JOSÉ RIZAL: THE DEVELOPMENT OF THE NATIONAL VIEW OF HISTORY AND NATIONAL CONSCIOUSNESS IN THE PHILIPPINES

The rewriting of the history of the Philippines from the standpoint of the Filipinos is today one of the major subjects of research in the history of that country. A perspective on Philippine history from the standpoint of the Filipino people themselves and free from the bias of the colonialists, was first attempted in the era of the Propaganda Movement, 1882–1896. In this paper, I should like to probe into the process of the formation of the historical view of the Filipino people taken by the greatest thinker of the Propaganda Movement era, José Rizal, and into the notion of the national solidarity of the people of the Philippines (i. e., their national consciousness), which that historical view heightened.     

THE POLICYMAKING PROCESS FOR THE SOCIAL SECURITY SYSTEM IN TAIWAN: THE NATIONAL HEALTH INSURANCE AND NATIONAL PENSION PROGRAM

This paper examines the policymaking process and contents of the two major social security policies of Taiwan in the 1990s. The National Health Insurance (NHI), which was introduced in 1995, was a mixture of success and failure. While it brought about universal health insurance, part of the original objective of creating a comprehensive welfare system through the NHI initiative was not realized. The attempt to introduce a National Pension Program (NPP) in 2000 went through dramatic turns in both policy contents and the prospects for implementation. Though it was originally designed as a modified form of social insurance, a general tax revenue‐funded defined‐benefit scheme was added as an alternative when a new government came into power. The bill, however, was withdrawn before the actual deliberations began. The author argues that policy legacies and actors, and the interactions of these variables within different policy phases, determined the policy contents and changes.

ON THE CONCEPT OF GREEN NATIONAL INCOME

The present paper generalizes the Weitzman/Hartwick approachto national income accounting. We first establish a close generalrelation between the current value Hamiltonian of an optimalcontrol problem and the optimal value of the objective integralif the time argument does not enter the constraints and entersthe objective function only as a discount factor. This resultis applied to a simple economic model covering most models foundin the literature on national income accounting involving pollutionand non-renewable resources. We critically review the usefulnessof net national product as a welfare indicator and as an indicatorfor sustainability.

全国摄影艺术展览已有53年历史，素有“国展”之称，是中国摄影家协会举办的历史最悠久、规模最大的全国性摄影作品展览。2010年第23届全国摄影艺术展览中，重庆共有27人34幅作品获奖。较上届“国展”仅5幅作品入选增长了7倍，取得了历史性突破。     

CORPORATE DEBT RESOLUTION AND THE ROLE OF FOREIGN CAPITAL IN THE POST‐CRISIS RESTRUCTURING OF THE REPUBLIC OF KOREA

The outbreak of the financial crisis in the Republic of Korea in 1997 exposed the structural weaknesses in the country's economy. Heated debates have failed to generate definitive answers on just what caused the financial crisis. Considering the importance of restructuring the corporate sector, this paper analyzed how the resolution of corporate debts was accomplished and examined the role of foreign capital in Korea's post‐crisis corporate restructuring. Special attention was given to the measures devised to recover nonperforming loans for the liquidation of corporate debts, to the foreign capital inflows through cross‐border M&As or privatization processes, and to the changes in control through corporate governance reforms. This paper concluded that the resolution of corporate debts has been satisfactory and successful and that foreign capital contributed significantly to effective corporate restructuring and debt resolution in the post‐crisis restructuring of Korea.
