Antle and Valdivia (2006, Australian Journal of Agricultural and Resource Economics 50, 1–15) proposed a minimum‐data (MD) approach to simulate ecosystem service supply curves that can be implemented using readily available secondary data and validated the approach in a case study of soil carbon sequestration in a monoculture wheat system. However, many applications of the MD approach are in developing countries where semi‐subsistence systems with multiple production activities are being used and data availability is limited. This paper discusses how MD analysis can be applied to more complex production systems such as semi‐subsistence systems with multiple production activities and presents validation analysis for studies of soil carbon sequestration in semi‐subsistence farming systems in Kenya and Senegal. Results from these two studies confirm that ecosystem service supply curves based on the MD approach are close approximations to the curves derived from highly detailed data and models and are therefore sufficiently accurate and robust to be used to support policy decision making.  相似文献

Urban regions are important places of ecosystem service demands and, at the same time, are the primary source of global environmental impacts. Although there is broad agreement on the importance of incorporating the concept of ecosystem services into policy strategies and decision-making, the lack of a standardized approach to quantifying ecosystem services at the landscape scale has hindered progress in this direction. Moreover, tradeoffs between ecosystem services and the supply/demand ratio of ecosystem services in urban landscapes have rarely been investigated. In our paper, we present a method to quantify and map the supply and demand of three essential provisioning services - energy, food, and water - along the rural-urban gradient of the eastern German region Leipzig-Halle. This urban region has experienced significant socio-economic dynamics and land use changes since the German reunification in 1990. The results show that both the demand and the supply of ecosystem services changed considerably during the time span under consideration (1990-2007). We identified an increasing supply/demand ratio of food and water but a decreasing supply/demand ratio of energy. In addition, the pattern of ecosystem demands shows a levelling of rural-urban gradients, reflecting profound modifications of traditional rural-urban relationships. The changes of ecosystem service supply gradients are determined more by land use intensity, such as the intensification of agricultural production, than by land cover changes such as urban sprawl. The comparison of supply/demand ratios and rural-urban patterns of ecosystem services can help decision-makers in landscape management in striving for a sustainable balance between resource supply and demand.  相似文献

Land produces a range of benefits, from ecosystem services, but markets only incentivise the production of a small proportion of them. The Ecosystem Approach develops plans for moving towards a more optimal mix. This requires stakeholders to understand the value of ecosystem services and how these values change with land-use and management. We investigate whether process-based modelling and economic valuation can help stakeholders to do this. We do this by applying these tools to a plan to improve ecosystem services delivery in a catchment. To be used in decision-support, analytical approaches need to be relatively inexpensive and rapid, and our analysis was deliberately constrained in this way. Two 25-year future scenarios were developed and compared against a baseline scenario. The first Designated Site scenario was based on enhancing the condition of nationally important nature conservation sites. The second, Ecosystem Services scenario, represented implementing the ecosystem services delivery plan. We modelled the change between the scenarios with an internationally recognised process based ecosystem services toolkit (the Land Use Capability Indicator, LUCI tool) and used the model outputs to inform economic valuation methods. Our selection of which ecosystem services to model and value were initially identified through a participatory approach. However those we could quantify was limited by evidence and data availability. We assessed changes in water quality (phosphorus load), sediment generation, carbon storage and flood regulation. We were able to put economic values on only carbon sequestration and flood regulation. Both the modelling results and the experience of applying the linked modelling-valuation approach are examined in the discussion to consider the limitations to the current usefulness of linking process based modelling to economic valuation for informing land management policy. We explore the origin and nature of these limitations and the key bottlenecks that need to be overcome, applicable to its use in other sites, regions and countries. This includes the availability of suitable coefficients and/or underlying data/evidence to parameterise the model, and the compatibility of model outputs with available economic valuation evidence (for value transfer).  相似文献

Dynamic models of ecosystem services supply and scenario analysis of changes in multiple services are being increasingly used to support land use planning and decision making. This approach reduces potential and real conflicts among various stakeholders potentially creating win–win solutions for all. It is particularly applicable in areas where insufficient land for agriculture and settlements is resulting in high rates of conversion of natural forest and grasslands. We quantified and mapped multiple ecosystem services, including habitat provision as a proxy for biodiversity, carbon storage and sequestration, and water balance and supply in the Sarvelat and Javaherdasht region of the globally-significant Hyrcanian (Caspian) forests in northern Iran using the Integrated Valuation of Ecosystem Services and Tradeoffs tool. This region is experiencing a rapidly increasing rate of forest conversion and as a result, the protected area located within the study landscape is threatened by human encroachment. Plausible future landscapes were modeled under three scenarios: (i) business as usual; (ii) protection-based zoning which reflects an expansion of the protected area boundary to prevent land use changes; and (iii) collaborative zoning through redefining the protection boundary simultaneously with an adjustment to meet local stakeholders’ objective of expansion of anthropogenic cover. The results showed that the collaborative zoning scenario would best contribute to effective policy because it presents a more rational spatial configuration of the landscape maintaining the provision of ecosystem services. This scenario may lead to reduced environmental impacts while achieving less conflict between the government and local communities. These results will help to inform and shape natural resource management policies in Iran and is applicable elsewhere in the world.  相似文献

Agriculture is in the business of using ecosystem services to produce food. Examining how agro‐ecosystems function provides useful insights into the economics of agriculture. Of special interest are the presence and nature of scale effects, complementarity effects and convexity effects in ecosystem functioning. Implications for agricultural productivity and the economics of agriculture are evaluated. At the farm level, this helps to better understand the current trend toward greater specialisation. Over past decades, low and middle‐income countries have experienced considerable expansion of agricultural land, yet this effect on growth has not been examined The following paper shows that the Solow‐Swan growth model can be extended to the case whereby arable land is expanding, as originally suggested by Solow (1956). This extension indicates that land expansion boosts growth, and this effect increases with the relative share of land in income. An empirical analysis over 1990–2018 for 138 low and middle‐income countries supports this finding. The growth impact of land expansion over 1990–2018 varied significantly across the sample of countries depending on how much income was derived from land. This result explains why countries dependent on agriculture have engaged in extensive land expansion: it boosts overall growth. However, these growth benefits must be weighed against the considerable environmental costs of converting forests and other natural habitat to more agricultural land, such as increased carbon emissions, loss of ecosystem services and biodiversity, risk of disease, and impacts on local livelihoods.  相似文献

Agroecological intensification (AEI) integrates ecological principles and biodiversity management into farming systems with the aims of increasing farm productivity, reducing dependency on external inputs, and sustaining or enhancing ecosystem services. This review develops an analytic framework to characterize the fulfilment of these objectives by documenting the co-occurrence of positive, neutral, and negative outcomes for crop yield and nine regulating ecosystem services. We provide an illustrative examination of the framework, evaluating evidence for yield and ecosystem service outcomes across five AEI systems: conservation agriculture, holistic grazing management, organic agriculture, precision agriculture, and system of rice intensification (SRI). We reviewed 104 studies containing 245 individual comparisons between AEI and contrasting farming systems. In three of the five AEI systems, conservation agriculture, precision agriculture, and SRI, more than half of reviewed comparisons reported ‘win-win’ outcomes, enhancement of both yield and ecosystem services, or ‘win-neutral’ outcomes relative to contrasting farming systems. The review presents substantial evidence that the five AEI systems can contribute to multi-functional agriculture by increasing ecosystem service provision, or reducing negative externalities associated with agriculture, while maintaining or increasing yields. A framework such as the one presented here can help guide decision-makers considering how best to implement multi-functional agriculture so that both crop yield and ecosystem service delivery can be maintained or increased.  相似文献

Understanding the co-occurrence of multiple ecosystem services within farming systems and how they are associated across space are relatively new topics. Quantifying ecosystem services and their interactions as dependent on cropland management can help to formulate a more effective and sustainable land use management system. However, current academic efforts and cropland management practices based on the perspective of ecosystem services bundles and tradeoffs remain limited, especially in developing countries. This paper aimed to integrate ecosystem services into cropland protection and functional zoning. Taking Cixi County in the Hangzhou Bay area, China, as the case study area, five typical ecosystem services (food supply, carbon sequestration, hydrological regulation, soil fertility and recreation potential) delivered by croplands and their correlations were quantitatively assessed. The results demonstrated a heterogeneous spatial pattern of multiple ecosystem services and diverse interactions between them, which depended on regional specific conditions and agricultural activities. Further, we adopted the framework of ecosystem services bundles as a planning tool to support the spatial strategy of cropland management. Cropland protection priority and functional zoning were determined by hotspot analysis and clustering algorithms, respectively. The croplands in Cixi were classified into three protection grades and a zoning scheme comprising four functional types with policy guidelines was proposed based on the spatial cluster results. The integrative approach used in this study is applicable to supplement the current cropland management actions by incorporating the perspective of ecosystem services tradeoff and bundles.  相似文献

Targeting of agri-environmental measures (AEMs) is a key to increasing the cost-effectiveness of governmental support for biodiversity conservation and the provision of ecosystem services from agriculture. Existing literature, however, often focuses on single measures without considering that policies are usually bundles of different measures addressing multiple non-marketed goods and services. Thus, interaction effects of a set of policies in a given policy mix may influence the cost-effectiveness of single measures. Recently, Swiss agricultural policy was redesigned using the Tinbergen rule as its basis, i.e., a single measure for each policy goal, including additional targeted direct payments. This facilitates testing for interaction effects of multiple targeted AEMs. Here we use a social-ecological, agent-based modelling framework to assess interaction effects of these agricultural policies while accounting for climate change impacts in our analysis. The results from our case study in a mountain region show that ecosystem service provision increases with targeted payments. However, interaction effects of the different targeted policies affect the provision levels of all goods and services. In particular, changes at the extensive margin, i.e., the total amount of land that is under production, largely determine the amount of ecosystem services provided. Thus, climate change driven productivity increases and policies that keep land in production may substantially support the provision of non-marketed goods and services in marginal agricultural production regions with a high potential for land abandonment. Consequently, the effectiveness of targeted policy measures should also consider changes at the extensive margin and be assessed in the context of bundles or portfolios of different policy measures.  相似文献

This study represents a first analysis of citizens’ willingness to pay (WTP) for agroecosystem services in a Baltic country (Lithuania). Since it is part of the European Union, Lithuania applied environmental agriculture schemes to support the production of agroecosystem services by farmers. Therefore, understanding the demand of such services may help policy makers to allocate funds. This study revealed that Lithuanian residents are concerned about environmental problems that may be caused by agriculture. Moreover, while the provision of agroecosystem services is demanded, citizens show very different tastes concerning these services. The application of a latent class model highlights three groups of citizens with different tastes and levels of WTP. Among the ecosystem services tested, the landscape provisions show the highest level of heterogeneity across the class. This study’s findings provide quantitative information concerning the demand for improvements in agroecosystem services through agri-environmental protection programmes. The obtained data supports the conclusion that choice experiments are a reliable tool to analyse consumers’ preferences related to environmental protection in Lithuania.  相似文献

To avoid the current paradoxes of the global agro-food system it is necessary to define and implement a viable agricultural sustainable model, combining satisfaction of food needs and land preservation. A possible solution can be found in a holistic production system consistent with a sustainable development model, designed to satisfy diverse “local” economies. The conservation agriculture (CA) could be a part of this model, as it includes a set of best practices available to preserve agrarian soil and its biodiversity. Briefly, we cover the CA background in Europe followed by the evaluation of its impact in terms of private/public interest, using the sustainability’s metric.To test the viability of a model based on CA in “local conditions”, we compare economic performance of different conservation practices (i.e. minimum and no tillage) to that of conventional agriculture in a typical Mediterranean environment – Collina Materana – in Southern Italy (Basilicata region). Our findings suggest that: i) CA can actually be a viable alternative to conventional systems; ii) in Mediterranean agricultural areas CA has yield advantages especially during dry years, when conservation techniques increase water supply to crops; iii) public support is needed to direct farming choices in fact without financial incentives these practices would be not widely accepted and diffused; iv) European policy makers have to recognized the positive benefits of CA and pay them as ecosystem services in the framework of Good Agricultural Environmental Conditions and the present CAP subsidies.  相似文献

[目的]在当前全面推进农业绿色发展、以绿色发展引领乡村振兴的农业发展新阶段,绿色生产社会化服务是促进小农户与现代农业发展相衔接、全面迈入农业绿色发展轨道的重要途径。为研究提出适合我国当前农业绿色发展需求的绿色生产社会化服务模式。[方法]文章首先对农业绿色生产社会化服务内容、种类与潜在供求关系进行了初步界定,并对绿色生产社会化服务与传统生产社会化服务进行了比较分析,明确了绿色生产社会化服务的特殊性;其次基于浙江、黑龙江、湖北等地农业绿色发展社会化服务典型实践,进行实证分析。[结果]提炼分析出4种主要的绿色生产社会化服务模式,并对每种模式的适用条件以及需要重点关注的问题进行了深入探讨。[结论]在此基础上提出当前进一步完善绿色生产社会化服务的政策建议,对于加快服务规模化引领绿色发展,带动小农户走上农业绿色发展轨道具有重要的决策参考价值。  相似文献

Land use change in the form of urbanization is a direct driver affecting the provision of ecosystem services from forests. To better understand this driver, we modeled the effects of urbanization on three regulating and provisioning ecosystem services in two disparate watersheds in Florida, USA. The study integrated available geospatial and plot-level forest inventory data to assess future changes in carbon storage, timber volume and water yield during a period of 57 years. A 2003–2060 urbanization and land use change scenario was developed using land cover data and a population distribution model. The Integrated Valuation and Ecosystem Services Tradeoffs model was then used to quantify changes in ecosystem services. Carbon storage was reduced by 16% and 26% in the urbanized 2060 scenario in both the rural Lower Suwannee and urban Pensacola Bay watersheds, respectively. Timber volume was reduced by 11% in the Lower Suwannee and 21% in the Pensacola Bay watershed. Water yield, however, increased in both watersheds by 4%. Specific sub-watersheds that were most susceptible to urbanization were identified and mapped and ecosystem service interactions, or trade-offs and synergies, are discussed. Findings reveal how urbanization drives the spatio-temporal dynamics of ecosystem services and their trade-offs. This study provides policy makers and planners an approach to better develop integrated modeling scenarios as well as designing mapping and monitoring protocols for land use change and ecosystem service assessments.  相似文献

Efforts to restore the Lower Mississippi Alluvial Valley's forests have not achieved desired levels of ecosystem services production. We examined how the variability of returns and the flexibility to change or postpone decisions (option value) affects the economic potential of forestry and agroforestry systems to keep private land in production while still providing ecosystem services. A real options analysis examined the impact of flexibility in decision making under agriculture, forestry, and agroforestry and demonstrated that adoption of forestry or agroforestry systems is less feasible than would be predicted by deterministic capital budgeting models.  相似文献

Computer simulation models can provide valuable insights for climate‐related analysis and help streamline policy interventions for improved adaptation and mitigation in agriculture. Computable general equilibrium (CGE) and partial equilibrium (PE) models are currently being expanded to include land‐use change and energy markets so that the effects of various policy measures on agricultural production can be assessed. Agent‐based modelling (ABM) or multi‐agent systems (MAS) have been suggested as a complementary tool for assessing farmer responses to climate change in agriculture and how these are affected by policies. MAS applied to agricultural systems draw on techniques used for Recursive Farm Programming, but include models of all individual farms, their spatial interactions and the natural environment. In this article, we discuss the specific insights MAS provide for developing robust policies and land‐use strategies in response to climate change. We show that MAS are well‐suited for uncertainty analysis and can thereby complement existing simulation approaches to advance the understanding and implementation of effective climate‐related policies in agriculture.  相似文献

Labour-saving technologies are relevant for agricultural development. Yet, as this study shows, they are poorly integrated into agricultural production functions of economy-wide models. We report a computable general equilibrium (CGE) model, which explicitly incorporating field operations (e.g. land preparation, weeding or harvesting) in the context of smallholder agriculture. The field operations approach allows to model technological trade-offs in organic and conventional production systems at various stages of the agricultural production process. Simulating a structural change scenario, we compare the performance of the field operations approach with published benchmark production structures by assessing how they replicate empirically observed changes in land and agrochemical use. This benchmark analysis shows that incorporating field operations replicates the observed empirical changes most accurately and allows for more realistic modelling of labour-saving technologies. We use the field operations model to investigate three policy options to mitigate labour shortages in the agricultural sector of Bhutan. Permitting the employment of Indian workers in agriculture has the highest short-term potential in this respect. We find that subsidising agricultural machinery hiring services and removing import tariffs on agrochemical inputs are found to be less effective. Further options for model developments, such as combining field operations and labour market seasonality, are highlighted.  相似文献

A series of approaches have been proposed for natural resource management and biodiversity conservation in recent decades. In the important forestry sector, two of the most dominant policy paradigms have been multi-purpose forestry and sustainable forest management. The Convention on Biological Diversity, amongst other transnational commitments, added the ecosystem approach and its related idea of ecosystem services to this succession which is increasingly becoming the basis for natural resource management, including in the United Kingdom (UK). However, this latest addition raises the stimulating question of whether in forestry the ecosystem approach and the associated ecosystem services concept really constitute something fundamentally new, or are merely an extension or re-branding of existing policy approaches. This paper contributes to a lively contemporary debate surrounding the ecosystem approach and ecosystem services, by examining how these two interrelated but distinctly different concepts are currently understood and adopted within UK forestry and in the context of established forestry policy paradigms. For this purpose, I undertook a review of the scholarly literature and legal and policy documents which have been triangulated with a survey of the attitudes, interpretations and opinions of forestry stakeholders through expert interviews. The analysis suggests that in the UK forestry sector, as elsewhere, the frequency of, often broad and ambiguous approaches to natural resource management and biodiversity conservation in general, and forestry policy and management in particular, are causing confusion amongst some stakeholders, who, unsurprisingly frequently conflate concepts seemingly without understanding the details. However, a clear understanding of the differences and similarities of these important concepts, stemming from overlapping but different disciplines, is crucially important for successful policy implementation and sustainable forest management. This article attempts to contribute to such a clarification and to further interdisciplinary understanding.  相似文献

Statements of willingness to pay (WTP) have been shown to be dependent upon the framing of the hypothetical market. In this paper we investigate the effects of variations in the timing and location of choice experiment questions concerned with conservation of a UK national park, as research involving measurement of psychological well‐being suggests potential differences for the same individual dependent upon when and where preferences are elicited. We apply the choice experiment technique to the valuation of changes in upland agricultural and semi‐natural landscapes in the Peak District National Park in the UK, to investigate whether timing and location of elicitation (context) affects the value associated with changes in ecosystem services under different management regimes. Four treatments are employed – using the same sample of individuals answering the same choice scenarios – to measure WTP ex‐ante (off site), in situ (on site), and ex‐post at two different time intervals (off site). We show that our on‐site (in situ) treatment generates very different estimates of preferences than any of the off‐site treatments. That stated preferences associated with environmental goods are so context dependent may have implications for the use of stated preferences in policy analysis in terms of identifying how environmental policy is funded and the divergence in value attributed to sampling different populations.  相似文献

Oak woodland dehesa suffers from the aging of trees without a natural regeneration of young oaks coming in to replace them. Recent European Union (EU) policy reforms for rural development focus on supporting multifunctional agriculture that complies with the EU's environmental goals, such as mitigating biodiversity losses and climate change. Such reforms could result in government support for natural woodland regeneration practices in European agroforestry systems, which are recognized for providing valuable environmental services. Managing dehesa cork oak and holm oak woodlands to stimulate the growth of new oaks could be an efficient option for maintaining, and even increasing, the dehesa's current carbon stock and biodiversity. Here we develop and apply a new agroforestry accounting system based on the concept of Hicksian income to a dehesa in the Monfragüe area of western Spain, using primary microeconomic data from a large case study. Private total income and profitability rates are measured for individual goods and services, and for the entire dehesa in a steady state. Our application extends the EU system of accounts for agriculture and forestry by including private amenity consumption by landowners and the gain or loss in human-made and natural capital. We compare an actual typical unsustainable woodland management scenario with an ideal sustainable management scenario in which there is a continuous regeneration and recruitment of holm and cork oaks as predicted by silvicultural models. The results show that, given current land use policy incentives, allowing a slow depletion of oak trees is more profitable for a dehesa private landowner than maintaining the dehesa's trees. As a result many dehesa environmental services are gradually lost. This market failure requires new land use policies that induce private land owners to invest in the renewal of aging oak woodlands. To evaluate the impacts of this new policy, we show how private landowner income is affected when changes are made to achieve sustainable management of dehesa oaks. More research is needed in order to understand how the dehesa's landowner market income and private amenities trade-off can affect the owner's land use preferences and decisions.  相似文献
