Recent research has focused on the short‐ to medium‐term implications of trade reforms for the labour market outcomes and poverty in poor economies. This article summarises the evidence on the short‐term consequences of the Colombian trade reform initiated in 1985 for industry employment and industry wages. Although the reform reduced manufacturing tariffs on average by 40 percentage points from 1984 to 1994, tariff declines were not significantly associated with labour reallocation across sectors. The reform, however, was associated with bigger declines in relative industry wages in sectors that experienced bigger tariff cuts. This evidence is in line with the predictions of short‐ to medium‐run models of trade in which labour is not mobile across sectors. It is also consistent with the predictions of models where imperfectly competitive industries share rents with workers and trade reduces the firms’ profit margins and thus workers’ rents.  相似文献

This paper provides an overview of the main mechanisms through which globalisation can affect poverty and household welfare in Latin America and presents supporting evidence from different case studies in the region. One case study explores the impacts of agricultural trade liberalisation in world markets on poverty in Argentina, with an emphasis on labour income effects via real wages. The second case study examines the impacts of CAFTA on net producers and net consumers among the indigenous population in Guatemala. The analysis explores short‐run impacts as well as medium‐run impacts as households adjust farm decisions. Finally, a last exercise is set up to study the role of agricultural liberalisation on wages, employment and unemployment when there are frictions in labour markets. These case studies show that the impacts of trade on developing countries are heterogeneous. In Argentina, there are gains from liberalisation of world agriculture and higher food prices. In Guatemala, instead, the indigenous population would benefit from lower food prices. It is clear that household adjustments and complementary factors are fundamental ingredients of any reasonable evaluation of the welfare impacts of trade reforms.  相似文献

Stylised representations of recent US and Chinese tax reforms, tariffs against imports and alternative Chinese monetary targeting are examined using a calibrated global macro model that embodies both trade and financial interdependencies. For both countries, unilateral capital tax relief and bilateral tariffs are shown to be ‘beggar thy neighbor’ policies. As large economies, both enjoy ‘optimal tariffs’, even bilaterally, though net outcomes are shown to depend on the allocation of revenues. Bilateral tariffs are most advantageous for the US if the additional revenue finances indirect tax relief. Once US bilateral tariffs are imposed, China is a net loser irrespective of its policy response, though a currency float is shown to cushion the effects on its GDP in the short run. Equilibria in normal form non-cooperative tariff games have the US imposing tariffs while China liberalises.  相似文献

Can a developing country reduce poverty by gaining increased market access to a large, rich country? The 2001 U.S.–Vietnam Bilateral Trade Agreement (BTA) provides an excellent opportunity to examine this question as, unlike other bilateral trade agreements, the U.S. tariff cuts were not influenced by Vietnamese industries. Using variation in the structure of the labor force across provinces prior to the trade agreement, I construct provincial measures of U.S. tariffs. To address concerns over confounding trends between changes in provincial poverty and changes in provincial tariffs I follow two approaches: controlling for trends based on observable initial conditions and differencing away time invariant trends using pre-BTA data. I find that provinces that were more exposed to the U.S. tariff cuts experienced faster decreases in poverty between 2002 and 2004. Additionally, I document that the movement of workers across provinces is limited in scale, particularly for those with low levels of education. Finally, I show that the most exposed provinces experienced faster wage growth for workers with low levels of education, but not for highly educated workers.  相似文献

This paper reviews the main recent trends in trade and trade policy in Uruguay. At first sight, between 2012 and 2018 no major changes are noticed in trade and trade policy in the country. Trade lost importance as share of national GDP, exports concentrated in primary sectors, and tariffs remained unchanged. However, some advances are noted. Trade in services increased substantially, export markets diversified, and the country participated actively in multilateral negotiations. As part of MERCOSUR, the country has just signed two potentially liberalising agreements, and the bloc’s internal agenda is also being modernized. At the national level, the country has undergone a series of reforms to modernise its customs procedures and facilitate trade. Some challenges lie ahead. MERCOSUR needs to consolidate the recent liberalising trend, and needs to work on its internal agenda, to liberalise interregional trade, remove non-tariff barriers and harmonise special regimes for imports. Uruguay, for its part, needs to continue with its domestic reforms to consolidate trade facilitation, to reduce duties and charges to trade, and to attract foreign investment.  相似文献

The paper constructs a three-country, two-good general equilibrium model to analyze the welfare effects of bilateral trade wars. The presence of a third country (or a number of countries) pursuing free trade policies alters several results based on a two-country framework: Regardless of whether tariffs or quotas are used, bilateral trade wars need not eliminate trade between the two retaliating countries; even a “small” retaliating country can win a bilateral trade war; and quotas can be welfare-superior to tariffs under bilateral retaliation.  相似文献

Transportation costs are an important topic in international trade, but seldom have researchers paid attention to general equilibrium trade modelling with transportation costs and explored their relevant effects. This paper uses numerical general equilibrium trade model structures to simulate the impacts of transportation costs on welfare and trade for a Canada–US country pair case. We compare two groups of model structures: Armington assumption models and homogeneous goods models. Within these two groups of models, we also compare balanced trade structures to trade imbalance structures and production function transportation costs to iceberg transportation costs. Armington goods models generate more absolute welfare gains from transportation cost elimination than homogeneous goods models. Welfare gains under balanced trade structures are larger in production function transportation cost scenarios than in iceberg transportation cost scenarios, but under trade imbalance structures, welfare gains are greater under iceberg transportation cost scenarios. Canada's welfare gains in the iceberg transportation cost scenario are significantly larger than gains in the production function transportation cost scenario. On trade effects, homogeneous goods models generate more export and import gains, balanced trade structures have more trade variations, and iceberg transportation costs generate more trade effects.  相似文献

Despite recent modifications, the Economic Partnership Agreement (EPA) between the European Union (EU) and West African (WA) countries is still being criticized for its potential detrimental effects on WA countries. This paper provides updated evidence on the impact of the EPA on these countries. A dynamic multi-country, multi-sector computable general equilibrium trade model with modeling of the dual–dual economy and with a consistent tariff aggregator is used to simulate a series of new scenarios that include updated information on the agreement. We also go beyond estimating macro-level economic effects to analyze the impacts on poverty. The policy simulation results show that the implementation of the EPA between the EU and WA countries would have marginal but positive impacts on Burkina Faso and Côte d'Ivoire and negative impacts on Benin, Ghana, Nigeria, Senegal, and Togo. The impact on poverty indicators in Ghana and Nigeria would be marginal. From the perspective of WA countries, this study supports the view that recent EU concessions are not sufficient and that domestic fiscal reforms are needed in WA countries themselves.  相似文献

Following trade liberalization, several developing countries experienced a sharp increase in the share of informal manufacturing employment. In this paper, I examine the impacts of trade liberalization on the labor markets of a small open economy, in an environment in which tariffs affect firms' payroll tax compliance decisions. I demonstrate that a reduction in domestic import tariffs reduces the average formal wage and show that the direction of the effect on the share of informal employment depends on the initial labor market conditions. A cut in trading partner import tariffs decreases the share of domestic informal employment and increases the average formal wage. I confirm the model's principal findings empirically, using data from the 1989–2001 Brazilian trade liberalization episode. I find the results robust to endogeneity and self-selection concerns, which are addressed, respectively, using instrumental variable and switching regression approaches.  相似文献

Using a unique dataset of firm-level surveys that are representative of the entire Indian manufacturing industry, I show that India's unilateral reduction in final goods tariffs increased the average productivity of small, informal firms, which account for 80% of Indian manufacturing employment but have been excluded from previous studies. In contrast, the increase in productivity among larger, formal firms was driven primarily by the concurrent reduction in input tariffs. By examining the effect of the tariff liberalization on the distributions of productivity and firm size, I find evidence consistent with the exit of the smallest, least productive firms from the informal sector. In addition, I find that although the decline in final goods tariffs did not significantly impact average formal sector productivity, it did increase productivity among the top quantiles of the distribution.  相似文献

This paper investigates the impact of trade specialization on poverty. The empirical findings show that in developing countries manufacturing exports contribute to poverty reduction. But agricultural exports have a more significant effect on poverty in low-income countries. This paper examines the extent to which various regions, and the world as a whole, could gain from multilateral trade reform over the next decade. The World Bank's Linkage model of the global economy is employed to examine the impact first of current trade barriers and agricultural subsidies, and then of possible outcomes from the WTO's Doha Round. The results suggest moving to free global merchandise trade would boost real incomes in sub‐Saharan Africa and Southeast Asia (and in Cairns Group countries) proportionately more than in other developing countries or high‐income countries. Real returns to farmland and unskilled labour, and real net farm incomes, would rise substantially in those developing‐country regions, thereby helping to reduce poverty. A Doha partial liberalisation could take the world some way towards those desirable outcomes, but more so the more agricultural subsidies are disciplined and applied tariffs are cut, and the more not just high‐income but also developing countries choose to engage in the process of reform.  相似文献

We examine how welfare and market access are affected by piecemeal tariff reforms on environmentally preferable products (EPP) in a small open economy. We define EPP as clean goods that, when consumed, have no impact on pollution. First, we show that a uniform reduction of all tariffs improves welfare if a country’s imports consist only of clean goods. If a clean good is a net substitute for all other goods in excess demand, then reducing the highest tariff on the clean good improves welfare. Second, we show that a proportional tariff reduction leading to a welfare improvement also increases the value of imports if all tariffs are set at the same ad valorem rates. If the clean good is a net substitute for all other goods in excess demand, then reducing the lowest tariff on the clean good increases the value of imports. Finally, we explore the link between the change in welfare and the change in the value of imports in response to the tariff reforms, and we show that unlike a proportional tariff reduction, a tariff reduction on the clean good does not necessarily lead to improvements in both welfare and market access.  相似文献

This paper asks whether a developing country's own trade liberalisation could translate into increased poverty, and what information would be required to identify whether it will do so. It plots the channels through which such effects might operate, identifying the static effects via four broad groups of institutions – households, distribution channels, factor markets and government – and the dynamic issues of volatility, long–term economic growth, and short–term adjustment stresses. An increase in the price of something a household sells (labour, good, service) increases its welfare. Thus, the paper first explores the likely effects of trade liberalisation on the prices of goods and services, taking into account the distribution sector. Also critical is whether trade reform creates or destroys markets. Trade reform is also likely to affects factor prices – of which the wages of the unskilled is the most important for poverty purposes. If reform boosts the demand for labour–intensive products, it boosts the demand for labour and wages and/or employment will increase. However, not all developing countries are relatively abundant in unskilled labour and trade can boost demand for semi–skilled rather than unskilled, labour. Hence poverty alleviation is not guaranteed. Trade reform can affect tariff revenue, but much less frequently and adversely than is popularly imagined. Even if it does, it is a political decision, not a law of nature, that the poor should suffer the resulting new taxes or cuts in government expenditure. Opening up the economy can reduce risk and variability because world markets are usually more stable than domestic ones. But sometimes it will increase them because stabilisation schemes are undermined or because residents switch to riskier activities. The non–poor can generally tide themselves over adjustment shocks from a liberalisation, so public policy should focus on whether the initially poor and near temporary, setbacks. The key to sustained poverty alleviation is economic growth. There is little reason to fear that growth will not boost the incomes of the poor. Similarly, while the argument that openness stimulates long–run growth has still not been completely proven, there is every presumption that it will.  相似文献

本文主要利用贸易一般均衡模型反事实模拟量化分析中美可能的全面贸易摩擦对两国出口结构和产业结构的影响。结果表明:中美传统出口优势行业在中美贸易摩擦中受到的负面冲击比较大,中国出口集中度下降,而美国的变化不大;中美全面贸易摩擦将会导致中国制造业的产出份额减少,而初级产业和服务业产出份额增加;美国初级产业的产出份额减少,制造业和服务业的产出份额增加;受关税冲击较为严重的制造业产出份额的减少会导致相关联的生产性服务业产出份额减少。未来中国要增强战略定力和战略自信,积极利用国际规则应对国际贸易摩擦;同时,从产业链、供应链以及创新等方面进一步深化供给侧改革,促进产业结构优化升级。  相似文献

For example, unlike in the free trade case, when the source of price instability is external, the importing country prefers price stability where trade is restricted by tariffs. This paper investigates the impacts of trade liberalisation on poverty reduction in Vietnam during the period of economic reform. Using a combined approach dealing with four transmitting channels from trade to poverty, the major findings are summarised as follows. First, Vietnam's trade liberalisation has fostered economic growth, which has helped to raise per capita GDP and reduce poverty. Second, trade liberalisation has directly benefited the poor through creating pro‐poor employment and raising wages. Third, another impact of trade liberalisation on poverty is income and substitution effects associated with reduced domestic prices of importables and increased domestic prices of exportables such as coffee and rice. Fourth, trade liberalisation has indirectly benefited the poor because it raises government revenue, which enhances the government's ability to subsidise the poor. Finally, although the poverty rate in Vietnam has been reduced impressively, there is an increasing disparity between urban and rural areas and, among the latter, concern does exist regarding ethnic minorities.  相似文献

The United Kingdom will depart from the European Union in March 2019. Numerous open questions remain about details and conditions especially with regard to post-Brexit EU-UK trade relations. In case of a negotiation failure, a “hard Brexit” could cause considerably high costs on both sides of the Channel. In the short run, companies will be charged more than 15 billion euro as tariffs.
