The paper analyses the role of corporate foresight (CF) as a future intelligence gathering process, which has come into widespread use in a business context where it is confronted with specific contextual, processual and methodological challenges. The results of a 2005/2006 survey on CF by the University of St Gallen in co-operation with Z_punkt are used as a starting point to provide insights into the goals, methods and use of CF in large corporations. Taking into account the challenges facing CF and the factors considered critical for its success, the paper outlines a historical contextualisation of CF practices from the 1980s onward, identifying the underlying assumptions – the ‘dominant logic’ – and opting for a new model of CF as ‘open foresight’.  相似文献

Technology foresight has received growing attention among those involved in the shaping and implementation of science and technology (S&T) policies. However, although evaluative analyses of foresight exercises have supplied evidence on acclaimed benefits—such as the generation of future-oriented knowledge and strengthening of collaborative networks—they also point to challenges in translating foresight results into actions within research and technology development (RTD) organizations. In this article, we address these challenges by considering the work of the Wireless World Research Forum (WWRF), which has sought to promote the conception, development, and diffusion of wireless communication technologies. Specifically, by contrasting this work with well-known government-initiated foresight exercises, we typify so-called explicit, emergent, and embedded foresight activities and explore their interrelationships. Our comparative analysis points to conditions under which policy interventions may not be needed for the emergence of foresight activities that exert a major influence on RTD agendas. It also suggests several context-dependent roles for public policy, among which government-driven foresight exercises and the catalysis of more narrowly focused activities are but two examples.  相似文献

This paper proposes and studies the rationalizable foresight dynamics. A normal form game is repeatedly played in a random matching fashion by a continuum of agents who make decisions at stochastic points in time. A rationalizable foresight path is a feasible path of action distribution along which each agent takes an action that maximizes his expected discounted payoff against another path which is in turn a rationalizable foresight path. We consider a set-valued stability concept under this dynamics and compare it with the corresponding concept under the perfect foresight dynamics.  相似文献

In September 2007, the Federal German Ministry for Education and Research (BMBF) launched a new foresight process which aimed at four specific targets. To achieve them, a tailor-made combination of methods was applied. This paper focuses on the concept design of the process and explains one of the methods — the future online survey — in more detail.The German Foresight Process of the BMBF delivers results on different levels: broader future fields as well as single future topics. Both kinds are relevant and selected according to a set of criteria. Some of the results of this foresight process will be directly integrated into national policy activities, others are just more indirectly filtered into the innovation system of the specific sectors in the country. The future fields are all cross-cutting issues based on science and technology. All of them are specifically knowledge dynamic fields.  相似文献

With few differences in timing, future studies in Latin America were initiated with a linear conception of reality. Orchestrated with techniques such as the Delphi, future studies were supported by mathematical principles of probability. Several countries have surpassed this stage while moving into strategic foresight. Strategic foresight analyzes the future as a multiple reality. In other words, it means thinking differently and not reading reality in a linear manner. It means accepting that there is not one future but several futures and that one question could have more than one answer.This change has demanded a shift in mentality. The presence of the disciplines in universities is of vital importance. For example, the Technological Institute of Monterrey (Mexico) and the Universidad Externado de Colombia (Bogota) offer foresight and strategy programs at the graduate level.This article describes how different individuals, groups, agencies and institutions in Latin America have emerged thanks to the support provided by the science and technology governmental agencies of each country. The author provides examples from different countries including Colombia, Brazil, Chile and Mexico. Currently, strategic foresight is slowly gaining recognition and acceptance as a compass for productive sectors and as a generator of competitiveness.However, despite the contributions of strategic foresight, Latin American countries, with the exception of some of the above-mentioned countries, have struggled to take off into the future. The role of strategic foresight can become the driving force behind this awakening, if the challenge of linking global trends with local contextualization through scenarios is accepted.  相似文献

This paper develops a framework for green technology foresight based on the idea of sustainability and takes the Chinese automobile industry as an example for the analysis of its implementation. First, it applies scenario techniques to identify technology requirements, considering six different visions of the future, especially the ‘circulation society’, the ‘environment-friendly society’ and the ‘equity society’. Delphi techniques are used to complete the green technology foresight with an improved questionnaire and statistical model, compared with the traditional one. It is argued that green technology foresight is the evolution and extension of traditional technology foresight, and the basic idea of foresight-guided efforts to achieve sustainability should be considered not only in China, but also in other countries and in other industries.  相似文献

Technology foresight as a policy intelligence tool can offer vital inputs for policy-making in various domains. The relationship between foresight and policy-making has been presented in the literature by the policy-related functions of foresight, but the literature reflects a theoretical gap with the systematic evaluation model for the impact of foresight on policy-making. This research seeks to bridge the existing gap and uses the mixed method for this purpose. The mixed method approach used in this paper is the sequential exploratory design. First, the conceptual model is developed in the qualitative part of this research by using meta-synthesis and constant comparative method (CCM) of analysis. Second, in the quantitative part, quantitative tests are used to evaluate the dimensions and components of the developed theoretical model. The data collection tool is a questionnaire. The results confirm the proposed dimensions of the evaluation model.  相似文献

Strategic foresight requires a longer and broader view of the environment and, as we at the Institute for Alternative Futures (IAF) would argue, a conscious attention to the organization's vision and visionary scenarios in the environment. Having promoted foresight on six continents for a wide range of governments, corporations, and non-profit organizations, we have developed lessons on the design and set-up of foresight efforts, their use and follow-through. Lessons include: Scenarios using ‘aspirational futures’ should include expectable, challenging, and visionary alternatives; beware of and understand ‘allergic reactions’ to foresight given some individuals', particularly leaders', psychological preferences; foresight is most effectively done by and for top leadership but foresight for units or regions of the organization can also be successful; to get the most value, it is important to err on the side of boldness and vision in developing scenarios; foresight efforts create a ‘safe space’ for exploring challenging situations; associations as collections of companies or professionals have unique foresight needs including elected leadership that rotates every year, and the need to communicate the results of foresight efforts to their members effectively; government and corporations have more similarities than differences in foresight, but companies have more resources and can move quickly to develop and use the foresight.  相似文献

This paper on regulatory foresight addresses approaches which allow future fields for regulatory action to be identified. We follow a rather wide perception of regulation and include standards and standardisation as elements of the regulatory framework. The paper presents three methodologies appropriate for performing regulatory foresight. First, an approach is presented which makes use of science and technology indicators and enables the identification of possible fields which may cause challenges for the regulatory framework and the regulatory bodies. Second, survey approaches are displayed which enable regulatory bodies to identify future needs for regulations. Finally, the usability of the Delphi methodology is discussed and results of a Delphi survey in the telecommunication area are presented. The paper concludes with a comparative analysis of the three methodological approaches regarding their effectiveness to conduct regulatory foresight.  相似文献

Therefore, the Macro Trends team at Deutsche Bank Research has formulated some criteria to guide foresight projects. They should aim to produce plausibility, provide convenience and inspiration as well as an appropriate time perspective with regard to the content of foresight results. In addition, a structured way of producing and delivering foresight, a seamless inclusion in organisational procedures, a high level of interaction with decision-makers, ideational entrepreneurship, innovation regarding communication with business people, and persistence and synchronisation with the business organisation are the key criteria for achieving a higher impact from foresight projects. To live up to these criteria, the Macro Trends team has developed a 'trend map' which provides a conceptual aggregation of trends - to provide orientation for decision-makers and stakeholders.  相似文献

Technology foresight has attracted increasing attention from government and academia as well as industry since the 1990s. However, the impact of technology foresight on national strategic decision-making varies from country to country. This paper aims to introduce the 'Technology Foresight towards 2020' exercise in China, which has been conducted by a research group in the Chinese Academy of Sciences. The paper consists of five parts: (1) introduction; (2) the framework for technology foresight towards 2020 in China; (3) the methodology including scenario building for identifying technology demands and the method for processing and analysing the data from a Delphi survey; (4) the major results of a Delphi survey in the following four research fields: Information technology, Biotechnology, Energy technology, Material science and technology; and (5) the impact of the research on decision-making concerning science and technology development in China.  相似文献

Foresight the ability to plan and think systematically about future scenarios in order to inform decision-making in the present has been applied extensively by corporations and governments alike in crisis management. Foresight can be complicated because dispersed groups have diverse, non-overlapping pieces of information that affects an organization's ability to detect, mitigate, and recover from failures. This paper explores the failure of foresight in crisis management by drawing on data on events that preceded and followed the Mari disaster in a naval base in Cyprus in July 2011, where a large explosion killed 13 people and injured 62 others, while completely destroying the major power plant of the island. The paper examines how foresight into crisis management decisions was compromised because of a conscious effort by high ranking decision-makers to minimize emergent danger and avoid responsibility for the crisis, in joint with red tape, bureaucracy, and poor coordination and information flows. The paper explores the notion of operational and political responsibility of individual decision-makers and discusses an alternative approach to foresight in crisis management, one that is built on multiple layers of decision-making.  相似文献

The Futures Studies Department at the Corvinus University of Budapest conducted a few strategic foresight projects at the beginning of the twenty-first century. The goals of two projects were to increase the regional competitiveness of two towns in Hungary; whereas, two other projects dealt with the long-term, 15- to 20- year-long, macro-development opportunities of Hungary. They focused on defining social trends that influence the long-term decision-making environment of the regions and the country. The two types of experience made it possible to enhance strategic foresight by defining the role and responsibility of professional futurists and average, everyday people.  相似文献

This paper focuses on exploring the potential and empirically observable value creation of strategic foresight activities in firms. We first review the literature on strategic foresight, innovation management and strategic management in order to identify the potential value contributions. We use survey data from 77 large multinational firms to assess how much value is generated from formalized strategic foresight practices in these firms. We show that it is possible to capture value through (1) an enhanced capacity to perceive change, (2) an enhanced capacity to interpret and respond to change, (3) influencing other actors, (4) and through an enhanced capacity for organizational learning.  相似文献

In the last three decades much knowledge has been produced on how best to conduct foresight exercises, but little is known on how foresight should be integrated with the innovation effort of a company. Drawing on empirical evidence from 19 case studies and 107 interviews, we identify three roles that corporate foresight should play to maximize the innovation capacity of a firm: (1) the strategist role, which explores new business fields; (2) the initiator role, which increases the number of innovation concepts and ideas; and (3) the opponent role, which challenges innovation projects to increase the quality of their output.  相似文献

The security of energy supply at national level is one of the most fundamental missions of every government. This task becomes especially vital in view of the current situation on global energy markets. The planning of technological development in the energy and fuel sectors is a relevant element of energy security strategies. This in turn leads to a more rational and efficient energy use in the future. Technology foresight, which emerged as a proven instrument of technology policy during the 1950s, becomes nowadays one of the essential tools for the creation of the future technological development worldwide. A project entitled: “The Scenarios of Technological Development of Fuel and Energy Sector for National Energy Security” was the first foresight project in the field of energy technologies and at the same time the first technology foresight activity in Poland. This project was being carried out in the period of 2006-2007 by a consortium of research and development institutes on the request of the Polish Ministry of Economy. The aim of the project was to indicate energy and fuel sector development directions in the time horizon up to 2030 and identify key energy technologies of strategic importance. As a result of the foresight activity, technology development scenarios in the energy and fuel sector in Poland as well as corresponding roadmaps for their implementation were formulated. The project results should be helpful in drafting national energy policies and they will indicate priority pathways of research and development (R&D) activities in the next years.The energy foresight project was based mainly on a Delphi method that is nowadays widely applied as a valuable foresight tool. This future-oriented intuitive method was engaged for the qualitative and quantitative assessment of probable developments in the future and for their time scale evaluation as well. This paper proposes a new systems approach to foresight studies. The paper will first indicate the complex and conflicting nature of long-term decision-making process. Then, the need for systems approach will be highlighted by the analysis of 1995 UK Delphi survey results and the scenarios of 2000 UK foresight scenarios. The paper proposes two methodologies, namely Integrated Management Model (IMM) and Roadmapping, in order to overcome challenges introduced by the multidimensional characteristics and complex nature of foresight studies. Based on systemic approach, IMM offers a useful way of developing long-term normative policies and strategies and their transformations into actions by considering necessary changes in organizational structures and behaviors. In addition, roadmapping is used to capture, manipulate and manage information to decrease complexity in the foresight by constructing roadmaps. In the paper, IMM and roadmapping are employed first to analyze UK foresight results and then to develop a new methodology to formulate Delphi events and scenarios for the successful implementation of foresight. This paper also promotes the integrated use of foresight techniques such as scenarios and Delphi rather than one for another.  相似文献

Dynamic macroeconomic models incorporating perfect foresight expectations can display a dynamic instability of the saddle point type. So that unless the initial values happen to place the system on the stable arm of the saddle point, the economic variables will diverge ever more from the equilibrium. We consider the dynamic instability problem in a simple model of monetary dynamics which is non-linear and assumes adaptive expectations which are characterized by an expectations time lag. This model is shown to have a stable limit cycle. By considering perfect foresight as the limit as the expectations time lag tends to zero we are able to view the perfect foresight model from a dimension higher than that from which is it is normally viewed. We are thus able to see that the stable limit cycle continues to exist for the perfect foresight model as well. In this framework there is no longer a dynamic instability problem since whatever the intial values time paths are tending to the stable limit cycle.  相似文献
