We develop a general and unifying methodology for ecological economics which integrates philosophical considerations on the foundations of ecological economics with an adequate operationalization. We argue that the subject matter and aims of ecological economics require a specific combination of inter- and transdisciplinary research, and discuss the epistemological position on which this methodology is based. In accordance with this understanding of inter- and transdisciplinarity and the underlying epistemological position, we develop an operationalization which comprises simultaneous analysis on three levels of abstraction: concepts, (generic) models and case studies. This provides a systematic and integral view on ecological economics, and thus allows one to see the relationship between contributions to the field that have so far been perceived as very heterogeneous and largely unrelated. At the same time, this methodological framework may provide orientation for the further development of ecological economics.  相似文献

The present work makes a comparison between the two most used environmental sustainability indices of nations: “ecological footprint” and “environmental sustainability index”, with two emergy ratios (renewability and emergy sustainability index). All of them are gaining space within the scientific community and government officials. Despite the efforts for obtaining an index that adequately represents the sustainability of a region, according to the result of this research, nowadays there is not yet a completely satisfactory index. We consider that all of them need to be improved, but the results point out the possibility of obtaining one better index of sustainability through the junction of ecological footprint with renewability emergy index.  相似文献

The ecological footprint is a measure of the resources necessary to produce the goods that an individual or population consumes. It is also used as a measure of sustainability, though evidence suggests that it falls short. The assumptions behind footprint calculations have been extensively criticized; I present here further evidence that it fails to satisfy simple economic principles because the basic assumptions are contradicted by both theory and historical data. Specifically, I argue that the footprint arbitrarily assumes both zero greenhouse gas emissions, which may not be ex ante optimal, and national boundaries, which makes extrapolating from the average ecological footprint problematic. The footprint also cannot take into account intensive production, and so comparisons to biocapacity are erroneous. Using only the assumptions of the footprint then, one could argue that the Earth can sustain greatly increased production, though there are important limitations that the footprint cannot address, such as land degradation. Finally, the lack of correlation between land degradation and the ecological footprint obscures the effects of a larger sustainability problem. Better measures of sustainability would address these issues directly.  相似文献

Nearly a third of the population of the Northern Territory of Australia is Indigenous and the Northern Territory environment has sustained Indigenous cultures for millennia. Under traditional management the land area used per person was relatively large but few resources were imported. Although the reliance on local resources has declined through interactions with Western society, at least some exploitation of the natural environment remains. This means that higher-density urban populations, which are largely non-Indigenous, have larger footprints than rural and remote populations, which are largely Indigenous. Thus Northern Territory urban populations are not necessarily requiring less land, but are just offsetting their land impacts to other regions. Finally, Indigenous ecological footprints are found to be heavily influenced by the provision of government services.  相似文献

There are a lot of functions of marine resources. The various and competing conflicts between different users and different sectors in the use of marine resources will cause the disorderly development of marine resources, and even destroy the marine ecosystem. Marine functional zoning is an effective tool to solve the conflicts. However, there are some shortcomings in the current understanding on marine functional zoning and its practice. In this paper, a case study on the resource-oriented marine functional zoning of Xiangshan Port is introduced. By the principles of resource-oriented and public participation, Xiangshan Port is divided into seven zones, and the main function of the whole port and seven zones are determined by the environmental economics analysis. A case study of Xiamen is also introduced for how to integrate marine functional zoning into a coastal city conceptual planning. Under the conservation principle, resources-oriented principle and so on, the advantages and disadvantages of natural ecosystem, social ecosystem and economic ecosystem are holistically analyzed, the urban orientation of Xiamen is determined as a regional international tourism city, and the whole city is divided into five function zones according to its leading industry -tourism. Resource-oriented marine functional zoning has a long-term guidance for sustainable use of marine resources and development strategy of a coastal city. And environmental economics analysis is an effective tool for resource-orientation.  相似文献

The paper analyzes the contribution of K. William Kapp, widely considered one of the founders of Ecological Economics. This paper will demonstrate how K. William Kapp developed his theory of social costs into a framework for environmental policy development, i.e. the basis for Political Ecological Economics. The latter provides the most comprehensive and non-utilitarian alternative to the main neoclassical approaches provided by Arthur Pigou and Ronald Coase. Kapp determined basic human needs to be necessary values operational for policymaking via politically derived and scientifically determined social minima (criteria) and socio-ecological indicators. This “rational humanism” was inspired by Weber's concept of substantive rationality and informed by John Dewey's pragmatic instrumentalism. The paper concludes that Kapp's contribution is important enough to cement its place in the broader school of Ecological Economics.  相似文献

Unlike most Environmental Kuznets Curve (EKC) studies which focus on narrow measures of pollution as proxies for environmental quality, we test the validity of the EKC using the Ecological Footprint (EF), a more comprehensive measure of environmental degradation. We find no empirical evidence of an EKC relationship between the EF and economic development, and only limited support for such a relationship among the components of the EF. In addition, we discover that energy is largely responsible for the lack of an EKC relationship, and that energy consumption levels would have to be cut by over 50% in order for a statistically significant EKC relationship to emerge from the data. Overall, these results suggest that growth alone will not lead to sustainable development.  相似文献

In recent years there have been a number of attempts to develop a more comprehensive approach to the issue of measuring resource use and/or pollution generation embodied in trade flows, including contributions that combine input-output techniques and Ecological Footprint analysis. In this two-part paper we describe how to enumerate the resource and/or pollution content of inter-regional and inter-national trade flows (Part 1) and we present a literature review of recent methodological and empirical developments (Part 2). It is straightforward in principle to extend the basic input-output approach to capture international trade flows. However, in practice, problems of data availability and compatibility, and of computability of extended input-output matrices, mean that simplifying assumptions are generally applied, but with the implications of these assumptions often not made fully explicit. What appears to be absent from previous applications is an account of the analytical method by which Ecological Footprints should ideally be estimated in an international input-output accounting analysis. This allows an explicit analysis of the problems that prevent the application of the full method and identification of the most appropriate short-cut methods in a transparent way. The water footprint concept introduced in 2002 is an analogue of the ecological footprint concept originating from the 1990s. Whereas the ecological footprint (EF) denotes the bioproductive area (hectares) needed to sustain a population, the water footprint (WF) represents the freshwater volume (cubic metres per year) required. In elaborating the WF concept into a well-defined quantifiable indicator, a number of methodological issues have been addressed, with many similarities to the methodological concerns in EF analysis. The methodology followed in WF studies is in most cases analogous to the methodology taken in EF studies, but deviates at some points. Well-reasoned it has been chosen for instance to specifically take into account the source and production circumstances of products and assess the actual water use involved, thus not taking global averages. As a result one can exactly localise the spatial distribution of a water footprint of a country. With respect to the outcome of the footprint estimates, one can see both similarities and striking differences. Food consumption for instance contributes significantly to both the EF and the WF, but mobility (and associated energy use) is very important only for the EF. From a sustainability perspective, the WF of a country tells another story and thus at times will put particular development strategies in a different perspective. The paper reviews and compares the methodologies in EF and WF studies, compares nation's footprint estimates and suggests how the two concepts can be interpreted in relation to one another. The key conclusion is that the two concepts are to be regarded as complementary in the sustainability debate.  相似文献

The search for methods of assessment that best evaluate and integrate the trade-offs and interactions between the economic, environmental and social components of development has been receiving a new impetus due to the requirement that sustainability concerns be incorporated into the policy formulation process. A paper forthcoming in Ecological Economics [Böhringer, C., Löschel, A., in press. Computable general equilibrium models for sustainability impact assessment: status quo and prospects, Ecological Economics.] claims that Computable General Equilibrium (CGE) models may potentially represent the much needed “back-bone” tool to carry out reliable integrated quantitative Sustainability Impact Assessments (SIAs). While acknowledging the usefulness of CGE models for some dimensions of SIA, this commentary questions the legitimacy of employing this particular economic modelling tool as a single integrating modelling framework for a comprehensive evaluation of the multi-dimensional, dynamic and complex interactions between policy and sustainability. It discusses several inherent dangers associated with the advocated prospects for the CGE modelling approach to contribute to comprehensive and reliable sustainability impact assessments. The paper warns that this reductionist viewpoint may seriously infringe upon the basic values underpinning the SIA process, namely a transparent, heterogeneous, balanced, inter-disciplinary, consultative and participatory take to policy evaluation and building of the evidence-base.  相似文献
