Land use planning and policy making for environmental systems involve uncertainty, long time scales, and complex socio-natural systems and processes; most decisions are often characterized by conflict and tension and give rise to disagreements which are widely considered and managed as disagreement about socio-environmental values. Although the growing acceptance of participatory models in environmental planning and policy making is forcing the public authorities to implement participatory mechanisms, participation practices are not showing much effectiveness in reducing conflict and tension. This paper argues that negotiation approaches in participatory decision making often pose the attention on disputing actors and their related values (in the field of environmental planning, on socio-environmental values) thus amplifying the risk for conflict to sharpen. Participation practices, in fact, often use Decision and Conflict Analysis models as means to disclose structures of parties’ values and preferences to parties themselves, thus risking to enhance sources for conflict and tension. In this article, participation is conceptualized as an exploration process looking for decision ‘opportunities’ which allow transforming participatory decision making into operational collaboration. To illustrate the discussion we present a case of participatory decision making process in the Torre Guaceto wetland, a Natural Reserve in Southern Italy. The process refers to the formulation of the land use plan and is analysed by the application of a cognitive model. The analysis shows how the negotiation process evolves from a conflict to collaboration and becomes centred on the content of the decision rather than the social and environmental values involved.  相似文献

The Internet and the Web are evolving to a platform for collaboration, sharing, innovation and user-created content—the so-called Web 2.0 environment. This environment includes social and business networks, and it is influencing what people do on the Web and intranets, individually and in groups. This paper describes the Web 2.0 environment, its tools, applications, characteristics. It also describes various types of online groups, especially social networks, and how they operate in the Web 2.0 environment. Of special interest is the way organization members communicate and collaborate mainly via wikis and blogs. In addition, the paper includes a proposed triad relational model (Technology–People–Community) of social/work life on the Internet. Particularly, social/work groups are becoming sustainable because of the incentives for participants to connect and network with other users. A discussion of group dynamics that is based on the human needs for trust, support, and sharing, regardless if the setting is a physical or virtual one, follows. Collaboration is inherent to complex participatory multi-actor and multi-agent social technical systems. Supporting collaborative problem solving is challenging, especially with the increased amount of data and information available for decision makers; they often experience information overload. Therefore, one of the key steps in problem solving is convergence; after considering many alternatives, the group converges their focus to a few for decision making. One of the key production factors in collaborative problem solving, and thus convergence is cognitive effort. Understanding cognitive load involved in convergence tasks is therefore important to the design of collaboration support. Convergence is a complex collaborative task, which is much less studied than the often preceding, divergence or brainstorming task. On the basis of an overview of convergence techniques and literature on convergence this paper presents a framework for the assessment of cognitive load during collaboration processes, and strategies to deal with cognitive load in convergence. Evaluation of the framework with experts and with participants in a convergence process provides the grounds for reflection on the use and implications of the framework.  相似文献

Socially derived characteristics (perceptions of individuals about technology-related characteristics) of Web 2.0 tools are not generally taken into account when decisions are made about which systems to use for collaboration in corporate settings. This exploratory research studies the influence of these characteristics—perceived compatibility, social presence, and group supportability—in the adoption of corporate blogs and validates a theory-grounded model with data from 73 employees. The results show that social presence and users’ values influence perceived usefulness of corporate blogs and play an important role in their adoption, while existing work practices, prior experience and group supportability do not.  相似文献

A practicing industrial engineer, even an experienced decision maker, needs help in the sense that there is a necessity to use more logical or analytical decision support tools, especially when dealing with control and instrumentation projects which are often worth millions of dollars. In this article we propose an algorithm which can support the process of group decision making relating to industrial automation, especially involving the selection of control and instrumentation equipment. The aim of this article is to look only at the algorithm's application and how it is applied. To this end, two test cases are used as examples: (1) selecting a local area network for installation in an academic environment; and (2) selecting an integrated control system for a real-world pulp and paper mill. Obtained results show that the algorithm leads to a satisfactory solution. A software form of the algorithm is being programmed for use as a decision support tool.  相似文献

Computer-assisted decision support systems have been widely promoted as a means of enhancing problem understanding in crisis and noncrisis decision making. Clinical observation of actual applications of a particular category of software for interactive decisions (CONAN, DECISIONMAKER) have identified cognitive hurdles in the use of such systems. These hurdles not only pose a challenge to the development of such normative interventions in the decision process, but also an opportunity for furthering the shift to a new psychologically informed paradigm for decision making.  相似文献

Participatory democracy is one of several conceptions of democracy which strives to create opportunities for all members of a group to contribute to the decision making process. Recent developments in information technologies in general and Internet technologies in particular are affecting the existing democratic mechanisms, hence enabling citizens and organizations to participate widely, efficiently and transparently in the decision making process and, most importantly, to arrive at better decisions faster, through negotiation. E-negotiation systems rely on such technologies to implement protocols ranging from motion raising and voting to auctions, and to make them available on the web for general use. E-negotiation systems can be used for political and societal decision making as well as business dealings within e-government and B2B settings. In order for these systems to fulfill their promise of bringing decision making opportunities to all, we need a structured approach and a configurable framework for designing, implementing and deploying them. The resulting systems should be web-based, easy to use, affordable, traceable, reliable, secure, flexible, efficient, and open for integration with other systems. This paper starts by examining leading research initiatives to devise such a framework and discussing the motivations behind them. We then introduce several design requirements derived from the expectations of e-negotiation systems providers and users. We argue that meeting these requirements fosters a more democratic and efficient decision making process. We also present our approach and vision of a configurable framework for designing, implementing and deploying e-negotiation systems.  相似文献

Software piracy has become recognized as a major problem for the software industry and for business. One research approach that has provided a theoretical framework for studying software piracy has been to place the illegal copying of software within the domain of ethical decision making assumes that a person must be able to recognize software piracy as a moral issue. A person who fails to recognize a moral issue will fail to employ moral decision making schemata. There is substantial evidence that many individuals do not perceive software piracy to be an ethical problem. This paper applies social exchange theory, in particular equity theory, to predict the influence of situational factors on subjects' intentions to participate in software piracy. Consistent with the predictions of equity theory this study found that input and outcome situational variables significantly effect a person's intentions to commit software piracy.Richard S. Judgmental modelling has been used on a wide variety of business problems, and with the advent of new technologies is becoming increasingly user friendly. The range of applications has helped develop understanding of managerial decision making processes, especially those related to group decision making. However, to date there has been little evidence of their use in the social services. This paper describes such an application among social workers in the United Kingdom.One of the difficulties facing social workers is deciding how to deal with individuals with mental disorders. The state has various legal procedures which can be brought into operation, ranging from no involvement with the individual through to compulsory hospitalisation. This study shows how a judgmental modelling approach was used to help define the decision variables. A group of experts from a particular social services department worked together on the problem, using a simple computer model to investigate its decision making criteria and the associated processes. The results are fully presented, and the implications for the role of social workers discussed.  相似文献

An agent‐oriented open system shell, A‐Pool, for distributed decision process modeling in the Internet domain is presented. Unlike most decision support systems, A‐Pool provides a testbed for modeling and understanding the cognitive aspects of distributed decision processes themselves rather than for domain‐specific problem solving. This is achieved with a pool of virtual agents and a pool of cognitive maps of the agents at each A‐Pool node. The virtual agent scheme extends object‐oriented programming to the Internet domain and supports different communication and collaboration protocols with virtual communities, virtual sessions, and virtual conferences. The cognitive map scheme supports perspective sharing and various conflict integration and resolution strategies through cognitive map composition, derivation, and focus generation. Thus each A‐Pool node provides an architecture for modeling interdependencies and for ensuring global coherence; in addition, the communication is asynchronous and the control is distributed, allowing a large degree of autonomy and the examination of various thoughts and social protocols involved in strategic planning in an open system environment. Uncertainty is a common phenomenon in our real world. Interval utility values and interval preference orderings are two of the simplest and most convenient tools to describe uncertain preferences in decision making. In this paper, we investigate consensus problems in group decision making with interval utility values and interval preference orderings. We first establish their transformation relations, and give a formula for calculating the association coefficients of individual uncertain preferences and group ones. We then develop a consensus procedure for group decision making with interval utility values and interval preference orderings, which takes interval utility values as the uniform preference representation. This procedure can be reduced to a series of processes for dealing with some special group decision making situations, such as: group decision making with utility values and preference orderings, group decision making with interval utility values, group decision making with interval preference orderings, etc. Finally, we illustrate the applications of the developed procedures with two practical examples.  相似文献

Many parallels have been drawn between politics and marketing; however, the application of consumer behavior decision making to voter decision making is still an important research focus. Results from general elections around the world show that the turnout among young adults tends to be lower than in the general electorate, suggesting low interest and involvement in politics. This qualitative study investigated low-involvement decision making of young adult voters in Australia. Data were compiled from semistructured face-to-face interviews conducted with 29 young adults to explore their views, and NVivo software was used to assist with thematic analysis. Findings suggest that with low-involvement voter decision making, perceived knowledge and passive information seeking are important factors. Exposure to the media also plays an important role, and young voters rely more on traditional media such as newspapers and television than on social media for current political information.  相似文献

Trust has become more and more important in the context of mixed use of longitudinal face-to-face and computer mediated group collaboration using Group Support System tools. Previous research has investigated trust factors in different dimensions. This paper takes the perspective of individual trust and aims to explore the new trust factors and also their detailed second level trust sub-factors in computer mediated collaboration over time. We have taken the interviews using the student groups during the two year-long collaboration project based case studies. We have validated the previous factors and found seven new trust factors and thirty one sub-factors which are associated with the main factors. Furthermore, based on the new factors, this paper has also designed an innovative trust traffic light model with suggested steps which could be easily used to help analyze the trust factors development over time for future longitudinal studies.  相似文献

By using social media, many companies try to exploit new forms of interaction, collaboration, and knowledge sharing through leveraging the social, collaborative dimension of social software. The traditional collective knowledge management model based on a top-down approach is now opening up new avenues for a bottom-up approach incorporating a more personal knowledge management dimension, which could be synergized into collective knowledge using the social-collaborative dimension of social media. This article addresses the following questions: (1) How can social media support the management of personal and collective knowledge using a synergetic approach? (2) Do the personal and collective dimensions compete with each other, or can they reinforce each other in a more effective manner using social media?

Our findings indicate that social media supports both the personal and collective dimensions of knowledge, while integrating a social collaborative dimension. The article introduces a framework that classifies social software into four categories according to the level of interaction and control. With certain tools, individuals are more in control. With other tools, the group is in control, resulting in a higher level of interaction and a diversity of knowledge and mindsets brought together. However, deploying and adopting these new tools in an organizational context is still a challenging task for management, owing to both organizational and individual factors.  相似文献

Individuals are faced with the many opportunities to pirate. The decision to pirate or not may be related to an individual's attitudes toward other ethical issues. A person's ethical and moral predispositions and the judgments that they use to make decisions may be consistent across various ethical dilemmas and may indicate their likelihood to pirate software. This paper investigates the relationship between religion and a theoretical ethical decision making process that an individual uses when evaluating ethical or unethical situations. An ethical decision making model was studied for general unethical scenarios and for the unethical behavior of software piracy. The research model was tested via path analysis using structural equation modeling and was found to be appropriate for the sample data. The results suggest that there is a relationship between religion and the stages of an ethical decision making process regarding general ethical situations and software piracy.  相似文献

The purpose of this study is to investigate how the process of consumer socialization will determine adolescents’ decision‐making styles. Eight decision‐making styles were conceptualized as outcomes of the socialization process, which is acquired via interaction with socialization agents, namely parents, peers, printed media, television commercials and in‐school education. The study also proposed five social structural variables (social class, gender, ethnicity, residence and religion) as being associated with the socialization agents and decision‐making styles. The study sample consisted of 934 adolescents between the ages of 16 and 19 years. The data were collected using a self‐administered questionnaire and analysed with the SPSS computer program. As a result of regression analyses, significant relationships were found between social structural factors and socialization processes, suggesting that the influence of socialization agents on adolescents may vary according to certain demographic characteristics. Significant relationships were also found between social structural factors and socialization processes. Peers appeared to be the most important agents of consumer socialization, contributing to a variety of desirable as well as undesirable consumer decision styles. Printed media and television commercials were also found to be significant sources of the acquisition of both desirable and undesirable decision‐making styles. Parents and in‐school education, however, were insignificant in the acquisition of any decision‐making styles among adolescents. Information obtained from this study could be useful to government agencies and consumer educators. The most revealing finding of this study is that parents did not contribute to the formulation of decision‐making orientation for adolescents. This points to the need for consumer educators to take steps in designing programmes that will involve parents as primary socialization agents at home; this may be facilitated via printed materials. Apart from this, the information can also be helpful in enabling marketers to be more effective in targeting various adolescent markets by formulating marketing strategies according to demographic factors, socialization process and decision‐making styles.  相似文献

The rise of Web 2.0, the advent of greater bandwidth, and new technology platforms have made it possible to extend the range of focus-group research to the online environment. This provides advertising researchers, advertising agencies, and advertisers with opportunities to reach consumers who were heretofore difficult to reach, to create groups with new and different compositions, and to use online collaborative tools not readily available in face-to-face groups. This article reviews online focus-group research, identifies several types of online groups, and contrasts the uses and results of online focus groups with the uses and results of face-to-face focus groups. The article concludes that online and face-to-face venues for focus-group research are complementary, with online focus-group research opening new opportunities for gathering data to inform advertising research, theory, and decision making. The article also suggests that differences between online focus-group research and face-to-face focus-group research, with respect to group interaction and the ability to obtain information, are being eroded as technology provides greater opportunities to create social presence in an online environment.  相似文献
