Finance for SMEs: A U.K. Perspective   总被引:2,自引:0,他引:2  
This paper provide an overview of recent trends in the financing of smaller businesses in the U.K. It refers in particular to the findings of a major recent programme of work in this area funded by the Economic and Social Research Council, in which the author participated. This programme included the first national survey to address these issues since the Bolton Report of 1971, as well as a range of projects covering the finance of ethnic businesses and hi-tech firms as well as the market for informal venture capital. On the basis of this work and of the results of more recent follow up surveyors it is concluded that the evidence for general equity or debt gaps in the U.K. is weak. If anything SME funding was too easy in the boom of the late 1980s. It is argued that consideration could be given to the promotion through seedcorn funding of SME co-operative or mutual guarantee schemes to reduce information asymmetry in U.K. credit markets.  相似文献

This paper examines the report produced by the Competition Commission on the provision of SME banking services in the U.K. The report is assessed in terms of underlying assumptions used to describe and assess how banks operate and perform. The Competition Commission suggested “remedies” are drawn from a specific economic model assumed to be representative of the U.K. banking industry. It is concluded the remedies proposed by the Competition Commission are misplaced and may impose a substantial future cost on both banks and SMEs receiving banking services. It is proposed that the ramifications of this case are substantial for the present system of allocating bank funding to SMEs, in both the U.K. and international economies where similar antitrust or competition guidelines are employed.  相似文献

This paper examines Board pay for a sample of 571 U.K. SMEs from 1991 to 1995. Approximately half of the sample were closely-held (i.e., owner-managed) firms which allowed empirical testing of models of the relationship between Board pay and ownership from control characteristics. Consistent with their need to align shareholder and manager incentives, the results indicate that the change in nonclosely-held SME Board pay is significantly related to both external market pay comparisons and “benchmark” profits. This contrasts with the empirical results for the closely-held firms where Board pay awards are typically highly sensitive to current total profits but wholly unrelated to external market pay levels.  相似文献

This paper draws out lessons from the euro area (EA) that are transferable to the Eastern Caribbean Currency Union (ECCU) and other Caribbean economies with fixed exchange rates. Based on observations from both the EA and the ECCU, we present a new policy framework which is capable of imposing fiscal discipline, with the aim of avoiding the risk of unsustainable fiscal policies reappearing and of preventing monetary policy from being undermined by undisciplined national governments. In the ECCU case, we find that fiscal deficits are more a result of financial and trade imbalances than fiscal indiscipline per se. Consequently, constraints on overall debt, public and private, rather than direct limits on endogenous public deficits, appear to be the appropriate response.  相似文献

This paper develops a set of 16 criteria, divided into four groupings, for responsible business practice (RBP) in Small and Medium-Sized Enterprises (SMEs) drawn from the existing SME/RBP literature. The current lack of a general set of criteria against which such activity can be judged is noted and this deficit is redressed. In order to make an initial assessment in support of the criteria so derived, an exploratory feasibility study of RBP in U.K. Fair Trade organisations was conducted. The findings from this study show that most but not all of the RBP criteria seem to be applicable to U.K. Fair Trade organisations but it is recommended that the complete set of criteria continues to be used in further research until such time as there is a general consensus as to which criteria are appropriate. Implications for RBP in small businesses in general, and for Fair Trade organisations in particular, are drawn out and suggestions for further research are identified.  相似文献

This paper studies the dynamics of the export behaviour of small and medium sized enterprises (SMEs) in the U.K. between 1994 and 1998. I use a dynamic empirical model to disentangle three distinct dimensions of a firms’ participation in foreign markets: sunk cost induced hysteresis, firm heterogeneity and macroeconomic instability. The results show that SMEs view exporting as an irreversible investment, with state dependence being the largest explanatory factor. Moreover, observable firm characteristics, such as size and ownership, play a significant role in distinguishing exporters from non-exporters. Finally, there is no evidence that the 1992–1993 recession influenced firms’ export decisions in subsequent years implying that the results provide a valid indication of SMEs "typical" export behaviour.  相似文献

In the first section of this paper, the author demonstrates the crucial significance of anchoring symbolically a currency in the representation of a social whole, not least when practical and technical problems bound up with the creation of a new unit of account and the associated means of payment have to be addressed. In the second section of the paper, on the basis of this analysis, a number of practical implications for the transition to the euro are drawn. The analysis starts with the irreducible political and social dimensions of money related to its traditional public functions. The differentiation of modern societies gives to national currencies a regulatory role in insuring the social bond, as the same currency must be accepted in the public economy as well as in the private one. A series of conditions of legitimacy and confidence in the currency can then be drawn from its participation in the social regulation. To achieve legitimacy, every currency must on the one hand be an instrument that can provide the necessary credit for the development of production and trade and allow people to pay their debts to the public authorities, but it must also serve as a symbol of political belonging to a community. This last dimension of the currency is very often overlooked precisely because it is taken for granted. It is these political and symbolic dimensions of money which the transition to the euro now puts squarely on the centre stage.  相似文献

The creation of the euro will prove to be a remarkable development in international relations and carries far-reaching implications for the international monetary system. The objectives of this paper are four-fold. The first objective is to provide a brief overview of previous monetary unions in Europe. It covers three surviving monetary unions and two that failed. The second objective is to provide a review of major developments leading to the creation of the euro. The third objective is to analyze the opportunities and threats associated with the euro. This article utilises up-to-date financial panel data, and investigates the capital structure of small and medium sized enterprises (SMEs) in the U.K. Different capital structure theories are reviewed in order to formulate testable propositions concerning the levels of debt in small businesses, and a number of regression models are developed to test the hypotheses.The results suggest that most of the determinants of capital structure presented by the theory of finance appear indeed to be relevant for the U.K. small business sector. Size, age, profitability, growth and future growth opportunities, operating risk, asset structure, stock turnover and net debtors all seem to have an effect on the level of both the short and long term debt in small firms. Furthermore, the paper provides evidence which suggest that the capital structure of small firms is time and industry dependent. The results indicate that time and industry specific effects influence the maturity structure of debt raised by SMEs. In general terms, average short term debt ratios in SMEs appear to be increasing during periods of economic recession and decrease as the economic conditions in the marketplace improve. On the other hand, average long term debt ratios exhibit a positive relationship with changes in economic growth.  相似文献

This study uses closed‐ended and payment card formats to elicit willingness to pay for breakfast cereals made from non‐biotech ingredients. U.S. consumers were willing to pay a 10%∼12% premium to avoid biotech breakfast cereals, whereas U.K. consumers were willing to pay a 19%∼35% premium. Risk perceptions about agrobiotechnology proved to be an important factor shaping willingness to pay a premium for non‐biotech breakfast cereals. If consumers perceived risks to human health or environments from the use of biotechnology in crop/food production, or affiliated biotech foods unfavorably with morality or multinational corporations, they were more likely to pay a premium. Conversely, if consumers associated agrobiotechnology with various benefits (i.e., reduction in chemical use in crop production, mitigation of world food shortages, and improved nutritional content), they were less likely to pay a premium.  相似文献

按照H-O定理以及S-S定理,贸易自由化将使我国劳动密集型产品生产增加,劳动要素收入上升,但是,改革开放以来对外依存度最高的制造业职工工资变动的数据并不支持这一结论:工资总额占GDP比重趋于下降,职工平均工资增长率低于人均GDP以及工业GDP增长率。本文解释了导致这一现象的原因:部分是传统体制下企业吸纳了过量的劳动力、从而使生产效率低下所致;部分纯粹是统计上的原因所致。随着制造业职工就业和工资决定市场化程度的提高,贸易自由化带来的劳动报酬上升的趋势趋于显著。实证检验的结果也支持了S-S定理的结论。最后是关于继续贸易自由化、提高劳动力工资收入的几点建议。  相似文献

An important goal of ethical investment is to influence companies to improve their ethical and environmental performance. The principal means that many ethical funds employ is passive market signalling, which may not, on its own, have a significant effect. A much more promising approach may be active engagement. This paper reports on a questionnaire study of a sample of 1146 ethical investors in order to assess whether U.K. ethical investors would support more activist ethical investment and whether they would be prepared to invest in companies which are failing ethically in order to do so. The results show general support for the current practice of passive signalling accompanied by "soft" engagement in the form of lobbying and the development of dialogue in order to improve corporate practice. The "harder" options of investing in companies that err in order to change them is, however, favoured by consistent minorities.  相似文献

This currency substitution study explores the extent of retail firm-level U.S. dollar acceptance in Canada and Mexico. Employing a stratified random sampling approach of retail business in the border region, results demonstrate that all Mexican firms (N = 300/300) and nearly all Canadian (N = 257/261) firms accept the U.S. dollar in retail transactions. Of greater interest is the difference between firms in the two countries in how acceptance of the U.S. dollar is operationalized. On average, U.S. dollar sales of Canadian border firms comprise just 3.4% of total sales whereas U.S. dollar sales of Mexican firms encompass 23.7% of total sales. Our results also indicate a stark contrast as to the effective exchange rate for U.S. dollar acceptance— Canadian firms typically charge a premium (2.1% on average) while 69.3% of Mexican firms transacted business at a discount (?0.8% on average). Additional analyses further refine the currency substitution distinctions between Canadian and Mexican firms in the sample including a logistical regression which reveals significant differences as to firm-level predictors of U.S. dollar acceptance (whether at a discount or premium).  相似文献

This study reports on an empirical investigation into U.K. managers’ behavior toward and perceptions about selected export assistance programs. Specifically, it investigates whether differences exist between managers of U.K. small and medium-sized enterprises (SMEs) in various stages of internationalization in relation to their awareness and frequency of use of the programs, together with their perceptions about the timeliness, reliability, and availability of the assistance schemes. It provides a contribution to the knowledge in the areas of export management and public policy because despite the fact that a body of literature exists on the topics of both export assistance and the internationalization process of firms, there is a need to bring these two research topics together in the form of a single U.K. study to establish whether current export assistance procedures are suitable for managers from firms in different stages of export development. The rationale for such a study is that if managers of U.K. SMEs in different stages of the internationalization process differ in both their behavior toward and perceptions about government assistance programs, U.K. policymakers may need to reconsider the way in which services are provided to avoid wasting scarce resources.  相似文献

The focus of this paper is small and medium‐sized enterprises (SMEs) operating in the U.S. biotechnology industry and how they compete for financial resources during the early stages of innovation development. We utilize selection system theory, which describes how selectors use reputation‐based information about selectees as decision factors when making investments. Our findings suggest that there are different predictive variables for SME categories and the types of investors attracted to these categories, which is consistent with selection system theory. We extend prior studies by providing context to early‐stage innovation investment funding within an environment characterized as having a long development cycle and representing high uncertainty.  相似文献

As part of an ongoing study aimed at investigating the determinants of succesful export management, this paper compares characteristics of a new sample of 126 small, medium, and large English exporters with comparable data from 116 Canadian exporters. U.K exporters sold to more countries, had been selling longer, and had a wider product line than corresponding Canadian exporters. Canadian firms concentrated on the U.S. market, had been experiencing a greater increase in export sales, and were more likely to have greater profits in the export market than the domestic market.  相似文献
