The international ski tourism industry is highly vulnerable to inter-annual climate variability and climate change. Accordingly, there is a strong need to advance our understanding of climate risk for this multi-billion tourism market that is so important to mountain regions around the world. This study addressed major limitations in the ski tourism literature, while concurrently supporting priority information needs of ski tourism stakeholders. An improved version of SkiSim 2.0 is applied to all 34 alpine ski areas in southern Ontario (Canada) to examine potential changes in the capacity of this regional marketplace. Model improvements include differential snowmaking capacities of individual ski areas, updated snowmaking decision rules, as well as a new indicator, termed ‘terrain-days’, to estimate changes in system capacity. The results project two fundamentally different futures for this ski tourism marketplace under climate change. If the international community succeeds in achieving the?+?2°C Paris Agreement policy goal, then losses in system capacity can be limited to less than 10% in the mid- and late-century. In contrast, a high-end emission scenario (RCP 8.5) would severely disrupt this ski tourism market by mid-century, with system capacity losses between 28% and 73%.  相似文献

Ski tourism is a multi-billion dollar international market attracting between 300 and 350 million annual skier visits. With its strong reliance on specific climatic conditions, the ski industry is regarded as the tourism market most directly and immediately affected by climate change. A critical review of the 119 publications that have examined the climate change risk of ski tourism in 27 countries is provided. This growing and increasingly diverse literature has projected decreased reliability of slopes dependent on natural snow, increased snowmaking requirements, shortened and more variable ski seasons, a contraction in the number of operating ski areas, altered competitiveness among and within regional ski markets, and attendant implications for ski tourism employment and values of vacation property real estate values. The extent and timing of these consequences depend on the rate of climate change and the types of adaptive responses by skiers as well as ski tourism destinations and their competitors. The need to understanding differential climate risk grows as investors and financial regulators increasingly require climate risk disclosure at the destination and company scale. Key knowledge gaps to better assist ski tourism destinations to adapt to future climate risk are identified.  相似文献

Climate change is likely to affect the tourism sector, particularly areas, such as snow-based tourism, that are directly dependent on climate and weather conditions. Especially vulnerable are low-lying ski areas. This study identifies the climatic factors that are crucial for economically successful operation of low-lying ski areas in Southern and Middle Finland and contemplates how these factors are seen to change with climate change. The study then analyses the preferences for and perceptions of adaptation strategies of downhill ski operators in terms of the adaptation measures they can implement or are willing to take. The findings indicate that climatic conditions set preconditions for the operation of the ski areas, but short-term operational prospects and inter-annual variability in weather conditions rather than foreseen changes in climatic conditions guide the operational decisions of the ski area operators. A key adaptation strategy to respond to uncertain snow conditions is artificial snowmaking, which lowers the vulnerability of the areas to the impacts of climate change too.  相似文献

Monarchy has remained a stimulus in the touristic representation of Nepal. Recent political changes in Nepal abolished the traditional monarchy and declared Nepal a Federal Democratic Republic. Since Nepal's national identity was closely intertwined with the Hindu religion and monarchy, their absence indicates a reason sound enough to bring about a change in the traditional representation of Nepal in tourism. This paper first contextualises the role of monarchy in Nepalese tourism. It then looks into the challenges perceived by the tourism industry arising from the absence of the institution of monarchy. Data collected through interviews and questionnaires from the industry representatives and other library-based resources show that the biggest challenge ahead would be to the future of Nepal's existing tourism imagery. This is because, first, monarchy has a role in projecting Nepal as an exotic and mystic destination. Second, because the urge to diversify Nepal's tourism activities due to the increased quest for newly emerging regionalism means the traditional representations in tourism would not remain uncontested. These results lead us to a conclusion that the stereotypical image of tourism tends to be challenged in a new cultural climate brought about by a major change in the political regime.  相似文献

Tourism is a growing economic sector in the South Pacific providing the region with great potential for economic development. Vanuatu and its neighbouring Small Island Developing States and Territories experience a high vulnerability to climate change impacts. The tourism sector in Vanuatu is particularly vulnerable, and it needs to develop and implement effective adaptation strategies to reduce climate change risks. Policies play an important role by providing the platform on which adaptation can occur and resilience be built. This study examines the policy environment in Vanuatu for its conduciveness to climate change adaptation. It identifies the types of adaptation processes (explicit or implicit) and types of adaptation measures (technical, business management, behavioural, policy, and research and education) and critically analyses the current tourism-related policies for their effectiveness in assisting the sector to address climate change. It is found that the majority of policies identified deal with climate change through implicit adaptation processes and mainly through the use of policy and research and education measures. The authors argue that in order to strengthen the resilience of the tourism industry, the Government of Vanuatu needs to develop and implement explicit climate change adaptation policies for the tourism sector.  相似文献

This paper investigates the efficiency of ski lift companies across different climate zones in a group of countries based on establishment data. By a joint estimation of the stochastic frontier production and efficiency equations, the results indicate that ski areas in subarctic climate zones are far more efficient than their counterparts in warmer zones. The presence of a large local market and elevation of the ski area are factors not relevant for efficiency. Output of ski lift operators (companies) increases with the length of ski runs, number of ski lifts, share of slopes covered by snowmaking facilities and availability of fast lifts. Productivity is also significantly higher for ski lift companies owned by a large conglomerate.  相似文献

The primary objective of this paper is twofold: (i) to investigate the impact of perceived risk on the tendency to travel internationally; and (ii) to explore if there is any difference in the perception of risky places among three clusters segmented based on the Hofstede's uncertainty avoidance index. The sample population of the study consists of 1180 international travellers visiting Hong Kong in the fall of 2003. The research findings show that the majority of travellers are more likely to change their travel plans to a destination that has elevated risk while the minority reports they are more unlikely. These findings suggest that international travellers appear to be sensitive towards the occurrence of any type of risk in their evoked destinations. Differences were also observed from one continent to another in terms of the influence of perceived risks. The final note is that travellers from different national cultures may have varying degrees of the perceived risk. Implications both for theory and practitioners are also discussed. Transport is a significant and growing contributor to climate change. To stay within ‘safe’ global warming guardrails requires substantial cuts in greenhouse gas emissions. This represents a global political consensus, but there is evidence that current legislation in the transport sector is not significant enough to achieve medium- and longer-term reduction goals. In focusing on the European Union, this paper investigates the perspectives of twelve policy officers in three Directorates-General (MOVE, CLIMA, ENV) of the European Commission with regard to their understanding of mitigation goals and timelines, responsibilities for policy development and implementation, and perceived efficiencies of these policies to achieve climate objectives in the transport sector. Results indicate diverging and common views on climate policy goals and political responsibilities, as well as barriers to policy-making, including lack of political leadership on climate change mitigation, resistance from member states, the favoring of economic growth over cuts in greenhouse gas emissions, pressure from industry and lobby groups, preferential treatment of aero- and automobility over more sustainable transport modes, policy implementation delays, insufficient forecasting and monitoring tools, and an overreliance on technologies to contribute to emission reductions. In offering a view inside the ‘black box’ of transport policy-making, the paper reveals fundamental institutional (structural) and individual (agency-based) barriers that will have to be overcome if significant emission cuts in the transport sector are to be achieved.  相似文献

This paper discusses the COVID-19 pandemic as an opportunity to reconsider the foundations of the global aviation system. There is much evidence that air transport creates opportunities as well as risks. While the former accrue to businesses and individuals, risks are imposed on society. Pandemics, in which aviation has a role as a vector of pathogen distribution, as well as the sector's contribution to climate change are examples of long-standing negative externalities that continue to be ignored in assessments of aviation's economic performance and societal importance. As commercial aviation has shown limited economic resilience throughout its history, this short paper questions whether a return to business-as-usual, supported by very significant State aid payments, is desirable. The volume growth model championed by industry and aviation proponents may have to be replaced with an alternative model of a slimmed air transport system that is economically less vulnerable and accounting for its environmental impacts.  相似文献

Anthropogenic climate change poses considerable challenges to all societies and economies. One significant contributor to human-induced climate change is tourism transportation, particularly aviation. This paper addresses the relationship between climate change concerns, the energy-intensive nature of tourist consumption, and unrestrained tourist air travel behaviour in the context of Australia. Following Barr et al. [(2010). “A holiday is a holiday”: Practicing sustainability, home and away. Journal of Transport Geography, 18(3), 474–481], it seeks to understand public climate concern within the context of routine everyday (‘home’) lives and occasional tourist (‘away’) decision-making, with a specific focus on air travel. It draws upon 20 in-depth semi-structured interviews conducted in Australia between March and June 2011. The findings highlight the contradictory nature of environmental concerns and consumption decisions in everyday and tourist contexts. This is evident in widespread domestic consumer practices that are motivated, all or in large part, by climate concerns, set against almost complete disregard and neglect of responsibility to modify existing air travel practices. Our results highlight the magnitude of the challenge involved in shifting deeply entrenched air travel behaviours despite the growing urgency of radical emission reductions. It also highlights the need to consider consumer responses to climate change not in isolation, but in relation to industry drivers and strong government policy interventions.  相似文献

This current issue in the Caribbean raises the topic of destination management and more particularly the importance of considering natural phenomenon when planning and developing a tourism product. The impacts of Irma on some Caribbean islands such as Saint-Barthelemy, Saint-Martin, Barbuda and Anguilla show that hurricanes are major risks for the tourism industry of the islands. This risk could be said to be absolute in the Caribbean but the negative impacts can be mitigated by appropriate strategies. This study uses multiple linear regression to identify factors contributing to perceived risk among residents near Taoyuan and Kaohsiung International Airports, the effect of perceived risk on their willingness to reduce risk, and consumption preferences that can reduce risk. Results indicated that residents' risk perception near Taoyuan Airport is lower than that near Kaohsiung Airport. Noise pollution experience, perceived probability of environmental contamination and negative effects, and perceived severity of catastrophic consequences significantly increase residents' perceived risks. Residents are willing to recognize and participate in mitigating the risks of aircraft noise pollution. The more risk residents perceive, the more willing they are to participate in disaster reduction and investigate means of improving the risk environment.  相似文献

Although a large number of studies both in and out of the tourism literature have examined perceived risk, the risk categories utilized are often too broad and are not generated from the perspective of current and potential travellers. This deficiency in the travel research is addressed in this study by asking more than 2,000 respondents to identify their concerns when travelling. All respondent concerns were content analyzed to derive ten travel‐specific risks and the relationship of the identified risks with demographic characteristics of the respondents was examined. The identification of these potential and actual traveller‐driven travel‐risks allows tourism officials to better understand how to respond to alleviate traveller concerns and encourage travel. As one of Australia's iconic tourism attractions and one of the seven natural wonders of the world, the Great Barrier Reef (GBR) is an important economic, social and natural resource for Queensland's Tropical North. However, the long-term prognosis for the health of the reef and by implication, the industries dependent on it, is not positive. So far much attention has focussed on the health and resilience of the reef ecosystem, as a foundation for a resilient tourism industry. In this study we explore how weather conditions have affected the reef experiences of 1000 tourists to the Cairns/Port Douglas region, suggesting that this may also be an important indicator of change on the reef. The results suggest that poor weather has a more pronounced effect on experiences than good weather and reinforce the likelihood that seasickness, cold and wet conditions, reduced water visibility, and difficult snorkelling/diving conditions will reduce overall levels of satisfaction. Poor weather was found to have a direct effect on satisfaction scores, the likelihood that reef and tour expectations were not realised, and lowered perceived value for money. These are important considerations for the reef centred tourism industry that is currently facing strong environment pressures from climate change.  相似文献

The recent phenomena of infectious diseases, natural disasters and terrorist attacks have imposed an unprecedented threat to the global tourism industry. This paper reports on a study that investigated the perceived probability of occurrence, magnitude of threat and efficacy of official media on major types of risks from 1304 international travellers. The study also examined the perceived usefulness of a set of measures that aims to strengthen the confidence of travellers. This paper should provide tourism practitioners and policy‐makers an updated view from the perspective of travellers, which in turn, can assist the formulation of risk management strategies, an area that has long been of interest to tourism researchers and practitioners. China has the world's largest high-speed railway (HSR) network, but while HSR is meeting high transportation demand, the Decide-Announce-Defend approach to infrastructure policy and projects still prevails in China and is often criticized for not addressing public concerns of environmental and social risks. In recent years, researchers have investigated the economic and environmental impacts of HSR, yet few studies have evaluated the public's views on HSR risks or their views on the trustworthiness of key information sources, which are believed to be critical in predicting public behavior and reaction to infrastructure projects. Using random survey data from communities along the Beijing-Shenyang and Beijing-Shanghai high-speed railway lines, our study shows that perceived risks of HSR are higher in the operating stage rather than during construction. We also find that in the construction stage, risk-related information is often obtained through informal channels, while the government becomes a more trusted information provider only after HSR goes into operation. Furthermore, we confirm that the public's perception of the level of knowledge, transparency, and attention to risk of the information sources11 These are broad terms used in the survey to refer to information sources' general level of environmental knowledge, level of transparency with the decision-making process and information disclosure, and level of concern for environmental risks perceived by the public.View all notes are key determinants of their perceived trustworthiness. Lastly, this study reveals that socioeconomic characteristics are more important than project phase in explaining the regional differences in risk perception and trustworthiness of key information sources. This key finding calls for a strategy of stakeholder engagement that is carefully tailored to the demographics of the affected population in the decision-making and implementation process of HSR, as well as other infrastructure projects.  相似文献

Jobs using bicycles have diversified beyond bicycle messengering and seen a recent surge, especially with respect to the delivery of prepared food and the provision of services such as moving companies. Freight companies are also increasingly using cargo bicycles for last mile logistics. Yet little is known on the risks of injuries and collisions for commercial cyclists.Using 36 interviews of commercial cyclists, employers, contractors and entrepreneurs in the Montréal metropolitan area, Canada, we develop a framework for occupational safety factors related to risks of near collisions, collisions and injuries for different types of cyclist workers.The framework presents 21 factors organized in 4 large categories that may be associated with safety and health issues: individual characteristics and traits (experience, risk-taking behavior), work type and working conditions, exposure levels, and external factors (not related to workers or companies). Workers have different backgrounds and working conditions, use different bicycle types and other equipment and are accordingly potentially exposed to distinct and varying levels of risk. Many injuries are reported. Personal health issues including repetitive stress injuries, mental exertion and food intake emerged from interviews as a potentially risk-enhancing feature.Commission-based work performed in crowded business districts during peak traffic periods are likely the three highest road-related injury risk given exposure levels. Experience of cyclists and the promotion of safe practices by employers are key protective factors, but pay structure may be the single most important features to improve the safety of workers. Because using bicycles as work tools is likely to grow over time, it is important to understand how city planning, work organization, industry regulation, and education of workers and employers may reduce risks to commercial cyclists on the roads. Research into tourist reactions to terror requires qualitative studies that provide insight into the affective and cognitive processes that tourists experience when facing terror‐related risks. The study responds to this need by focusing on Israeli tourists who voluntarily travelled to the terror‐threatened destination of Sinai, Egypt. Applying ethnographic methods, the study identifies two major rationalisations tourists used to reduce their perceived risk: (i) inward‐oriented rationalisations that reduce the perceived risk of the destination by stressing the safety within it; and (ii) outward‐oriented rationalisations that reduce the perceived risk of the destination by emphasising the terror‐related risks, which exist elsewhere. This paper presents the findings of an exploratory study examining the values and attitudes of nature-based tourism entrepreneurs in relation to adaptation to climate change. The aim is to focus on tourism stakeholders’ values and ideas about tourism entrepreneurship, which may bring interesting new insights to the tourism and climate change research and support the industry in adaptation and mitigation processes. The data utilised in this paper consists of 19 thematic interviews conducted with nature-based tourism entrepreneurs in Finland between 2009 and 2013. Analysis of the data reveal issues concerning views on entrepreneurship in general, on the independence and individuality of the enterprises, on the roles and responsibilities of different stakeholders in the processes of adaptation and on the attitudes towards innovations and actions in the changing climate. These issues, together with the rate and scale of the change, seem to affect decision-making by the enterprises, but their importance as predictors of action and behavioural intentions needs to be studied more thoroughly. Additionally, more information is required regarding the role of the surrounding social environment as a co-creator of these kinds of values. However, the study supports previous studies on entrepreneurship and its influence on survival and resilience.  相似文献

Climate change has become a major threat to ecotourism in protected areas. This study aims to assess the vulnerability of the ecotourism system in Dana Biosphere Reserve (DBR), the major ecotourism destination in Jordan, to climate change. We conducted qualitative semi-structured interviews with key informants in DBR to assess climate change-related threats, their influence on natural resources, local communities and ecotourism's activities; and adaptation practices. The results indicate that DBR is highly exposed to multiple climate threats, specifically reduced precipitation, shifts in the rainy season, and increased frequency and intensity of drought. These changes are degrading the environment, shifting tourism seasons, and changing livelihoods and lifestyles of local communities. To mitigate these diverse consequences, DBR implements a range of environmental management, technical, educational and business management policies and practices. However, this vulnerability assessment, which addressed social, economic, and environmental impacts, provides a holistic understanding of the susceptibility of the tourism system to climate change and guidance for facilitating future adaptation.  相似文献
