Studies finding a negative effect of the Americans with Disabilities Act (ADA) on the employment of people with disabilities have used the work disability measure, which has several potential problems in measuring employment trends. Using Survey of Income and Program Participation (SIPP) data that permit alternative measures of disability, this study finds decreased employment among those reporting work disabilities in the first few years after the ADA was passed but increased employment when using a more probably appropriate measure of ADA coverage (functional and activity limitations that do not prevent work). State-by-state variation in labor market tightness is used to find that people with disabilities may have especially procyclical employment, but the contrary results in overall employment trends remain after accounting for labor market tightness. Given the problems in measuring who is covered by the ADA, there is reason to be cautious of both positive and negative findings.  相似文献

In this study, we examine annual transitions into and out of health insurance coverage using matched data from the 1996 to 2004 Current Population Survey (CPS). We find evidence of several characteristics that are strongly associated with the likelihood of losing or gaining health insurance including race, education, unemployment, part‐time employment status, employment size, and self‐employment.  相似文献

We evaluate the use of firm-level union coverage rates in empirical models of firm behavior and performance. We focus on the potential for measurement error in both firm- and industry-level data, and find that firm-level union coverage rates provide more precise estimates of union effects. Higher union coverage at a firm is associated with slower employment and sales growth, decreased productivity in nonmanufacturing firms, increased productivity in manufacturing firms, lower profitability, and less investment in durable assets, such as research and development.  相似文献

We examine the effects of health and health insurance coverage on older married workers' decisions to work in temporary, contract, part-time, self-employment, and regular full-time jobs. We model the behavior of older married workers as interdependent, showing that one spouse's health and insurance status affects the employment of the other. In general, we find that men and women are less likely to be employed in regular full-time jobs when they are in fair or poor health and are more likely to be in regular full-time employment when their spouses are in poor health.  相似文献

Prior studies on the effects of participatory employment practices often assume that once introduced, participatory employment practices change little in their nature and scope over time. Using unique micro data that provide detailed information on various attributes of participatory employment practices of Japanese firms as well as the age of such practices, we provide the first direct and systematic evidence that such practices expand significantly in their scope and nature as they age.  相似文献

Taking an agency theory perspective of managers as risk averse and self‐interest seeking and focusing on externally generated analyst forecasts as the performance target, we propose that managers tend to cut R&D expenses when they are under pressure to meet analyst forecasts, especially when they face an increase in employment risk after missing the forecasts. We further argue that analyst coverage can serve as an external monitoring mechanism to help contain this agency problem. Using data on seventeen Organization for Economic Cooperation and Development (OECD) countries for 1960–1998, this paper studies the impact of unions on public employment incidence, using macro‐ and microdata. Macrodata show that greater coverage by centralized collective bargaining institutions raises the public employment share, controlling for country effects and country‐specific trends. Microdata show that this effect is more positive for outsiders: women, and younger and older men. Thus, government jobs may in effect partially counteract the employment problems these groups face in highly unionized societies.  相似文献

Training and Labour Market Flexibility: Is There a Trade-off?   总被引:1,自引:0,他引:1  
This paper explores the nexus between work-related training and labour market 'flexibility' (which we proxy by contract type, part-time employment and lack of union coverage), using the first five waves of the British Household Panel Survey (BHPS) conducted over the period 1991–5. Our results show that workers on short-term employment contracts, who are working part-time or are not covered by a union collective agreement, are significantly less likely to be involved in any work-related training to improve or increase their skills. These findings suggest that there is a trade-off between expanding the more marginal forms of employment and expanding the proportion of the work-force getting work-related training.  相似文献

Critics of globalization claim that firms are being driven by the prospects of cheaper labor and lower labor standards to shift employment abroad. Yet the evidence, beyond anecdotes, is slim. This paper reports stylized facts on the activities of U.S. multinationals at home and abroad for the years 1977 to 1999. We focus on firms in manufacturing and services, two sectors that have received extensive media attention for supposedly exporting jobs. Using firm‐level data collected by the Bureau of Economic Analysis (BEA) in Washington, D.C., we report correlations between U.S. multinational employment at home and abroad. Preliminary evidence based on the operations of these multinationals suggests that the sign of the correlation depends on the crucial distinction between affiliates in high‐income and low‐income countries. For affiliates in high‐income countries there is a positive correlation between jobs at home and abroad, suggesting that foreign employment of U.S. multinationals is complementary to domestic employment. For firms that operate in developing countries, employment has been cut in the United States, and affiliate employment has increased. To account for firm size, substitution across firms and entry and exit, we aggregate our data to the industry level. This exercise reveals that the observed “complementarity” between U.S. and foreign jobs has been driven largely by a contraction across all manufacturing sectors. It also reveals that foreign employment in developing countries has substituted for U.S. employment in several highly visible industries, including computers, electronics, and transportation. The fact that there were U.S. jobs lost to foreign affiliates in key sectors, despite broad complementarity in hiring and firing decisions between U.S. parents and their affiliates, helps explain why economists view the impact of globalization on U.S. jobs as benign despite negative news coverage for declining industries.  相似文献

Career jobs typically end well before retirement and are followed by a period of postcareer employment. Although the most financially successful transitions occur when new positions are obtained in the same industry and occupation as the career job, mobility usually involves a change in industry andlor in occupation. Pension-covered career jobs last longer and more frequently end in retirement than noncovered positions. Pensions may also reduce the probability that retirements occur at very young ages and delay retirements when coverage is first obtained in postcareer employment.  相似文献

In this paper we examine how the diffusion of technological innovation in the telecommunications industry influences employment levels across occupations and how a firm chooses among alternative personnel mechanisms to reach its target employment levels. We find that technological change has influenced the demand for different types of workers and has centralized office functions. The adjustment patterns to these demand changes differ by the union status, tenure, age, and gender composition of the affected occupations.  相似文献

We compare the relative labour market performance of immigrants in the USA and in Britain over the period 1980–2000, when the stocks of immigrants were rising in both countries alongside differential shifts in demand and changes to labour market institutions. We find that the average relative employment prospects of immigrants are generally better in the USA than in Britain, particularly for non‐white immigrants, while the average relative wage prospects for immigrants are generally better in Britain, particularly for men. Over time, relative wage and employment prospects for immigrants to the USA appear to have deteriorated, particularly among women, in a way that is not as apparent in Britain.  相似文献

In this article, we analyze the determinants of individual absenteeism focusing on the “strictness” of employment protection and the “generosity” of sickness benefits. The data come from the “European Survey on Working Conditions” launched in 2000. Due to its coverage (the EU‐14), the data enable us to identify the relative importance of the institutional framework for explaining differences in absence behavior across nations. Our results reveal that, first, employment protection does not influence the number of absence days while sickness benefits increase absenteeism. And, second, the impact of the institutional framework is smaller than that of some individual worker characteristics.  相似文献

In this paper we consider how the location, organization and output of knowledge production evolve within domestic firms following acquisition-FDI in order to understand the aggregate effect on an index of domestically produced innovations. We find strong differences according to how close the acquiring MNE is to the technologically frontier. Frontier MNEs are more likely to close R&D activities in acquired affiliates, but when they are retained they expand employment of high-skilled R&D workers and transfer R&D knowledge. Non-frontier MNEs make fewer changes to R&D. Overall the effect of acquisition-FDI on the domestic innovation index is positive.  相似文献

Traditional estimates that often find minimum wage disemployment effects include controls for state unemployment rates and state‐ and year‐fixed effects. Using CPS data on teens for the period 1990–2009, we show that such estimates fail to account for heterogeneous employment patterns that are correlated with selectivity among states with minimum wages. As a result, the estimates are often biased and not robust to the source of identifying variation. Including controls for long‐term growth differences among states and for heterogeneous economic shocks renders the employment and hours elasticities indistinguishable from zero and rules out any but very small disemployment effects. Dynamic evidence further shows the nature of bias in traditional estimates, and it also rules out all but very small negative long‐run effects. In addition, we do not find evidence that employment effects vary in different parts of the business cycle. We also consider predictable versus unpredictable changes in the minimum wage by looking at the effects of state indexation of the minimum wage.  相似文献

Following an agreement between the trade unions and the employer organizations in 1993, Finnish employers could temporarily pay less than the existing minimum wage for young workers. We examine the effects of these minimum wage exceptions by comparing the changes in wages and employment of the groups whose minimum wages were reduced with simultaneous changes among slightly older workers for whom the minimum wages remained unchanged. Our analysis is based on payroll record data and minimum wage agreements from the retail trade sector. The results show that average wages in the eligible group declined only modestly. Farm households diversify their income sources into off-farm wage employment motivated by low farm income and availability of surplus family labor, whereas they enter into off-farm self employment to earn an attractive return. Farm households have upward-sloping, although inelastic, off-farm labor supply curves. Therefore, increasing the availability of off-farm activities and improving the wage rate received by farm households can expand the economic activity of the Tigray Regional State. Due to entry barriers, relatively wealthy farm households may dominate the most lucrative rural non-farm activities such as masonry, carpentry and petty trade. Hence the underlying factors that hinder participation in non-farm activities such as credit constraints and lack of skill may have to be addressed through the provision of credit and technical training for the poor.  相似文献

This paper seeks to begin the reversal of the gender bias in comparative industrial relations research which is still focused on comparing and contrasting the regimes that cover mainly male manual workers. There is little systematic evidence on industrial relations practices in private or even public services, for non-manual workers or for atypical workers. These employment areas are central for women's employment and are of increasing importance in the labour market, but few attempts have been made to compare industrial relations regimes by reference to the protection they afford to women. Taking into account industrial relations practice in these areas can change significantly the classification and estimated coverage of collective bargaining systems. By 'mainstrearning' gender issues it also becomes clear that current macroeconomic policy proposals have major gender implications that are ignored in current debates  相似文献
