This study compares the Andean communities of Taquile Island and Chiquian, Peru, which differ in their level of integration for their respective tourism sector. Integration was primarily defined by percentage of local people employed, type and degree of participation, decision-making power, and ownership in the local tourism sector. Principally social and economic aspects were measured and evaluated, recognising that considerable local support and participation in tourism decision making are linked to issues of ownership and control. It was found that higher levels of integration would lead to enhanced socioeconomic benefits for the community. A framework for community integration was developed that could help guide research, planning, development and evaluation of community-based tourism projects.

As one of the key stakeholders in tourism development, residents' satisfaction with tourism development (RSTD) has an important effect on the alleviation of poverty. Despite its great significance, only limited research had been conducted by researchers to explore factors influencing RSTD in poor regions. To fill the void, this study built the proposed model of RSTD in poverty-stricken areas by structural equation modeling technique. The results indicated that (1) six key influencing factors, namely, perceived benefits of tourism development, perceived costs of tourism development, residents' participation in tourism development, distribution of personal benefits from tourism, residents' expectations for tourism development, and community attachment, were proved to be the antecedents of RSTD in poverty-stricken areas. (2) According to path coefficients between constructs, “distribution of personal benefits from tourism” was the most significant antecedent of RSTD in poverty-stricken regions. Furthermore, “residents’ participation in tourism development” also need to be paid more attention.

The impact of Community-Based Natural Resource Management (CBNRM) is seen by many as a ‘win-win’ situation with reference to natural resources conservation and the improvement of local communities' livelihoods. However, community engagements in CBNRM and tourism have elicited many views as far as natural resources utilization is concerned. Some affirm the importance of CBNRM; others question it, while others call for its improvement. The premise of this study is to investigate the benefits and challenges of community-based tourism in one community of Botswana. Results show that although some benefits have been identified, there remain many challenges for the Khama Rhino Sanctuary Trust (KRST). It is evident that for community-based tourism to bring more benefits for locals, more interaction is needed between them and the Trust management. Increased local involvement and participation will help to ensure that people are empowered and the conservation of natural resources takes place. This paper asserts that community-based ventures, if properly run and managed, can promote the conservation of natural resources and increase local benefits through participation in tourism activities.

This study assesses community participation in a community-based tourism enterprise in Botswana, the Khama Rhino Sanctuary Trust, founded in 1992. Data were collected using structured and semi-structured questionnaires, interviews with key stakeholders and community focus group discussions. Results indicate that although Community-Based Natural Resource Management is popular in many southern African nations, communities still face challenges and constraints which hinder their participation in community-based enterprises. While some other studies in Botswana indicate the value of community-based tourism, 95% of adult residents in the Khama Rhino Sanctuary Trust area did not know who owned the Trust, and 98% had never been to the Trust's lands. There was community disappointment about loss of cattle grazing and other land-related benefits, lack of communication with the community, lack of benefits, the low numbers employed and the slow progress of the project which did not record a profit until 2008. But the Trust now has over 25% of the rhinos in Botswana and has seen visitor numbers rise from 1820 in 1996 to over 21,000 in 2008. Suggestions for the future include appointment of a community liaison officer, training for local people in tourism and management and use of single-community rather than multi-community trusts.

This paper examines local responses to potential ecotourism development in the Tawushan Nature Reserve located in southeastern Taiwan. Community attitude and intention toward four dimensions of ecotourism, including conservation of natural resources, preservation of cultural tradition, sustainable community development, and participation in ecotourism planning and management, were measured. Furthermore, the paper examines whether or not there is congruence between community attitude and intention toward ecotourism development. Analysis is based on data collected using face-to-face questionnaire interviews in two indigenous communities consisting primarily of the Paiwan ethnic group. The study findings show that local people hold generally positive views of the measures necessary to achieve ecotourism; however, their intentions to engage in behaviors to support these measures do not entirely match with their positive views. This suggests that while local residents may support ecotourism development based on international guidelines, their intentions to act will depend on local environmental, social, and politico-economic conditions. It is suggested that issues related to community empowerment, relationship between government and communities, value conflicts introduced by ecotourism development, and the dynamics among and between various community groups will need to be addressed if positive community intention to participate in ecotourism is to be encouraged.

This paper raises questions concerning the complexity of the term “community” when dealing with community-based tourism initiatives. It highlights the difficulty of translating into practice the paradigm of “community-based tourism”. Through a case study of tourism in the multi-ethnic village of Viscri, Romania, the paper discusses the operational role that a network of both internal and external actors may play in piloting tourism initiatives that produce benefits for communities that are unaccustomed to participatory development processes due to various barriers. The study highlights the key role played by a local leader and an external foundation in building a network that, thanks to the bonding and bridging relations activated, led the community towards a form of sustainable tourism development and a broader amelioration of the social conditions. The network described can be replicated in other geographical contexts, provided there is strong local leadership and also international interests and donors. In the long term, however, the network needs to be strengthened by involving other actors, above all local authorities. They are needed to assure the basis for long-term empowerment, participation in decision-making and progressive diversification of economic activities.

This article examines alternative tourism and especially the form dubbed ecotourism and assesses its prospects for sustainable development in Kenya. It also considers community participation in ecotourism, the Kenya government policy on ecotourism, and the initiatives to yield sustainable development in the country. The findings show that biodiversity conservation encourages and supports tourism which, in turn, provides money for conservation efforts and local development programmes. However, ecotourism has not necessarily led to small scale, locally owned tourism enterprises expected in the ecotourism model. The analysis shows nevertheless that alternative tourism development has drawn attention to the role of local people in biodiversity conservation, the basis of ecotourism. Hopefully, this will lead to greater local participation in the ownership, management and control of ecotourism enterprises.

This paper investigates and compares the effects of residents' perceptions of the impacts of tourism on community participation and support for tourism development across urban and rural world heritage sites (WHSs). Partial least squares – structural equation modeling (PLS-SEM), has been employed to perform the analysis. The results reveal significant differences between the effects of residents' perceptions and community participation on support for tourism development in urban and rural destinations. However, the findings did not support any differences between the effects of positive perceptions on community participation, and the indirect effects of negative perceptions on support for tourism development. This study makes a significant theoretical contribution to the urban and rural tourism and residents’ perceptions literature by comparing rural and urban WHSs residents. Furthermore, this study has a number of practical implications for the local authorities of rural and urban WHSs.

ABSTRACT

This paper presents research, which investigates community engagement in drive tourism in Ireland. In particular, it focuses on the Wild Atlantic Way (WAW), Ireland’s first long distance drive touring route stretching along the Atlantic coast for 2500?km from Donegal to West Cork. Face-to-face surveys were carried out to obtain a representative sample of community stakeholders along this touring route. The findings provide insight into the level of community engagement with drive tourism on the WAW with a high level of approval for the project but a low level of community integrated involvement with this drive-tourism product. This paper concludes that while there are low levels of community engagement with the WAW, there is a significant level of community support for the development of the WAW. However, to acquire community engagement in tourism development requires sustainable planning to maximize community benefits and minimize community costs thus increasing community participation, which is somewhat lacking.

Theories on community participation in ecotourism development advocate obtaining maximum levels of both community control and benefit to achieve sustainable tourism. This paper explores issues in community-based ecotourism development in a small, remote community in western Mongolia. It assesses the community's desire to develop ecotourism, their understanding of the issues involved and the feasibility of the process in a poor herding community, where 63% are herdsmen, frequently absent with their herds. Using responses from 100 participants together with interviews with key stakeholders, it describes and analyzes the difficulties in establishing community participation and ecotourism implementation. Findings revealed that long-term viable community-based ecotourism development in remote areas requires close collaboration and sustained support from trusted community leaders and from knowledgeable and committed outside stakeholders. Approaches need to be carefully tailored to local circumstances, not “one size fits all”. Key areas of concern were environmental and cultural, including fears that their tradition of hospitality might be compromised, perceptions of the local NGO's benefits to the community and local, often naïve, expectations of ecotourism development. Despite fears, over 90% of those interviewed were willing to participate in an ecotourism project in this high-risk, unforgiving economic and climatic setting.

While there has been a plethora of research on community participation in tourism, most has relied upon a single survey or other form of data acquisition that lacks a dynamic component. Therefore, there is a need for longitudinal research to examine any changes in that participation. This article explores the evolution of participation in tourism in two communities, Nanshan and Tangfeng, in Hainan, China. Semi-structured interviews were conducted with 24 villagers, and secondary data were collected to supplement the qualitative research. It postulates four stages of community involvement in sharing benefits and decision making: impactee, beneficiary, client, and owner. It is found that, in the cases under consideration, the evolution of participation has been slow, and the benefits to the communities from tourism and access to decision-making power are limited, with the power structure involved with tourism resorts being the main reason for this slow progress. Three suggestions are proposed to address this situation: capacity building, partnership, and institutional empowerment.

Tourism and related development can lead to the displacement and resettlement of communities, disrupting local livelihood systems, socio-political processes and organizations. However, limited attention has been paid to community resettlement in the tourism context. Taking Yinhuwan village at Mount Sanqingshan World Heritage Site in China as an example, this study examines the results of tourism and resettlement on the livelihoods of this rural community and the extent to which tourism-related livelihood strategies contribute to community livelihood sustainability. A sustainable livelihood framework is adopted to guide the analysis. Face-to-face in-depth interviews were conducted with management officials, community leaders and village residents through three field investigations in 2013. It was found that traditional livelihood methods have been largely replaced by tourism, which has become the primary livelihood strategy for the resettled community. Despite current economic benefits, high dependency on tourism-related opportunities as the single livelihood option may diminish the sustainability of local livelihoods. The current resettlement plan highlights short-term economic impacts on the affected community, overlooking their socio-cultural concerns and long-term livelihood sustainability. Possible measures are discussed to diversify livelihood options and mitigate potential challenges for the affected community so as to ensure their long-term benefits and increase future options.

This study investigates the impact of road and transportation infrastructure on community support for tourism in the context of the China-Pakistan economic corridor (CPEC), a multi-billion-dollar mega project. Utilizing social exchange theory, the authors examined a positive relationship between perceived impact of road and transport infrastructure development and local community support for tourism through perceived environmental impact, perceived tourism benefits, and perceived community satisfaction. The data was collected through an online survey from 350 people living along the CPEC route in Pakistan. Results revealed that perceived impact of CPEC road and transport infrastructure is positively related to community support for tourism, and perceived tourism benefits and community satisfaction play a mediating role in this relationship. Findings of this study not only contribute to the tourism literature, but also provide significant implications for officials to develop policies for promoting tourism development.

National parks have become important tourist attractions and tools for regional development. New international initiatives, such as PAN (Protected Area Network) Parks in Europe, now promote sustainable tourism in protected areas. This paper examines the sociocultural sustainability of tourism perceived by local stakeholders of Oulanka National Park in northeastern Finland. The central question concerns the role of PAN Parks certification in community and tourism development. Four discourses were identified, based on 40 semi-structured interviews exploring different views on sociocultural development pertaining to tourism in the national park: (1) integrating nature-based tourism and conservation, (2) defending the rights of local people, (3) stressing the economic utilization of nature and (4) accepting tourism development and the national park. Although local stakeholders mostly have a positive perception of tourism in the park, it cannot be concluded whether the park facilitates development in a sustainable manner or not. Key problems identified are lack of participation opportunities and contradictions with traditional subsistence economies. The various positions of stakeholders in these discourses tend to influence their views on sustainability. Findings imply the necessity to monitor the distribution of benefits and burdens of park development holistically to multiple stakeholders.

Abstract

As an agricultural product with strong social and cultural connotations, the production and consumption of tea have high potential to be integrated with tourism to enhance community livelihood sustainability. A sustainable livelihood approach is used in a tea tourism context in Hetu Town, Anhui Province, China, to examine critically the interactive relationships between tea and tourism. Face-to-face semi-structured interviews were conducted with management officials, community leaders, tea industry representatives and village residents in four field investigations in 2015 and 2016. Improvement in community livelihood sustainability was identified through enhancement of livelihood diversity and choice. However, impacts on household livelihood sustainability varied as tourism participation is restricted by level of livelihood assets. The increase of the within-community income gap may generate social problems in the long run. The current level of tea and tourism integration is limited. The history, culture and traditions related with tea are not widely disseminated by local tea producers. Opportunities for in-depth and diversified tea tourism experiences are being recognized, which call for partnership with those involved in tourism. Practical implications are discussed to enhance tea and tourism integration, boost local participation, enhance local benefits, and particularly, to engage those with lower levels of livelihood assets.

Satisfaction and perceptions of the residents towards local management were analysed at a World Heritage site such as the region of Petra, Jordan. Contributing to the context of host-guest interaction at World Heritage sites, we investigated the satisfaction towards local management. Using the Social Exchange Theory and partial least squares-structural equation modelling, a model was built and data from 467 surveyed residents were analysed. The model that we developed in this study represents the relationships between several factors related to the region's characteristics, including involvement in tourism development, participation in local organisation, and resident contact with tourists and community attachment. It was found that these factors play a critical role in the residents' perceptions of the economic, environment and socio-cultural impact of tourism development. Our findings suggest that perceptions strongly affect the satisfaction with local management. Furthermore, this study addresses several practical implications and future studies.
