Since the urban population of developing countries has increased at a rate of almost 5%/annum over the past 25 years, the World Bank is undertaking an urban poverty program with 2 complementary thrusts: 1) to create nonfarm job opportunities at low capital costs/job, and 2) to develop economically feasible programs to deliver basic services to the masses of urban poor on a large scale. By significantly slowing population growth and increasing rural as well as urban productivity, there is hope for a chance to stem high unemployment and low per capita incomes. It is too late for population planning to affect the immediate future, as people who will join the labor force every year through the 1990s have already been born. The World Bank's projects will be either labor intensive projects integrated housing projects, or water and sanitation projects to connect to existing systems. 相似文献
