The link between ICT use and trade flows has been widely discussed in the literature. It has been argued that the use of ICT contributes to the fall of trade costs. The analysis presented identifies the role of a specific ICT variable, namely the extent of use of Internet by the business community, in international trade. The export flows between 40 countries (OECD countries plus Brazil, China, India, Indonesia, Russia and South Africa) are analyzed. The results are presented for different technology groups of products, from high-tech to low-tech. The relationship between the use of Internet and trade in ICT goods is also considered.

The paper characterizes main trends in ICT implementation and diffusion in the CEE countries in terms of market volume, economic development and ICT trade integration within the EU market. The analysis reveals a gradual closing up of the technology gap in ICT sector between the CEE and the ‘old’ EU countries. The focus is on the relationship between ICT expenditure, NRI index, vs GDP per capita, competitiveness and productivity. The evolution of ICT development trajectory is traced analysing the changing pattern of ICT trade between the CEE countries and the EU. The impact of the current crisis on the structural adjustment of the CEE ICT sector is assessed from the perspective of Schumpeterian technology gap and catching up.

This study aims at assessing the link between a more liberal air cargo regime and increased bilateral merchandise trade in the Asia Pacific region, under the auspices of APEC. Results from a gravity model using the Air Liberalisation Index (ALI) developed by the WTO Secretariat provide strong support for two hypotheses. First, more liberal air services policies are positively, significantly and robustly associated with higher bilateral trade in merchandise. The results also show that air transport policy matters more for some sectors than for others. A particularly strong relationship is found between bilateral liberalisation and trade in manufactured goods, time sensitive products, and parts and components. Prior to taking account of general equilibrium effects, the estimates imply that a one point increase in the ALI is associated with an increase of 4% in bilateral parts and components trade, which is the sector found to be most sensitive to the degree of aviation liberalisation. These findings have important policy implications. In particular, economies actively seeking greater integration in international production networks could greatly benefit from a more liberal aviation policy regime.

This paper surveys competition policy in the APEC countries. It covers competition-promoting policies such as free trade but focuses on competition law. Fourteen of the 21 APEC countries have comprehensive national competition laws but in some the coverage is limited and the enforcement is weak. After reviewing national, bilateral and regional competition laws, the paper discusses the problems of devising competition law in developing countries with a weak tradition of promoting competition.

This paper uncovers and quantifies Israel’s exports to countries that ban trade with Israel. Israel exported a total of $6.4 billion worth of merchandise to boycott countries between 1962 and 2012, and most of this trade is illicit, i.e. not recorded by the importers. We find that electronic exports to Malaysia account for the lion’s share of this trade but it also includes a wide array of products from footwear to fruit and vegetables. Our estimates suggest Israel’s exports to these countries would be 10 times larger without the boycott. On top of providing further evidence on the unintended consequences of unilateral trade bans, this paper provides a case study on the role of politics in international trade.

This paper uses a gravity model to examine the effect of time differences between countries on international trade. It builds on previous studies of this issue by including a wider set of control variables, focusing on a longer time period, and testing a series of related hypotheses. The results show that time differences have a negative impact on merchandise trade, with each hour of time difference reducing trade by between 2 and 7 %, although the size of the effect has fallen in recent decades. There is also evidence that the negative impact of time differences is smaller where mechanisms of formal contract enforcement are stronger, and where co-ethnic networks are more prevalent, and that time differences reduce bilateral telephone traffic as well as trade. These results are consistent with the hypothesis that time differences reduce trade by raising the non-pecuniary costs of travel and communication.

This paper aims to establish a firm understanding of the structure and determinants of bilateral portfolio investment among APEC economies. The paper demonstrates that APEC membership has a significantly positive relationship with financial transactions among members. That is, as compared with non-members, APEC member economies purchase more equities and long-term bonds from other APEC member economies. However, the APEC membership effect is not uniform: the positive effect of APEC membership is mainly due to the overshadowing role of East Asian countries. This finding is especially evident for equities, rather than for long-term bonds. This paper also shows that a large part of the regional financial market integration in the APEC region is due to strong linkages of intra-regional goods trade in the region.

How will rapid East Asian industrialisation and international trade policy reforms affect Indonesia's economy? Taking an economy-wide perspective and drawing on projections to 2005, based on a global applied general equilibrium model (GTAP), we show the impact of Uruguay Round implementation, and explore other international influences on Indonesia's and neighbouring economies. Trade reforms likely to accompany China's (and Taiwan's) membership of the WTO are projected to boost the competitiveness of Indonesia's primary sectors at the expense of light manufacturing and the overall economy, while failure by OECD countries to honour Uruguay Round obligations to open their textile and clothing markets would reduce industrialisation in the region, slowing growth in its net food imports. The benefits to Indonesia of APEC liberalisations are also reported. All projections were completed in 1997 before the enormity of the financial crisis became clear; follow-on research should quantify the growth slowdown's impact on these results.

Regional Cooperation and the Environment: Do “Dirty” Industries Migrate? — This article develops an alternative method to investigate trade in embodied environmental factor services (EEFS) and applies it to bilateral trade between APEC economies. The issue of regional cooperation and the environment is addressed by investigating trade in EEFS between APEC economies in the last three decades. We observe a ‘cascading’ pattern in net exports of EEFS between East Asian economies. However, we do not observe a similar pattern in the trade between North American economies. The results should be interpreted with caution since the application of US sectoral pollution intensity data to other countries may lead to biased estimation of trade in EEFS.

In this research, we investigate the determinants of international trade, employing a dataset of bilateral trade and economics characteristics in the ASEAN+3 countries. We include a large number of independent variables that potentially drive international trade. We also use various standard gravity model variables to maintain consistency with the current literature. The results provide some important insights into the determinants of bilateral trade and offer policy implications regarding the promotion of international trade for governments worldwide. In particular, we find that output asymmetry between countries positively explains bilateral trade. Moreover, the findings suggest that making use of comparative advantage by differentiating the export product structure is important in promoting international trade. We do not find a consistent impact from bilateral exchange rate volatility on bilateral trade. This result points to the importance of providing opportunities for the hedging of currency uncertainty to avoid its adverse effects on trade. The results for other standard gravity model variables are consistent with the results of previous theoretical and empirical research.

Abstract

Moving from labour to some capital and knowledge intensive sectors, East Asian countries have actively pursued strategic industrial policies and successfully promoted targeted sectors. However, their growth in high tech sectors challenged the US leadership and the World Trade Organization (WTO)-supported neo-liberal development “wisdom”. Tensions over trade and technology issues eventually exploded into fierce policy conflicts. This study explores the role of the state in a single information and communication technology (ICT) sector, the semiconductor industry, over the course of its evolution in Japan, Korea, Taiwan and China. It is hoped to tackle the issues surrounding the conflicts between the Western economic orthodoxy and East Asian development policies through explaining the ICT development pathway of these countries. The finding shows that the international frictions in both ICT trade and technology were inevitable and reflect the divergence of development visions held by latecomers and developed countries.

This paper investigates the direct and combined impacts of trade facilitation and information and communication technology (ICT) on bilateral flows of 25 sub-Saharan countries. For that purpose, we select time to export and import as specific trade facilitation indicators and broadband use to study ICT impacts. Our sample covers a total of 93 countries over the period 2004–2018. By preprocessing data analysis, we impute time costs missing values, an essential shortcoming of the available databases, to study trade facilitation over time. Lastly, we employ a gravity model and implement a Bonus Vetus Estimation. Our results show that broadband use exerts a positive and significant effect on trade, especially relevant for intra-African trade flows. Furthermore, the combined effects indicate that broadband also modulates the negative impacts of time to export and time to import in the case of intra-SSA countries' trade. The more significant result is found for time to export. Our results also confirm that time costs are not only particularly harmful to intra-African trade but also negatively impact trade flows from SSA countries to the rest of the world. These outcomes show the importance of coordinating trade facilitation and digital transformation policies, particularly those devoted to digitally transforming African customs.

The roles of firm heterogeneity and product differentiation in the manufacturing industries have attracted research attention on the “new new trade theory.” The agricultural sectors also produce new goods using product differentiation through breeding, branding, and other activities. In reaction to globalization, the Japanese Government has sought to revitalize its agri-food sectors by promoting exports of differentiated products. This computable general equilibrium study examines the relevance of this policy, focusing on five agri-food sectors other than grains. We simulate Japan’s three trade deals and a policy intervention that cuts fixed export costs to promote exports. We show that only a few agri-food sectors can increase exports and maintain domestic output under freer trade, and that export promotion would markedly increase entrants into export markets and increase exports of the vegetables and fruit, and processed food product sectors. In these trade deals, tariff and nontariff barriers have different impacts on trade, output, and farm/firm entry.

The impact of information and communications technology (ICT) on economic performance has been an interesting issue in economics. There are at least three key points that can be learnt from the previous literatures regarding ICT and country’s economic performance. First, more developed countries are expected to benefit greater than less developed countries. Second, the impact of ICT will depend on the intensity of ICT utilization. Third, the size and structure of ICT sector of country’s economy does matter. The main contribution of this paper is to evaluate those three points by conducting comparative analysis based on Input–output (I-O) Table from four ASEAN Member States, namely Indonesia, Singapore, Malaysia and Thailand. ASEAN is used because it is one of the regional associations that have a large income gap among its members. The results suggest that more developed countries (which are measured by income per capita) do not always benefit greater than less developed countries from ICT development. The magnitude of ICT impact on the economy depends on the intensity of ICT utilization and the structure of ICT sector.

The COVID-19 pandemic severely disrupted international trade, leading countries to grapple with product shortages and firms to experience major supply chain issues. These challenges increased production costs and significantly contributed to lower trade and higher inflation. In this paper, we examine the impact of COVID-19 on Chinese trade through its two main trading partners: Japan and the US. By differentiating products by product type and processing status, we find evidence that products in the middle of the global supply chain were most affected by the pandemic and that the severity of the shock depends on the partner country’s role in the global supply chain. Additionally, we find that Chinese exports are more impacted than Chinese imports, regardless of processing status. These findings are largely consistent with economic theory. Understanding that the effects of global shocks vary by product and country will help guide policies that minimize supply chain disruptions.

In this paper the influence of ICT investments on the international activities of Russia is analyzed. Firstly, ICT investments are considered as a factor of the international competitiveness of the Russian economy (in comparison with some other countries). Dynamics of both export volumes and openness of national economies are used as the main criteria for comparison. Then, the role of ICT in the development of international activities on the regional level is analysed. Cluster analysis is performed for the set of data on the Russian regions. Finally, the accession of Russia to the WTO is considered in the context of the development of the ICT sector and the international activities of the Russian economy.

The erosion of preferences due to multilateral tariff reductions is a long-standing concern for many developing countries. This paper focuses on the erosion of the preferences granted by the EU in the rice industry. Since 2004 there has been a sharp decrease in border protection for the EU rice industry. Because the EU grants trade preferences to a considerable number of rice exporting developing countries, the reform implied preference erosion as well. By addressing the impact of preference erosion on developing countries rice exports to the EU, this paper contributes two original insights to the literature: first, by proposing a new empirical approach to compute the preference margin when tariff rate quotas are in force which is based on the assumption of the existence of fixed costs and economies of scale in international trade; second, by estimating the trade elasticities of preferences by means of a dynamic panel gravity equation to deal with the issues of endogeneity of preferences and persistency in bilateral trade flows. The results show that the way preference margins are calculated matters significantly when assessing the existence and extent of their erosion and the values of trade elasticities. Finally, the estimations highlight the fact that the impact of preferences is still very strong for some of the countries concerned.

This study assesses the role of information and communication technologies (ICT) in modulating the impact of education and lifelong learning on income inequality and economic growth. It focuses on a sample of 48 African countries from 2004 to 2014. The empirical evidence is based on the generalized method of moments. The following findings are established. First, mobile phone and internet each interact with primary school education to decrease income inequality. Second, all ICT indicators interact with secondary school education to exert a negative impact on the Gini index. Third, fixed broadband distinctly interacts with primary school education and lifelong learning to have a positive effect on economic growth. Fourth, ICT indicators do not significantly influence inequality and economic growth through tertiary school education and lifelong learning. These main findings are further substantiated. Policy implications are discussed.
