中国正处于高质量发展的关键机遇期,制造型中小企业的创新发展是实现高质量发展必备动力基础.以全国31个省、区、直辖市2016—2020年发布的支持制造型中小企业创新发展政策为样本,运用定性比较分析的方法(QCA)从中微观层面讨论制造型中小企业创新发展不同类别政策的组合模式及执行成效.研究发现:①以技术转移体系建设为主的科技服务中介政策是制造型中小企业创新发展的必要条件;②以直接支持为主的创新创业政策、以主体减税降费和提供直接金融支持为主的财税金融政策及以技术转移体系建设为主的科技服务中介政策等5种政策组合能够有效促进制造型中小企业创新发展.研究结果可为国家制造型中小企业创新发展政策的制定和完善提供参考.  相似文献

To go beyond the efficient markets hypothesis (EMH) we suppose that the stock market can be in one of three states: (1) a fundamental state, where share prices are determined largely as in the EMH; (2) a bubble or bull market state, where share prices are above their fundamental levels but are expected to continue to rise further, and (3) a bear market state, where shares are held exclusively by irrational agents and rational agents cannot exploit the overvaluation because of short-selling constraints. Also, heterogeneous rational expectations may help explain some features of stock market behaviour.  相似文献

In this study, we propose a new model for systems analysis ‘of’ policy and systems analysis ‘for’ policy with the example of construction sector in the Turkish 5-year development plans.Our proposed model—integrated development management model (IDMM)—is conceptually based on the principles of systems thinking and integrated management approach.We present and discuss the results of our work in which we extracted all construction-related policies and strategies from eight 5-year development plans and analyzed them using the IDMM. In the light of the analyses, we give several answers to the question: “Why did the development plans fail to meet their targets in Turkey?” We propose that any development plan has to have claritasunitasintegritasconsonantia between the management levels (normative, strategic, and operational) and components (goals, structures, and behavior) of IDMM.The paper is the first work that brings the concepts of development planning and foresight together. 城乡一体化是当代中国社会政策体系建设的基本方向和创新突破口。"十一五"时期,浙江省不断加大社会建设投入、积极创新社会政策、大力提高公共服务能力,初步建立起一个项目比较完备、城乡一体化程度较高的社会政策体系,但仍存在福利性、公平性和体系性的不足。浙江经验表明,推进我国社会政策体系建设向更高水平发展,必须以"城乡一体化"的社会政策创新、民生导向的公共财政体制改革以及优化调整政府间职责分工与财政分配关系为突破口,加快构建基于公民权利的社会政策体系,最终实现社会政策的制度统一并不断提高社会福利水平。  相似文献

基于2004-2018年中国内地285个城市面板数据,构建倾向得分匹配双重差分模型,评估国家中心城市建设对绿色发展的政策效应,并对地区间发展差异进行拓展性分析。研究发现:国家中心城市建设能够有效促进城市绿色全要素生产率提升。其中,在地区层面,东部地区国家中心城市建设的政策效应保持稳健,中西部地区的政策效应尚未凸显;工业发展、教育水平和外资引入是现阶段国家中心城市建设发挥绿色效应的关键路径,而经济发展则是重要的潜在渠道。据此提出全方位深入推进国家中心城市建设,发挥其引领绿色发展的整体驱动效应和示范效应,同时,兼顾城市综合发展异质性特征,注重国家中心城市建设有序推进的对策建议。  相似文献

This paper investigates the relationship between negative changes in health and life satisfaction, using a sample from the Household, Income and Labour Dynamics of Australia Survey. We use panel data models and estimate the life satisfaction impact of several different changes in health status to calculate the Compensating Income Variation (CIV) of them. Our work innovates with respect to the existing literature by using a more robust CIV method that takes account of the potential measurement error in income. Further, we produce the first set of monetary values for health losses using SF-6D utility values, one of the main measures used to estimate and value health change for economic evaluation. We show that negative changes in SF-6D are significantly associated with a reduction in life satisfaction, and the starting point matters: a drop of 0.1 in SF-6D score is associated with a decrease of 0.12 points in life satisfaction if the starting utility value is 0.8, but the effect is 100% higher if the SF-6D starting point is 0.7. More generally, we find that a 0.1 deterioration in SF-6D has a strong association with life satisfaction and that the CIV value is substantial (over US$ 120,000).  相似文献

As a consequence of economic reforms, the Indian manufacturing sector faces a variety of technology related challenges. It not only has to quickly develop world-class manufacturing capabilities, but also gear up to develop new products and processes. In this paper we analyse the technology strategies of six Indian firms in different product groups which are trying to build competitive manufacturing and technology capabilities. The linkages between corporate, technology, and manufacturing strategies are explored and the role of complementary assets is studied in order to identify patterns through which these firms are building capabilities of various kinds. Specifically, we evaluate the extent to which firms use supply chains to develop product and process technologies. Some links between public policy and firm level technological capabilities are also explored to identify a few key priorities in the current context  相似文献

This article argues for an extension of the Austrian paradigm of the ignorance of actors. The idea that will be defended here is that actors are not only confronted with their lack of knowledge of the other person but also with their lack of self-knowledge. From this perspective, the article seeks to understand the implications of this phenomenon in terms of infra-individual coordination and to account for the mental processes mobilized by the individual mind so as to deal with that self-ignorance.

This paper makes a proposal for reintroducing sociological or social economics into contemporary economic science. Such a reintroduction is proposed to be substantive, by analyzing the social structuring of the economy, and formal, by including sociological/social economics in the current (JEL) classification system of economic disciplines (code A.15). Both epistemological and ontological arguments can be presented to support the proposal. Epistemological arguments invoke the presence of essential components of sociological economics in the development of economic thought, and ontological arguments stress the role of social factors in economic life. In this paper I present primarily epistemological (theoretical-methodological) arguments for sociological economics, and secondarily ontological ones. I show that the present designation, sociology of economics, is something different from sociological or social economics in that the former refers to economic epistemology (knowledge) and the latter to economic ontology (reality). I conclude that, in addition to a sociology of economic science, we need a sociology of economic life.  相似文献

The Three Gorgers' Region (TGR) is an economic region of China, and lies in the western part of Yangtze economic belt. It takes the Three Gorges Project as leading. Chongqing and Yichang City as main body, the Three Gorges Reservoir as ligament. It covers about 700 km of the Yangtze River valley from Chongqing to Yichang, including Chongqing City, Yichang City and Enshi District of Hubei Province. Since the construction of Three Gorges Project and establishment of Chongqing as municipality directly under the Central Government. the regional economy, culture, education, technology, etc., all developed harmoniously and rapidly, and the diathesis of the rgional human resources also got an exaltation. While compared with the eastern region of China. the economy, science and technology in this region still fall behind, and the current situation is of no optimism. Based on the theory of human resources development, this paper analyzes current situation and problems in the human resources development oJ the TGR, and puts forward the countermeasures such as planning human resources development program based on "anaphase support"policy,developing echucation and training husiness,reasonably organizing labor export,etc.  相似文献

This paper assesses the United Nations Development Program’s (UNDP) Gender-Related Development Index (GDI). Although the GDI has increased attention on gender equality in human development, it suffers from several limitations. A major problem is that it conflates relative gender equality with absolute levels of human development and thus gives no information on comparative gender inequality among countries. Using the same indicators as the GDI, the paper constructs a Relative Status of Women (RSW) index, which demonstrates how using a measure of gender equality that abstracts from levels of development results in very different country rankings. However, the RSW is not an ideal measure of gender inequality. The GDI indicators are not the most appropriate ones for measuring gender inequality and hence both the RSW and the GDI have limited validity. The paper concludes by offering a conceptual framework that provides the basis for an alternative measure of gender inequality.  相似文献

科技政策具有鲜明的时代特征,随着时代进步而不断演进与发展。基于低碳发展视域,以低碳经济理论、政策设计理论为基础,分析科技政策发展现状,从政策主体、政策客体、政策目标3个方面识别科技政策维度,构建基于战略、中观与基础层面的S-M-B科技政策模式系统框架,并运用博弈观点分析科技政策模式作用机理。研究表明,低碳科技政策是一个不断发展演变的政策体系,需要基于系统观构建政策模式,并保障主客体之间在低碳发展中的政策均衡。最后,运用放大镜模型探析科技政策体系演化模型,提出对接-整合-融合的动态演化路径及具体管理启示。  相似文献
