Abstract

This article discusses empirical research findings indicating that complexity is a dominant characteristic in local government change and addresses that the current complexity sets limits to rational reform processes and gives way to political leadership.

During the recent decade, intermunicipal co-operation has emerged as a major issue in local governance in Finland. Despite the fact that the need for intense co-operation is acknowledged in most surveys, practical steps are often difficult to take due to complexity of the interorganizational action. Actors come upon complex situations involving many issues; situations where the issues are continuously changing and complicatedly interdependent. Circumstances are further blurred by the fact that actors often hide their preferences.

In the changing local governance, complexity, paradoxes and uncertainty decrease the prospective of managerial and expert knowledge, because rational calculations do not give definitive support for decision making. From this perspective, we have reached the limits of rational, clear-cut reforming. More than before, the implementation of change depends on the emergence of political leaders willing and able to take responsibility for reforms.  相似文献

Spatial patterns in (local) government taxation and spending decisions have received a lot of attention. Still, the focus on taxation or expenditure levels in previous studies may be incomplete. Indeed, (rational) individuals are likely to consider the level of spending on (or taxation for) public goods provision simultaneously with how much public goods they actually receive—thus assessing the ‘price/quantity’ of government policies. Therefore, the present paper argues that incumbents may want their ‘price/quantity’ ratio to be close to that in neighbouring regions. Analysing Flemish local governments' efficiency ratings for the year 2000 (which relate total spending to the quantity of locally provided public goods), we confirm the existence of neighbourhood effects in local government policies.  相似文献

This paper reports the findings of a study conducted on UK local government workers in which the effects of social and negative exchanges on work-related attitudes and behaviours were assessed. HR practices and organizational climate were used as measures of social exchange. Negative exchanges were based on measures capturing non-supportive management practice and unfair treatment. The findings suggest that, consistent with social exchange theory, positive exchanges lead to enhanced worker attitude and behaviour, with negative exchanges leading to increased work-related stress, reduced motivation and a greater propensity to quit. Negative exchanges, however, did not result in reduced discretionary behaviour. Disaggregating the exchange practices revealed equitable rewards and organizational morale had consistent effects on worker attitudes and behaviours, with team working, employee involvement and trust in managers having significant effects on employee motivation. The implications of these findings are considered in the concluding section of the paper.  相似文献

Abstract

The article explores which reform trends are expected to play a significant role in the further development of local government in European countries. Analysis is based on an adopted Delphi survey of (mainly academic) local government experts from thirty-two countries. Results include a list of trends structured by the perceived importance for the coming ten years. Redistributing responsibilities and duties across levels of government constitute the highest ratings out of all trends. Furthermore, results do not provide clear evidence to support a shift from public management to governance as has recently been proclaimed in academic debate and literature. Management topics continue to be of great importance. Last but not least, clusters extracted point to different reform groups, which highlight more reluctant or enthusiastic attitudes to the relevance of the suggested trends of the study.  相似文献

This article examines the role of the Audit Commission (AC) in local government collective bargaining. While the AC has no official role in such bargaining, it has a role in monitoring the performance of local government services. In this role the AC has a clear potential, in the context of the government's ‘modernization’ agenda – as manifested in its ‘Best Value’ regime, for influencing both the content of collective agreements, and the process of collective bargaining, where these are seen to conflict with other Best Value objectives – particularly in relation to external competition. The research conducted involved a content analysis of AC inspection reports on human resource services and longitudinal case studies of two local authority union branches' experiences of Best Value and the role of the AC. The findings from the inspection reports indicate that, while the AC is actually acting to promote activities that could be seen as supportive of union bargaining agendas, notably in relation to equality type issues, they are also supporting service externalisation and thereby acting to limit the scope of their impact. The reports also indicate that, despite there being prescribed ‘best practice’ for local government employment relations (‘social partnership’ with unions), the AC is not promoting any such engagement with unions. Evidence from the case studies add weight to these observations: the AC, in one case, was deeply suspicious of an attempted union management agreement on procurement, while in the other, the AC made no criticism of the costly effects that externalization had on union-management relations.  相似文献

Haze pollution has become a new threat to China's sustainable development, but it may be that local government behaviour can play an important role in the prevention and control of pollutants. A dynamic spatial autoregressive (SAR) model is used to study the relationship between local government competition and haze pollution. To further explore the indirect impact of factor market distortion on haze pollution and control potential endogeneity problems, a newly developed intermediary effect model that incorporates the characteristics of the generalized method of moments (GMM) is utilized to explore how factor market distortion indirectly affects haze pollution. The research results show that regional haze pollution in China is characterized by significant spatial correlation, and local government competition has a positive impact on haze pollution; that is, local government competition exacerbates haze pollution. In general, local government competition not only directly leads to an increase in haze pollution but also further intensifies it by distorting the local factor market, and the intermediary role of factor market distortion is approximately 7.04%. The results of the regional inspection found that competition among local governments in the eastern region did not lead to haze pollution, and distortion of the factor market did not exist as an intermediary effect. However, both direct and intermediary effects are significant in the central and western regions. Therefore, an official performance appraisal system that includes ecological constraints should be established to guide the benign transformation of local government competition, and an environmental management mechanism must be developed for joint prevention and control to reduce haze pollution. While economic and non-economic goals may converge in the long term, they often lead to tensions for organizational decision-makers in the short term, especially in family firms that place much emphasis on family-related goals. We draw on a sensemaking approach to investigate such potential tensions in the decision-making of family firms. Based on a qualitative analysis of 59 interviews, 501 items of archival data and 39 observations from eight private Irish firms, we explore the perceived goal tensions of family firm decision-makers as they seek to balance economic and non-economic goals. We identify three sensemaking mechanisms – ensuring continuity in the family firm, preserving family cohesion, and delegating responsibilities to trusted advisors – that assist family firm decision-makers in managing these goal tensions. Moreover, we identify that sensegiving based on three different values – sense of commitment, community embeddedness, and family firm identity – helps family firm decision-makers to justify and communicate their decisions. Our model contributes to a more granular understanding of the management of goal tensions and of decision-making in family firms by going beyond the question of whether family firms prioritize economic or non-economic; instead, it reveals concrete processes showing how firms balance and aim to incorporate both goals. Furthermore, we advance knowledge on sensemaking in family firms by revealing how sensemaking can explain idiosyncratic family firm behaviour and by showing how family firm decision-makers use specific values when ‘giving sense’ to justify their decisions.  相似文献

The overall objective of this study was to examine the work characteristics that make significant contributions to extra-role performance (as measured by the helping dimension of citizenship behaviour) and employee wellbeing (measured by job satisfaction and psychological health) in a local government. The work characteristics examined were based on the demand-control-support (DCS) model, augmented by organization-specific characteristics. The results indicate that characteristics described in the core DCS are just as relevant to extra-role performance as they are to more traditional indicators of job stress. Although the more situation-specific conditions were not predictive of citizenship behaviour, they made unique contributions to job satisfaction.  相似文献

We examine the welfare effects of a central government's subsidy for a local public good in a Nash equilibrium model with two types of public goods. We first show that the welfare effect depends on the substitution and evaluation effects. We also investigate the optimal subsidy rate in a second-best framework and explore how the optimal subsidy scheme depends on the relative evaluation of the two types of public goods. This study examines how female representation in local elected (mayor and legislature) and administrative (mid-level manager) positions influences municipal financial decision-making in 764 Japanese city-level governments. Findings show that female representation in local councils is positively correlated with risk-averse behaviour in financial decisions, as female representation on the legislature is negatively associated with issuing municipal bonds and with local investment in public corporations. Female representation in executive (mayor and vice-mayor) and mid-level administrative managerial positions has no apparent effects on local financial decisions. This study tests existing explanations of relationships between female managerial representation and fiscal behaviour in an Asian developed setting characterized by considerable underrepresentation of women in politics.  相似文献

Free or underpriced curb parking creates a classic commons problem. Studies have found that between 8% and 74% of cars in congested traffic were cruising in search of curb parking, and that the average time to find a curb space ranged between 3 and 14 min. Cities can eliminate the economic incentive to cruise by charging market-clearing prices for curb parking spaces. Market-priced curb parking can yield between 5% and 8% of the total land rent in a city, and in some neighborhoods can yield more revenue than the property tax.  相似文献

ABSTRACT

In this study, we examined the relationship between organizational complexity and the adoption of participatory innovation in German municipal government. We proposed that organizations with more complex organizational structures are more likely to adopt participatory innovation. We investigated municipalities (N = 394) of the German state of North Rhine-Westphalia and used participatory budgeting as an indicator for innovation. Our results indicate that organizational complexity expressed by functional differentiation has a positive relationship with the occurrence of participatory innovation. The results inform a debate about the value trade-offs that are inherent to the structural design of public organizations.  相似文献

Abstract

Throughout Western Europe, local government is modernized. Central and regional governments carry responsibility for this modernization because they decide upon its nature. However, this responsibility reaches out further since a higher-level government also carries responsibility for the success of its modernization at the local level. The article unravels this responsibility for local government modernization in the case of the Flemish government. As a result of Belgian state reform, this government counts today as the most important higher-level government from the viewpoint of local government in Flanders.  相似文献

This article brings new evidence to bear on the employment and human resource effects of competitve tendering and contracting. Drawing on a database of over two hundred workplace agreements, the article examines the impact of compulsory competitive tendering on employees’ pay and employment arrangements in the Australian local government sector. Abstract

While person-organization (P-O) value fit and its influences on organizations have been widely studied, there is a lack of research focusing on the P-O value fit of employees in a government sector in Korea, and the impact on their attitudes. The purpose of this study is to examine the relationships between P-O value fit and employee career and job satisfaction, and organizational commitment in a government sector. Based on the data collected from 1211 employees at government agencies in Korea, this study utilized polynomial regression and response surface analyses, and the results demonstrated that P-O fit on all of the values in the study had positive relationships with employees’ career satisfaction. Among the five different values, P-O fit on autonomy had a positive relationship with career and job satisfaction, and organizational commitment. Based on the results, this study also provides theoretical and practical implications for future research.  相似文献

公用地的悲剧及集体行动的困境提供了政府规制的空间。环境规制是政府规制的一项重要内容,政府通过制定相应政策约束市场主体的排污行为来保护环境。但近年来以跨界水污染纠纷为代表的一系列环境规制政策实践表明,地方政府对于环境外部性的规制并不总有效,即环境规制失灵。地方政府环境规制失灵带来许多环境问题,但这并不构成怀疑政府环境规制的充分理由,而应研究如何纠正地方政府环境规制失灵。  相似文献
