In the context of massive outward migration after Poland's accession to the EU in 2004, this article explores the possibilities for cross‐border collaboration by Polish trade unions. The findings are based on interviews with the two main trade union/trade union federations, Solidarity and Ogolnopolskie Porozumnie Zwi?zków Zawodowych: All‐Poland Alliance of Trade Unions, at national, regional and sectoral levels. Examining the issues and challenges faced by Polish trade unions in terms of loss of membership and social capital, the article also evaluates the significance of Poland's status as a country of some inward migration. It is argued that cross‐border trade union collaboration has become an even more urgent project as the economic crisis intensifies competition in the labour market and increases the potential for xenophobia.  相似文献

While existing literature on the changing nature of trade union membership concentrates on unidimensional differences between members, this article proposes a multidimensional typology, which considers demographic characteristics as well as labour market position and length of union membership. Our results allow the identification of different member profiles; these are significantly associated to differences in employment conditions, work participation, job satisfaction and union activism. In the last section of the article, we discuss the practical implications that these different member profiles may have for union policy and organisation.  相似文献

Recent research on the fate of organised labour in western Europe has emphasised the capacity trade unions have to develop and implement revitalisation strategies as well as the fact that different trade union movements implement different strategies. In the case of Germany, trade unions have tended to defend existing mechanisms of social partnership and restructure the movement through mergers. This article argues that this approach has severe limitations given the diverse transformation of the German political economy. It presents research on the revitalisation strategies of Germany's new service sector trade union Ver.di established in 2001. The article argues that Ver.di has an awareness of the necessity of adopting new and comprehensive strategies for revitalisation, but that it is tending towards traditional strategies. This disadvantages those regions and sectors where institutions of industrial relations are not embedded.  相似文献

Why was the 2008–09 economic downturn not matched by an internationally coordinated trade union response? Post-War trade union membership developments have received relatively little academic attention, in view of the importance attributed to trades union organization in the collective bargaining system, in the social, political and economic fields, in the relationships between organized labour and governments and, in particular, in the efforts to devise institutional arrangements suitable for dealing with wage-price inflation. Union membership levels, the effective power of central federations and some of their individual affiliates, shifts in membership and the often concomitant changes in the political status of a union or unions and the degree of organization of a nation's labour force—are all important aspects of the potential role of trade union movements within the socio-economic and political life of a nation. The objects of this paper are to examine membership levels and changes, density of organization, membership concentration and the membership experiences of the six largest unions within the trades union movements of Austria, Denmark, Germany (Federal Republic), Norway, Sweden, Switzerland and the United Kingdom over the postwar period.  相似文献

International product market integration enhances both the export possibility of supplying to foreign markets and the import threat of foreign firms penetrating into domestic markets. These mechanisms affect labour markets since they amount to increased job mobility. At the same time heterogeneity may increase since it is unlikely that the opportunities and threats are uniformly distributed across different groups/sectors. In a Ricardian trade model admitting heterogeneity in the labour market, it is shown that lower trade frictions are associated with aggregate welfare gains, increased trade and specialization, but also more dispersion in wages. Structural labour market problems caused by union market power are reduced while those caused by minimum (reservation) wages are strengthened.  相似文献

This paper argues that trade union activism within the new era of information and communication technologies (ICTs) offers the potential for unions to become more inclusive of under‐represented groups. Traditional conceptions of activism, participation and democracy within trade unions require physical presence at meetings at times and in spaces incompatible with caring responsibilities and atypical hours of work. This restricts the participation of women and other ‘atypical’ workers in trade unions. The paper explores the complexities of electronic forms of union activism in practice, indicating that while some positive features are experienced, there are also a range of obstacles, barriers and possible negative consequences.  相似文献

Steps towards internationalisation of the trade union movement are considered in the context of the process of political and economic integration taking place in the EU. The trade unions are trying–partly via the ETUC–to play a role at pan-European level. However, the European trade union movement is not a cohesive entity. Besides, it has no significant transnational power-resources. These factors suggest that any European IR-system will be based primarily on political regulation rather than on a system of collective agreements.  相似文献

Coordination through collective bargaining is recognised as an influential determinant of labour market outcomes and macroeconomic performance. This article provides a systematic review of the empirical literature on the subject. What emerges from the review is that it is different types and coverage of bargaining coordination, rather than cross‐country variation in trade union density, that matter for economic performance. High levels of bargaining coverage tend to be associated with relatively poor economic performance, but this adverse relationship can be at least mitigated by high levels of bargaining coordination. In the absence of formal bargaining arrangements, economies often develop informal bargaining mechanisms whose effects are similar to those arising from formal bargaining provided they both operate at similar levels of coordination. The consequences of labour market coordination or absence thereof depend on the monetary policy regime as non‐accommodating monetary policy can eliminate some of the adverse unemployment consequences otherwise associated with industry‐level collective bargaining. Finally, bargaining coordination seems to matter most in times of rapid economic change rather than under more stable conditions. Overall, we conclude that it is the total ‘package’ of (formal and informal) labour market institutions that matters for the performance of the economy rather than unionisation as such or individual aspects of unionism.  相似文献

The movement of the Chinese economy towards a market orientation has been characterized by high levels of foreign direct investment, the diversification of forms of public ownership and the growing economic significance of the private sector as the PRC joins the global economy. These changes have clearly had a significant impact over time on the Chinese labour-force. This study, based on a geographically dispersed sample of sixty-two enterprises, both state-owned and joint venture, examines the effect of these economic reforms on industrial and labour relations, and in particular on the role of trade unions at plant level.  相似文献

Today, conventional wisdom suggests that integration into the global economy provides the best opportunity for economic growth and that such growth will, inevitably, benefit all sectors in society. However, if one looks beyond the economic indicators, the project of integrating into the global economy, particularly through export-oriented industrialization, carries high social costs in terms of violations of labour rights. This article argues that external constraints in the global economy prevent national governments from pursuing both integration through export-oriented industrialization and satisfactorily protecting workers. By focusing on the case of the Philippines, this study demonstrates how external constraints lead to specific violations of labour rights. The evidence suggests that practices such as labour-only contracting and 'no union, no strike' policies are best explained in terms of external constraints emanating from the global economy.  相似文献

This paper aims to provide a simple trade union model which highlights some of the distinctive institutional features of French unionism. The model focuses on the determinants of militancy and membership in a frictionless economy. It brings into the picture three types of agents and their specific behaviour: firms accept to pay a premium in order to avoid strikes, individuals participate in the union in order to maximise their expected income and union leadership seeks to maximise his/her net personal gain. By adapting militancy—broadly defined as hard stance during the annual wage bargaining—the union leader may achieve a unionisation rate consistent with his/her own objectives. It is shown that a non-Walrasian labour market equilibrium exists wherein real wages, employment, union size and militancy are jointly determined. In comparative statics, the model predicts a negative relationship between militancy and membership; recent evolutions of the main French union confederations tend to support this conclusion.  相似文献

For trade unions, the central problematic of globalization is the growing disparity between the mobility of capital and labour. The ability of capital to operate on a trans-national basis is widely perceived to have precipitated a process of cost cutting as international companies seek to cut workers' remuneration and other conditions of employment. However, systematic empirical evidence on the impact of globalization on human resource management is hard to find, as is any assessment of the differential impact of globalization on different occupational groups or the response of trade unions to any deterioration in their members' terms and conditions of employment. Focusing on the international civil aviation industry, we examine the effects of globalization on human resource management and the national and international strategies developed by organized labour in response. Although the evidence suggests that there is indeed a concerted effort by major airlines to cut costs, trade unions have been able to retard the pace of change and effectively defend the interests of some occupational groups. Moreover, the future course of globalization will be contested through new international strategies and repertoires of collective action developed by the trade union movement.  相似文献

This paper seeks to analyse the impact on training outcomes of labour markets with a social dimension which enhances workers rights and benefits, including the right to unionise. The ILO in particular champions the cause of such social labour markets both on the grounds that they represent fundamental rights as well as on the grounds that they generate helpful economic outcomes. In the context of on the job training, this paper demonstrates that the benefits of such social labour markets are mixed. In particular, it demonstrates that whilst unionisation can increase productivity and mitigate training hold up, there are also risks to increasing union power.  相似文献

We study the effects of international outsourcing on equilibrium unemployment in a high-wage economy with labour market imperfections. We demonstrate, consistent with empirical results, that the wage elasticity of labour demand is increasing as a function of outsourcing. Furthermore, we show that a production mode with more outsourcing reduces the negotiated wage in a high-wage country with labour market imperfections if the relative bargaining power of the labour union is sufficiently high. Under such circumstances outsourcing reduces equilibrium unemployment. Finally, we characterize the optimal production mode showing that stronger labour market imperfections induce a production mode with more outsourcing.  相似文献

A bstract .   People often suppose or imply that free-market economists constitute a significant portion of all economists. We surveyed American Economic Association members and asked their views on 18 specific forms of government activism. We find that about 8 percent of AEA members can be considered supporters of free-market principles, and that less than 3 percent may be called strong supporters. The data are broken down by voting behavior (Democratic or Republican). Even the average Republican AEA member is "middle-of-the-road," not free-market. We offer several possible explanations of the apparent difference between actual and attributed views.  相似文献
