Carbon intensive fuels generate a significant negative externality which is quite relevant for climate change mitigation policy. We propose a dynamic growth model where output is produced using two types of energy sources: fossil fuel and renewable energy. Fossil fuel discovery, extraction, and associated costs are incorporated in our model together with the dynamics of greenhouse gas emissions and consequent damages. Consistent with the empirical facts, our numerical solutions suggest that fossil fuels, especially coal, should not be exploited to depletion. Furthermore, renewable energy should be gradually phased in to meet targets consistent with the Paris 2015 agreement. We show that adopting those policies should slow down the growth rate of cumulative emissions; but the outcome is contingent upon the carbon emission targets set for advanced countries, as distinct from those assigned to developing countries.  相似文献

A transition of the energy sector towards a renewable-based system is one of the challenges that results from the debate on the global climate problems and diminishing fossil fuels. This will demand access to innovations in energy production technologies and usage. However, policies directly focussing on innovation and diffusion of new technologies are losing ground. Policy discussions have been dominated by the liberalisation of energy markets and the introduction of new economic instruments all over Europe. Whether this delegation of responsibility for the transition to new economic instruments provides the expected innovations is questionable.In Europe, Denmark has served as an example country being one of the front runners in the development of energy technologies based on renewable sources, especially wind turbines. But also in Denmark policy preferences have changed from the support for technological innovation and implementation to support for delegating responsibility to a market for green energy and CO2 certificate trading.The different policy regimes marking this change are analysed concerning their ability to support technological innovation. Important elements for the construction and legitimacy of policy regimes comes from academic disciplines involved in policy design. The analysis highlights the basic arguments and the type of knowledge involved and indicates some of the limitations in the measures' ability to solve the problems delegated to them. Experience thus far provides little if any evidence that simple, market-based models can facilitate the need for future energy technology innovations in a satisfactory way, which leads to a need for more complex and heterogeneous sets of measures.  相似文献

This study analyzes the degree to which renewable energy policies, in particular feed-in tariffs and renewable portfolio standards, facilitate renewable energy generation growth across a wide range of countries using an original cross-national dataset of 164 countries between 1990 and 2010. Results provide evidence that both policies are important predictors of renewable energy market growth. The dependent variable is operationalized first as the percentage of total electricity from renewable energy and second as the annual increase in total renewable energy generation in a country. Results are robust to several alternative model specifications including those that exclude hydroelectric generation in the construct of renewable energy. The degree to which feed-in tariffs are endogenous, however, is not conclusive. Besides the prominent role of these policies, results reveal that factors related to annual increases in renewable energy differ from those related to an overall transition toward greater reliance on renewable energy. This suggests that simply increasing renewable generation does not necessarily decrease reliance on fossil fuels or help countries make the shift to a clean energy economy.  相似文献

We investigate the determinants of renewable energy R&D intensity and the impact of renewable energy innovations on firm performance, using several dynamic panel data models. We estimate these models using a large data set of European firms from 19 different countries, with some patenting activity in areas related to renewable energies during the 1987 to 2007 period. Our results confirm our priors on the determinants of the rapid development of renewable energy R&D intensity during the past decades. Additionally, we find evidence that renewable patent intensity has a significant dynamic impact on the stock market value of firms.  相似文献

We investigate the relationship between process and product R&D and compare the incentives for both types of R&D under different modes of market competition (Bertrand versus Cournot). It is shown that: (i) process R&D investments increase with the degree of product differentiation and firms invest more in product R&D when they can do process R&D than when they cannot; (ii) Bertrand firms have a stronger incentive for product R&D whereas Cournot firms invest more in process R&D; and (iii) cooperation in product R&D promotes both types of R&D relative to competition whereas cooperation in both types of R&D discourages R&D relative to cooperation in just product R&D.  相似文献

尽管偏向技术进步被视为可再生能源消费最重要的驱动因素之一,但现有研究普遍忽视其对可再生能源转型的影响。基于偏向技术进步理论框架,运用固定效应随机前沿生产函数分析技术进步的偏向性以及化石能源与可再生能源间的替代弹性,进而判断2000—2017年中国内地30个省域的偏向技术进步是否推动了可再生能源转型。研究发现,整体上技术进步在化石能源与可再生能源间偏向于使用更多化石能源,且二者之间具有替代关系,这表明整体上偏向技术进步不利于可再生能源转型。分省域看,仅有上海、浙江和湖北的技术进步偏向于使用更多可再生能源,且可再生能源能够有效替代化石能源,这表明上述省份的偏向技术进步有利于可再生能源转型。  相似文献

The objective of this paper is to present econometric evidence of the effects of economic incentives, public policies, and institutions on national aggregate private agricultural R&D investments. The main hypothesis we will test in this paper is whether agricultural R&D spillovers represent a disincentive for national private R&D. More specifically, we will test if the spillovers function, which is a determinant of private R&D, follows a quadratic form and if private R&D is determined by the role of incentives and institutions.A previous draft of this paper was presented at the 57th International Atlantic Economic Conference, Lisbon, Portugal, 10–14 March 2004. This paper examines the effect of environmental policies on technological innovation in the specific case of renewable energy. The analysis is conducted using patent data on a panel of 25 countries over the period 1978–2003. We find that public policy plays a significant role in determining patent applications. Different types of policy instruments are effective for different renewable energy sources. Broad-based policies, such as tradable energy certificates, are more likely to induce innovation on technologies that are close to competitive with fossil fuels. More targeted subsidies, such as feed-in tariffs, are needed to induce innovation on more costly energy technologies, such as solar power.  相似文献

With implementation of the Kyoto Protocol, Russia will most likely be able to exert market power in the emission permit market. But, as Russia is also a big exporter of fossil fuels, the incentives to boost the permit price may be weak. However, a significant share of Russia’s fossil fuel exports is natural gas. If a high permit price boosts the demand for natural gas through substitution from more polluting fuels and thus increase gas profits, this may increase the incentives to exert monopoly power in the permit market. Moreover, a large fossil fuel exporter may use its market position to influence the effective demand for permits. Hence, the relationship between permit income and fossil fuels exports runs in both directions. In this article, we explore the interdependence between the revenues from permit and fossil fuel exports both theoretically and numerically. A computable general equilibrium model suggests the fact that Russia as a big gas exporter has small effect on the incentives to exert monopoly power in the permit market. Moreover, Russia’s monopoly power in the permit market has a small, but non-negligible impact on the optimal level of Russian gas exports.  相似文献

This paper presents a model-based analysis of the development and diffusion of so-called ‘green’ products, i.e. those which are easily recyclable and which have a long lifetime. We address this problem by developing an evolutionary simulation model to identify the impact of the environmental R&D strategies of business firms on the economy and the environment. The simulation results show that R&D investment both in product recyclability and in product lifetime extension can be positive for the firm. Adopting such a strategy means that the firm can then market green products, which provides it with a competitive advantage on firms investing mainly in product recyclability whatever consumers' preferences. From an environmental point of view, the diffusion of green products will reduce both waste flows in the economy and pressure on virgin resources. However, diversifying R&D investment to develop both product recyclability and lifetime can mean slowing down the flow of recycled materials and may lead to even greater quantities of unrecycled waste. Our results suggest introducing regulation policies aiming at encouraging firms to invest both in product recyclability and lifetime in order to benefit from their complementarities. Furthermore, simulations show that it should be better to direct environmental policies on firms' environmental innovation strategies than on demand attributes because significant changes in these strategies would provide much more radical environmental changes.  相似文献

Technology transfer is an important channel of technological change and sustainable development for countries with less innovative ability than technological leaders. This paper studies whether domestic environmental policies affect the inward technology transfer of cleaner innovation from abroad. We focus specifically on the power sector, for its important role in the decarbonization process, by looking at zero-carbon (renewable) and carbon-saving (efficient fossil) technologies for energy production. Using data on cross-country patent applications, we provide evidence that environmental policy contributes to attracting foreign cleaner technology options to OECD markets but not to non-OECD markets. We show that this is due to the nature of the implemented policy instruments. Market-based approaches positively impact technology transfer to both OECD and non-OECD economies, while non-market based approaches have at best only a weak effect in OECD countries. Domestic environmental policies may provide too weak a signal for foreign innovators in countries off the technological frontier. This calls for a strengthening of policy incentives for technology transfer in light of pressing climate change objectives.  相似文献

This paper demonstrates that technological progress in production of renewable energy can influence the extraction path of fossil fuels indirectly by a change in the equilibrium interest rate. We show in a simple model that the indirect effect can be so strong that first-period or even aggregate extraction levels rise with green technological progress, contrary to popular expectations.  相似文献

We discuss public procurement instruments for acquiring innovation, focusing on the European Pre-commercial Procurement, Procurement of Innovative Solutions and Innovation Partnerships. We analyse, in particular, how firms’ innovation incentives are affected by: (i) economies of scope and externalities between R&D and large-scale production; (ii) the degree of specificity of the innovation; (iii) the presence of Small and Medium Enterprises in the market and the level of market competition; (iv) the risk of market foreclosure and supplier lock-in. Our study contributes to the literature on incentives in demand-side innovation policy by tapping into the contractual design features and by offering relevant implications for academics and policy-makers.  相似文献

This paper evaluates the consequences of renewable energy policies on welfare and energy prices in a world where carbon pricing is imperfect and the regulator seeks to limit emissions to a (cumulative) target. The imperfectness of the carbon price is motivated by political concerns regarding distributional effects of increased energy prices. Hence, carbon prices are considered to be temporarily or permanently absent or endogenously constrained by their effect on energy prices. We use a global general equilibrium model with an intertemporal fossil resource sector and calculate intertemporally optimal policies from a broad set of policy instruments including carbon taxes, renewable energy subsidies and feed-in-tariffs, among others. If carbon pricing is permanently missing, mitigation costs increase by a multiple (compared to the optimal carbon pricing policy) for a wide range of parameters describing extraction costs, renewable energy costs, substitution possibilities and normative attitudes. Furthermore, we show that small deviations from the second-best subsidy can lead to strong increases in emissions and consumption losses. This confirms the rising concerns about the occurrence of unintended side effects of climate policy – a new version of the green paradox. Smart combinations of carbon prices and renewable energy subsidies, however, can achieve ambitious mitigation targets at moderate additional costs without leading to high energy price increases.  相似文献

In this paper, we examine the trade off between different effects of the availability of venture capital on the speed of technological progress in an industry. We consider an evolutionary industry simulation model based on Nelson and Winter (1982), in which R&D efforts of an incumbent firm generate technological know-how embodied in key R&D employees, who might use this know-how to found a spinoff of the incumbent. Venture capital is needed to finance a spinoff, so that the expected profits from founding a spinoff depend on how easily venture capital can be acquired. Accordingly, thick venture capital markets might have two opposing effects. First, incentives of firms to invest in R&D might be reduced and, second, if spinoff formation results in technological spillovers between the parent firm and the spinoffs, the generation of spinoff firms might positively influence the future efficiency of the incumbent’s innovation efforts. We study the manner in which this tradeoff influences the effect of venture capital on innovation expenditures, speed of technological change and evolution of industry concentration in several scenarios with different industry characteristics.  相似文献

One of the most pressing policy challenges facing the world today concerns how to mitigate global warming while improving people’s well-being. The green paradox argues that increasing taxes on CO2 emissions exacerbates global warming in the present because firms have the incentive to bring forward the extraction and sale of fossil fuels. This paper shows that whenever technological progress allows the extraction costs of fossil fuels to be reduced over time and a positive R&D subsidy is paid, a growing tax on CO2 emissions reveals a welfare maximizing policy.  相似文献

The paper revisits an endogenously growing economy à la Romer (1990) to explore the possibility of local and global indeterminacy where, along with the usual R&D spillover, a manufacturing sector generates a product spillover on R&D. When the product spillover facilitates R&D, the dynamic market equilibrium is unique and determinate. However, when the product spillover is strongly negative on R&D, multiple balanced market equilibria emerge and are therefore globally indeterminate. Furthermore, global indeterminacy coexists with local indeterminacy under the joint condition on the intertemporal elasticity of substitution of consumption. Local indeterminacy also emerges when the product spillover is mildly negative in tandem with a high intertemporal elasticity of substitution. Hence, a dynamic market economy with product spillovers in the R&D sector enriches the understanding of observable growth phenomena, including business and growth cycles and income and growth disparity, among countries with the same economic fundamentals.  相似文献

We argue that expectations about future energy use affect the transition from fossil to renewables because of an interaction between innovation and resource scarcity. This article presents a model of directed technical change to study this interaction. We find that fossil‐saving technical change erodes the incentives to implement renewables. Conversely, the anticipation of a transition to renewables diminishes the incentives to invest in fossil technology. As a result, two equilibria may arise, one with a transition to renewables and with low fossil efficiency and one without renewables and with high fossil efficiency. The current trend towards green energy is encouraging manufacturers to invest in photovoltaic technologies. In order to guarantee R&D and optimal operational performance, operators should be able to identify the technological advantages of their competitors for the conduct R&D and to ensure adequate technological knowledge intake. Therefore, from the perspective of patent portfolios and knowledge flow(s) of photovoltaic companies, this study adopted two approaches namely, patent counts and patent citations, to discuss the technical capability of R&D portfolios and the technological knowledge flow. Three patent indices were utilised for the integration of R&D portfolios which include: technology attractiveness, relative patent position, and revealed patent advantage. Technological knowledge flow allows construction of a patent citation network through backward citation of patents. Sources and movement directions of technological knowledge are measured by calculating the relative citation propensity. R&D portfolios and knowledge flow are complementary perspectives of each photovoltaic company.  相似文献
