Why are workers with disabilities about twice as likely as nondisabled workers to be in contingent and part‐time jobs? This study finds that disability income program earnings limits and employer discrimination play relatively minor roles, whereas the primary explanation is health problems that make traditional full‐time jobs difficult or impossible for many people with disabilities. Despite the lower pay and other drawbacks of many nonstandard jobs, they enable many people with disabilities to work who otherwise would not be employed. Policy implications are discussed.  相似文献

Do employers recognize noncognitive skills at the beginning of a career or is there a learning process? Does learning transfer perfectly across employers or is there a degree to which learning resets as employees change jobs throughout their careers? This paper uses data from the National Longitudinal Survey of Youth, 1979 to incorporate measures of noncognitive skills into a model of symmetric employer learning described originally by Altonji and Pierret ( 2001 ) and nested in a model of asymmetric employer learning as in Schönberg ( 2007 ). I find evidence that employers reward self‐esteem, internal control, and schooling initially, while rewarding cognitive skills and motivation over time.  相似文献

Much has been written about the relocation of services jobs away from OECD nations by offshoring. But what happens to those who remain employed at workplaces where offshoring has been carried out? Based on survey and interview data of UK insurance and banking staff, this article explores employees' subjective understandings of the impacts of offshoring. The article brings together literature on Global Commodity Chains and Labour Process Theory, as it expands the focus of research on offshoring from macro/meso discussions of globalization and firm strategy into more micro‐level analysis of employee interpretations of workplace change. The data indicate a collapse in morale and work dignity for UK financial services workers and suggest that offshoring is not associated with a rise in skill levels of surviving jobs. Many staff reported a climate of detachment and cynicism after offshoring. Detachment and disaffection applies to employees' feelings towards their employer and their union, and is discussed as a paradoxical by‐product of the growing incorporation of services work into Global Commodity Chains or Global Production Networks.  相似文献

Using representative data containing information on job satisfaction and workers’ gender‐specific prejudices, we investigate the relationship between stereotyping and job satisfaction. We show that women in stereotypically male jobs are significantly less satisfied with their work climate and job content than in stereotypically female jobs but more satisfied with their income in those same jobs. Our findings indicate that women trade off their higher income satisfaction against the negative consequences of stereotyping. As long as we take into account that stereotypically male jobs are physically more demanding than stereotypically female jobs, men are generally more satisfied with stereotypically male jobs.  相似文献

Why are some employers willing to retrain workers who are at risk of layoff for new jobs in their organization, whereas others “churn” their workforce through layoffs and outside hiring? The question seems central to understanding why some employers and some jobs are “good,” whereas others are not and, more generally, for understanding employment security. The arguments herein use national probability data to examine this question and find that the retraining option is associated with preserving the social capital among current employees. Employers who make greater use of work systems that rely on social capital are more likely to retrain their workers. Alternative explanations—that retraining is an employee benefit associated with employee‐friendly policies or is part of overall strategy to invest in training—receive no support. These results extend our understanding of the role that social capital can play in organizations. They also suggest that being a “good” employer may have a great deal to do with other choices about systems of work organization.  相似文献

A large literature suggests that incentive pay and delegation of worker authority are positively related. Using data from a large cross section of British establishments, we show that the positive relationship found in the empirical literature masks a stark difference across jobs. Classifying jobs into two categories (complex jobs, including professional, technical and scientific occupations, and simple jobs, consisting of all other non‐managerial occupations) we find a positive relationship for simple jobs and a negative relationship for complex jobs. To explain this negative relationship, we develop a model where stronger incentives distort a worker's decisions towards low risk‐return tasks.  相似文献

In the debate over immigration reform, a common assertion is that immigrants take jobs that U.S. natives do not want. Using data from the 2000 Census merged with O*NET data on occupation characteristics, I show that the jobs held by immigrants are more physically arduous than the jobs held by U.S. natives. However, data from the California Work and Health Survey on self‐reported physical job demands indicate that immigrants do not perceive their jobs as requiring more physical effort than U.S. natives. Immigrants thus have worse jobs than natives but do not view them as such.  相似文献

Using Programme for the International Assessment of Adult Competencies (PIAAC) data for twenty‐one countries, I study the impact of employment protection laws (EPL) on job content. I find that workers’ use of influence, reading, writing, planning, numeracy and information and computer technology skills, and their task discretion, were higher in permanent than in temporary jobs. Moreover, stricter EPL on permanent jobs raised the gap in job content for influence, reading, writing, and planning skills used in permanent jobs versus temporary jobs.  相似文献

Temporary help services (THS) employment has been growing in size, particularly among disadvantaged workers. An extended policy debate focuses on the low earnings, limited benefits, and insecurity that such jobs appear to provide. We investigate the earnings and wage differentials observed between THS and other jobs in a sample of disadvantaged workers. We find lower quarterly earnings at THS jobs but a $1 per hour wage premium. We reconcile these findings in terms of the shorter duration and lower hours worked at THS jobs. We interpret the premium as a compensating wage differential.  相似文献

How do people experience the platform-mediated job search process? We explore this question based on a sample of in-depth interviews (n = 20) with low-qualified, unemployed Spanish job seekers. Our main finding shows that the ways they use Information and Communication Technologies negatively impact their engagement in online job search activities. Based on our findings, we develop a framework of online job search discouragement revolving around crafting online profiles, applying for jobs, reviewing application statuses and integrating the tensions these activities carry for the experience and the outcome of the platform-mediated job search.  相似文献

Do job characteristics modulate the relationship between import competition and workers’ wages? Using pooled cross‐sectional, linked employee‐establishment Census Bureau microdata and O*NET occupational characteristics, the paper models import competition and wages for more than 1.6 million individuals, grouped by job vulnerability defined by routineness, analytic complexity, and interpersonal interaction. Results show import competition is associated with wages that are: lower in routine and less complex jobs; higher in nonroutine and complex jobs; and higher for the highest and lowest levels of interpersonal interaction. This demonstrates the importance of accounting for occupational characteristics in understanding how trade and wages relate.  相似文献

This study evaluates the wage and employment effects of comparable worth in San Jose, California, one of the first cities in the United States to implement comparable worth wage adjustments. The empirical evidence indicates that, contrary to the predictions of many economists, females posted large employment gains in jobs targeted by comparable worth adjustments. Male employment in these jobs was stagnant. The increasing percentage female in the targeted jobs is attributable to the combined effects of comparable worth and pro-female hiring policies. No overall decrease in employment appears to have occurred in the city of San Jose, nor is there any indication of substitution from targeted to nontargeted jobs.  相似文献

This study examines how factor point systems have treated state government jobs, which are held disproportionately by women, minorities, and union members. The findings indicate that female jobs may gain from comparable worth pay proposals, but the gains are dissipated in actual pay; unionized and minority workers tend to lose both proposed and actual pay; and the dispersion of points and pay is narrowed for jobs covered by collective bargaining agreements  相似文献

This article uses new data to examine how workers' perceptions of the impact of trade on jobs like theirs are related to economic variables representing their career paths, job characteristics, and local labor market conditions. We find that only 17 percent of workers think trade creates jobs. And even fewer workers (4–7 percent) in any industry think trade has created better jobs. We find that workers' perceptions do not reflect their job characteristics or the movability of their jobs. Their perceptions of trade primarily reflect local labor market conditions (hiring and separation rates) and education. The determinants of workers' perceptions of trade present a different pattern compared with their perceptions of job security.  相似文献

During the 1980s, wage inequality increased dramatically, and the economy lost many high-wage jobs that had provided middle-class incomes to less skilled workers, increasingly restricting these workers to low-wage jobs lacking union or other institutional protections. A number of scholars have suggested that a new paradigm of work, often called high performance , is emerging that offers such workers more skilled jobs and higher wages. Using a unique national dataset, we find little evidence that practices associated with high-performance work systems are associated with higher wages.  相似文献

Estimation of the employment effects of changes in capital investment is a standard tool in public policy debates. Typically, such predictions are based on employment multipliers derived from Input–Output analysis. In this paper, we measure the employment effects of changes in capital investment in the U.S. information sector by econometrically estimating an “employment multiplier” from historical data. The estimated multiplier is 10 information sector jobs for each million dollars in expenditure, and perhaps 24 new jobs per million dollars invested across the entire economy. Employment multipliers derived from the Input–Output methodology average about 16 jobs per million, but the multiplier includes jobs outside the information sector. Including employment spillovers, our estimates suggest the multipliers from Input–Output models are plausible. We also note that information sector jobs have substantially higher median earnings than the private sector average, so the economic significance of changes in information sector employment are greater than might first appear. Our findings may be useful in debates over changes in industry regulation that could affect investment.  相似文献

A comprehensive exploration into the routine/non-routine job implications of information and communication technology (ICT) is crucial for tackling routine-replacing technological change challenges in the digital era. To this end, we propose an integrated input-output (IO) analytical framework to detangle the intertwined relations between ICT and non-ICT sectors, and further incorporate structural path analysis (SPA) and structural decomposition analysis (SDA) to examine the extent to which and how ICT sub-sectors drive the formations and changes of embodied routine/non-routine jobs in ICT. An empirical study using China's national IO tables from World Input-Output Database and the matched occupational employment data derived from 2000 and 2010 Population Census is conducted. We find that China's ICT growth over 2000–2010 has not led to a decline in jobs, which still holds true for both ICT manufacturing and ICT service, as well as for routine/non-routine jobs. We also find an increase in the embodied employment share of non-routine relative to routine jobs. The typical paths “source sector → (intermediate sector) → ICT final demand” generate many routine/non-routine jobs, which are primarily lied in the zero and first rounds. The decomposition results show that the declining sectoral routine/non-routine job coefficients drives the decline of both ICT embodied routine and non-routine jobs (especially the former), which is completely offset by the rising final demand of ICT. The proposed integrated IO analytical framework could also be applied to other indicators and extended to multi-country/region analysis.  相似文献

The contribution of both new and small firms towards economic recovery is now universally accepted as significant. What is still unclear, however, is the extent of that contribution, particularly with regard to the new firm. Despite this, governments at all levels, federal, state and county, have designed strategies for fostering entrepreneurial activity. With little specific knowledge of the target population, these strategies have been either general in nature or based on economic theory, and, as a consequence, little is known about whether they have been effective in affecting the natural process, and in what geographic locations. This research studied the whole population of new firms started in St. Joseph County, Indiana, between 1977 and 1982. It was concerned with both birth and death patterns, and the net jobs generated. The results confirmed the general findings of others that new firms play a significant role in job generation. Over the period, the number of jobs created by a new firm was a consistent 2.9 per cent of the total number of jobs in the industrial sectors studied. Moreover, this exceeded the 1.75 per cent of jobs lost through firms withdrawing from the labour market. Within this, activity in both firms and jobs was found to be centred in only a few SIC categories, and the results of this research suggest that simple tests of volatility and gain will help to focus strategic plans for aid on those sectors where the natural process is already generating the most new jobs.  相似文献
