Within the realm of urban logistics, Macário (2013) developed a hypothesis, denominated the Logistics Profile (LP) concept that suggests homogeneous groups of urban zones with respect to three dimensions, which could be used to analyze freight movement policy: (1) the social and built environment; (2) characteristics of the goods/products being moved; (3) characteristics of the deliveries at the receiver establishment. The concept was expected to ease the transferability of best practices in city logistics, by analyzing similarities and differences between zones. This research uses a quantitative methodology to apply the LP concept, and assess its potential, using the city of Lisbon as a case study. The analysis is focused on: (a) the extrapolation of freight trip generation per establishment and delivery characteristics from a sample of commercial establishments to the population within the case study, (b) proposing a methodology to test the LPs, (c) testing the existence of proposed LPs. Freight trips have been extrapolated using a Multiple Classification Analysis (MCA) model. Freight delivery characteristics were attributed to establishments from a sample-based probability distribution. LPs were tested using a two-step cluster analysis. Some LPs have been matched with clusters of case-study zones, subject to case study particularities. Profile overlap was not an issue and occurrences were expected. The testing showed that Logistic Profiles have the potential for being used as a departure point for urban freight planning and policy analysis.  相似文献

This paper investigates the impact of urban spatial structure on the opportunities for people to participate in face-to-face activities. We make use of the Social Interaction Potential (SIP) metric, a tool to measure the average level of opportunity for people to engage in face-to-face activities given some basic constraints on their daily mobility patterns. Generally, this opportunity is a reflection of whether the urban spatial structure – a term that broadly applies to the spatial arrangement of land-uses and the interactions between them – constrains or permits the ability for potential activity partners to be at the same place and time. In this paper, the SIP metric is applied to 42 metropolitan regions in the United States with populations over 1,000,000 people. These measurements are regressed against a set of indicators of urban sprawl to expose the relationship between spatial structure and SIP. The indicators are generated by a factor analysis of a large set of variables describing the scale, centrality and dispersion of land-uses in addition to several other structural and infrastructure-related variables. Cluster analysis is also used to organize the regions into similar groupings with respect to their structural characteristics and the level of SIP they provide. The findings indicate that social interaction potential is hampered by decentralization, fragmentation, and longer commutes in the largest metropolitan regions in the country. Interestingly, the negative effect of decentralization on SIP Efficiency is found to be nearly ten times stronger than that of fragmentation and nearly 20 times stronger than the effect of mean commuting duration.  相似文献

Urban consolidation centers (UCCs) have a key role in many initiatives in urban logistics, yet few of them are successful in the long run. The high costs often prevent attracting a sufficient number of UCC users. In this paper, we study sustainable business models and the supporting role of administrative policies. We perform an agent-based simulation applied to the city of Copenhagen and collect data from a variety of sources to model the agents. Both the data and case setup are validated by means of expert interviews. We test 1,458 schemes that combine several administrative measures and cost settings. Most schemes yield significant environmental benefits; many of them reduce the truck kilometers driven by about 65% and emissions by about 70%. The key challenge is to identify schemes that are also financially sustainable. We show the importance of committing carriers to the UCC as soon as possible, as carriers potentially generate the bulk of the revenue. Subsequent revenues may be generated by offering value-adding services to receivers. Based on the numerical experiments, we pose various propositions that aid in providing favorable conditions for a UCC, improving its chances of long-term success.  相似文献

Maintenance policies applied to aircrafts are governed by a mix of airworthiness authorities’ regulations and choices of suppliers and users. This allows airlines to use different strategies to minimize the total costs of maintenance. In this paper, a new approach that integrates the failure and reparation processes, such as modelling, optimization algorithms, and simulation methods, is proposed to define the best maintenance strategies for complex systems.A case study of an airline carrier is presented. In particular, several critical components for the A320 aircraft family are considered. The impact of the spare parts inventory management is discussed. Different preventive maintenance policies are tested and simulated. With the new policies, the average availability of the aircraft is satisfactory and the total annual cost is reduced to a value of approximately 20% in comparison with the previous policies adopted by the company.  相似文献

Parking policy in China is characterized by “high regulation in supply and mispricing.” City governments rely on the “minimum parking requirement,” the conventional approach, to manage parking quantity, which shapes a unique phenomenon called the “developer-led supply pattern.” In this paper, we establish ordinary least squares models to explore “spatial-mismatch” characteristics that result from the current parking policy and infer the latent mechanism of parking supply using geographical correlation analysis. In the case of Shenzhen, we found that few urban factors at the district level are involved in the decision making of developers regarding parking provision, which compromises the endeavor of creating sustainable transport and thus requires further policy intervention. Market force serves its role in strict planning regulations at the neighborhood level because of the dominant role of property developers. These models not only confirm the mismatch of parking supply with the objectives of sustainable urban transport but also reveal the willingness of developers as a driving force that interacts with the regulatory environment. Such willingness leads to a spatially inconsistent, inefficient parking supply pattern over the entire Shenzhen metropolis. Based on these findings, two suggestions are made for parking policy on district and neighborhood bases that address the situation of high-density urbanization in Chinese cities and similar circumstances.  相似文献

Increased walking and cycling for short journeys in urban areas has many obvious advantages yet so far gains from the promotion of more sustainable travel of this type are mostly small. This paper reports on a large research project which uses a mixed method approach to explore attitudes to and perceptions of walking and cycling, and which examines the process of household decision-making for everyday travel and the constraints that this imposes. Using survey, interview and ethnographic data it is argued that many people hold ambiguous and sometimes contradictory views of walking and cycling as effective means of everyday travel, that what they do rarely matches precisely what they believe, and that the complexity and contingency associated with everyday travel for many households is a major barrier to the use of more sustainable travel modes. It is suggested that better understanding of these processes could help to inform both future transport policy and the promotion of walking and cycling for short trips in urban areas.  相似文献

This paper empirically investigates the mutual influence of traffic volumes across routes serving the same airport. Regression analysis using the data on Japan's domestic air transport market reveals that an increase in passengers on a given route has a positive effect on the number of passengers on other routes that share an endpoint airport with the given route. This result implies that a change in policy for an airport is likely to influence routes that do not serve that airport as well as the routes that do.  相似文献

Taxis share a high proportion of urban traffic volume and contribute a large proportion to urban air pollution. This paper addressees this context by exploring urban taxi air pollution emissions and possible reduction countermeasures. Based on a survey of Harbin taxis, we have developed different urban taxi pollution emissions models and considered taxi passenger occupancy and taxi average vacant ratio. To reduce taxi air pollution emission, this paper sets a reduction goal and puts forward three kinds of transport management policies. These are taxi market regulation, introduction of electric and Liquefied Petroleum Gas powered vehicles, and the introduction of dial-a-ride services. The paper provides recommendations for managing urban taxi development using these strategies.  相似文献

Europe's historic cities face many challenges, including those associated with growing pressure from tourist interest. This paper reviews the general issues for historic cities with significant tourist activity, and then examines the background, purposes and future direction of the English city of Canterbury's visitor management initiative. An open, soft systems model is used to clarify the differing significance of the initiative for selected stakeholder groups with interests in the city, its society, economy, environment and ecology. The significance of the Canterbury City Centre Initiative for other European walled and historic cities is considered briefly in the context of wider town centre management initiatives, and the linkages to wider city planning processes that it exemplifies. The paper presents a critique of tourism policy in London in the context of local environmental plans and central government policy for tourism and hotel development. Rationales for local authority tourism policies are assessed in relation to city‐level planning imperatives and local land‐use plan formulation. A comparative analysis of borough development plans and the treatment of tourism is based on a survey of London's 33 unitary authorities. The paper presents a World City case study of urban tourism from the position of the environmental planning process and in the light of the highly concentrated distribution of hotel provision and tourist activity in London. There has been a structural change in mobility in major Spanish cities in recent decades, with a switch to the pattern followed in other countries in the area. A shift has taken place from a traditional Mediterranean model to a North American city stereotype, with uncontrolled motorization and major implications for public health. This article specifically analyzes negative road safety-related externalities that result from this process, given that the trend seems to show a steady decline in road safety accidents on urban roads in Spain, with major differences among NUTS-3 provinces. The objective is to evaluate the factors that empirically explain these differences for the 2003–2013 period using a panel data analysis. Results show that a key role is played by urban development variables, such as population density and improvements in health services, with advances linked to more accessible and sustainable urban transportation, such as the Smart City concept. Not only does this article close a gap in the literature, but the findings can also serve as a practical guide for the development and implementation of urban mobility and road safety plans, and reveals the special needs of the most vulnerable groups.  相似文献

The recent development of olive growing in Western Australia, and its amalgamation with tourism and hospitality, provides opportunities for growers to showcase their products and for visitors to experience olive‐tasting and learn about an ancient food culture and rural activity ‘transplanted’ into the ‘New World’ from its ‘Old World’ roots. The present study examines the dimensions of this emerging niche market in Western Australia. Face‐to‐face and telephone interviews were conducted among 23 small olive‐growing operations located in this region to understand their scope for developing olive tourism. Overall, respondents' comments suggest that their involvement in olive tourism and hospitality could substantially provide benefits for visitors to rural areas and become a complementary alternative to other activities. To fulfil this potential, however, growers heavily rely on greater collaboration within their own industry, as well as on local authorities and tourism bodies in ways that include assistance, partnerships and promotion. Moreover, collaboration between olive growers and regional/tourism stakeholders, as well as government support may not only contribute to the sustainability of olive growing, but also to the emergence of olive tourism. In turn, these developments may also help develop a culinary identity and a tourism concept that may help minimise the threats of outside competition (cheaper olive imports) and rural decline. This paper examines the provision of mobility options being one of the important policy areas vital to addressing transportation accessibility of the elderly. A provincial analysis, taking the case of the Province of Ontario in Canada, is warranted given that the country’s highly decentralized system puts provincial policies at the forefront in meeting this challenge. The paper evaluates the important progress made in this policy area and stressed the need to go beyond the traditional policy focus on the less able-bodied elderly and consider the increased heterogeneity of the elderly population with respect to lifestyle, preferences, resources, health and physical abilities. While significant efforts have been made, a more explicit recognition of population aging in Ontario’s transport policy motivation that could strongly influence transport strategies and investments attuned to the mobility concerns in an aging society remains to be seen. The paper summarizes the general concerns in the literature, policy developments, and the challenges in crafting solutions in terms of policy and research for Ontario and other regions with similar institutional setup.  相似文献

The current study offers insight into the role of motivation and constraints on behavioural intentions prior to a mega event. The Psychological Continuum Model framework was used to integrate motivation and leisure constraints theory to examine attraction towards the 2008 Olympic Games. Semi‐structured interviews (N = 47) and a questionnaire (N = 235) distributed in Australia and the USA were used to identify and measure three motivational themes: cultural learning, cultural experience and olympic event interest, and three perceived constraints: structural, interpersonal and intrapersonal. Structural Equation Modelling revealed that motives were positively related to behavioural intentions while constraints were negatively related. Analysis further revealed the interaction between motives and perceived constraints led to two different forms of behavioural intentions; intentions to travel and attend the event vs. stay home to watch the event on TV. Policy and marketing implications are discussed that illustrate the benefits of understanding both motives and perceived constraints for tourism travel. A qualitative case study approach was used to explore the phenomenon of intercultural interactions among different roles in the Earthwatch Institute's ‘Chinese Village Traditions’ project, conducted in Shaanxi, China, in 2008. On-site observation, in-depth interviews, and related documentation were utilized to explore guest–host relations. The study investigated the perceptions and experiences of the 4 principal investigators, 4 student helpers, 10 international volunteer tourists, 5 domestic volunteer tourists, and 3 members of the host family. The results showed some linkages among the expectations, motivations, and intercultural interaction experiences of the different roles. The findings provide a first look at the intercultural interactions among different roles within an international volunteer tourist project in China, offering an insight into a neglected field.  相似文献

This paper examines how a transport pricing policy aimed to reduce car use may affect individuals’ Quality of Life (QoL), to what extent this policy is acceptable to the public and if people intend to change car use when the policy is implemented. Also, comparisons were made amongst five countries (Austria, Czech Republic, Italy, The Netherlands and Sweden). An internet survey among 490 respondents showed that a stringent measure, i.e., doubling costs of car use, hardly affects people’s general QoL. Respondents are unsure whether they would accept the policy and whether they intend to change their car use if the policy is implemented. Respondents from The Netherlands and Sweden are more pessimistic about the QoL consequences of the policy, think the policy is less acceptable and are less inclined to reduce car use than respondents from the Czech Republic, Italy and, to a lesser degree, Austria. Implications and recommendations for developing, adjusting or supplementing QoL measurement instruments and policies are discussed to ensure effective and efficient policy making.  相似文献

This paper develops an event study to investigate the airfare effects of the bankruptcy of a financially distressed full-service carrier (FSC) and its subsequent acquisition by a low-cost carrier (LCC) in Brazil. We account for the distressed carrier's survival network design strategies (SNDS) pursued during its reorganization—a suspected source of sample selection bias. Additionally, as rivals' pricing could be aimed at driving the distressed/bankrupt carrier out of the market, we treat the carrier's distress as endogenously determined with it. Our results do not uncover any survival pricing behavior stemming from SNDS, but reveal fiercer price competition from rivals in periods preceding both the distressed carrier's bankruptcy filing and acquisition. We also find evidence of enduring price competitiveness in the long run of the acquisition event, shedding light on the potential facilitating role played by bankruptcy protection regulations in keeping and sustaining market contestability after the bankruptcy-filing period.  相似文献

In order to ascertain important features of tourist behaviour and destination environments that could form the basis for destination quality improvement in Nigeria, 376 tourists were randomly sampled from seven tourism destinations, using a simple rating scheme in a questionnaire survey. Results obtained showed that activities involving leisure/recreation, cultural appreciation and appreciation of nature, history and cultural artifacts were dominant experiences, values and motivation for destination visit. Results also showed variations in quality of environmental features between tourists in various destinations and between foreign and domestic tourists in their spatial behaviour, values and motivations. The study provides unique implications for tourism planning management and marketing, and a context for cross‐cultural comparison with similar western studies. Managing archaeological and heritage sites requires information on visitor preferences to guide displays of cultural exhibits. A choice experiment is used to investigate visitor preferences in the management of Vondolanda Roman fort, within Hadrian's Wall World Heritage Site. It assesses visitor preferences, utility and value of attributes of the site: excavation and research, interpretation information, museum displays, reconstructions, visitor amenities and admission price. Interaction effects between attributes are analysed. The analysis reveals a preference for the status quo and greater choice uncertainty associated with alternative hypothetical attribute bundles.
