Gentrification in China is intertwined with urban redevelopment, which causes the large‐scale displacement of rural–urban migrants from ‘villages in the city’ (ViCs). Because of the informality of ViCs, migrant renters have very insecure tenancy and during redevelopment they are treated as a negligible (‘invisible’) social group. As they are very difficult to locate after displacement, they are also literally invisible to researchers. To make the invisible visible, this study traced a sample of displaced migrants from Huangbeiling village in Shenzhen. The focus was on the displacement process and on identifying the consequences for the displaced. We found various forms of displacement during the redevelopment process. Nearby ViCs were prioritized by displaced migrants to minimize as much utility loss as possible. However, they generally suffer from decreased proximity, increased living costs, and the loss of social networks and job opportunities. Remarkably, some choose to return to the gentrifying village, enduring displacement in situ caused by increasing rents, drastic physical neighbourhood changes and declining liveability, in exchange for retaining their original social and economic networks. Large‐scale urban redevelopment is causing the rapid shrinkage of informal housing. Recognizing and addressing the housing needs of this impoverished social group is a matter of urgency. 相似文献

The now widely used term ‘Generation Rent’ reflects the growing phenomenon in the UK of young people living in the private rental sector for longer periods of their lives. Given the importance of leaving home in youth transitions to adulthood, this is a significant change. It is further critical given the rapid expansion of the private rented sector in the UK over recent decades and the more limited rights that private tenants have. This article draws on qualitative evidence to highlight the impact this has on young people's lives, and broader patterns of social‐spatial inequality. Our research highlights that, whilst young people retain long‐term preferences for homeownership, they nonetheless deconstruct this normalized ideal as a ‘fallacy of choice', given its unachievability in reality. Influenced by the work of Foucault, Bourdieu and Bauman, we emphasize how these dominant norms of housing consumption are in tension with objective reality, since young people's ability to become ‘responsible homeowners' is tempered by their material resources and the local housing opportunities available to them. Nonetheless, this does not exempt them from the ‘moral distinctions' being made, wherein renting is problematized and constructed as ‘flawed consumption'. These conceptual arguments advance international scholarly debates about the governance of consumption, offering a novel theoretical lens through which to examine the difficulties facing ‘Generation Rent’. 相似文献

Singapore is renowned as a global business and financial centre, an international hub of air and sea transport, and Asia's leading convention city. In the new millennium, the government has envisioned a new role for the city‐state as a ‘Renaissance City’ and ‘Global City for the Arts’. This vision is premised on Singapore becoming an investment base for leading arts, cultural and entertainment enterprises in the region, the theatre hub of Southeast Asia, and an entertainment destination for tourists. This article examines the challenges and accomplishments in Singapore's quest to be a Renaissance City. Drawing on literature on ‘global cities’ and concepts relating to ‘globalization’ and ‘localization’, it argues that the key challenge facing Singapore is how best to ‘go global’ and ‘stay local’ at the same time. Developing a Renaissance City entails a balancing act between globalizing local sensibilities on the one hand, while localizing global best‐practices on the other. This global‐local nexus can be approached in three ways: (1) by striking a balance between the economic and humanistic objectives of the arts; (2) by importing world‐class arts talents and exporting home‐grown skills; and (3) by globalizing local peculiarities in line with best practices from around the world. The need to balance global standards with local interests is not easily achieved, however, making Singapore's ‘Global City for the Arts’ vision one of its most ambitious goals to date. Singapour est célèbre en tant que centre mondial de la finance et des affaires, pivot du transport aéro‐maritime international, site de premier plan pour les salons en Asie. Avec le millénaire naissant, le gouvernement a envisagé une nouvelle fonction pour la cité‐État, celle de ‘Ville de la Renaissance’ et ‘Ville mondiale des Arts‘. Préalablement, Singapour doit devenir non seulement une base d'investissement pour les grands projets artistiques, culturels et de divertissement dans cette partie du monde, mais aussi le nud théâtral de l'Asie du Sud‐Est et une destination touristique de loisirs. L'article étudie les défis et réalisations qui jalonnent cette entreprise. Exploitant les documents traitant des ‘villes mondiales’ et des concepts liés à la ‘mondialisation’ et à la ‘localisation‘, il démontre que le grand problème auquel Singapour se heurte est de concilier simultanément les deux démarches ‘agir mondial‘ et ‘rester local‘. Développer une Ville de la Renaissance implique un équilibrage entre la mondialisation de sensibilités locales d'un côté, et la localisation des meilleures méthodes internationales de l'autre. On peut aborder ce lien mondial‐local de trois manières différentes: trouver un juste milieu entre les objectifs économiques et humanistes des arts; importer des talents artistiques de dimension mondiale et exporter les compétences nationales; mondialiser les particularités locales cohérentes avec les meilleures méthodes internationales existantes. This article details the evolving social and spatial dynamics of a planning approach that is now being used to regulate irregular or informal settlements in the conservation zone of Xochimilco in the Federal District of Mexico City. As part of the elaboration of ‘normative’ planning policies and practices, this approach counts, maps and then classifies irregular settlements into different categories with distinct land‐use regularization possibilities. These spatial calculations establish a continuum of ‘gray’ spaces, placing many settlements in a kind of planning limbo on so‐called ‘green’ conservation land. The research suggests that these spatial calculations are now an important part of enacting land‐use planning and presenting a useful ‘technical’ veneer through which the state negotiates competing claims to space. Based on a case study of an irregular settlement, the article examines how the state is implicated in the production and regulation of irregularity as part of a larger strategy of spatial governance. The research explores how planning ‘knowledges’ and ‘techniques’ help to create fragmented but ‘governable’ spaces that force communities to compete for land‐use regularization. The analysis raises questions about the conception of informality as something that, among other things, simply takes place outside of the formal planning system. 相似文献

This article focuses on unemployed job‐seekers' attitudes towards entry‐level jobs in three areas of the service sector – retail, hospitality and call‐centre work. The article examines whether job‐seekers are reluctant to pursue these opportunities, and provides an analysis of the motives of those ruling out service work. A range of potential barriers is discussed, including the extent to which job‐seekers perceive the service economy as offering only so‐called ‘McJobs’– low‐skilled, low‐paid jobs with few opportunities for development. However, the article also focuses on perceived skills mismatches, with some job‐seekers arguably over‐qualified for entry‐level service jobs, while others consider themselves to lack the necessary ‘soft’ skills. The analysis is based on interviews with 220 unemployed people in Glasgow. The article concludes that policy action may be required to encourage job seekers to consider a broader range of vacancies and to provide tailored training in partnership with service employers. On the demand side, service employers must address the need for entry‐level positions that offer realistic salaries, decent work conditions and opportunities for progression and development. 相似文献

This article draws on critiques of ‘global cities’ to conceptualize Birmingham, the UK's second largest metropole, as a ‘global’ city by highlighting forms of economic globalization that draw on the city's residents, their histories and their social and cultural networks. The article illustrates some of the diversity and significance of minority ethnic economic activity within Birmingham and the potential this holds for its future economic development, focusing on examples from three transnational networks (Chinese business networks, ethnic food manufacturing and the Bhangra music industry). The article signals a rather different understanding of ‘global’ as it relates to economic advantage, transnationalism and ethnic diversity within cities in general, and Birmingham in particular. We suggest that this different understanding of the global has important policy implications, not simply in terms of economic representations of the city, but also in terms of developing the possibilities of such transnational networks and engaging with the constraints facing them. We argue that encouraging a more relational way of thinking about cities like Birmingham has the potential for advancing social wellbeing by influencing socio‐economic policy and practice. We use the example of Birmingham, therefore, to engage broader debates about alternative paths of ‘global’ economic, social and cultural investment for UK (and other) cities. A partir de critiques des ‘villes planétaires’, cet article conceptualise Birmingham (deuxième métropole britannique) en tant que ville ‘planétaire’ en soulignant les formes de mondialisation économique qui s’appuient sur les citadins, leurs histoires et leurs réseaux sociaux et culturels. Pour illustrer en partie la diversité et la place de l’activitééconomique ethnique des minorités à Birmingham, ainsi que le potentiel afférent pour son essor économique futur, ce travail s’intéresse à des exemples issus de trois réseaux transnationaux (réseaux d’affaires chinois, fabrication d’alimentation ethnique et secteur de la musique indienne Bhangra). Il repère une compréhension assez différente de ‘planétaire’, selon que le terme est liéà un avantage économique, au transnationalisme et à la diversité ethnique au sein des grandes villes, et de Birmingham en particulier. Cette perception multiple a d’importantes implications politiques, à la fois au plan des représentations économiques de la ville et en termes de création de possibilités pour ces réseaux transnationaux et de prise en compte des contraintes à affronter. In this study we integrate insights from ‘top‐down’ and ‘bottom‐up’ traditions in organizational change research to understand employees’ varying dispositions to support change. We distinguish between change initiation and change execution roles and identify four possible role configurations in which top managers (TMs) and middle managers (MMs) can feature in change. We contend that both TMs and MMs can play change initiation and/or change execution roles, TMs and MMs have different strengths and limitations for taking on different change roles, and their relative strengths and limitations are compounded or attenuated based on the specific configuration of change roles. We subsequently hypothesize employee support for change in relation to different TM‐MM change role configurations. Our findings show that change initiated by TMs does not engender above‐average level of employee support. However, change initiated by MMs engenders above‐average level of employee support, and even more so, if TMs handle the change execution. 相似文献

ABSTRACT This article explores how managers, in the Call Centre of a Bank, (re)defined, and drew boundaries around ‘past’ cultural conditions, in relation to the introduction of a Business Process Reengineering (BPR) regime. Managers represented the ‘past’ negatively, in terms of conflict and coercion, whilst the ‘present’ was largely described as a Shangri‐La of teams and consensus. This eschewing of the ‘past’ and sublimation of the ‘present’ stood in opposition to the representations of the staff. Both the ‘staff’ and ‘managers’ seemed to reject or embrace discourses that challenged or coincided with their understanding of how things are or should be. In view of this, their understanding of the past/present is inseparable from a consideration of power and identity. The article examines the interplay between discourses and individuals, arguing that it is bound up with fear and anxiety, hope and aspiration, memory and nostalgia, among other, everyday life experiences. 相似文献

In the early 2000s, Dubai seemed the apotheosis of the global city model. Lauded as an embodiment of globalist ideals, or harshly criticized as a representation of the dangers of contemporary urbanism, it was clearly under the spotlight. Then, like the concept of the ‘global city’ itself, it disappeared from the headlines, to be subject only to sporadic and cynical attention. Today some are heralding a ‘return’ of Dubai from the anonymity of the middle ground of global city hierarchies and rankings. What is often forgotten, however, is that urbanism in Dubai did not stop. On the contrary, Dubai's continuous ‘worlding’ offers a productive opportunity for the encounter of ‘global’ and ‘ordinary’ modes of urban analysis. By unpacking the construction of a global Dubai, this article advocates greater sensitivity to the multiscalar politics that shape its continuity. Stepping beyond rumours of crisis and decline, it aims to connect the global fortunes and everyday processes that jointly characterize the development of global cities. ‘Global’ and ‘ordinary’ urbanism, it argues, are but two registers of how we could, in Warren Magnusson's words, ‘see like a city’. 相似文献

This essay calls for a systematic investigation of the financial‐economic crisis as a source of new urban governance rationalities across Europe. We propose combining an understanding of neoliberalization as a variegated social phenomenon with a cultural political economy approach sensitive to the discursive dimension of variegation and the evolutionary mechanisms through which discursive variation is translated into geo‐institutional differentiation. We illustrate how this theoretical framework may help to analyse the impact of the crisis on urban governmental rationalities. Rather than offering a complete cultural political economy account of the responses of European cities to the financial‐economic crisis, we analyse how the crisis and the responses to it have been represented in discourses on urban policies and development by focusing on two discursive sites that are of strategic importance, namely OECD LEED and URBACT. Our preliminary findings suggest a re‐assemblage of existing discourses rather than the emergence of a new post‐neoliberal urban government rationality. 相似文献

The Changing ‘Face’ of the Suburbs: Issues of Ethnicity and Residential Change in Suburban Vancouver

In recent years Richmond, British Columbia, a quintessential middle class suburb of Vancouver, has seen its Chinese immigrant population grow significantly; a change that has not gone uncontested by a largely ‘white’ European incumbent population. This long-established suburban neighbourhood provides an opportunity to examine contested place imagery and a discourse of racism that is shaping spatial relations in ways that depart from earlier discussions of inner-city Chinatowns. The paper has three principal objectives. The first is to develop a conceptual framework for interpreting the actual and imagined geographies of ethnic change and the tensions it can generate within local space. The second is to evaluate the social and physical changes brought about within Richmond by a relatively recent arrival of Chinese immigrants. Questions of scale are explored both at the community and neighbourhood levels, and we seek to determine whether the patterns of Chinese residential settlement represent a break from the past. Finally, we seek to employ the conceptual framework to evaluate local responses to ethnic change in Richmond given the spatial context within which ethnic change is being experienced. 相似文献
