The paper presents a critique of tourism policy in London in the context of local environmental plans and central government policy for tourism and hotel development. Rationales for local authority tourism policies are assessed in relation to city‐level planning imperatives and local land‐use plan formulation. A comparative analysis of borough development plans and the treatment of tourism is based on a survey of London's 33 unitary authorities. The paper presents a World City case study of urban tourism from the position of the environmental planning process and in the light of the highly concentrated distribution of hotel provision and tourist activity in London. Multinational hotel companies, often integrated with tour operators, travel agencies and other businesses in tourist‐generating or tourist‐receiving countries, play a key role in the development and continuity of an international tourism industry in developing countries. In order to take advantage of benefits and minimise the unwanted adverse effects from multinational hotel involvement, developing countries need the planning, implementation and evaluation of carefully designed policies linked to their particular objectives. This paper reviews the potential benefits and costs of multinational hotel companies and brings together previously scattered critical policy issues in relation to them, while suggesting possible options for developing countries to follow. Seven critical policy areas are identified: establishment of the need for foreign investment; deciding on forms of involvement; deciding on the scale of hotel development; supporting sectoral linkages; supporting indigenous employment/training; monitoring business practices; and determining foreign investment incentives and regulations. It is argued that policies should be worked out in these areas and co‐ordinated in order to achieve a balance between the benefits and costs of multinational hotel involvement in developing countries. This study investigates the critical link between aviation and tourism growth in Hong Kong, with a focus on the identification of causal relationships between scheduled airline seat capacity and visitor arrivals. This is achieved through the cointegration analysis and Granger-causality test, using monthly data collected from Hong Kong's top 17 tourist source markets during 2008–2018. Our analysis finds clear evidence of an overall two-way causal relationship between airline scheduled capacity and tourist arrivals. The positive externalities between the two crucial sectors to the Hong Kong economy call for coordinated planning and policy design in the tourism and aviation sectors, and justify continued government support. On the other hand, market-specific features are evident in selected markets. Such heterogeneity is likely due to airline network effect and regulation in the international market. Therefore, direct subsidy is not always an efficient support measure. A combination of liberalization policy and industry supports are preferred in views of the benefits to be achieved for the two sectors and the Hong Kong economy.  相似文献

The effects exerted by endogenous tourism investment on the developing Greek island of Zakynthos are examined, focusing in particular on whether the experiences among residents, tourist enterprises and local government are homogeneous, or whether they reflect varied attitudes related to sociodemographic, destination, development-process and tourist characteristics. Multivariate analysis shows that the main factors contributing to the variance in locals' experiences of and reactions to tourism development are the endogenous nature associated with the early ‘development’ phase of the evolution cycle, inhabitant constituency, carrying capacity and tourist nationality. In addition, the protection and conservation of natural and sociocultural resources are revealed as serious concerns of the island's local government. Management strategies for visitor-impact alleviation should focus on community-based planning where the hosts' collective wisdom is incorporated into the overall development process and tourism policies are compatible with the physical and human components of the local society. A considerable body of work suggests that sustainable tourism development may only be achieved when sectoral fragmentation is overcome and collaborative planning achieved. This paper describes the findings from research that identifies obstacles to and opportunities for collaboration between two key stakeholders in a tourism policy domain. Specifically, the paper focuses on the influence of government macroeconomic policy on interorganisational relations between two government agencies. Generally, economic policy and practice provides not only the context, but also the rationale and legitimation of certain activities, and therefore shapes the nature of interorganisational relations, particularly when those organisations are reliant on state funding. Using an interorganisational relations framework, two federal government organisations in Canada involved in the 'national park – tourism' policy domain were studied to identify the influence of fiscal policy operating through a range of facilitating and inhibiting factors, on the formation and maintenance of relations between the organisations. The material for this paper has been drawn from a larger study that considers relations between a wider group of stakeholders in the Canadian 'national park-tourism' domain.  相似文献

Jeju Island is a major domestic tourism destination in South Korea and is an increasingly significant international tourism destination, especially for the Japanese and Chinese markets. The Jeju provincial government strongly supports the tourism industry and has, along with the Korean central government, invested heavily in the construction of tourism infrastructure and tourism promotion. There is an abundance of printed literature available to tourists, in the form of brochures and guidebooks, during their stay in Jeju Island. In this study, the types of photographic representations found in that media is identified using a previously developed typology of four ‘spaces’ and four ‘subjects’. Content analysis of a proportional sample of 4115 pages in 225 tourist guidebooks and brochures determined the frequencies of certain ‘types’ of photographs. Further interpretive analysis probes the intentions behind the imagery, if any exist, towards the representational construction of this island's destination image as it appears to the tourist reader. Theoretical issues related to destination image and its representations are explored in light of the findings and implications for tourism policy and management are discussed. Although the issues of sustainable tourism and sustainable development are receiving increasing attention from tourists, government planners and scholars, few studies have examined their overlap, tensions and complex linkages in practice. In southern Thailand, the sustainability of tourism, defined as the ongoing growth and survival of the tourism industry, has compromised the ecological sustainability of key tourism destinations sites. The recent financial crisis has forced the Thai government to sacrifice long-term sustainability for the sake of quick, and desperately needed foreign exchange. The 'Amazing Thailand' promotional campaign, which aims to attract 17 million tourists over 1998 and 1999, promises to exacerbate further the environmental degradation of tourism destinations in southern Thailand by pushing for enhanced tourist numbers. Ironically, by changing the composition of tourist arrivals (and in particular, attracting more European and North American tourists) the currency devaluations associated with the Asian financial crisis may simultaneously boost demand for nature-based tourist activities in southern Thailand while also adding stress to ecologically deteriorating destinations.  相似文献

This study investigates the impact of low-cost carriers (LCCs) on Saudi Arabia's tourism demand. It also provides an understanding of the relationship between air transport development and tourism development in the Gulf region. The Box–Jenkins SARIMA-X models were employed to model and forecast international tourist arrivals to Saudi Arabia, using monthly international tourist arrivals to Saudi Arabia from July 2010 to December 2015. The forecasting models were significantly accurate, with lower values of MAPE, MAP, and RMSE. The findings suggest that an increase in airline capacity, religious travel, and airline competition are associated with the increasing international tourist arrivals to Saudi Arabia. This also indicates that there is a positive relationship between air transport development and tourism development. Further aviation liberalisation in the Gulf region is discussed to give opportunities for the region's LCCs to increase their share of the increasing air travel demand, thereby enhancing tourism development.  相似文献

This paper examines the relationship and impact of sharing accommodation on the hotel occupancy rate (HOR) from a developing country perspective. Using panel data on the monthly HOR and the number of Airbnb room occupancy rate for the periods 2012–2016 and 2015–2016, respectively, the study applies a hierarchical regression model to respond to the research questions. The Pearson correlation test reveals a positive relationship between the HOR and Airbnb room occupancy rate, thus indicating that an increase in the hotel room occupancy rate moves in tandem with a rise in the Airbnb room occupancy rate. Further test revealed that increase in the Airbnb room occupancy rate coincided with an increase in the hotel room occupancy rate. In addition, the Airbnb platform was found to appeals to a different tourist market profile than does that of hotels, and that, therefore, the two products may be viewed as non-competitors. Furthermore, inconsistencies in regulatory provisions, in terms of which hotels are required to undergo various legal procedures as opposed to such platforms, are evident. The study recommends that the Swaziland Government should undertake stakeholder consultations aimed at developing regulations to manage and monitor sharing accommodation platform participants that will incorporate its innovative and diverse dimensions. The study is important as it provides insights into tourism destination managers on the impact of the sharing economy from a developing country perspective where empirically based research that could be useful in policy formulation is scant.  相似文献

This paper examines the role of local government and the nature of the policy-making process in urban tourism through a detailed analysis of the development of the Christchurch tourist tramway. The basic issues addressed are why and how a tourist tramway was developed in Christchurch and what was the development and policy process. A detailed chronology of events is established through the analysis of archival material, newspaper accounts and interviews with key personnel. The analysis and interpretation centres on understanding what was driving the tramway development process. Emphasis is given to identifying key factors and events, the tourism arguments used, and the interests of the different parties involved. The process is shown to be ad hoc and incremental, with the development of the tramway being part of broader urban processes and policies. Tourism is frequently used to rationalise other interests, notably a desire amongst enthusiasts to see trams running once more on the city's streets. In many respects, the Christchurch case reflects broader issues elsewhere.  相似文献

The role and influence of trade and associated groups in England's tourism policy environment is of increasing importance given recent changes in the consultative processes undertaken by the Department of Culture Media and Sport (the government department sponsoring the tourism industry in Parliament). Yet researchers working within the realm of tourism studies have paid little attention to their characteristics, objectives and tactics. This article, therefore, sets out to address these issues by drawing on the results of phase one of a two‐phase research project into the influence of trade and associated groups on policy development. The article reports the findings of a survey into the objectives and tactics used by the groups in policy communications and links this to structural changes in the landscape of the tourism policy. In doing this it suggests how certain relationships have developed between government and groups, how groups collaborate on policy issues and how this may have influenced the direction of tourism policy in the England. Using the results of this research and an analysis of government policy related announcements over the past two years we hypothesise on how successful the groups have been to data, and proposes areas for future research. The Libyan government emphasises the importance of tourism in economic diversification through its Libyan Tourism Master Plan identifying various initiatives to develop the Libyan tourism industry, including human resource development (HRD). Hotels are key to an internationally competitive industry and human resources critical to perceptions of service quality. This paper analyses issues relating to the Libyan hotel sector, including the need to strengthen the private sector; to match education/training programmes to industrial needs, and to address cultural and religious dimensions which exacerbate poor industry image. Permeability in the European internal borders has increased, challenging state-centric tourism development in the border regions. The aim of this article is to examine the development of the Finnish–Swedish border, which has been one of the European Union's internal borders since 1995, as a tourist attraction. An examination of the path of tourism development in this border region shows that the differentiative meaning of the border that has been characteristic for state-centric tourism development has diminished and some of the excitement of crossing the old east–west border has vanished. At present the significance of the border for local tourism development can be seen in the new cross-border enterprise and commercialisation of tourist attractions. Such development can have a wide-ranging influence for the reorganisation of border landscape and dissolution of mental boundaries in the region. This study contributes to an understanding of the transition in the European Union's internal border regions from the perspective of tourism.  相似文献

This study uses the case study of Kenya to analyse the role of government in the development of tourism in the Third World. Usually, government involvement in the development of tourism reflects on the uniqueness and peculiarity of the tourism industry. By its nature, the development and provision of tourism product involves diverse stakeholders and activities. In the diverse socio‐economic situation, it is usually the government that has the required social and political capacity and legitimacy to bring together and co‐ordinate the activities of diverse and different interest groups which are involved in the development of tourism and, also, establish the required level playing field. In this regard, as probably is the case in most less developed countries where tourism is a major socio‐economic activity, the Kenya Government has, over the years, played a crucial role in the development of the country's tourism industry. Particularly, during the exploratory stage of tourism development in Kenya, it was government involvement that helped lay the required groundwork and, as a consequence, jump‐started the rapid development of the country's tourism industry. However, in recent years, particularly in the 1990s, Kenya's tourism industry is confronted with serious problems including declining international visitor arrivals and decreasing tourism revenues. Ironically, the same government that played a crucial role, especially in the initial development of the country's tourism industry, is currently being blamed as being responsible for the industry's current poor performance. Thus, this study will also examine the underlying factors responsible for the current downturns in Kenya's tourism industry and how they relate to the role of government in the development of tourism. This paper articulates the principles of sustainable development, sustainable tourism, and ecotourism, and their interrelationship, and explains the critical difference between growth and development, which are commonly confused. It discusses numerous activities during the course of the early 1990s, which arguably moved the government into a 'strong sustainability' mode, through its support of the principles of sustainable development, tourism, and ecotourism. The paper also briefly describes the reduction of government activities to support principles of sustainable development over the latter part of the decade, which moved the government to a weak sustainability mode. Supportive activities include integrated planning; cooperation and partnerships; public consultation; proactive research and education; environment protection and conservation; management of resources, impact and visitors; and green standards activities. The benefits for government support of principles of sustainability are briefly described.  相似文献

This paper examines the tourist perceptions at Danish, Osu‐Ghana within the dark tourism or slavery heritage contexts. Using Cohen's (1979) typology of tourist experience, we differentiate between tourist knowledge of a heritage site relative to socio‐demographic indices. The results indicate that tourists' perception of Danish‐Osu reflect their knowledge of the site in relation to its cultural heritage attributes. In addition, it was found that tourists have dual experiences of the site: those that relate to recreational pursuits of heritage sites and those that ascribe meanings based on their background. The contemporary nature and use of Transatlantic Slave Trade relics for tourism development makes the case of the Danish‐Osu more delicate considering the ethical implications of interpreting the community's past to tourists as the borderlines are unclear. Malaysia has experienced a significant increase in tourist arrivals over the past 10 years. The challenge is to sustain this growth and therefore it is important to understand the factors influencing inbound tourism to Malaysia. This paper investigates the economic and non-economic determinants of international tourist flows to Malaysia using the generalized method of moment. The annual panel data set includes the number of arrivals from 33 countries during the period 2000–2012, and the number of possible explanatory variables. It is found that habit persistence (word of mouth), income, hotel room and political stability have a positive impact on tourism demand for Malaysia. Also, results indicate that the estimated coefficients of substitute tourism price in the model are negative. This implies that the five alternative destinations are complementary destinations to Malaysia. In addition, the dummy variable for Visit Malaysia Year in 2007 and severe acute respiratory syndrome in 2003 had positive and negative impacts on tourism demand for Malaysia, respectively.  相似文献

The role of interested groups within English tourism policy development has increased considerably in recent years. There are several possible explanations for this, including changing government policy styles, the perception of the importance of tourism to the national economy, and the developing sophistication of a tourism policy network. This paper reviews the role of interested groups and the nature of tourism policy development in England within the context of a theoretical discussion on public policy analysis, policy styles and policy networks. It specifically reports on the relationship between the tourism interest groups and government, and the mechanisms used by them to influence policy development. The paper shows that the tourism policy network can be characterised as immature. It has government at its centre directing strategic policy, with two sub-networks concentrating on the detail of commercial tourism and tourism resource policy. Within these sub-networks are dominant and secondary players defined as such by the manner in which they use their resources, gain access to decision-makers, collaborate with like-minded groups and work with government bureaucracy.  相似文献

Trust between culture is a salient issue to tourism studies. But the effect of tourism on culture is disputed, and surrounded by a basic lack of trust. Tourists as well as hosts categorise 'others' by their most immediately functional role, which is economic. Yet difference is an unavoidable social fact and does not exempt one from the responsibility of social relationships. For tourism, simulations of 'the other' are desired but must be always kept distant. So difference is accentuated by commerce, maintained by role identification and exacerbated by the brevity of the tourist's encounter. Therefore, the social alchemy between host and tourist is marked with dominance, power and alienation. Trust is engagement with 'the other', a reflexive relationship of engagement over time. Trust can exist in the tourist's encounters when differential power relationships are recognised - and negotiated through sincere engagement and natural communication. Professionals and intellectuals as well as the tourist must take an active and sensitive role in fostering reflexive and engaging social relationships between culture.  相似文献
