Recreational fishermen derive utility from catch and fishing effort. Building our analysis on the Gordon-Clark model for renewable resources, we show that a lower importance of catch may result in higher catches. While this effect also holds under first-best management, it may destabilize open-access recreational fisheries to the point of stock collapse. Technical progress in recreational fisheries may mask such dynamics as it enables unaltered angler behavior and constant catches during stock declines.  相似文献

It is well established in the fisheries management literature that marine ecosystems are complex and marine species depend on one another. As a result, it is important to account for species diversity to ensure sustainable management. In addition, recent research published in the marine sciences literature has provided unequivocal evidence that fishing activities destroy habitats and inhibit production of planktons. This paper illustrates that if a conventional bioeconomic model is employed, an optimum effort policy as opposed to quota appears to result in sustainable management even if fishing impacts carrying capacity. However, the so-called optimum effort may collapse the stock if species diversity is not accounted for. Conversely, if species diversity and the impact of fishing on carrying capacity are considered, neither the equilibrium quota nor effort may guarantee sustainable yield.  相似文献

A key element in evaluating fishery management strategies is examining their effects on the economic performance of fishery participants, yet nearly all empirical studies of fisheries focus exclusively on the amount of fish harvested. The economic benefits derived from fish stocks involve the amount of revenue generated from fish processing, which is linked to both the way fish are harvested and the products produced from the fish. In this study we econometrically estimate a flexible revenue function for catcher-processor vessels operating in the Alaskan pollock fishery, recognizing potential endogeneity and a variety of fishing inputs and conditions. We find significant own-price supply responses and product substitutability, and enhanced revenues from increased fishing days and tow duration after a regulatory change introduced property rights through a new fishing cooperative. We also find significant growth in economic productivity, or higher revenues over time after controlling for observed productive factors and price changes, which exceeds that attributable to increased harvest. These patterns suggest that the move to rights-based management has contributed significantly to economic performance in the pollock fishery.  相似文献

Discarding of juvenile fish is a wellrecognised problem in shrimp fisheries. In manycases, these fish are commercial species that,if not caught, could increase the productivityof other fisheries. In January 2003, Europeanlegislation was implemented by Member Statesrequiring all vessels fishing for brown shrimpto use selective trawls in order to minimisethe bycatch of other commercial species. Incomplying with the regulations, however, thecatch rate of the target species (the shrimp)is likely to be reduced. In this paper, we usea bioeconomic model to assess the impact ofbycatch reduction devices on fishing effort,catch and profitability in the European Crangon fisheries. The potential benefits (interms of higher future yields and consequentlyhigher profits) to the white-fish fisheries arealso estimated. From the model results, theregulation is expected to result in a netreduction in the profitability of the shrimpfishers. However, the benefits to thewhite-fish fishers is expected to more thanoffset this cost, resulting in an overall netbenefit.  相似文献

With a thin economic component, most bio-economic models of fisheries failto assess the effects of the regulation systems on firms. In order to analysethe short term consequences of different management schemes, a simulationmodel is applied to the French driftnet albacore fleet: licence allocation withdriftnet regulation, individual quotas, and individual transferable quotaswithout any input control. Vessel technology is estimated by using the datacollected, and groups of vessels are distinguished according to criteria ofperformance. We present the adjustment within firms and between groupsunder different scenarios (limited entry with and without driftnetregulation, individual quotas and individual transferable quotas allocation),and we compare their results in terms of quasi-rent value and otherindicators such as hake harvests or dolphin by-catches.  相似文献

This dissertation focuses on the political economy of fisheries governance. The study develops a formal model of fisheries governance by combining the features of the common pool fishery and the political institution of lobbying; designs a laboratory fishery governance institution and conducts economic experiments to test the hypotheses derived from the formal model. Specifically, the study analyzes how fishing firms invest in efforts to influence fishery regulation and management through voluntary contribution lobbying. The study also analyses and compares contribution and effort behavior in the lobbying and the CPR using data from economic experiments. The results indicate that lobbying to change suboptimal fishery regulations was significantly below the subgame perfect equilibrium prediction and contributions to raise the cap were significantly different than contributions to lower the cap toward the social optimum. Study results show that subjects successfully lobbied to raise inefficiently low fishing quotas, but were unable to lobby to reduce inefficiently high fishing quotas. Detailed analysis of subjects’ contribution and effort behavior suggest that despite the interesting benefit-cost duality between pure public goods and CPRs, the pattern of cooperative behavior in these two social dilemma situations was different and the level of cooperation in the voluntary contribution lobbying experiment was lower than those reported in other public goods experiments. To provide external validity to these experimental findings, the study further analyzes and compares lobbying expenditures in the fishery sector with those in other natural resource industries using field data from the United States. A comparison of actual lobbying expenditures as percentage of valued added shows that lobbying effort in the U.S fishery sector is not significantly different than those in other natural resource industries such as mining and electric utility industries, but the pattern of lobbying is different. Whereas fishing firms lobby through associations or pressure groups, firms in other natural resource industries lobby unilaterally. This observation suggests that differences in industrial structure and incentives influence the pattern of lobbying and the lobbying behavior of firms across industries. The theoretical predictions derived from the formal model of fisheries governance are consistent with our experimental findings and with the field data on lobbying in the US fisheries sector. These findings suggest that heterogeneity drives rent-seeking activities in the US fisheries sector and that fishing firms attempt to circumvent political collective action problems by forming and lobbying through associations of stakeholders with relatively homogenous policy preferences. The fishing sector is a candidate for efficient climate policies because it is commonly exempted from greenhouse gas taxes and the fundamental problem of using a common pool resource is far from optimally solved. At the same time, fisheries management has other objectives. This study uses Swedish fisheries to analyse how the fishing sector and its climate impact are affected by regulations aiming at: (1) solving the common pool problem (2) taxing greenhouse gas emissions and (3) maintaining small-scale fisheries. The empirical approach is a linear programming model where the effects of simultaneously using multiple regulations are analyzed. Solving the common pool problem will lead to a 30 % reduction in emissions and substantially increase economic returns. Taxing greenhouse gas emissions will further reduce emissions. Policies for maintaining the small-scale fleet will increase the size of this fleet segment, but at the cost of lower economic returns. However, combining this policy with fuel taxes will reduce the size of the small-scale fleet, thus counteracting the effects of the policy. If taxation induces fuel-saving innovations, it is shown that this will affect not only emissions and fleet structure, but also quota uptake.  相似文献

A major problem affecting world fisheries today is overcapacity of which overfishing is both a cause and a consequence. There is a general consensus that fisheries subsidies cause great harm to the resource by exacerbating the problems resulting from the common resource issues of fisheries leading to overexploitation of the resource through a new set of perverse incentives. Many now advocate that subsidies should gradually be terminated, and that capacity enhancing and fuel subsidies should be terminated immediately. On account of the global fisheries crises, highly subsidised fisheries and the anticipated reforms of the European Union's Common Fisheries Policy this study aimed to estimate the impact of eliminating fisheries subsidies on various macro and micro economic variables pertaining to the regional economy of the Azores using a dynamic computable general equilibrium model based on a social accounting matrix. The simulation results suggest that reduction, and in particular, elimination of fisheries subsidies would have a substantial effect on the region, however, the negative social and economic effects would be largely confined to the fishing sector. Conversely, the augmentation of fishery subsidies would benefit the fishing sector with an overall adverse effect on the rest of the economy.  相似文献

We present a dynamic game of search and learning about the productivity of competing fishing locations. Perfect Bayesian Nash equilibrium search patterns for non-cooperating fishermen and members of an information sharing cooperative are compared with first-best outcomes. Independent fishermen do not internalize the full value of information, and do not replicate first-best search. A fishing cooperative faces a free-riding problem, as each coop member prefers that other members undertake costly search for information. Pooling contracts among coop members may mitigate, but are not likely to eliminate free-riding. Our results explain the paucity of information sharing in fisheries and suggest regulators use caution in advocating cooperatives as a solution to common pool inefficiencies in fisheries.  相似文献

本文采用1949—2005年我国渔业统计数据,借助于SPSS软件,对建国以来我国海洋捕捞产品产量的波动特点和影响因素进行了定量分析。研究结果表明:不同时期我国海洋捕捞产品产量的波动较大,但1999年前总体上呈增长态势,之后稳中有降;海洋捕捞投入的机动渔船数量和渔船功率对海洋捕捞产量均有显著的正向影响,而基于控制渔船数量和功率的"双控制度"的实施效果却不显著;"零增长制度"、专业劳动力投入和水产品平均价格对海洋捕捞产量变动的影响不显著,"休渔期制度"效应显著;各影响因素的作用在我国沿海11个省市区中有显著差异。  相似文献

According to international law, straddling fish stocks should be managed cooperatively through regional fisheries management organizations (RFMOs). This paper analyzes the stability and success of these organizations through a game in partition function form based on the classical Gordon-Schaefer bioeconomic model. Results show that the larger the number of fishing states that compete for the fish stock the higher are the relative gains from full cooperation, but the lower is the likelihood of large RFMOs being stable. It is also shown that new entrants increase the incentives of RFMO members to leave and decrease the incentives of non-members to join it. Moreover, the success of coalition formation is positively correlated with the degree of cost asymmetry among fishing states and negatively with the overall level of efficiency.  相似文献

Illegal, Unreported and Unregulated (IUU) fishing activities are a threat for both the marine environment and society. By undermining effective management systems, IUU fishing activities affect economic performance, social welfare and compliance decisions. So far, “traditional” control and surveillance-like measures have had a limited success in deterring IUU fishing, so this paper aims at throwing light on several forms of trade-related initiatives that can be more effective. The paper suggests that both the effectiveness and further development of such measures strongly depend on the way they are designed, especially with respect to their trade-law compatibility. However, current discussions on future trade-based policy developments within some key economic areas suggest that trade measures are a sound option for policy makers. While the paper focuses on fisheries issues, it is also expected to inform the international debate surrounding the sustainable use of natural resources in general, as many sectors face similar biodiversity and trade challenges (e.g. tropical forest, mangroves, etc.).  相似文献

Sustainable management of natural resources, and in particular fisheries, must take into account several conflicting objectives. This is the case in the French Guiana shrimp fishery for which profitability objectives imply a reduction in the fishing activity. On the one hand, this fishery has negative externalities on marine biodiversity due to discards. On the other hand, this fishery has positive externalities on the economy of the local community and interestingly enough on a protected seabird species in the area (the Frigatebird that feeds on discards). In this paper, we examine the viability of that system considering two sustainability objectives: an economic objective in terms of the profitability of the fishing activity, and a conservation objective in terms of the Frigatebird population. For that purpose, we have developed a dynamic model of that bioeconomic system and study here the trade-offs between the two conflicting objectives. It provides a means to quantify the necessary give and takes involving the economic and ecological objectives that would ensure a viable management solution. Our study confirms the relevance of the viability approach to address natural resource management issues, which should lead to the development of new tools for the arbitration of conflicting sustainability objectives. In particular, such tools could be used as a quantitative basis for cost–benefit analysis taking into account environmental externalities.  相似文献

Understanding the trade-off relationships between ecological, economic and social objectives is important in designing policies to manage or restore ecosystems. Using the northern South China Sea (NSCS) as a case study, we explore the trade-offs between conservation and socio-economic objectives in managing fisheries in tropical marine ecosystems. Using a numerical optimization routine and ecosystem modelling (Ecopath with Ecosim), the study shows that current management of the NSCS is sub-optimal both in terms of conservation and economic objectives. Therefore, improvement in both conservation status and economic benefits can be achieved by reducing fishing capacity. However, the implementation of conservation plans may be hindered by the reduced number of fisheries-related jobs and the lack of alternative livelihoods. Similar trade-offs are apparent in many tropical marine ecosystems. Thus, this paper supports claims from previous studies that solving the alternative livelihood problems appears to be a priority for improving management and conservation in these ecosystems. A buy-back scheme that is funded by fishers might be effective in reducing fishing capacity. However, public funds are required if management objectives focus strongly on conservation. This might be justified by the direct or indirect benefits to society that could be provided by well-conserved ecosystems. This study highlights the conflict between maximizing conservation and social objectives, although win-win solutions between conservation and economic objectives may be possible.  相似文献

In this paper, an approach based onthe net present value method is used to account forthe changes in the value of fisheries resources. Changes in the value of fisheries resources can occurbetween successive years' catch as well as betweencurrent and optimal levels of catch. These changesneed to be accounted for in the national accountingsystem to reflect the `true' net national income thatis sustainable. The approach outlined in this paper isdesirable as it allows the estimation of thedepreciation value of fisheries resource with limitedbiological information. The application of theapproach to the pelagic fisheries in NortheastPeninsular Malaysia (NEPM) showed that the resourcedepreciated in value over most years from 1982 to1993. These depreciations correspond to increasedfishing effort. In addition, pelagic catches in NEPMfrom 1982 to 1993 were lower than the optimal levelsof catch due to overfishing. Thus policies aimed atreducing fishing effort can provide improvement inboth the potentially higher capital values of thefishery resource and the earning potentials of thefishing industry in NEPM.  相似文献

A bottom-up re-estimation of global fisheries subsidies   总被引:1,自引:0,他引:1  
Using a recently developed database of fisheries subsidies for 148 maritime countries spanning 1989 to the present, total fisheries subsidies for the year 2003 is computed. A key feature of our estimation approach is that it explicitly deals with missing data from official sources, and includes estimates of subsidies to developing country fisheries. Our analysis suggests that global fisheries subsidies for 2003 are between US25 and 29 billion, which is higher than an earlier World Bank estimate of between US 25 and 29 billion, which is higher than an earlier World Bank estimate of between US 14–20 billion. This new estimate is lower than our 2000 global subsidies estimate of US$ 30–34 billion. We find that fuel subsidies compose about 15–30% of total global fishing subsidies, and that capacity enhancing subsidies sum to US$ 30–34 billion. We find that fuel subsidies compose about 15–30% of total global fishing subsidies, and that capacity enhancing subsidies sum to US 16 billion or about 60% of the total. These results imply that the global community is paying the fishing industry billions each year to continue fishing even when it would not be profitable otherwise—effectively funding the over-exploitation of marine resources.  相似文献

In multispecies fisheries, different technological harvest conditions imply different long-run bioeconomic equilibria. Optimal and open access exploitation by a single fleet of two ecologically independent species is considered. Two polar cases are studied: Targeted fishing, when fishermen have to choose at any moment which species to target; and Nontargeted fishing, when more than one species is caught at the same time.
