which would reduce any surplus value extraction). Ultimately we argue that these processes of valorisation are not only invasive, but exclusionary in that they prioritise select aspects of social practice that address matters of (governmental) concern, rather than a more rounded interpretation. We argue that there is an urgent need to recognise mobility practices beyond registers that simply prepare the ground for their marketisation.  相似文献

This paper presents the findings of an exploratory study examining the values and attitudes of nature-based tourism entrepreneurs in relation to adaptation to climate change. The aim is to focus on tourism stakeholders’ values and ideas about tourism entrepreneurship, which may bring interesting new insights to the tourism and climate change research and support the industry in adaptation and mitigation processes. The data utilised in this paper consists of 19 thematic interviews conducted with nature-based tourism entrepreneurs in Finland between 2009 and 2013. Analysis of the data reveal issues concerning views on entrepreneurship in general, on the independence and individuality of the enterprises, on the roles and responsibilities of different stakeholders in the processes of adaptation and on the attitudes towards innovations and actions in the changing climate. These issues, together with the rate and scale of the change, seem to affect decision-making by the enterprises, but their importance as predictors of action and behavioural intentions needs to be studied more thoroughly. Additionally, more information is required regarding the role of the surrounding social environment as a co-creator of these kinds of values. However, the study supports previous studies on entrepreneurship and its influence on survival and resilience.  相似文献

The paper presents a ‘bottom‐up approach’ for cultural tourism management, based on the development of an e‐participation website for an Italian city, where the stakeholders are placed at the centre of the decisional process. The analysis provides an indication on how to personalize and differentiate the cultural tourism offer according to the stakeholders’ perspectives and to specific territorial characteristics. Innovative techniques of stakeholders’ engagement are offered by information and communication technologies tools that can play a vital role in today's cultural destinations. The role of agriculture in the Israeli economy has been declining, and a combination of essential trends has resulted in the emergence of tourism as alternative sources of economic growth in rural areas. These changes have created a new situation, in which tourism-related developments in the rural areas of Israel have become part of the activities of many farm owners. Thus, the Israeli rural environment is a single, tightly coupled system and should be analysed as such. The growth of rural tourism in the Israeli agricultural sector raises several questions, addressing whether rural tourism and farming are synergetic, and the effects of tight coupling between tourism development and agricultural processes. This article presents a simulation model of the coupling effects in which tourism development and agricultural processes are tightly coupled. Our model examined large numbers of different scenarios and the possible outcomes of a decision the farm owner takes in a routine situation of uncertainty. A typical Israeli farm owner embarks on tourism development activities mainly because of stress. Our model shows that adding tourism activities does not increase profit dramatically, but it does increase the variance of profit, which means greater exposure to risks.  相似文献

Exploring tourism strategy-making in the light of complexity theory, this research examines the interactions that take place between stakeholders as strategy is developed and codified. It focuses on York, a significant UK tourist destination. Taking a strategy-as-narrative approach, it seeks to identify the plurality of stakeholder voices as the embodiment of the authentic voice of strategy. Key research themes are identified concerning how discourses, as manifestations of socially embedded networks of power, surface in narrative within strategy-making; what power relations govern which come to the fore and which are silenced. A heuristic device explains the power relations at work as the interplay of performative, attributed, and contextual power. The study points to the need for further work to understand how all stakeholders might be enabled to contribute equally to strategy-making, addressing the power differentials between actors through the allocation of appropriate resources.  相似文献

As the global population increases and transportation connectivity improves in quality and prices, the demand for mobility increases, especially in long-haul services. According to the 2017 report of the European Commission in Mobility and Transport, the performance of all modes for passenger transport (roadways and airways) are reaching record highs. Although the benefits of the increased demand for mobility are substantial and welcome, an effort should be paid such as to ameliorate possible threatening side-effects that may also arise. As World Health Organization (WHO) denotes and as has been evident from the global COVID-19 epidemic outbreak, infectious diseases can be spread directly or indirectly from one person to another under common exposure circumstances such as air transportation (especially long-haul airline connections) that may act as the medium for transmitting and spreading infectious diseases. In this paper, analytical and realistic models have been integrated, for providing evidence on the spread dynamics of infectious diseases that may face Europe through the airlines system. In particular, a detailed epidemiological model has been integrated with the airlines’ and land transport network, able to simulate the epidemic spread of infectious diseases originated from distant locations. Additionally, a wide set of experiments and simulations have been conducted, providing results from detailed stress-tests covering both mild as well as aggressive cases of epidemic spreading scenarios. The results provide convincing evidence on the effectiveness that the European airports' system offer in controlling the emergence of epidemics, but also on the time and extent that controlling measures should be taken in order to break the chain of infections in realistic cases.  相似文献

This study provides insight into how aviation and non-aviation factors affect the decision to suspend air routes. Using examples from Australian domestic routes, the paper analyses the business relationships and negotiation processes followed by airports, airlines, and destination management organizations (DMOs) to avoid air route suspensions. Data were collected through semi-structured interviews with key aviation and tourism stakeholders directly impacted by suspended routes. The outcomes of this paper demonstrate that while most of the major reasons for air route suspension in Australia are mentioned in existing literature and are linked to demand, other factors have not previously been deeply investigated, including how stakeholders can be involved to avoid air route suspension. The paper also explores and identifies strengths and weaknesses in the relationship among airlines, DMOs and airports.  相似文献

Second homes have increasingly gained academic attention, not least within tourism research. Nevertheless, most studies have addressed the topic from the perspective of the second home owners, highlighting issues such as motivation for second home ownership, use patterns, geographical location, and meanings of second homes. Even the impacts of second homes have mainly been addressed as the accumulated outcome of their owners’ decisions. Hence, second homes have mainly been conceptualized as personal/family projects. Relatively little research has been done on the ways local communities cope with second home tourism. This is the departure point for this paper, with the purpose of analysing coping strategies among public and private stakeholders regarding second home tourism. It is argued that communities have various ways of coping, ranging from resistance to resource utilization. The proposed conceptual framework is empirically applied to the case of the Swedish West Coast. In an interview survey of public and private service providers, different strategies are identified. The results of the survey indicate that second home owners are increasingly seized on as a resource that can be utilized for business development. Ultimately, institutional preconditions imply that second homes remain a challenge for local municipalities.  相似文献

A considerable body of work suggests that sustainable tourism development may only be achieved when sectoral fragmentation is overcome and collaborative planning achieved. This paper describes the findings from research that identifies obstacles to and opportunities for collaboration between two key stakeholders in a tourism policy domain. Specifically, the paper focuses on the influence of government macroeconomic policy on interorganisational relations between two government agencies. Generally, economic policy and practice provides not only the context, but also the rationale and legitimation of certain activities, and therefore shapes the nature of interorganisational relations, particularly when those organisations are reliant on state funding. Using an interorganisational relations framework, two federal government organisations in Canada involved in the 'national park – tourism' policy domain were studied to identify the influence of fiscal policy operating through a range of facilitating and inhibiting factors, on the formation and maintenance of relations between the organisations. The material for this paper has been drawn from a larger study that considers relations between a wider group of stakeholders in the Canadian 'national park-tourism' domain.  相似文献

DMOs have been increasingly called upon to adopt the role of knowledge management, becoming intelligent agents with the capacity to gather, assess, and disseminate information among internal and external stakeholders. While knowledge management has remained a prominent topic in the literature, its application within the field of tourism management has been limited. The purpose of this study, therefore, was to ascertain to what extent DMOs have engaged in knowledge management practices through a nation-wide survey of 30 Canadian DMOs. The results demonstrate that, while DMOs have made progress toward becoming intelligent agents, there remains a long way to go.  相似文献
