Entrepreneurship policies are now widely spread among the general policy agenda in most of the countries. In particular, emerging countries started to focus on startups and young firms as potential engines of economic growth and structural transformation. Therefore, several governments from these countries are devoting significant efforts to develop their entrepreneurial ecosystems and promote the emergence of new dynamic firms. However, data on entrepreneurship in these countries is scarce leaving policymakers without a clear evidence-based platform for designing their policies and programs. This paper tries to contribute to this task in two manners. First, it presents a systemic conceptual approach to guide the design of entrepreneurship policies that explicitly includes the structural factors acting act as barriers in less developed contexts. Secondly, Based on the information from the IDE (Index of Dynamic Entrepreneurship) this study advances into the characterization of six different configurations of systemic conditions – three of which include emerging countries – analyzing their main strengths and weaknesses. Hence, this article provides a new evidence-based platform to identify and discuss the heterogeneity among ecosystems in emerging countries and suggests several policy recommendations for those governments that want to implement new entrepreneurship policies. At the same time, they introduce to the literature new concepts such as ‘systemic balance’ and ‘dual ecosystems’, which serve to characterize most of the observed configurations of systemic conditions for entrepreneurship in less developed regions. All in all, the results of this study would serve to guide policymakers to formulate their policies in a more contextualized framework. 相似文献

The study of public health policy in the less developed countries (LDCs) is handicapped by both lack of adequate data and gaps in conceptual apparatus. A new conceptual model is proposed that would be used for future policy analyses to assess what changes in health status of population in LDCs can be expected as direct functions of increased health service resources, and of improved environmental and econosociocultural conditions.While direct policy analysis is ill-advised at this time due to data inadequacy, the model is illustrated using data presently available for twenty-five relatively homogeneous sub-Sahara African countries. Within the limitations of available data, the findings suggest that reductions in mortality in the region might best be achieved by making appropriate health resources available to the populations. Study findings also suggest that physicians contributed more during the study period to the variance in physical health status than did medical assistants. 相似文献

This article focuses on the relationship between employment protection regulation (EPL), trade unions and tenure of employment. A main hypothesis is that EPL strictness tends to prolong tenure, because rigorous rules imply that remaining with the same employer gives more job security. The role of unions can be expected to be similar. These assumptions are related to issues regarding dualisation in the labour market. Data used are the European Working Conditions Survey 2010—including 23 countries and more than 18,500 employees—combined with national‐level data on EPL, unemployment, union density and collective bargaining coverage. The analyses reveal that EPL strictness and bargaining coverage are associated with longer tenure. The same goes for having an employee representative in the workplace. The institutional variables work through interactions with individual‐level variables. For example, the impact of age, which is strongly linked to tenure, increases with stricter EPL and higher bargaining coverage. 相似文献

Since the start of modern national accounting in the 1930s, the Netherlands has played a dominant role in the development of the national accounts. This paper discusses the origins and development of the Dutch national accounts. This includes the surprisingly slow start of political arithmetic in the Netherlands, the views of van Cleeff and Tinbergen on planning and national accounting, the role of Derksen and Oomens as fathers of the Dutch national accounts, the Dutch School of National Accounting, the interaction with national statistics and the role of the international guidelines and the European Union. The paper also takes a look into the future. The major challenges are to bridge the gap with data users and to increase relevance by, e.g. extended accounts, long-term time series on government finance and modules on education, health care and social security. 相似文献

Using a multi-source data set collected across eight European countries, this article examines how characteristics of both the organizational environment and the larger national context relate to the organizational-level variable of women's employment. Our study revealed that, in countries that were high in gender empowerment measure (GEM), establishments that were more supportive of part-time work options also employed a higher proportion of women. One reason for this relationship may be that in high-GEM countries offering part-time employment is a way for an organization to signal its support for work–life balance, something that makes it more attractive to women. In countries with low GEM, an establishment's greater support for part-time work was associated with employing a greater proportion of women only when establishments experienced recruitment difficulties. Key differences in gender empowerment between countries are discussed. 相似文献

Psychological contract theory is increasingly gaining traction as a means of examining the linkages (black box) between Human Resource Management (HRM) and performance. This paper systematically reviews the existing psychological contract research conducted in Asia over the period from 1998-2019. It takes an important step towards building an understanding of psychological contract theory in Asia while also making a critical contribution to the broad domains of HRM and employment relationship. In our review of 96 articles, we consider the two dominant themes that capture the psychological contract evaluation and content in Asia and highlight the theoretical, methodological and contextual gaps in the literature. We also offer specific guidance in the form of potential future research directions and conclude by discussing theoretical and practical implications of the analysis. 相似文献

In this paper we analyse the relationship between governance and learning in clusters and networks. In particular, we see these two key elements as interdependent, suggesting that, under particular circumstances, such interdependence may drive clusters and networks towards a dynamic development trajectory. A pure ‘governance perspective’ makes the development of any locality dependent on the system of powers which exists within the locality or across the global value chain. In parallel, a pure ‘competence-based approach’ focuses mainly on the capabilities of actors to learn and undertake activities. In contrast, we open the prospects for an interdependent relation that may change the actual competences of actors as well as the governance settings and dynamics in networks and clusters. When supported by public policies, the learning process may have the potential to modify the governance environment. Simultaneously, the learning process is intrinsically influenced by economic power, which may seriously affect the development prospects of clusters and networks. This is why an intertwined consideration of both aspects is necessary to promote specific approaches to learning and to design appropriate policies. In this paper we offer two preliminary case studies to clarify some of these dynamics: the first taken from the computers cluster in Costa Rica and the second from an Italian bio-pharmaceutical firm and its production network. The first case study refers to the software cluster that was created from scratch in Costa Rica thanks to an enlightened government policy in coordination with new local enterprises and an important foreign direct investor; while the second reflects on the ability of an individual company to create a network of relationships with large transnational companies in order to acquire new competences without falling into a subordinate position with respect to its larger partners. 相似文献

The transition economies are known to have quite different market structures from the market economies. State-owned banks
accounts for a major part of the financial sector in East European countries before the transition period. Since the input
prices of the sector are frequently under the control of those governments, the misallocated resources may incur the loss
of economic efficiency. This paper attempts to gauge the technical and allocative efficiency using unbalanced panel data of
340 banks from 14 transition countries under the framework of the Fourier flexible shadow cost function. Accommodating technical
and allocative efficiencies simultaneously, as suggested by Atkinson and Cornwell (Int Econ Rev 35:231–243, 1994a) and Kumbhakar and Wang (J Econom 134:317–340, 2006a), avoids potential specification errors and leads to consistent parameter estimates. The average total cost savings resulting
from greater technical and allocative efficiency are around 28.31 and 7.13%, respectively. Foreign-owned banks are found to
be the most economically efficient. The enforcement of financial liberalization does gradually improve upon the sample banks’
technical efficiency. The allocative inefficiency arises from over capitalization and excess funds. Scale diseconomies appear

The existing models of mixed public–private school systems usually capture only the decreasing average cost faced by public schools, whereas empirical studies find evidence of it for private schools as well. Motivated by this, an equilibrium model of a mixed public–private school system is studied in this paper, whereby private schools also face decreasing average cost over enrollment. In the model, households, heterogeneous with respect to exogenously specified income and child’s ability, choose among a public and a private school. Private school charges tuition whereas public school is free. Public school spending is financed by income tax revenue collected from all households and the tax rate is determined via majority voting. Achievement of a child depends on its ability and education spending. Under the assumptions on the parameters of the model, a joint lognormal distribution of income and ability, and a Cobb–Douglas utility, majority voting equilibrium is numerically shown to exist. The model is calibrated to match certain statistics from the 2013 Turkish data. Using the calibrated model, we compare the benchmark for a mixed public–private school system with a pure public school system to understand the impact of shutting down some of the private schools in Turkey following the July 15 coup attempt. We find that mean achievement and variance of achievement after high school is \(0.039\%\) higher and \(0.013\%\) lower respectively in a pure public school system. 相似文献

A discourse on British ‘exceptionalism’ is currently developing according to which the UK's apparently ‘flexible’ economy should serve as a model for the rest of the EU. This is explored through two case studies concerning the transmission of regulatory practices from the continent to Britain (working time) and vice versa (takeover regulation). We suggest that a UK model of the firm constructed around shareholder value and untrammeled managerial prerogative is unlikely to have much resonance for other European systems, in which the term ‘flexibility’ has different connotations. 相似文献

Three care delivery settings are compared in this study: office-based care, home-care, and mixed-care, i.e., office-based care combined with home-care, in solo, small, medium, and large primary care practices. The objective of this paper is to identify which of these settings better achieves the secondary goals of the so-called quadruple aim, i.e., reducing costs, improving the patient experience, and improving the physician experience. A multi-objective integer programming formulation is developed to capture the elements of strategic health care planning. The formulation considers the minimization of four objective functions: the total cost of care workers, the total number of care workers, the total rejected demand and unsatisfied preferred care location, and the total panel size of the providers. Instead of computing the entire Pareto frontier, we used the Nash bargaining solution to determine a single Pareto optimal solution for the problem. The approach was tested using real world instances, which can be adjusted to any specific primary care practice. The numerical results show that none of the settings provides the smallest values in all objective functions. The choice of a setting for a primary care practice depends on the secondary goals that the practice desires to emphasize, and, in most cases, it is independent of the type of practice size. For the analyzed instances, a calculated overall score for each setting determined that, on average, the settings based on home-care strengthen the achievement of the secondary goals of the quadruple aim more so than in comparison to the office-based physician settings. 相似文献

In recent years, natural resource depletion, rapid population growth, and increasing urbanization have all reached new heights. All of these ecological problems that exceed the planet's absorbing capacity, have begun to imperil both human life and nature itself. Rural settlement plans aim to optimize the use of natural resources. Agricultural lands are used for non-agricultural purposes as a result of proper placement planning of rural settlements. The suitability of land for a specific purpose is determined via suitability analysis. Therefore, it is extremely important to use technological innovations in the selection of rural settlement areas in addition to considering the technical, economic, and social factors in determining the most suitable locations. With the advancement of computer technology, Geographical Information System (GIS) has become an important tool for more effective use of rural areas. In this study, the most suitable rural settlement area was determined by using GIS in Erzincan Province. Technical, social, cultural, and economic criteria were developed for the selection of the location. Alternative locations were analyzed using the GIS, Multi-Criteria Decision Analysis and the Analytical Hierarchy Process method based on the criteria and site data. The most suitable areas for rural settlements were chosen as the Merkez, Tercan, Kemaliye, and Kemah districts in Erzincan Province. Çağlayan town in the Merkez district has been determined as the most suitable region for an eco-village and a cost calculation and 3D eco-village design were carried out in Çağlayan. 相似文献
