ObjectiveThis study proposes a multicriteria approach for the comparative analysis of the operational performance of Brazilian airport terminals.MethodologyTwo multicriteria decision aid (MCDA) methods – De Borda and Analytic Hierarchy Process (AHP) - were applied in an integrated manner to the database of the performance report from the Brazilian Department of Civil Aviation (Secretaria de Aviação Civil – SAC/PR), composed of evaluations issued by 18,062 respondents regarding 15 airport terminals, 12 of which are analyzed in this study considering 8 evaluation criteria. On the first level, the AHP method was used to assign weights to the criteria. On the second level, the De Borda method was applied to rank the alternatives.ResultsThe proposed method resulted in a final ranking of alternatives that was significantly different from the one presented in the SAC/PR report.Contribution to knowledgeThe employment of the integrated De Borda-AHP method is not common and ensured a greater approximation with the overall user satisfaction indicator, showing that it is the more appropriate methodological option when compared with the arithmetic mean commonly used in public reports.Contribution to societyBased on the obtained ranking, air transport users will be able to have a more realistic comparative picture of the main airport terminals analyzed.Contribution to the management of the airport systemThis work contributes to the strategic planning and allocation of investments seeking to adapt and expand the sector, and also to the continuous improvement of the service levels provided at airports.  相似文献

This article aims to demonstrate the importance of establishing pro-competition rules in the concession of multiple airports to private companies by describing the recent Brazilian experience. More specifically, it addresses: (i) how the economic literature deals with potential competition among different airports, and how this competition was dealt with in the concession programs of Australia, Mexico and the United Kingdom; and (ii) Brazil's recent experience with airport concessions, where international benchmarking led to cross-ownership restrictions. As a conclusion, this paper defends that governments should design regulatory restrictions that account for the existence of competition among airports. Nevertheless, these restrictions must be carefully planned and designed to achieve their goals.  相似文献

Airport site selection requires consideration of several criteria constrained by complicated trade-offs. Airport literature and practice provide valuable insights in terms of influencing factors and multicriteria assessment methods, at the pace that reported siting processes follow non uniform decision-making structures. Current developments in geoinformation unveil a valuable opportunity of development of a structured methodology in the field of airport siting. Brazilian public sector decision-makers recognize that such methodology has the potential to improve the allocation of federal budget for new regional airports, in terms of implementation time and political friction. This research proposes a methodology termed MESA - Metodologia de Escolha de Sítios Aeroportuários (in Portuguese, Airport Site Selection Methodology). The purpose of MESA is to be sound under technical grounds and at the same time provide a more objective decision-making process. The proposed methodology consists of 4 phases: i) literature review of airport site selection criteria; ii) criteria systematization; iii) setting up of eliminatory criteria and their thresholds; and iv) setting up of scoring criteria and of an approach for their quantification. Eliminatory criteria reduce the original screening area, while scoring criteria are used for ranking purposes. MESA combines GIS (Geographic Information System) and classic AHP (Analytic Hierarchy Process) with direct assessment of alternatives through specific techniques. So far, the methodology has been applied to two real cases in the Brazilian context. In addition to effectively reducing subjectivity in airport site location decision, MESA has been demonstrating to be a powerful tool for mitigating environmental and social impacts associated to airport site selection. MESA is designed in such a way that simplifies improvements and adaptations, making it widely applicable.  相似文献

Many planning authorities and airports study measures to increase public transport use for airport ground access and egress. At the same time, an increase in real estate development at and around airports is occurring, both due to airports seeking new revenue possibilities and other developers attempting to profit from high value locations. This paper considers non-aeronautical activities at large airports, largely commercial centres and transit hubs, as land uses that have the potential to improve the situation for operating public transport services. In order to assess potential benefits and disadvantages, four research questions are considered: (1) Can the additional travel volume reach levels at which it has a significant impact? (2) To what extent do non-aeronautical activities influence the public transport access system? (3) Is the resulting demand distribution better or worse regarding peaking behaviour? (4) Is there a potential for the resulting overall demand to bring about capacity shortages?A case study is conducted at the airport of Zurich, Switzerland, which finds that non-aeronautical activities in the direct airport vicinity have led to a situation where the operation of public transport services is much more viable due to overall higher passenger numbers and a more even distribution throughout the day. It is concluded that locating non-aeronautical activities at airports can, in addition to providing commercial benefits to developers, lead to a situation where improved public transport services become feasible.  相似文献

This paper discusses the revenue and expenditure functions of a sample of Brazil’s airports administered by Infraero, the Brazilian State enterprise responsible for administering the country’s major airports. It aims to identify what volume of movement at the airports associates with positive net earnings, i.e., the break-even point between revenue and expenditure, in view of aspects of airport movement and geographical factors. It examines airports serving regular airlines and with movement of up to 8 million passengers in 2010. Revenues and expenditures are explained by total passengers embarked and disembarked at each airport and by the potential of the airport’s ‘anchor city’. Multiple regression analysis achieved a high level of explanation for the dependent variables studied, i.e., revenues and expenditures. The model explains 81% and 91% of the variations in revenues and expenditures, respectively. The analysis shows that, considering the ranking of cities, Brazilian airports with less than 2 million passengers tend to operate at a financial loss, those with between 2 and 3 million passengers are at the transition stage between positive and negative earnings, while airports with more than 3 million passengers tend to make gains. However, the simulation modelling shows that the break-even point between expenditure and revenue functions can vary considerably when different ‘city potentials’ are considered. In this respect, the modelling offers investors a tool for analyzing passenger demand risk in the light of expectations for Brazilian cities’ potential.  相似文献

Economic theory would define airport security as a public good; no different than border control or the military, but this is not how it is treated in many countries. In Mexico, airport security is financed entirely from the public treasury. In the U.S., the cost is split evenly between air passengers and the public treasury. In Canada, air passengers pay the entire cost of airport security. The Canadian case is examined in detail. Forcing air passengers to bear the full cost of airport security creates a number of economic distortions. Air travel in Canada is discouraged by the added cost of security, but worse it encourages travelers to cross the Canada-U.S. border where they can fly from lower cost U.S. airports. The tax losses to the public treasury because of this policy are arguably greater than the total security fees collected.Airport security evolved organically rather than by design because governments were forced to react quickly to escalating threats. As a result, a “user-pay” financing system was put in place in Canada without careful policy analysis.  相似文献

Currently, airports are expected to be operated as self-sufficient service organizations providing efficient and high-quality services to a variety of customers. In this context, improving airport service quality (ASQ) has become paramount. However, due to the complexity of the airport service environment, an effective process of measuring and analyzing passenger perceptions of ASQ is not easily achieved. Generic scales for perceived service quality might not cover some particularities of the passenger–airport interaction. Furthermore, while some measurement practices have been developed within the airport industry, there has been only limited consideration for validity and reliability. These concerns are certainly relevant to avoid misinterpreting passenger perceptions. In view of these concerns, this paper has a twofold objective. First, to fit a measurement model for perceived ASQ built on typical service measures within the airport industry. Second, to test for the model's equivalence across groups of passengers. Sample data from an extensive survey applied at a major Brazilian airport was used for confirmatory factor analysis. The results suggested that a six-factor structure provides a meaningful multi-item measurement model for perceived ASQ. The model was validated for international and domestic departing passengers with respect to its factorial structure and metric invariance. The proposed measurement model could be considered an alternative for a multidimensional approach in the context of airport performance measurement regarding service quality. Finally, the findings from this research might contribute to the discussion on passenger perceptions of ASQ, particularly concerning its multidimensionality and the need to review current practices for ASQ analysis.  相似文献

This paper presents the case of Spain where the government recently decided to float 49% of the capital of the public agency in charge of the airport system but to keep the public control over airports. The research question is why did a conservative government prefer to keep a unified hierarchical public structure at the time it was starting to be perceived as an outmoded model? To answer this question we propose five hypothesis taken from political science and policy process theories and we confirm that ideas and beliefs within the policy subsystem together with the external shock of the 2008 economic crisis played a role in favor of policy change. However, core values of statewide political parties and political interests with regard to avoid higher territorial decentralization explain the policy reversal. Empirical results are based on the views of political and economic actors, both in favor and against the status quo, with regard to the propositions expressed in the hypothesis.  相似文献

This study uses a MCDA tool to analyse and improve Spanish airports performance and efficiency. Thus, a holistic study using MACBETH (with PESA-AGB) is used. This study has never been applied before in Spanish airports. Firstly, a literature review related to this study keywords is conducted, as well as about benchmarking concept applied specifically to airports. Secondly, several methodologies in used to benchmark airports are reviewed and compared. Thirdly, airport performance and efficiency issues are addressed and described. Finally, the MCDA-MACBETH (with PESA-AGB) tool is applied to 4 Spanish airports.Spanish airports belonging to AENA transported 263, 753, 406 passengers in 2018 with an increase compared to 2017 of 5.8%. General data enables to conclude that.Spanish air transportation system is growing annually and hence there is the need to improve airports performance and efficiency, also to maintain the high levels of quality to address the growing demand. Spanish air transportation system is growing annually and is it upmost important to maintain high levels of quality to address such demand. The objective of this paper is twofold. First, to identify service quality dimensions related to airports. Second, to examine the effects of those dimensions on passenger's overall satisfaction with an airport together with variables related to passenger characteristics. Data from an extensive survey applied in a main Brazilian international airport were used. Exploratory factor analysis was applied to extract dimensions of airport service quality as perceived by the passengers. The effects on the overall satisfaction level were estimated using a probabilistic approach. Findings underline implications regarding the use of meaningful service dimensions instead of a large set of variables as predictors of passenger satisfaction. Moreover, the study stresses the need for considering how passenger characteristics may be related to different perceived levels of service quality.  相似文献

All US commercial airports are in the public sector yet not all have the same ownership type. For medium and large hub US airports we use stochastic frontier analysis to analyze the efficiency differences for alternative airport ownership types. We find that while form of ownership may matter for cost efficiency, in general its effect is relatively small. Yet type of public sector ownership does have cost efficiency implications in certain environments. Further, when heterogeneity is not controlled, the results change substantially so that type of ownership matters much more which demonstrates the importance of controlling for cross section heterogeneity.  相似文献

Rapid aviation commercialisation and upsurge in worldwide affluence created a new avenue for disease proliferation across countries at an unprecedented rate. Epidemic and pandemic occurrences over the last decade demonstrate airports' role in disease transmission; while also exhibiting their importance as containment nodes. Tremendous amount of resources and effort are necessary to achieve the latter but inevitably, disrupt normal operations. The contrasting objectives between public health authorities and airport authorities result in compromising measures for both parties. Broadly similar controlling measures were adopted by various airports during outbreaks in the last decade. Their effectiveness have been analysed in terms of disease control; economic impact to airports were, however, not quantified. This paper concludes that more efficient airport pandemic control plans cause less severe economic impact on airports during pandemic and recommends a streamlined approach that improves overall effect of pandemic control while minimising economic impacts to airport businesses.  相似文献

Airport performance has been the subject of an increasing volume of empirical research in recent years. This paper bridges a gap in the existing literature through an in-depth case study analysis of the process of commercialisation in the Dublin Airport Authority (DAA), Ireland's state-owned airport company, and the corresponding impact on performance over the 1994–2014 period. We use a model of commercialisation to examine changes in the DAA's internal and external environments that show evidence of a more commercial focus. The DAA's economic performance is then analysed using total factor productivity (TFP) and labour productivity indicators, as well as basic financial indicators. Our analysis highlights the significant internal and external changes experienced by the DAA over the past two decades that have driven a continuous process of commercialisation. While TFP growth was positive or stable in half of the years that we examined, the overall level of TFP declined over our timeframe of analysis. Much of this decline was due to two considerable programmes of investment in long-lived infrastructure assets where a return in the short-term would not be expected.  相似文献

Many airlines are neither completely public nor private enterprises but have hybrid or mixed public-private ownership. Theory and evidence regarding the performance of private, public and mixed ownership are addressed in the context of the international airline industry. The study empirically examines the influence of an airline's ownership structure on multiple dimensions of its performance. In general, the results indicate that public sector airlines under-perform relative private sector airlines. In addition, we find that airlines with mixed ownership tend to perform better than public sector airlines, but worse than private sector carriers.  相似文献

The objective of this study is to evaluate the determining factors influencing airline companies to operate international origin-destination (O-D) routes from different Brazilian airports. The results are based on a panel data model and support the assumption that statistically significant explanatory variables stem from gravity factors (GDP and an airport competition measure weighted by distance), hub-and-spoke variables and capacity inputs. We find that a composite variable made up by the airport capacity variables – given by the size of the terminal building and the length of runways – and its domestic connections have a positive effect on airport competitiveness. In conclusion, we find that not only well-known demand-side factors, but also supply-side variables – strategic decisions taken by airport management – matter in attracting international flights.  相似文献

This paper proposed the initial development of a multicriteria methodology for a runway maintenance monitoring using risk perception at airports with the MCDA-C methodology. To support morphological structuring and semantic judgments eight specialists in airport maintenance and operations were interviewed and the model was built based in their perceptions and deep technical knowledge on the subject. We found that the 7 most representative criteria were able to deal with approximately 80% of the perceived risk by the experts, indicating that a considerable part of the resources of the Brazilian airport infrastructure operations could be being redirected towards a more rational application. Finally, we applied the method in a real scenario situation by analyzing real data from the 29 the busiest Brazilian airports. Data showed objectively that 18 airports presented scores that clearly indicated being in a favorable (safer) or unfavorable (risky) condition regarding the criteria analyzed, guiding where the state can spend the resources with the best benefit.  相似文献

Covid-19 is demanding a lot of changes in the realm of our daily lives. The aviation industry is also facing unprecedented changes in the management environment. Financial tensions across the sector are rising. This study suggests that the airport strategy's direction focusing on commercial revenue management. After Covid-19, safety and hygiene will be the top priority. As a result, changes in airport operating procedures are inevitable. The most noticeable difference will be the strengthening of the verification process for passengers' health conditions. Dwell time increase can be the by-products. This study identifies a dwell time increase has a more significant impact on increasing the existing purchasers' spending than creating new buyers. Airport operators can introduce a service differentiation perspective, such as a dedicated service, to utilize the current buyers' dwell time more faithfully. Also, the rise of online channels requires airport operators to change sales strategies, reinforcing emotional promotion to stimulate impulse buyers' willingness-to-buy. Before Covid-19, there was little effort to reconcile operation policies and commercial revenue despite the growing importance of revenue management. However, now it is time to change. Pre-Covid-19, passengers were advised of using off-airport processes, such as online check-in and mobile boarding passes. Now, getting passengers to the airport quickly and securing their dwell time can be financially more beneficial. It is necessary to incorporate the commercial revenue perspective into operation policies post-Covid-19 actively. Our finding indicates that even a passenger with solid purchasing power may lose the purchasing intention when assigned to an unfavorable gate or terminal. Airport operators need a better understanding of passenger and flight characteristics when determining operation policy, such as gate allocation or membership services.  相似文献

Many objective and subjective factors affect individual tendencies. Such subjective factors include personality traits, attitudes, identities, perceptions, and feelings. The choice of transportation mode is an individual tendency that is considered important in policy-making decisions, and it can affect sustainable transportation, particularly in metropolitan areas. The present study’s main aim is to determine the impact of the Big Five Personality Factors on individual preferences toward public transportation modes. We use data from a survey conducted in January and February of 2015 at Imam Khomeini International Airport (IKIA). Passengers were asked to indicate their preferred mode of transportation to access the IKIA and to respond to questions on the NEO Five-Factor Inventory. Based on 557 valid responses, hybrid discrete latent class modeling was conducted to understand the heterogeneity in the respondents’ individual preferences regarding the Big Five Personality Factors and their preferences toward public modes of transportation. The results indicated that individuals who display neuroticism were more likely than the others to be concerned about carrying heavy luggage and about inclement weather conditions when using public transportation. In addition, interesting results indicated that conscientious individuals likely paid more attention to travel cost than to any other attribute of public transportation, and the model of the conscientious latent personality trait was a better fit to the data. Finally, this paper examined the taste heterogeneity of each personality trait and the results indicate the usefulness of considering personality traits in mode choice models for richer insights toward sustainable transportation.  相似文献

This paper investigates the extent to which airports act as venues, the importance that airports place on this type of activity, and whether it is certain categories of airport that are involved in this type of activity. Airports have always been a vital element of business travel in providing access to a destination where business can be conducted or where meetings, conferences and events can be held. In this situation it is largely the availability of air services at the airport that will attract passengers rather than the airport itself. However in recent years airports have become more than just facilitators of access and have developed infrastructure and services (’meetings facilities’) that allow them to become meeting venues in their own right.  相似文献

The main purpose of these work was to identify operational efficiency drivers of international airports. In order to achieve this, a two-step quantitative-qualitative research approach was conducted. In the first step, a two-stage DEA model was used, and it was possible to identify, within a sample of the 60 biggest airports from the six Airport Council International (ACI) regions, the most efficient airports of the world: Beijing International Airport, Heathrow International Airport, Dubai International Airport, and Hartsfield-Jackson Atlanta International Airport. In the second step of the research, four airports were selected in order to search for the efficiency drivers. In this context, Heathrow International Airport was considered to be a benchmark and presented most of the identified efficiency drivers (27 of 31). Standing out were Just-in-Time (JIT) and Total Quality Management (TQM) principles and also Passenger boarding optimization, besides the presence of almost all of the most relevant efficiency drivers, according to airport managers.  相似文献
