Vor der Bundestagswahl: Argumente für Mindestlöhne überzeugen nicht

For the first time ever, all political parties represented in the German Bundestag are proposing some form of minimum wage regulation in their federal campaigns. After sketching an overview of the vast empirical literature on the employment effects of minimum wages, which has yet to come to a consensus, the paper concentrates on the most common theoretical arguments for the view that minimum wages need not reduce the employment levels of affected workers. The authors find that those arguments are either conceptually inconsistent or assume market characteristics that can hardly describe the reality of low-wage labour markets. In the end, minimum wages are a blunt instrument to reduce poverty among workers — its primary objective — because it benefits many that are not poor and does not address the most important determinant of poverty in Germany, namely unemployment.

Since Germany reformed its federal structure in 2006, federal states have been able to set their own rates of real-estate transfer tax. This limited tax autonomy at state level has resulted in a rate increase to 6.5%, which suggests that a narrow tax base is being exploited for purely fiscal purposes. The weaknesses of the real-estate transfer tax can be eliminated by integrating it into value-added tax. States’ lost revenue can be offset by increasing their share of value-added tax. The resulting horizontal revenue shifts between federal states are an advantage compared with today’s unjust tax burden differences.

Established economic forecasts are generally based on complex econometric models which include a wide array of input variables. The Allensbach Institute, one of Germany's leading opinion poll institutes, poses a question at the end of each year asking Germans about their expectations for the coming year. Remarkably, the findings obtained in response to this so-called “New Year’s question” or the forecasts derived from the results bear a strong resemblance to the actual economic trends in Germany — and in part correlate even more closely with the actual economic growth rate than the forecasts published by the German Council of Economic Experts and the Joint Economic Forecasts issued by the leading German economic research institutes.
