In Western countries rural areas have faced major changes and challenges in the past decades. The role of traditional economies has decreased rapidly and the economic transition of rural areas has turned increasingly towards tourism production. By using a Finnish national scale rural tourism strategy and development programme as a case example, this paper argues that, while tourism can provide development for rural areas, the unrealistic expectations and goals may cause problems for rural communities. Unfeasible development goals of rural tourism are seen as the results of insufficient understanding of tourism dynamics and the lack of research-based or otherwise valid knowledge in development plans. In addition the connection between the ideas of rural tourism and sustainability is challenged in high tourism development goals and the related processes.  相似文献

The purpose of the present study is to identify the various factors that influence the competitiveness of the hot springs tourism sector. The research draws on the models of Ritchie and Crouch, Dwyer and Kim, and Enright and Newton, who concluded that destination competitiveness is determined by three major components: resources and attractors, destination strategies and environments. The investigation produced both qualitative and quantitative data using the Delphi technique. An expert panel reached consensus about priorities for the development of Taiwan's hot springs tourism sector and provided written justifications for their responses. This paper reports on the qualitative findings of the three‐round Delphi survey and provides a supply‐side perspective on Taiwan's hot springs tourism sector. An examination of the expert comments concluded that the Taiwanese are increasingly concerned with good health and longevity. This emerging characteristic offers new business opportunities for the providers of hot springs tourism experiences to extend their appeal into health protection and medical treatments. However, if they are to achieve sustainable development and ensure high‐quality visitor experiences, hot springs proprietors will need to work closely with local governments and communities to promote sustainable use of natural hot springs and to conduct routine inspections of spa premises. A panel of key stakeholders was consulted in the design of a survey being used for evaluating the Tapestry Tourism Futures Project – a systems-based modelling project in the south-west of Western Australia. The email-based Delphi consultation approach that was adopted was seen as a means of increasing the relevance of the outcomes to stakeholders. It is argued that this approach resulted in the participation of a diverse range of stakeholders in a time- and cost-efficient manner. However, some limitations of the method in terms of the provision of adequate feedback and direction are noted. It is concluded that through close liaison between the panel coordinator and advisory panel participants, an email-based Delphi process constitutes a highly effective consultation method for involving stakeholders in tourism research design.  相似文献

Despite the fact that the last three decades have witnessed the rapid development of rural tourism (RT) in China, which is being promoted by the Chinese government as an important new type of tourism due to its special role in revitalizing China's rural economy, there is still little knowledge about the economic impacts of RT on Chinese rural communities in terms of socio‐economic development and regeneration. Accordingly, this study represents an attempt to address this issue by examining the Poverty Alleviation through Tourism program and ‘Nong jia le’ (Happy Farmer Home) tourism within the Chinese context. The findings not only confirm the widely held importance of RT, as expected, but also identify the problems and challenges relating to the sustainable development of RT in the future. This paper considers the impact of the recession on the availability of migrant labour in the Yorkshire Dales and reassesses how the practice of employing migrant workers, previously explored by the author, has influenced current sources of recruitment. Findings suggest constantly evolving and altering patterns of migration not only shaped by economic and spatial factors but also socially constructed by the interactions of employers and migrants. In particular, results indicate how subjective experiences and judgements made around the use of social networks can recreate as well as transform the specific use of migrant labour in each establishment. In this study, we first conclude two main patterns – community‐based rural tourism and theme farm – of rural tourism in Taiwan, then investigate and compare the impacts of rural tourism perceived by the residents, the frequency and quality of tourists‐residents interaction, and residents' attitudes toward rural tourism of the two chosen areas. Moreover, we discuss and conclude the differences of two patterns in terms of economic, socio‐cultural, and environmental impacts. This paper focuses on the identification and explanation of rural residents' perceptions toward the impacts of tourism development and their grouping with respect to these attitudes. Data from 262 households are used in the empirical analysis. Because of emerging stages of tourism development in the study area, most residents expressed a quite strong support for tourism development, although some social and environmental concern was expressed. The results revealed that respondents most value economic objectives, but the community was not homogeneous in its views. Education, gender, age, income, employment and a high degree of community attachment were found to be the major factors affecting the attitudes of residents. Using a four round Delphi survey, a focus group and semi-structured interviews, this study investigates the respondent perspective of the public sector role in providing an environment conducive to the development of the rural tourism sector in Britain and South Africa. Although South African respondents generally perceived a greater need of support for the rural tourism sector than did their British counterparts, many of the problems, concerns and frustrations that emerged from the study were similar. Respondents perceived the public sector as ‘leader’, ‘strategist’, ‘mentor’, ‘co-ordinator’, ‘champion’ and ‘partner’ in their endeavour to build the rural tourism sector. Grappling with the problems of uplifting the quality, viability and communal benefit of rural tourism is seen as a futile exercise if the facilitatory platform of rational policy, planning and support conducive to the sustainability of the sector, is not in place. Above all local authorities are seen as ‘the enabler’ of successful rural tourism projects that diversify the local economy and generate employment and entrepreneurial opportunities. However, whilst there is respondent acknowledgement of the role played by the public sector, there is evidence of widespread disenchantment with the efficacy with which this role is fulfilled.  相似文献

The Delphi technique is the most popular judgemental forecasting method in tourism studies, but theoretical and empirical developments in this area (especially for forecasting purposes) have been slow. This paper analyses published research on Delphi forecasting in tourism and hospitality, explores how the Delphi forecasting method has progressed over the past four decades in terms of topical areas, empirical applications, and issues of reliability and validity, and is thus expected to advance understanding of the Delphi technique, providing topical and methodological recommendations for researchers and industry practitioners for producing accurate forecasts. The literature concerning the qualitative and quantitative applications of Delphi forecasting in tourism is mainly divided into three research themes: event forecasting, forecasting tourism demand, and forecasting future trends/market conditions (the most popular application). Issues of accuracy, reliability, and validity, as well as a group of Delphi-specific characteristics, such as panel size, panel selection, consensus measures, and analysis of results, are summarized and discussed. This study also examines the accuracy of Delphi forecasts as well as exploring the role of the Delphi approach in integrating human judgement into quantitative forecasts.  相似文献

This paper highlighted the importance of market orientation as a strategy for the success of rural tourism enterprises. The purpose of the work was to identify an explanatory model for the market orientation adopted by rural tourism enterprises. The explanatory factors identified were as follows: category; information and communications technology use; and the entrepreneur's gender. It was also found that the location of the enterprise relative to its competitors may also influence market orientation adoption. A spatial econometric model was used that took into account the characteristics of the rural tourism enterprise and its physical location, in terms of their effect on market orientation adoption. This study addresses the structure, nature and composition of stakeholder networks related to rural tourism in a Portuguese National Park (Peneda‐Gerês National Park). In particular, it examines their interactions along the following dimensions: marketing information (marketing exchanges such as flyers, tourism information and information on specific events), administrative resources (logistic and technical support), human resources (allocation of human resources), training (training of local stakeholders in the area of promotion) and financial resources (financial support). In terms of methodology, it uses both qualitative and quantitative techniques. The analysis of the type and nature of interactions among different stakeholders within a specific rural tourism destination is the main focus of this study. Among these, the marketing information network shows both a high number of connections and high centrality indices, which may indicate that there is a significant share of information about common projects, products and services among stakeholders. In contrast, the training network evidenced the opposite behavior pattern. The study also contributes to a better understanding of how different local stakeholders are positioned in a complex structure of interactions that are critical in providing useful directions to maximize potential opportunities that may contribute to promote rural tourism and local development efficiently. Destination managers in rural states, like North Dakota, understand the benefits of tourism and, thus, the importance of studying visitors' intentions. This study investigated visitors' perceptions of destination image, value and satisfaction and those variables’ relationship with future behaviors, with a specific focus on their intent to return and make recommendations to others. The results showed that destination image directly affects visitors' perception of value and revisit intentions, and it indirectly affects satisfaction and recommendation intentions. The results also demonstrate how tourism practitioners can apply past models to their destination. Wildlife tourism attracts substantial numbers of tourists worldwide with Africa as the major wildlife viewing destination earning the bulk of its tourism revenue from such tourism. Iconic animals, such as the rhino, are major attractions for tourists to South Africa who holds approximately 80% of the World’s rhino population. However, the rapid increase in rhino poaching activities has reached a crisis point and should the rate of poaching continue to increase Africa’s remaining rhino population will become extinct in the wild within 20 years. How this affects tourists and tourism is still largely unknown. This study shows evidence that rhino poaching and anti-poaching measures do impact tourism in the short term and could affect future visitation to Parks.  相似文献

Based on three case studies of rural tourism practices in suburban Beijing, China, this paper proposes a community‐driven development (CDD) model in rural tourism. The paper illustrated three principles of the CDD model: localization of supply chain, community‐external investor symbiosis, and democratization of decision making. The three principles as a whole serve as key to understanding and successfully implementing the CDD in China. Although the three principles come from the practice of rural tourism development in China, it is hoped that theoretical implications could be derived from this paper to direct tourism planning exercises in other countries, especially those developing countries with similar economic development backgrounds to China. This paper reports on a study completed in 2000 into the policymaking process for recreation and tourism in AONBs across England and Wales, with particular focus on the key influencing role of communication within this process. A number of practical measures, which might aid AONB communication and collaboration for policy development and implementation in the future, are derived from the research. In addition, the findings of the study lend weight to calls (current at the time of the research) for enhanced powers and funding for AONBs, particularly in respect of recreation and tourism provision.  相似文献

Rural tourism has been a subject of study since the early days of tourism scholarship. Most of tourism's deleterious impacts were identified from studies conducted in rural settings. It is only recently, however, that rural tourism has become a special focus of study, dissimilar enough from urban tourism, to be a study subject unto itself. This paper reviews some of the history of rural tourism development in North America with most of the attention paid to the USA's experience, with some examples from Canada. The reason for this is the huge economic difference between the two countries with respect to tourism flows and impacts. In reviewing the history of rural development in the USA, the argument is made that most developments are unplanned and result from market and economic forces that have greatly transformed the American rural landscape. A review of these transformational forces is provided. It is also shown that rural destinations are used, primarily, by local tourists and do not, with few exceptions, cater to an international clientele. After the historical perspective is presented an argument is made that current rural tourism development practices rely on an old paradigm, which is to use local attributes as the primary basis for development and marketing strategies. This has led, in recent years, to a great deal of development attention being paid to the cultural/heritage attributes of a place. Using research conducted in the state of Minnesota on highway travellers and tourists to rural destinations, a new way to look at actual and potential visitors is offered. Instead of an attribute‐specific development approach, a benefits‐based model is suggested as a different way to position rural tourism destinations. This paper evaluates current issues surrounding the role and development of rural tourism in southeastern Europe (SEE) (Romania, Bulgaria, Albania and much of former Yugoslavia), setting this within the wider context of change in post‐communist central and eastern Europe (CEE). It examines local and global factors of development and change, particularly within the context of aspirations towards sustainability. The paper concludes that the impacts of EU membership — both of the 2004 enlargement, and later potentially for the countries of southeastern Europe themselves — is likely to be crucial in market and product development for rural tourism. The present study suggests an innovative method that could be applied by local authorities to develop heritage interpretation plans aimed at promoting traditional rural buildings (TRBs) as built heritage attractions, while preserving their original features. Cultural heritage interpretation (CHI) methods and tools were used. They offer the advantage to create a kind of ‘understanding’ that would lead tourists and local communities to protect TRBs from inappropriate alterations and modifications that often occur when TRBs are reused also for tourism purposes. The intersection of tourism and climate change has seen significant research over the past two decades, focusing particularly on issues of mitigation and adaptation in the global North. Research output has predominantly been centred on the Mediterranean and Nordic countries and number of localities in North America. The global South has seen significantly less investigation, despite having significantly lower adaptive capacity to the impacts of climate change, and numerous countries with rapidly growing tourism sectors. The African continent specifically has seen appreciably less research than other countries in the global South, despite arguably having the lowest adaptive capacity and projections of severe impacts of climate change to the tourism sector from temperature increases, changes in precipitation volume and sea level rise. This paper therefore presents a review of the existing literature on adaptation strategies of tourism sectors and participants in African countries. The crucial argument of this paper is in highlighting the need for an increase in research into the threats of climate change to tourism in African countries, identifying future research trajectories. The development of such knowledge would assist in the development of adaptation and mitigation strategies for these most vulnerable tourism economies.  相似文献

Tourism has, in recent times, been advocated as a particularly efficient way to promote the development of the so‐called less favoured regions, mostly inland and mountain, owing to its potential for employment and income creation and the synergies it is able to generate in other sectors of activity. Based on the results of empirical research carried out in two distinct inland zones of Portugal, this article tries to demonstrate that a wide gap and considerable contradictions are emerging between the rhetoric and the real benefits that tourism has been producing in the local societies and economies of these regions.
