Complex innovation incorporates more than one innovation type. Using the number of dimensions of the ‘most significant innovation’ implemented by each public employee’s workgroup as a proxy for innovation complexity, this study explores factors that are associated with complexity and examines how complexity affects innovation outcomes. Employing a sample of 4,369 Australian Government employees, we find that the more complex the innovation, the greater the number of barriers a workgroup has to face in its implementation. A broader (but selective) range of idea sources and a more decentralized workplace where both individual and team creativity is encouraged increase the likelihood of implementing complex innovations. Innovation complexity is positively correlated with the variety of beneficial outcomes, suggesting both policy and management interest in supporting complex innovation in the public sector.  相似文献

The current climate of increased accountability in public sector organizations has brought to public attention the ethical dimension of corporate governance. This article presents a conceptually informed method for undertaking of an ethically focused audit corporate governance. The conceptual-theoretical terrain is set out in three dimensions: ethics as applied moral philosophy; equity as social justice; and corporate governance as the moral health of an organization. At an operational level, the conceptual model proposed provides a framework to evaluate the overall integrity of an organization and embraces the inter-related themes of individual responsibility, social equity and political responsibility. A method for ethical audits is also set out. It emphasizes the significance of key personnel in (re)producing and challenging the organizational ethos, while recognizing the necessary limitations placed on researchers' commitment to anonymity and confidentiality in the collection, interpretation and analysis of data, and in the eventual sharing of such data.  相似文献

The purpose of this paper is to investigate whether innovation novelty has an impact on the firms' performance in selected service industries. The principal interest in this paper lies in incorporating two different dimensions of innovation radicalness – market-entry and originality of the innovation – to assess firms' commercialization performance. The results show that to derive more sales from innovation, service firms need to enter the market early (world-first and to some extent, Canada-first) or to introduce new products with high level of novelty. Importance of early-entry (world-first) or novel content in commercialization performance differs by industries.  相似文献

Abstract

This paper analyses the innovation value chain for the Irish Community Innovation Survey (CIS): 2004–2006. In estimating innovation and productivity simultaneously, it extends the CDM methodology to include a range of external knowledge sources. Feedback effects are found to be vital, with more productive firms being more innovative and vice versa. External knowledge sources affect the innovation decision but not innovation performance, thus pointing to the primacy of internal processes for the crucial task of knowledge exploitation. There is evidence of dichotomous knowledge sourcing in Ireland, with some firms sourcing from market and others, especially high-technology businesses, from non-market agents.

External interaction, innovation et productivité extérieure: une application de la chaîne de valeur de l'innovation à l'Irlande

La présente communication analyse la chaîne de valeur d'innovation pour le CIS : 2004–2006 irlandais. En estimant l'innovation et la productivité simultanément, elle procède au développement de la méthodologie CDM, en incorporant un éventail de sources de connaissances extérieures. Il s'avère que les effets de la rétroaction sont essentiels, les entreprises les plus productives étant plus innovantes et vice-versa. Des sources de connaissances externes affectent les décisions sur l'innovation, mais non pas les performances de l'innovation, en soulignant ainsi l'importance primordiale des procédés internes pour la tâche essentielle de l'exploitation des connaissances. On a relevé des traces des sourçage dichotomique des connaissances en Irlande, certaines entreprises s'approvisionnant directement sur le marché, d'autres, notamment dans le secteur des technologies de pointe, s'inspirant d'agents extérieurs au marché.

Interacción, innovación y productividad externas: una aplicación de la cadena de valor de la innovación en Irlanda

En este trabajo se analiza la cadena de valor de la innovación de Irish CIS: 2004–2006. Al estimar simultáneamente la innovación y la productividad, se amplía la metodología CDM para abarcar una serie de fuentes externas de conocimiento. En este análisis se concluyó que los efectos de la realimentación son vitales, dado que más firmas productivas son más innovadoras y viceversa. Las fuentes externas de conocimiento afectan las decisiones de innovación y no el rendimiento asociado con la innovación y, por consiguiente, se señala el predominio de los procesos internos para la tarea crucial de explotación del conocimiento. En Irlanda, hay evidencias de obtención dicotómica del conocimiento, con algunas firmas que lo obtienen en el mercado y otras, en especial las empresas de alta tecnología, a través de agentes fuera del mercado.

This paper investigates the adoption of Open Innovation in the bio-pharmaceutical industry, studying through which organisational modes it is put into practice and how these modes are interwoven with the different phases of drug discovery and development process. Two rounds of interviews with industry experts were carried out to develop a model describing the adoption of Open Innovation by bio-pharmaceutical companies. This framework was then applied to an extensive and longitudinal empirical basis, which includes data about the adoption of Open Innovation by the top 20 worldwide industry players, in the time period 2000-2007. The paper provides a thorough discussion of how bio-pharmaceutical firms have used different organisational modes (i.e. licensing agreements, non-equity alliance, purchase and supply of technical and scientific services) to enter into relationship with different types of partners (i.e. large pharmaceutical companies, product biotech firms, platform biotech firms and universities) with the aim to acquire (Inbound Open Innovation) or commercially exploit (Outbound Open Innovation) technologies and knowledge. The implications of the study for Open Innovation research and possible avenues for future investigation are discussed at length in the paper.  相似文献

This paper introduces the concept of a new entrepreneurial role in services that we call the frantrepreneur. This is based on two case studies of the internationalization of two US franchisors, one in temporary services (Sweden) and the other in computer training (Australia). The frantrepreneur is defined as a franchisee who innovates by adapting a standard service concept to meet local conditions. This role is a further refinement of a series of earlier concepts concerning entrepreneurship roles such as the intrapreneur. This paper provides an indepth evaluation of the roles adopted by the frantrepreneurs and how they changed the original service concept. They did not passively accept the standard service concept and they developed an unusual partnership role with their franchisors with a two-way influence over the business. Although the innovations of frantrepreneurs were mostly in the form of small and incremental changes they standardized their developments to facilitate further adoption. The frantrepreneurs appear to play an important role in smoothing the adaptation and adoption of innovation in the internationalization of a franchise operation.  相似文献

There has been a growing interest in the question of how to spur innovation in the public sector, and recent research points to multi-actor collaboration as a superior innovation driver. This article explains why and how multi-actor collaboration may spur public innovation. It also discusses why we should expect different public and private actors to engage in demanding processes of collaborative interaction in order to produce risk-filled public innovations. Finally, it reflects on how it is possible to overcome the barriers to collaborative innovation through a combination of institutional design and the exercise of leadership and management.  相似文献

Most research on innovation management at the organizational level has typically been focused on one specific innovation project phase or innovation management concept. This has resulted in many valuable insights, though scattered in different (innovation) research fields and studies. With the development of the Organizational Innovation System (OIS), we bring together important insights from the Innovation Systems, Open Innovation and other related fields into a guiding concept useful for both innovation managers developing (radical) innovations and innovation scholars. In this paper, we define the OIS and its key structural components, and discuss the identified functions and categories of potential imperfections. With the OIS, we provide a holistic, hands-on concept currently lacking in the open innovation approach. From the conceptualization, a framework for analysis is put forward which provides structure to the study of ongoing and finished innovation processes. Additionally, the development of the OIS is a first step in the development of a currently underdeveloped micro-level within the innovation systems perspective. The insights in OISs and the future insights derived from analytical efforts, will not only be beneficial for the performance of innovating organizations and organizational innovation systems but also for the performance of the higher, interconnected system levels.  相似文献

This paper investigates the role of managerial ownership and incentive payment as potential drivers of innovation decisions by firms and as shifters of the competition-innovation link in the Russian manufacturing industry, where poorly protected property rights and a path-dependent market structure (typical for many transition economies) lead to a variety of outcomes. We use recent survey-based microdata for nearly 2000 non-listed companies in Russia. Our results suggest that managerial ownership, which initially evolved as a means of protecting against and resisting dysfunctional institutions, may stimulate decisions to undertake R&D and risky product innovations. Further, managerial ownership and competition are complementary motivations for R&D and innovation. Incentive payment to hired managers is a positive commitment instrument but has no impact on the competition-innovation link.  相似文献

Building on research about the nature of public service motivation (PSM) and its application outside the public sector, the authors provide a qualitative-based examination of PSM’s relevance to voluntary sector employees. In doing so, they explore how far their motivations extend beyond those encompassed within current conceptualizations of PSM and whether PSM research can be enriched through the adoption of qualitative methodologies. The findings suggest that PSM accounts for some, but not all, of the motives of voluntary sector employees and indicate that public sector managers involved in outsourcing public services need to be sensitive to their distinctive features.  相似文献

ABSTRACT

This article provides a systematic review of the empirical literature on barriers within public sector innovation processes, based on data from 63 articles. We investigate the nature of barriers using four dimensions: (i) classification; (ii) interrelations; (iii) innovation process and (iv) types of innovations. A new classification is developed to show that interaction-specific barriers emerge during collaborative innovation. Significantly, we identify that the nature of barriers are more complex than has previously been recognized, where there has been an emphasis on organizational barriers. We identify that the nature of barriers differ in process and innovation types. Moreover, they show interrelations across the process.  相似文献

The purpose of this paper is to explore the impact of regulation on innovation within the public sector. This is done by integrating two separate frameworks, related to regulatory regimes and public-sector innovation. Through a case study of the Scottish water sector a matrix integrating these frameworks has been empirically developed, illustrating a continuous improvement path for innovation in the Scottish water sector. Findings indicate that customer and shareholder accountability is manifest at the transitional interface of the regulatory regimes, facilitating movement within the different systems. Interplay with the accountabilities and adjustments to the regulatory regime are paramount for progress. Through incentives to establish partnerships, the regulator provides conditions for new ideas to emerge with reduced risk of failure. Experimentation allows a new approach towards solving problems and enhancing innovation potential within the sector. The contribution of this paper is a framework demonstrating mechanisms required to move between government-centred, compliance- based regulation through to performance-oriented regulatory regimes.  相似文献

The present paper analyses the link between firms’ decisions to innovate and the barriers that prevent them from being innovative. The aim is twofold. First, it analyses three groups of barriers to innovation: the cost of innovation projects, lack of knowledge and market conditions. Second, it presents the main steps taken by Catalan Government to promote the creation of new firms and to reduce barriers to innovation. The data set used is based on the 2004 official innovation survey of Catalonia which was taken from the Spanish CIS4 sample. This sample includes individual information on 2,954 Catalan firms in manufacturing industries and knowledge-intensive services (KIS). The empirical analysis reveals pronounced differences regarding a firm’s propensity to innovate and its perception of barriers. Moreover, the results show that cost and knowledge barriers seem to be the most important and that there are substantial sectoral differences in the way that firms react to barriers. The results of this paper have important implications for the design of future public policy to promote entrepreneurship and innovation together.

Abstract

Innovation in public organizations is widely documented and has increasingly been the subject of empirical scrutiny. This article integrates the empirical evidence of the internal and external antecedents of process innovations in local governments and proposes directions for future research. The importance of the internal antecedents of organizational size, administrative capacity and organizational learning is uncovered using the meta-analytic support score method, but not in relation to external antecedents. Directions for further research are presented on the independent, joint and non-linear effects of antecedents on the adoption of innovation, and the implications of these arguments on the future study of innovation in local governments are considered from a structural contingency perspective.  相似文献

This paper proposes an extension of the non-parametric long-term evaluation of efficiency, the conditional panel data DEA model, which takes into account the panel structure of the data and, at the same time, incorporates the role of contextual factors in the estimations. Its application to the education sector for the period analyzed (2009–2014) shows the utility of this method, since it obtains more representative efficiency scores for the complete time-period, is more robust to external shocks, and allows improvements to the decision-making process in the allocation of the budget available for the public education sector. The results are clear and present an evolution towards the convergence of the efficiency scores, precisely in a time period when hard budget constraints severely reduced the resources available for public schools.  相似文献

Studies of the determinants and effects of innovation commonly make an assumption about the way in which firms make the decision to innovate, but rarely test this assumption. Using a panel of Irish manufacturing firms we test the performance of two alternative models of the innovation decision, and find that a two-stage model (the firm decides whether to innovate, then whether to perform product only, process only or both) outperforms a one-stage, simultaneous model. We also find that external knowledge sourcing affects the innovation decision and the type of innovation undertaken in a way not previously recognised in the literature.  相似文献

The desire to create innovative organizational spaces has led to various instantiations of innovation ecosystems. Towards this direction, there is a growing interest in establishing corporate innovation ecosystems in the form of ‘corporate coworking spaces’ (CWS). From a relational ontological standpoint, this study builds on the collaborative spaces literature with the aim to investigate the emerging dynamics between corporates and start-ups in an innovation ecosystem. Through an abductive research strategy (ARS) as well as service design methods, we explore how co-creation between corporates and start-ups emerges (or not) in an innovation ecosystem that serves as a collaborative space in Denmark. Our empirical findings challenge the mostly overenthusiastic connotations and thus the study contributes to the critical coworking research stream. More specifically, we give emphasis on the co-constructive entanglement of socio-spatial arrangements and we propose a framework for revisiting the design of CWS through 1) balancing the engineered and evolving parts of the ecosystem, 2) facilitating stakeholder alignment, 3) adopting a service-oriented approach and 4) developing inclusive strategies. Apart from the implications for scholars and practitioners who study and design CWS, we argue that future research would especially benefit from building on a service-oriented approach of innovation ecosystems and we call for more interdisciplinary research.  相似文献
