社会资本及其相关概念厘定

文章针对社会资本、社会网络、关系网络、社会资源等概念相互混用的现状,通过梳理国内外学者对社会资本的界定及其主要研究观点,认为社会资本是通过关系网络获取稀缺资源的一种动态能力。其中,作者作了如下区分:社会网络是正式制度层面的网络形式,关系网络是非正式制度层面的网络形式;网络是社会资本运作的基础,社会资本是网络的内在要素;社会网络是社会资本运作的间接基础,关系网络是社会资本的直接基础;社会资源是社会资本的诉求对象,社会资本是社会资源的外化形式。     

渐进的社会工程对社会管理的借鉴意义

渐进的社会工程是卡尔波普尔提出的重要理论之一,他提出渐进的社会工程就能为人们在社会的管理和改造方面提供更好的建议和批评,而社会工程也是社会实践。社会工程理论对社会实践具有指导作用,在社会改造、社会管理方面的作用也是特别突出的,而渐进的社会工程可以在社会工程指导社会实践的过程中不断提供修正方法和建议,最终找到社会实践中适合社会管理的方法。

Optimal Growth with Public Capital and Public Services

We characterize optimal economic growth in an endogenous growth model in which production requires public capital (a stock) and public services (a flow) in addition to private capital and labor. We analyze the comparative static effects of changes in the fundamental technological and preference parameters of the model on the optimal values of several variables, such as the optimal rate of growth and the optimal allocation of resources among consumption, the provision of public services, and investment in public and private capital. We show that the general optimal path converges in finite time to the balanced growth optimal path. We relate our paper to important contributions to the existing literature by obtaining them as special cases of our model.

Public Management Research

Abstract

Are public management researchers sufficiently addressing the contemporary challenges and changes in the real world of public management, including the challenges identified by public management practitioners themselves? If research is to be relevant for senior public managers, it should engage with these contemporary trends and challenges. The article thus raises some normative as well as analytical aspects of research. Research effort should place considerable weight on understanding and responding to the challenges articulated by public management practitioners. This will enable researchers and practitioners to navigate better the ‘swamp’ of complex and wicked problems, rather than be content with theory-building on the ‘high ground’.     

Public enterprise governance

Abstract

Public enterprise management displays unique inherent tensions between its ‘publicness’ and ‘enterprise’ elements. The complex dynamics between these two sometimes overlapping and sometimes conflicting notions in managing a public enterprise can be interpreted with the aid of the concepts of governance. Public enterprise governance can be understood in terms of the dynamics among actors from the state, market and civil society in governing and managing collective affairs, each of very different values, norms and logics. This article introduces an analytical framework using the concepts of governance and public enterprises, and applies it to the wholly government-owned railway corporation, Kowloon – Canton Railway Corporation (KCRC) in Hong Kong. The KCRC can be regarded as commercially successful but this profitable public corporation has been plagued with many public governance controversies in its twenty-year history. Lessons from three major cases (the golden handshake affair, Long Valley saga and Siemens fiasco) are discussed.
