This article explores the labor market effects of the employer sanctions provisions of the 1986 Immigration Reform and Control Act (IRCA). These provisions levy a “paperwork fine” on all employers who fail to screen each new worker for work-authorized status, as well as a “hiring fine” on employers who knowingly hire unauthorized workers. Using administrative data, we extend prior research and examine the impact of each type of fine on metropolitan wages in thirteen nonagricultural industries. Although government enforcement has been modest, we find that these fines have a statistically significant, although correspondingly modest, effect on earnings: expected paperwork fines lower average wages, while expected hiring fines raise wages.  相似文献

A meta‐analysis is used to study the average wage effects of on‐the‐job training. This study shows that the average reported wage effect of on‐the‐job training, corrected for publication bias, is 2.6 per cent per course. The analyses reveal a substantial heterogeneity between training courses, while wage effects reported in studies based on instrumental variables and panel estimators are substantially lower than estimates based on techniques that do not correct for selectivity issues. Appropriate methodology and the quality of the data turn out to be crucial to determine the wage returns.  相似文献

This paper studies temporary help service (THS) workers, a growing component of the secondary labor market. It analyzes two samples of workers in the same four clerical occupations-bookkeepers, typists, key-punch operators, and clerks. The two samples-one for workers employed via a large THS firm in Israel, the other for full-time, non-THS workers drawn from the 1983 Israeli Census-are compared for demographic and human capital characteristics, wage levels, and wage regressions. The results lead us to conclude that viewing THS workers as a homogeneous group of "secondary" workers is not warranted.  相似文献

We use the longitudinal nature of the master file of the Survey of Labour and Income Dynamics in Canada for the period 1993–99 to estimate the employment impacts for older workers of the large number (24) of minimum wage increases that have occurred across the different provincial jurisdictions over that period. Perhaps somewhat surprisingly, the minimum wage increases have positive impacts on the employment of older workers compared with the negative impacts that are commonly estimated for youths in Canada. The results are robust across various comparison groups and measures of the minimum wage increases. Reasons for this unusual finding are discussed.  相似文献

Observationally equivalent workers are paid higher wages in larger firms. This fact is often called the “firm‐size wage gap” and is regarded as a key empirical puzzle. Using microlevel data from Turkey, we document a new stylized fact: The firm‐size wage gap is more pronounced for informal (unregistered) jobs than for formal (registered) jobs. To explain this fact, we develop a two‐stage wage‐posting game with market imperfections and segmented markets, the solution to which produces wages as a function of firm size in a well‐defined subgame‐perfect equilibrium. The model proposes two explanations. First, taxes on formal employment generate a wedge between formal and informal size wage gaps. Thus, government policy can potentially affect the magnitude of the firm‐size wage gaps. The second explanation features a market‐based framework with strategic interactions. Relative to small firms, large firms typically post higher wages for both formal and informal jobs. A high‐wage formal job attracts a larger pool of applicants than a high‐wage informal job. The larger pool of applicants for the formal job, in turn, allows the firm to somewhat lower the initial wage offer, while this second‐round effect is negligible for informal jobs. As a result, size differentials are lower in formal jobs than informal jobs. We argue that the observed patterns in the use of social connections in job search and heterogeneity in job preferences can be used to justify the validity of this second mechanism.  相似文献

This paper uses a linked employer‐employee dataset to analyze the impact of institutional wage bargaining regimes on average labor costs and within‐firm wage dispersion in private sector companies in Ireland. The results show that while centralized bargaining reduced labor costs within both the indigenous and foreign‐owned sectors, the relative advantage was greater among foreign‐owned firms. The analysis suggests that there are potentially large competitiveness gains to multinational companies that locate in countries implementing a centralized bargaining system. Furthermore, the results provide additional support to the view that collective bargaining reduces within‐firm wage inequality.  相似文献

Between 1986 and 1998, six of the ten Canadian provinces abolished their lower minimum wage rates for younger teenage workers. Using data from the Canadian Labour Force Survey, this paper evaluates the effects of abolition on the employment and weekly hours worked of 15‐ to 16‐year‐olds using teenagers in provinces where there is no legislative change and young people above the age to which youth rates applied as control groups. The results provide some evidence that abolishing these youth rates significantly lowered employment and work hours of 15‐ to 16‐year‐olds, but the lack of evidence for some jurisdictions and patterns of effects using age controls do raise some questions regarding the interpretation of the results.  相似文献

I estimate the incidence and intensity of training with particular emphasis on where along the tenure‐training profile formal training occurs. Using data from the Survey of Education and Training gathered by the Australian Bureau of Statistics, I find a different relationship between training and tenure than what is suggested by human capital models. Instead of training being concentrated towards the beginning of the employment relationship, it tends to be evenly distributed along the tenure profile. Such findings are more consistent with theories of wage compression and strategic complementarity than traditional human capital approaches.  相似文献

Using a large linked employer–employee data set, this article studies whether the existence and use of flexibility provisions within centralized collective wage agreements alter the structure of pay across employers. Using level regressions and first‐difference methods, we find that—compared with contracts without any flexibility—wages under opt‐out clauses are more responsive to local profitability conditions in below‐average‐performing establishments. In contrast, the sensitivity of wages to local profitability is smaller in high‐performance establishments. Our results provide further evidence for a threat potential of the existence of opt‐out clauses whose impact on flexibility is larger than the real application.  相似文献

This paper evaluates the costs, benefits and related impacts of living wage policies implemented at the San Francisco Airport (SFO). Unlike other living wage ordinances, the policies at SFO cover a large proportion of the low-wage labor force in a distinct labor market. The authors find that about 73 percent of the ground-based non-managerial workers at SFO received substantial wage increases as a direct or indirect result of the policies; the proportion of these workers earning under $10 per hour fell from 55 percent to 5 percent, significantly reducing earnings inequality. Other benefits to workers included enhanced health benefits and an arrest of declines in quality of life indices. The costs of the policies to employers amounted to an average of 0.7 percent of fare revenue, or $1.42 per airline passenger. We observe a series of dynamic adjustments that reduced those costs, including dramatically reduced turnover, improved worker morale and greater work effort. We find some limited evidence of worker-worker substitution, but no evidence of employment decline.  相似文献

We examine the impact of living wages on crime. Past research has found that living wages appear to increase unemployment while providing greater returns to market work. The impact on crime, therefore, is unclear. Using data on annual crime rates for large cities in the United States, we find that living‐wage ordinances are associated with notable reductions in property‐related crime and no discernable impact on nonproperty crimes.  相似文献

This study uses panel data for Australia to estimate the wage differential between workers in temporary jobs and workers in permanent jobs. It is the first study to use unconditional quantile regression methods in combination with fixed effects to examine how this gap varies over the entire wage distribution. While the wages of fixed‐term contract workers are found to be similar to those of permanent workers, low‐paid casual workers experience a wage penalty and high‐paid casual workers a wage premium compared to their permanent counterparts. Temporary agency workers also usually receive a wage premium, which is particularly large for the most well paid.  相似文献

We analyzed in detail the wages of Latinos of Mexican origin, Central/South Americans, and Puerto Ricans. The wage structure facing second and third‐ and higher‐generation Latinos is very similar to the wage structure of third‐ and higher‐generation White workers. Unlike African American workers, more than half of the native Latino/White wage gap can be accounted for by the lower educational attainment and potential experience of native Latino workers.  相似文献

We investigate part‐time full‐time hourly wage gaps using panel data from the first four waves of the new Household, Income and Labour Dynamics in Australia Survey. We find that, once unobserved individual heterogeneity has been taken into account, part‐time men and women typically earn an hourly pay premium. This premium varies with casual employment status, but is always positive. We advance some hypotheses as to why there is a part‐time pay advantage in Australia.  相似文献

This article examines the affect of state prevailing wage laws (PWLs) on the amount and mix of wages and benefits paid to construction workers. PWLs require contractors who win bids on state-financed construction projects to pay compensation rates equivalent to those prevailing in local construction markets. During 1982-1992, 6 states repealed their PWLs, 9 states who never had a PWL did not enact one, and 32 states kept their PWLs. Data from the Form 5500 series, the Census of Construction Industries, the Current Employment Statistics, and the Current Population Survey are combined to evaluate the effects of PWL repeals on compensation. When comparing the experiences of different states, PWLs enhance both wages and benefits, with the largest percentage increase going toward employer pension contributions. PWLs appear to create an incentive for both employers to pay and workers to accept a larger percentage of their total compensation in the form of benefits.  相似文献

The effect of HRM practices on the within‐firm gender gap in wages in manufacturing is investigated merging a 1999 survey on work practices among Danish firms to matched employer–employee panel data. Self‐managed teams, project organization and job rotation schemes are the most widely introduced practices. Accounting for non‐randomness in adoption, the pay gap is reduced among hourly paid workers but increases among salaried workers. Considering practices individually, wage gains from adoption accrue to males except for salaried workers in firms that adopt project organization and for hourly paid workers in firms that introduce quality control circles.  相似文献

When it was passed in 1938, the Fair Labor Standards Act (FLSA) sought to address the “evils” of underpay and overwork by establishing an hourly minimum wage and requiring premium overtime pay. However, today's low‐wage, hourly workers more often face underwork than overwork, as well as fluctuating, unstable schedules, neither of which is addressed by the FLSA. This paper presents and assesses the effectiveness of an alternative approach to wage and hour regulation, the “reporting pay” guarantee. We begin by examining the problem of work‐hour insecurity, particularly employers’ practice of sending workers home early from scheduled shifts. We then move to a detailed assessment of state laws that require reporting pay, as well as reporting pay guarantees in union contracts and private‐employer practices that attempt to address the problem of work‐hour insecurity. We conclude by considering paths for strengthening such protections in law.  相似文献

Norwegian working‐life legislation has strict rules against discrimination between full‐time and part‐time work. Partly as a consequence of this, a large proportion of Norwegian women work part‐time. The purpose of this paper is to establish whether there are systematic differences between part‐time and full‐time workers regarding the selection process and earnings capacity. We find wage differences between part‐time and full‐time workers are small in Norway, and there is no evidence of systematic selection bias. The results may be explained by some features of the Norwegian labour market, including, equal rights for part‐time workers, strict rules against the discrimination of part‐time workers, and a generous family policy enabling women to combine work and family life.  相似文献

We exploit more than 20 years of changes in state‐level tipped wage policy and estimate earnings and employment effects of the tipped wage using county‐level panel data on full‐service restaurants (FSR). We extend earlier work by Dube, Lester, and Reich ( 2010 ) and compare outcomes between contiguous counties that straddle a state border. We find a 10‐percent increase in the tipped wage increases earnings in FSRs about 0.4 percent. Employment elasticities are sensitive to the inclusion of controls for unobserved spatial heterogeneity. In our preferred models, we find small, insignificant effects of the tipped wage on FSR employment.  相似文献
