The European Union (EU) has an explicit commitment to raise the employment rate for women and to advance gender mainstreaming (GM) and gender equality in both employment and social inclusion policies. In this article we assess developments in the latest round of National Action Plans (NAPs), with particular attention to the situations in the 10 new member states. GM continues to be patchy and inadequate, with a similarly narrow focus in both ‘old’ and ‘new’ member states. After enlargement, the greater diversity of national situations in conjunction with ongoing reforms to EU policy frameworks create new challenges for GM.  相似文献

Throughout recent decades, a significant amount of attention has been given to the notion of the ‘European city’ within policy formation and academic enquiry. From one perspective, the ideal of the ‘European city’ is presented as a densely developed urban area with a focus on quality public transport and a more balanced social structure. More recently, however, the particular elements of the ‘European city’ associated with pedestrianized public space, urban design and image‐making strategies have become central features of entrepreneurial urban policies throughout Europe. This article undertakes an examination of the notion of the ‘European city’ in urban change in Dublin since the 1990s. Specifically, the article illustrates the degree to which a wholly positive spin on the urban design and image‐making elements of the ‘European city’ in Dublin has served as a thin veil for the desired transformation of Dublin according to neoliberal principles.  相似文献

This article examines employee ‘voice’ in workplace health and safety in three Baltic New Member States by means of a cross‐national survey. The data point to unresolved problems of voice in the context of rather poor working environments. These present opportunities for collective renewal by trade unions, but paradoxically are more likely to be addressed by employers in the context of significant labour shortages created by a post‐European Union accession labour ‘exit’.  相似文献

The European Employment Strategy includes a new commitment to a substantial reduction in the gender pay gap in European Union (EU) member states, but progress requires a radical shift away from the traditional policy emphasis on the supply‐side deficiencies of women compared with men. Mainstream theory argues that gender inequality is reduced once the pay gap is ‘adjusted’ for differences in individual characteristics (education, experience, etc.). But new empirical studies in many EU member states demonstrate that the work environment—the general wage structure, job and workplace characteristics—shapes gender pay inequality. Given the negative gender impact of trend declines in minimum wages, moves towards more decentralisation of wage‐setting and public sector restructuring, the article argues for a holistic, gender mainstreaming approach to pay policy.  相似文献

This article presents an open discussion of the processes of urban secession and gentrification in contemporary European cities, arguing that intergroup social dynamics in urban spaces are generally more complex than either extreme mutual avoidance or the colonization of neighbourhoods by the wealthiest groups. We analyse the residential strategies of urban upper‐middle class managers in various European metropolitan areas through in‐depth semi‐structured interviews to argue that these groups develop complex strategies of proximity and distance in relation to other social groups. The development of these ‘partial exit’ strategies takes place through specific combinations of practices that allow groups to select the dimensions they are willing to share with other social groups, and those in which they prefer a more segregated social environment for themselves and their families. The responses of our interviewees were consistently more nuanced and complex than suggested by a simplistic theory about their drive to withdraw from society, forcing us to develop more sophisticated conceptual frameworks to account for the growing prevalence of multi‐layered identities and spheres of reference and solidarity, specific combinations of elective segregation and local involvement, and more active patterns of mobility combined with local embeddedness.  相似文献

The article examines the industrial relations developments in the post‐communist countries that entered the EU in 2004. Rather than introducing the ‘European Social Model’, EU accession has led to some social tensions, in spite of relatively strong economic growth, because of deregulation, European Monetary Union conditions and the enduring need to compete for foreign investment. EU institutional promotion of social dialogue through the Directive on Information and Consultation of Workers, sector social dialogue committees and the European Employment Strategy has only had limited effects in increasing the ‘voice’ of employees in employment relations. National‐level social dialogue has produced poor results and has even been weakened in Slovenia (where it was originally strong) and, initially, in Slovakia. The lack of ‘voice’ for employees has led to increased ‘exit’ through political populism/abstention and migration. A double paradox emerges. Pro‐labour policies are being developed not by the EU, but rather by its opposite, Euro‐sceptical governments (in Poland and Slovakia), while in the workplaces, employers are forced to concessions not by their employees, but by those who leave and cause labour shortages. However, there is also some evidence of a resurgent ‘voice’ from below, through strikes, organising campaigns, informal collective protests and collective bargaining innovations. Drawing on both theory and history of industrial relations, it is concluded that some preconditions for more stable social compromises including more ‘voice’ are emerging.  相似文献

Although the Lisbon Treaty recognises the necessity to limit the power of the European Union, some of its limitations are poorly expressed. As a result, the European Commission has the possibility to act arbitrarily by expanding Union power. The position of the Commission is pre‐eminent, notably with respect to the drafting of EU measures. Not only can the Commission expand Union power, but it may also favour certain actors at the expense of the principals (Member States and their citizens). Indeed, the Commission may apply definitions of the ‘common European interest’ that go beyond the preferences of the principals.  相似文献

In common with much of the rest of the European Union, Northern Ireland has a small but important and expanding environmental industry. The region's ‘green economy’ employs almost 13 000 people and is projected to grow by a further 4000–6000 jobs by the end of the millennium. This article focuses upon one small‐scale sub‐sector–the eco‐capital equipment producers–and analyses their recent industrial performance in the context of current regional development/industrial strategy theory. Drawing on empirical survey, comment is made on the sector's employment characteristics, production sequences, market structures and business operating experiences. Based on this discussion, a series of suggestions is offered that could help central and regional government improve the performance of the industry, and, in turn, the economy of the region, still further. This paper examines why firms selectively adopt ‘beyond‐compliance’ environmental policies. It argues that existing explanations based on factors external to firms are under‐specified and a focus on internal dynamics is also required. It draws insights from institutional theory, corporate social performance perspective, and stakeholder theory and relates them to internal processes. Beyond‐compliance policies are adopted, if at all, due to two types of intra‐firm process: power based and leadership based. In 2003, equal opportunities policy in the European Union suffered both ups and downs. New opportunities came in the guise of the hotly contested new directive on gender equality outside the field of employment, in the invitation to present the first of an annual report on equality between women and men to the Spring Council, in the consolidation of gender mainstreaming within the second round of the National Action Plans on social inclusion and in the new commitments to ‘substantial reductions by 2010’ in gender gaps in employment, unemployment and pay that were included in the new employment guidelines in 2003. These new guidelines presented, however, a major challenge to gender equality as the new phase of the European Employment Strategy dispensed with the four pillars, and therefore the equal opportunities pillar. Instead gender equality became just one of 10 new guidelines. In December the launch of the Employment Taskforce report appeared to push employment policy back more to a ‘full employment with flexibility’ approach and away from concerns with job quality. The focus was therefore more on the integration of women into employment rather than on closing the equality gap.  相似文献

The view that the role of European Works Councils (EWCs) is shaped predominantly by national industrial relations (IR) traditions in the company's country of origin derives largely from the experience of EWCs in companies based in continental Europe. This article argues that a more differentiated approach to the influence of national IR factors on EWCs needs to be developed to take account of the circumstances of companies headquartered in the UK and the US, whose national IR arrangements do not provide a strong institutional model for the EWC and, in the case of US‐based companies, where headquarters management has little or no direct involvement in the EWC. Findings from comparative case studies of EWCs in eight UK‐ and US‐based multinationals suggest that their character is shaped by the interplay between ‘country‐of‐origin’ factors,‘country‐of‐location’ factors and structural, company‐specific considerations.  相似文献

Eco‐city projects are becoming increasingly prevalent throughout the globe and are often marketed as ‘new’ urban environments focused on achieving sustainable urban living while promoting environmental–economic transitions towards a low‐carbon technological and industrial base. The article argues for the need to consider the thermal aspects of urban metabolism, while at the same time focusing on the link between individual buildings and eco‐city master plans and wider economic development strategies at a state level. In so doing, the article encourages critical analysis of eco‐city design and planning, while keeping a focus on the role of specific building structures within eco‐cities as examples of the intermeshing of what can be termed a ‘political ecology of scale’ which stretches from specific buildings' climatic characteristics, to the metabolic master plan for eco‐cities, to provincial, regional and state‐level plans for the integration of eco‐cities within wider economic and political development trajectories. Much of the recent literature about local governance of Britain’s cities has examined the power of a newly evolving ‘business elite’. However, in trying to understand changing governance forms, these analyses have generally lacked sensitivity to the role of actors (businesspeople) and their representative organizations. Analytical categories drawn from social movement theory (SMT) are introduced to develop a more actor‐centred approach to the role of business interests in urban management. While not attempting to claim that business represents a social movement within Britain’s cities, it does illuminate how effectively or otherwise businesspeople develop an identity based around their representative organizations and specific business agendas, define non‐business actors as opponents, and deploy and implement the agendas they create. We then use these SMT categories to examine the creation of business agendas in three English towns – Barnsley, Mansfield and Accrington.  相似文献

This article outlines a concept for analysing practices of European works councils. Much previous research has focused its attention merely on a single institution or actor, for instance the European works council, transnational agreements or trade union federations. However, previous research in the field suggests that transnational labour relations often involve many actors on different levels inside and outside an MNC who interact, refer to different cultural patterns and draw power to act from various sources. To cover those processes, a structuration theory framework is developed that models different ‘action fields’, which actors refer to in their social practices of cross‐border employee representation. The framework is illustrated with case studies of Toyota and General Motors. The benefits and limitations of the new perspective are discussed with reference to previous accounts.  相似文献

Abstract This paper surveys the literature on university patenting. From the point of view of the economic theory of patents, it is argued that patenting knowledge developed by university researchers is paradoxical: patents are normally intended to stimulate knowledge development by providing property rights, but universities operate also under a different incentive scheme, i.e. they receive public funds to perform socially useful knowledge. In the debate surrounding the so‐called Bayh‐Dole Act in the USA, it has, however, been argued that patents on university inventions may be necessary to stimulate technology transfer from universities to private firms. The first part of the paper addresses two major questions. First, what is the economic logic of Bayh‐Dole, and, second, what were the effects on universities and the knowledge they develop? In the second part, the paper addresses the issue of whether ‘Bayh‐Dole‐like’ legislation would be beneficial for European countries. In a number of European countries, a suggestion has been made that this could enhance knowledge transfer from the public to the private sector. Using a new database resulting from a survey among patent inventors in six European countries, an assessment is given of the degree of university patenting in Europe. Because university researchers are often involved in patented inventions without the university being listed as a patent applicant, statistics based on the patent office databases alone often underestimate university patenting in Europe. The paper ends with a discussion of how this ‘European practice’ of university patenting affects public–private knowledge transfer in Europe, and how this compares to the effects of the Bayh‐Dole Act in the USA.  相似文献

Our study explores the structuring decisions made by intermediaries seeking to alleviate poverty by connecting base‐of‐the‐pyramid markets with more developed markets. Using intermediation theory to ground our study, we collected qualitative data on 29 social intermediation projects located within Latin America, Africa, and Asia. Our findings suggest that ‘socializing’ intermediation theory to more accurately explain and predict structural outcomes across more diverse contexts requires three key modifications: (1) the attenuation of opportunism, which creates an internalizing social force; (2) the accommodation of non‐monetary objectives, which creates an externalizing social force; and (3) the perception of transaction capabilities as tractable, which serves as a guidepost for reconciling these two opposing social forces.  相似文献

This article analyses obstacles to transnational union cooperation within Europe. It is based on a survey of unions in 14 European countries and all members of the European Trade Union Confederation. The result shows that ‘hard’ industrial relations factors are generally more important obstacles to transnational cooperation than ‘softer’ factors such as cultural, linguistic, ideological and religious differences and that there are sectoral differences in experiences of obstacles to transnational union cooperation: unions in the manufacturing sector tend to emphasise differences in industrial relations and a lack of organisational resources for transnational union cooperation, whereas low organisational priorities are held to be of more importance in the services sector and for unions for professional workers.  相似文献

In January 1999, 11 member countries of the European Union ‘irrevocably’ locked the foreign exchange values of their currencies to the euro, and they committed themselves to abandon their currencies in favour of the euro in 2002. As a result, these countries ceased to operate independent monetary policies. Monetary policy for the whole euro‐zone became the responsibility of the European Central Bank (ECB), whose primary objective is to maintain a low and stable rate of price inflation for the euro currency. The rules governing Economic and Monetary Union (EMU) were laid down in the treaty of Maastricht in 1992. As conditions for entry to EMU, the treaty specified ‘convergence criteria’ which consisted of upper limits for several macroeconomic aggregates including, notably, a 3 per cent maximum for the ratio of the public sector deficit to GDP and 60 per cent for the ratio of public debt to GDP.1 In February 1998 the 11 applicant countries submitted statistical analyses relating to their satisfaction of these conditions. Despite doubts as to whether some of them had strictly met the conditions, the European Commission deemed them all eligible, and the euro was launched.2 The British government, though more clearly eligible than most other EU countries on the basis of the convergence criteria, decided to defer its decision on entry. In this paper we consider the arguments for and against Economic and Monetary Union, and in particular whether it would be in Britain’s interest to join. We begin with a brief review of the state of the European economy and an analysis of the first year performance of the new Euro currency. 1 Upper limits were also set on the rate of inflation, at 1.5 percentage points above the average inflation rate of the three countries whose inflation was the lowest, and on long term interest rates, at 2 percentage points above the average of the rates prevailing in the three low inflation countries. An additional condition applied to exchange rate stability relative to the EU average for the two years prior to entry.

Presumably, these countries were allowed membership under Article 104c(2) of the treaty which allows the debt to GDP ratio to be exceeded if ‘. . . the ratio is sufficiently diminishing and approaching 60 per cent at a satisfactory pace’. The reader is left to judge whether Belgium and Italy fell within the ‘spirit’ of this article.

The increase in ‘atypical’ or precarious forms of work, including part‐time, temporary or agency, contracted‐out, posted, dependent self‐employed and undocumented work, has created one of the major challenges facing trade unions in Europe today. Indeed, the ‘atypical’ has become more and more ‘typical’ in a number of European countries, particularly among women and younger workers. The rise in atypical forms of work calls for changes in the way trade unions develop strategies, policies and structures and presents a challenge to their traditional ways of thinking and organising. This article begins with the definition of atypical work and a general overview of the literature on the subject before moving on to the nature of the challenge it creates for trade unions in Europe and an overview of their responses, drawing on preliminary findings from a three‐year research project in unions in 10 European countries. The article concludes that while unions have made a great deal of progress in addressing the concerns of atypical workers, they will have to make substantial changes to their structures, thinking and way of operating in order to be fully able to respond to the challenge of this growing form of work.  相似文献
