Abstract

This article outlines the traditional gendered nature of further and higher education and how this has been challenged by long term developments. The focus on managerialism and competition provides a context for a re-invigorated ‘agentic’ (associated with masculinity) gendering. Non-executive management in further and higher education is deeply unbalanced in gender terms. Senior management in universities is male dominated but significantly more balanced in colleges. Furthermore, in universities, the career dynamic which privileges research and the gendering of this in favour of males, more than outweighs some new career spaces open to women. In colleges, the 1990s evacuation of many male managers created openings for women but in a particularly tough economic and business environment in which some have suggested that women have been used to bolster an ‘agentic’ male styled approach to management; others that a more adaptive less stereotypical approach is emerging.  相似文献

Abstract

In the critical arena of public management and policy debates several schools currently try to make sense of governance structures and processes, although one has so far had the strongest impact in terms of academic and policy influence in particular in the United Kingdom: network governance.

Network governance has been associated with Stakeholder Capitalism – as represented for instance by the European (usually German) social-democratic settlement – and as the direct opposite of the New Public Management (as the epitome instead of Shareholder Capitalism). In this essay it will be argued that the alleged novelty of the reforms being currently implemented under the aegis of the ‘modernization’ or (network) governance rhetoric (by the Blair government, for instance) must be questioned, since they are the direct inheritors of the NPM tradition. Through the development of a multiparadigmatic model of ethical and organization theories it will be shown that alternatives to network governance are not only thinkable but also (institutionally) practicable.  相似文献

Schools, colleges and universities are rapidly realising that, by building better relations with local business, they are in a particularly advantageous position when competing with other charitable bodies. By the very nature of their existence, they possess facilities that can be utilised as bargaining tools in the constant competitive search for sponsorship deals. This paper describes the experience of one independent school which has been successful in obtaining funding from local businesses both from philanthropic and sponsorship sources. It suggests that educational establishments have a distinct advantage over other charitable organisations in their negotiating ability as they have at their ‘fingertips’ the sort of facility that businesses require for both their recreational and their academic needs.  相似文献

Abstract

Philosophy and sociology of science have devoted significant attention to processes which define what counts as valid scientific knowledge thus making the producers of such knowledge legitimate academics at the expense of those who do not conform to the cliché. In accounting, too, a vibrant debate has augmented our understanding of the conditions which make certain kinds of accounting knowledge more acceptable than others. The debate included, but was not limited to, issues such as, the institutional arrangements of accounting academic associations and doctoral training regimes and how these shape journals' editorial boards and the selection of published articles. This introduction aims to reopen that debate on the two realms of institutions and practices. In terms of institutional arrangements, we note relevant changes in the forces which contribute to define the quality and relevance of accounting knowledge. We discuss the institutional space towards which accounting departments and scholars are increasingly migrating, that is, business schools. These are often separated from universities and operate under pressures which are sometimes only marginally academic in nature. In terms of practices, we observe changes in academic training regimes which favour the proliferation of opportunistic behaviours. These changes call for a debate on the governance of accounting academia, if academia is to be a knowledge and ethical, and not simply rather a business enterprise.  相似文献

Abstract

Patient engagement has gained increasing prominence within academic literatures and policy discourse. With limited developments in practice, most extant academic contributions are conceptual, with initiatives in the National Health Service (NHS) concentrating at macro- rather than at micro-level. This may be one reason why the issue of ‘value co-creation’ has received limited attention within academic discussions of patient engagement or policy pronouncements. Drawing on emerging ideas in the services marketing and public management literatures, this article offers the first elucidation of the importance of studying ‘value co-creation’ as a basis for further empirical analysis of patient engagement in micro-level encounters.  相似文献

Abstract

Australian and New Zealand accounting academic responses to corporate governance and reporting failures is a story not simply told in the context of high profile international corporate failures such as Enron and WorldCom. This study notes a sequence of major Australian corporate failures that predate Enron and WorldCom. Through research into professional, business and research literature, profession and governmental/regulatory websites, and interviews with senior accounting academics across Australia and New Zealand, it also highlights a tale of limited response by Australian and New Zealand accounting academics and investigates the manifest and latent drivers of this inertia. The corporatisation and commercialisation of universities and related governance processes emerge as root causes of accounting academics' general failure to address recent major breakdowns in corporate governance and reporting in the business world. The paper closes by reviewing opportunities for change in an otherwise embattled environment.  相似文献

This article reflects upon Willmott's 1993 article (‘Strength is ignorance; slavery is freedom: managing culture in modern organizations’) by revisiting the idea of ‘Corporate Culturism’ and its relevance for contemporary developments in management and organization, including higher education. It incorporates a commentary on how 1984 and ‘Strength is ignorance’ have been read and some reflections on the genesis of the original 1993 article. It then expands on themes in ‘Strength is ignorance’ which are of continuing relevance, and draws out implications for our research and professional lives, as scholars, working in business schools.  相似文献

  • Globally universities are facing an increasingly dynamic environment, and many have responded through becoming more entrepreneurial. European and US universities have adopted new governance structures, diversified their funding, changed their organisational structures and adopted an entrepreneurial culture to drive more innovative behaviour. Using multiple case studies, based on semi‐structured interviews, the barriers and opportunities for entrepreneurialism in five UAE universities are identified. UAE universities possess inherent qualities necessary for entrepreneurialism, including steerage, concern for economic surplus plus their performance driven environment allows quick response to the dynamic external environment; however, there are certain areas that require further development such as developing a culture of innovation, incentivising Universities to take risks as well as gaining appropriate support from the State. Based on the results of this work a change agenda has been chartered to further support and develop entrepreneurial universities in the Middle Eastern environment.

Abstract

This article investigates the form of European universities to determine the extent to which they resemble the characteristics of complete organizations and whether the forms are associated with modernization policy pressure, national institutional frames and organizational characteristics. An original data set of twenty-six universities from eight countries was used. Specialist universities have a stronger identity, whereas the level of hierarchy and rationality is clearly associated with the intensity of modernization policies. At the same time, evidence suggests limitations for universities to become complete, as mechanisms allowing the development of some dimensions seemingly constrain the capability to develop others.  相似文献

This paper deals with recent developments in auditing, taking KPMG's ‘business measurement process’ as its example. From this example it is discussed how and why auditing is currently being ‘reinvented’. The ‘reinvention’ of auditing, it is argued, represents a fundamental break with the established epistemological dualism between auditing and management advisory services,1 that is central to most literature on auditor independence, including the European Commission's Green Paper. Consequently, it is not only auditing that is being reinvented, it is also consulting and independence, and the consequences of this rupture are finally discussed. In this paper, we explore whether Legge’s classic 1970s criticism of human resource (HR) executives as ‘conformist innovators’ is still relevant. Drawing on institutional logics, we analyse HR managers’ rationales for choosing particular university business schools to provide senior executive development. Our mixed-methods study demonstrates that senior HR managers socially construct and enact business school reputations by drawing on strategic rationales. These rationales are embedded in societal, field and organizational logics, especially the extant reputational rankings of international business schools and an ‘ideal’ template of elite business schools. We find that these rationales, and the decisions they evince, tend to confirm the traditional picture of conformist innovation among HR executives. We discuss the implications for the reputation of HR as a profession, their employers and business schools.  相似文献

The need of people skilled on quality topics is strongly increased in Italy, in the last 10 years, and new professional figures that are specialized in quality have been recently recognized by the Italian official classification of occupations. However, there seems to be a lack of empirical studies that analyse education about quality supplied by Italian universities and business schools. This paper shows the results of an exploratory survey on the education in quality offered by Italian universities. The research was conducted on a reasoned sample of Italian universities, selected on the basis of the number of students enrolled and the number of supplied degree courses, in the academic year 2005/2006. Thanks to the findings of the survey it is possible to know what (what subjects related to quality concepts and tools are taught), where (within which degree programs they are taught), and when (at which degree level they are taught) Italian higher education is devoted to quality.  相似文献

ABSTRACT

Many studies have evaluated the merits and challenges of contracting-out and public-private partnership (PPP). However, few studies have examined citizens’ views of these alternative service-delivery mechanisms and what factors influence their views. Using results from a citizen survey of a mid-sized US city, the present study investigates how consumerism, the citizenry framework, and symbolic institutionalism influence public support for contracting-out and PPP. Our findings show that symbolic institutionalism provides the most significant and consistent explanation of public support for the mechanisms. Implications for public management practices and future research, especially on creating and capturing value through PPP, are discussed.  相似文献

This research details the mundane practices of policy mobility and entrepreneurial endeavour in Jiyuan in relation to the city's changing administrative position, and is one of the first attempts at understanding how entrepreneurial policies are mobilized, mutated and diffused in a small inland Chinese city. We interpret Jiyuan's evolving development strategies and trajectory through two interrelated conceptual lenses—policy mobility and urban entrepreneurialism—bridged by an analysis of the politics of scale. Over the past three decades, governance strategies in Jiyuan have evolved from policy imitation, during the germination of urban entrepreneurialism, to policy mutation and diffusion, under the amplification of entrepreneurialism, as the city has moved up the administrative levels and urban hierarchy. Policy mobility and urban entrepreneurialism in Jiyuan, involving a multi‐scalar process, are being shaped by the interactions between the city, the region, the central state and global capital under the confluence of globalization and marketization. The ‘successful’ story of a small entrepreneurial city tells a new tale that can inform wider contexts by painting a fuller portrait of the evolution of an entrepreneurial city across different scales and time and bringing cities hitherto ‘off the map’ back into the picture of urban entrepreneurialism against the backdrop of globalization.  相似文献

Abstract

This article reviews the New Public Management (NPM) literature in central and eastern Europe (CEE) with the aim of assessing whether reforms have ‘worked’. Increasingly, academics have tended to argue against the suitability of NPM instruments in this region. To understand the impact of this much-debated policy, we first propose a classification of the impacts of NPM geared to the realities of central and eastern European states. Then, we use this classification to carefully review empirical studies across the region over the past 10 years. Unlike much of the recent academic literature, we suggest that NPM can work. NPM policy has not always been successful to the extent expected and promoted, but there is enough evidence to show that some of the central ideas in NPM have led to improvements in public service organization or provision across different organizational settings. An adequate degree of administrative capacity, sustained reform over time and a ‘fitting context’ are the main factors that can tip the scale for the success of these management instruments. The article provides a fresh and transparent assessment of a major administrative development in a growing region with implications for other parts of the world that experience similar challenges and opportunities.  相似文献

We critically examine Herbert Simon's 1967 essay, ‘The business school: a problem in organizational design’. We consider this essay within the context of Simon's key ideas about organizations, particularly those closely associated with the ‘Carnegie perspective’ on organizations and how they influenced the reinvention of American business schools in the post‐Second World War era, and were deeply influenced by the post‐War context and also were appropriated by the Ford and Carnegie Foundations to reform business school teaching and research. We argue that management educators misappropriated Simon's concept of an intellectually robust and relevant research and educational agenda for business schools that has in part contributed to the intellectual stasis that now characterizes business education research and its capacity to inform management practice.  相似文献

  • The number of nonprofit and social agencies relying on the help of volunteers has grown enormously in recent decades. This has lead to increased competition between these organisations for the limited resources available, and the growing adoption of what have traditionally been considered ‘commercial’ business techniques such as marketing. There have been calls for greater and more sophisticated use of ‘tried and tested’ marketing concepts such as competition, segmentation and positioning to help volunteering organisations manage this pressure effectively. This study shines the spotlight on individuals who volunteer for multiple types of organisations in an effort to determine which organisations are competing for the same volunteers. More specifically:
  • Factor analyses are computed and four segments of volunteers are identified: ‘altruists’, ‘leisure volunteers’, ‘political volunteers’ and ‘church volunteers’;
  • Positioning maps are constructed to illustrate the proximity of each organisation type in relation to key competitors; and
  • Detailed profiles are provided for each segment to provide insight into the nature of the groupings.

Seventeen faculty members at a European business school scored two values tests, L. V. Gordon's S.I.V. and S.P.V. Their scores are compared to those of 372 executive course participants in general, to those of sixteen American participants in particular, and to those of participants who were rated by the faculty as top performers in class. Results show faculty to differ significantly from participants toward more academic values and less will to manage, and this being a role rather than a nationality difference. Results also show that faculty members evaluate most highly participants with value profiles largely similar to theirs, but higher in ‘Leadership’ and relatively low in ‘Independence’. These data are considered as a demonstration of the type of organizational socialization which businessmen undergo when they participate in a campus course.  相似文献

Abstract

Innovations in financial and accounting techniques represent a fundamental aspect of the reforms undergone by public administrations in recent decades. The article presents the results of a survey, conducted on 237 local governments, whose purpose is to assess the implementation of accounting reforms in Italy, aimed at introducing accruals reporting in the traditional budgetary accounting system to enhance accountability and transparency in the overall modernization process. The analysis shows that the importance of cash- and commitment-based accounting in the overall system is overwhelming, whereas the marginality of the ‘new’ accrual-based reporting is evident. In the opinions of preparers, accruals accounting is not seen as a useful tool and the link with internal needs and managerial control systems is absent. Is the time ripe for a new reform?  相似文献

In recent decades, in most western countries, conventional transport planning has encountered growing social opposition from environmentalists and increasing scientific criticism on the grounds of its unsustainability. In some places, including the United Kingdom, the assumptions, beliefs and values (‘storylines’) about transport have shifted to some degree away from the car in favour of public and slow forms of transport. The article elaborates a concept of ‘ecosocialization’ to describe and explain the various reform pressures that have sought to reorient transport planning away from car‐dominated approaches. We use this concept in preference to the more familiar one of ‘ecological modernization’ in order to foreground the influence of embedded value systems and habits, as well as institutions and rules, on key pathways of social development. Whilst these reformist pressures and their consequences have been evident for decades, it is also apparent that in other contexts, after moments of subordination to alternative policy settings, conventional car‐dominated transport planning has reasserted its pre‐eminence. Our article explores the shifting discourses and practices of transport planning in three national policy settings, charting the contest between critiques of car‐dominated approaches and those ‘countermodernizing’ forces, especially road building institutions, that have resisted this ‘ecosocialization’.  相似文献
