Studies finding a negative effect of the Americans with Disabilities Act (ADA) on the employment of people with disabilities have used the work disability measure, which has several potential problems in measuring employment trends. Using Survey of Income and Program Participation (SIPP) data that permit alternative measures of disability, this study finds decreased employment among those reporting work disabilities in the first few years after the ADA was passed but increased employment when using a more probably appropriate measure of ADA coverage (functional and activity limitations that do not prevent work). State-by-state variation in labor market tightness is used to find that people with disabilities may have especially procyclical employment, but the contrary results in overall employment trends remain after accounting for labor market tightness. Given the problems in measuring who is covered by the ADA, there is reason to be cautious of both positive and negative findings.  相似文献

This article examines how best to identify individuals with disabilities for analysis of the impact of the Americans with Disabilities Act (ADA) of 1990. It also explores whether amending the ADA to broaden its definition of disability can be expected to improve the employment prospects of those who seek its protections. Answering these questions requires that we learn much more about the labor force participation decisions of those with disabilities. Our aim here is to encourage further consideration and analysis of these and related questions regarding the possible effects of the ADA and of other environmental factors that affect the labor force participation of those with disabilities.  相似文献

"Secondary" part-time employment displays the typical characteristics of a secondary labor market; "retention" part-time jobs are primary labor market jobs. In France, a proposal was made to substitute a unique labor contract with a degree of employment protection increasing with tenure to the existing open‐end and fixed‐term contracts. Using survey data, this paper analyzes the social support for this contrat de travail unique (CTU). Contrary to the prediction of insider/outsider theories, support for the CTU comes from insider groups, whereas most outsider groups oppose it. This result may be the consequence of the job protection increasing with tenure. This mechanism could reinforce certain types of market segmentation instead of abolishing employment precariousness.  相似文献

In direct job‐creation schemes, unemployed individuals at risk of permanent labor market exclusion are offered temporary subsidized employment in public‐ or nonprofit‐sector firms in combination with skills training and sociopedagogical support. The main aim is to stabilize and qualify them for later re‐integration into the regular labor market. Exploiting exogenous regional variation in population‐group–specific program capacities, I find that, on average, such a program eases the transition out of unemployment but has no long‐term effect on regular employment.  相似文献

This work is devoted to the analysis of the different labor market participation regimes of Chinese farm households over the reform process in the 1980s and 1990s. Using household data over the period 1986–2002 from the province Zhejiang, we apply a multinomial logit model to empirically examine household, farm, and regional characteristics affecting the probability that farmers participate in one of four alternative labor market regimes. As generally accepted, off-farm participation is the dominant form of farm households’ labor market participation. But rural households show additionally a significant impact on rural employment mainly linked with non-agricultural household business. Results suggest that labor market decisions are significantly related to several family, farm, and village characteristics. In particular, we find education to be a key determinant of participation. Furthermore, results point to a higher probability of female household members to take up off-farm work.  相似文献

This study examines the effects of changing legal and economic pressure on a large manufacturing firm in the 1980s and shows that the firm was able to pursue two potentially contradictory goals: equal employment opportunity compliance and product market competitiveness. The firm's institutionalized affirmative action commitment and diverse local labor market shaped innovations in production and employment practices in a way that encouraged meeting both goals rather than trading off one for the other.  相似文献

This article does not attempt, nor has it delivered, a complete theory for the labor market in Egypt, let alone for LDC labor markets in general. The macro-model developed here serves mainly to demonstrate the diaculties involved in formulating macro-theories for LDC labor markets that, while necessarily simple, can still claim realism when confronted with certain fundamental “stylized h t s. Our considerations have, moreover, been limited to LDCs with mixed economies, using Egypt as the example. Hence, large-scale modern industry was assumed to belong to the public sector which then emerges as the country dominant, nonagricultural employer. Agriculture is the second large and relatively homogeneous sector, in Egypt dominated by small holdings. In-between we find the private, nonagricultural sector, overwhelmingly dominated by small-scale enterprises with large numbers of the self-employed, and with trade as the most important single activity. Labor is (in Egypt) generally unorganized or enrolled in government-controlled unions, active mainly in the public sector and without much real say in matters of wages and salaries. It is in this specific institutional setting that I have tried to discuss the application of internal labor market theory. This theory has, to the best of my understanding, nothing to offer by way of explaining public sector behavior (which is of crucial importance for wage and employment formation in a mixed economy). However, adapted to the circumstances, internal labor market theory goes a long way toward explaining wages and employment in agriculture and the “informal” small-scale sector. Our considerations, tentative though they are, do not point to any single, dominant labor market mechanism that could form the basis for a simple macro-theory. Wage flexibility differs greatly between sectors, overstaEng may be a more important phenomenon than unemployment in some activities, and unemployment may be of both the voluntary and involuntary variety, with withdrawals from the labor market related to well-defined reserve wages, and open unemployment related to internal labor market behavior. These considerations are based more on loose impressions than on solid facts. Further theorizing may be needed, but the development of labor market theory for LDCs has undoubtedly reached a point where progress depends critically upon painstaking empirical studies of basic labor market institutions such as employment and wage forms and responses, bargaining procedures, and conditions of both labor and output markets for small private enterprises in particular countries. Considerable work has been done in India but even here much remains for investigation. Studies of specific countries may, even for LDCs in rapid, turbulent transformation, disclose ongoing changes in institutions that for a full understanding of the labor market may be more important than the institutions themselves. Existing wage theory has little to offer for the analysis of such institutional change, but something may be learned from the American institutional school in labor economics whose leading exponent we are paying homage to with these papers.  相似文献

利用农户调查数据,运用多元回归模型实证分析了农村劳动力市场发育对农地流转的影响。模型估算结果表明:在表征农村劳动力市场发育程度的四个变量中,工资自主决定程度对农地转出率影响最大,回归系数达到了0.528,即该变量每增加一个单位将会使农地转出率增长52.8%。就业流动自由度对农地转出率的影响也比较大,回归系数为0.423。就业市场服务体系完善程度对农地转出率的影响相对较小,回归系数为0.126。在此基础上,得出相应的政策启示。  相似文献

In recent decades, most new metropolitan population and job growth has occurred in the suburbs. Conventional wisdom suggests that because of the selective nature of suburban labor market development, most metropolitan workers currently live further from their jobs. Distance, in turn, fragments urban labor markets and creates physical and informational barriers to employment.
This article examines the selective pattern of central city-suburban labor market development within the New York Metropolitan Region between 1960 and 1975 and analyzes the extent to which worker residences have adapted to spatial shifts in employment.  相似文献

This paper uses longitudinal data to examine the extent to which casual employees, who account for almost 25 percent of all Australian employees, are able to access non‐casual jobs in the future, and to contrast their experiences with that of other labor market participants. A dynamic mixed multinomial logit model of labor market states is estimated which reveals high rates of mobility from casual employment into non‐casual employment. Among men, casual employees are found to be far more likely to make the transition into non‐casual employment than otherwise comparable unemployed job seekers. 本文通过分析传统体制下国有企业内部劳动力市场运行的低效率对下岗失业人员增多的影响,阐述了在经济转轨过程中国有企业内部劳动力市场的缺陷及其修复机制。文章认为,国有企业所依托的内部劳动力市场上的工资决定和就业政策的制度性特征,是造成目前国有企业就业弱势群体就业困难的内在原因,并提出了牺牲效率为代价而过多地使用被动的失业政策无助于从根本上解决问题。为此,应从修复内部劳动力市场运行机制入手,打通内外部劳动力市场,配套使用主动和被动的失业政策,才是减少国有企业就业弱势群体的根本途径。  相似文献

Economic debate about the consequences of immigration in the United States has largely focused on how influxes of foreign‐born labor with little educational attainment have affected similarly educated native‐born workers. Fewer studies analyze the effect of immigration within the market for highly educated labor. We use O*NET data on job characteristics to assess whether native‐born workers with graduate degrees respond to an increased presence of highly educated foreign‐born workers by choosing new occupations with different skill content. We find that highly educated native and foreign‐born workers are imperfect substitutes. Immigrants with graduate degrees specialize in occupations demanding quantitative and analytical skills, whereas their native‐born counterparts specialize in occupations requiring interactive and communication skills. When the foreign‐born proportion of highly educated employment within an occupation rises, native employees with graduate degrees choose new occupations with less analytical and more communicative content.  相似文献

A decade after its enactment, the Americans with Disabilities Act (ADA) has not resulted in the substantial employment gains for individuals with disabilities that its proponents had predicted. It also has not resulted in many legal victories for disabled individuals who have challenged alleged discriminatory actions by their employers. This article briefly reviews literature on disability and work and summarizes the data on the employment of individuals with disabilities. It addresses litigation trends prior to several significant U.S. Supreme Court rulings the ADA made in 1999 and compares them with litigation trends following the issuance of these rulings. The article concludes that the law needs to be amended if it is to serve those individuals with disabilities who are capable of productive employment but whose impairments do not fit the judicially narrowed definition of disability in the ADA.  相似文献

Regulations in many US states prevent dental hygienists (DHs) from fulfilling their potential to improve oral healthcare. Wing et al. found that stringent practice regulations lower DH wages and reduce access to care. We add licensure regulations to the analysis and estimate the simultaneous effect of licensure and practice restrictions on the DH labour market and access to care. The results are consistent with licensure restrictions reducing employment, practice restrictions reducing wages, and wage and employment rates jointly influencing the prevalence of dental office visits. These results suggest that in order to significantly improve access to oral healthcare, states need to consider how their entry and practice regulations interact to influence outcomes.  相似文献

Using data from the China General Social Survey, the China Family Panel Studies, and a unique dataset of enterprises' online recruitment, this research examines the effect of the digital economy on female employment. The empirical results suggest that the digital economy significantly promotes female employment. Consistent with our theoretical analysis, the estimates indicate that this relationship holds because the digital economy promotes the formation of egalitarian gender perspectives, promotes the use of digital technology, and increases labor demand emphasizing the necessity for female-preference occupations. The dividend of the digital economy is tilted toward vulnerable groups in the labor market, including the low-skilled, older, and rural workforce, and only exerts an employment promotion effect on women without parenting burden. Further examination reveals evidence that digitalization has not led to a holistic improvement in the quality of female employment. Digitalization lengthens the working hours of severely underemployed female workers, and improves women's occupational status and job satisfaction; however, it has a minimal impact on protecting employees' rights and interests or reducing overtime workers' work intensity. Nonself-employed, full-time, and part-time workers all benefit from the development of the digital economy, while self-employed workers do not. In addition, a weakening effect of digitalization on the gender employment gap is not evident, which relates to the digital economy generating a female dividend in terms of promoting gender equality and increasing labor demand but resulting in a digital gender divide in the use of digital technology.  相似文献

Research summary : Because employees can provide a firm with human capital advantages over competitors, firms invest considerably in employee recruiting and retention. Departing from the retention imperative of strategic human capital management, we propose that certain employee departures can enhance a firm's competitiveness in the labor market. Specifically, increased rates of career‐advancing departures by a firm's employees can signal to potential future employees that the firm offers a prestigious employment experience that enhances external mobility opportunities. Characterizing advancement based on subsequent employers and positions, we analyze data on U.S. law firm hiring and industry surveys of perceived firm status between 2004 and 2013. We find that increased rates of employee departures lead to increases in a firm's prestige when these departures are for promotions with high‐status competitors. Managerial summary : Firms often emphasize employee retention. Employee departures, especially as a result of being hired away by competitors, are often viewed as threats to a firm's competitive advantage. We propose, however, that employee retention need not be an unconditional strategic imperative. We argue that certain employee departures can enhance a firm's competitiveness in the market for human capital by signaling to potential employees that the firm offers a prestigious employment experience, which can help them obtain attractive positions with other employers. Analyzing data on U.S. law firm hiring and industry surveys of firm associates between 2004 and 2013, we find that increased rates of employee departures lead to increases in a firm's prestige when these departures are for promotions with high‐status competitors. This study examines the process by which men in three ethnic neighborhoods of Boston move from secondary to primary employment in a segmented labor market. Workers who successfully make this transition belong to neighborhood-based social groups that have customary linkages to particular primary jobs. Members of such groups costlessly learn how to perceive and act in the labor market in ways that faciliate their entry into the primary sector. Workers' labor market perceptions reflect objective characteristics of the primary jobs to which their social groups are linked.  相似文献
