Using a data set consisting of 315 middle-managers at the district level in the Turkish public sector, we develop a structural equation model (SEM) for assessing the impact of empowerment and stewardship on public service motivation (PSM) through job characteristics. The results demonstrate that stewardship and empowerment are distinct ‘levers’ that managers can use in novel ways to influence PSM; and cultural context may factor into the manipulation of these levers. We find that job-based mediators may not compliment leadership styles and self-generating rewards, but, rather work separately in their appeal to PSM. 相似文献

Drawing upon data from a survey of senior public managers in ten European countries, we examine the relationship between public management reforms and perceptions of social cohesion. We find a positive connection between reforms which treat service users as customers and government openness (outward-downward reforms), and managers’ perceptions of the civic culture and social solidarity within their countries. However, for reforms, such as privatization, with an outward-upward orientation, a negative association with social solidarity is observed. The theoretical and practical implications of our findings are discussed. 相似文献

Abstract This article focuses on the work motivation of employees who joined the Dutch civil service between 2000 and 2006. It relates changes in five distinct motives to the changing economic context and the recruitment campaign run by the Dutch civil service. Results show that both extrinsic and public service motivations of employees were greater when unemployment was higher. Surprisingly, the intensity of the recruitment campaign correlated with both intrinsic and extrinsic motives, and the campaign appears to have attracted workers with a higher level of public service motivation and with a greater attraction to the public sector. 相似文献

This paper assesses our state of knowledge concerning the ‘New Public Management’ (NPM) reforms which seem to have been launched in so many countries. In the first section it appraises the types of materials available as a basis for such an assessment. It then considers, and rejects, the thesis that, because of the improved performance they bring, these reforms are global in reach and inevitable in nature. Subsequently, the main part of the paper assesses the available evidence with respect to a number of key dimensions of reform impacts. It concludes that, while there is evidence of specific improvements in particular instances, the general case for NPM as a solution to diverse problems of governance in many different countries is far less firmly established than is commonly supposed. 相似文献

审计监督是党和国家监督体系的重要组成,财政审计能对政府财政收支的真实性、合法性和效益性进行有效监督。以省以下地方审计机关人财物管理改革这一试点政策为准自然实验,从地方政府财政治理视角出发,运用双重差分法分析提升地市级审计机关独立性对地方政府财政支出效率的影响。研究发现,审计机关人财物管理改革能够有效提高地方政府财政支出效率,试点地区财政支出效率提高1.87个百分点。异质性分析结果发现,审计独立性的治理效应在财政透明度低、距离省会城市远和财政自主程度高的城市更大。通过进一步的机制分析,发现试点政策通过提高审计监督质量和优化财政支出结构两条路径提高地方政府财政支出效率。研究表明提高地方审计机关独立性可以对地方政府财政支出产生积极的治理效应。 相似文献

The vulnerability of the four south European countries (Greece, Italy, Portugal and Spain) to the global financial turmoil makes the analysis of their responses to the fiscal crisis particularly interesting for the assessment of the implications of fiscal austerity for public management. Drawing on the historical institutionalist approach, our analysis reveals a picture of variation in the impact of crisis on patterns of public management across south European countries. However, it also shows uniformity in the strategies of retrenchment as in all the four countries under examination governments failed to connect cutback management to ambitious administrative modernization programmes. 相似文献

Using a laboratory experiment with monetary rewards to explore the effect of self-reported public service motivation (PSM) on choosing to study public administration and on trust behaviour reveals that students of public administration behave more trusting and trustworthy than business sciences and law students. Self-reported PSM is positively associated with trust behaviour, but does not explain trust differences between the three groups. This indicates that the normative orientation that underlies self-reported PSM exerts a stronger influence on behaviour in a low-cost decision than in a high-cost decision with long-term consequences such as choosing a field of study. 相似文献

A framework for the explication of the theoretical basis of public management reforms is developed. The framework is applied to the Best Value regime in UK local government. The implicit assumptions of policy makers are that the Best Value regime will generate service improvements through changes in organizational structures, processes, culture and strategy content. Empirical evidence on the relationship between these variables and organizational performance is critically reviewed, and policy makers' implicit ‘theories in use’ are made explicit in the form of a simple additive model of public service improvement. In practice the actual pattern of change is likely to be mediative, reciprocal and contingent on local organizational circumstances. However, theorizing public management reforms in this way is valuable because it provides a basis for evaluating the logic of programme design, predicting effectiveness and generating testable models of the relationship between public policies, organizational changes and public service improvement. 相似文献

Echoing the global public management reform movement, China’s authorities advocated ‘super-department’ reform (SDR) to curb interdepartmental conflict and administrative inefficiency. However, the related performance consequences have not been empirically investigated. We test the reform’s effects on citizen satisfaction with public services through a natural experiment involving twenty-five counties in Guangdong province (2009–2012) and the difference-in-differences method. The results show that the reform has improved public service performance, but its effects are marginal and unsustainable. We discuss the theoretical contributions and policy implications of the findings and identify future research avenues. 相似文献

In austerity times, the general interest to reduce costs and improve efficiency levels often resulted into local cuts to public expenditure and profound reorganizations of existing service networks, especially in sectors like healthcare. In Italy, a recent reform prescribed the reconfiguration of time-dependent (i.e. emergency) hospital networks with the aim of improving patients’ accessibility conditions. In order to evaluate the impacts determined by this reorganization, we perform a spatial analysis in which we consider the distance from the closest facility as an accessibility measure. Results obtained from the spatial analysis confirm that users effectively benefit from the reorganization process but also that further improvements are possible, especially for the worst served ones. To this end, we also propose solving a mathematical programming model aiming at redistributing the capacities, i.e. the supply of beds, among the hospitals of the network seeking to maximize users’ accessibility. The realized computational experiments show that averagely better and even more equitable accessibility conditions could be obtained by containing the deriving reorganization costs. 相似文献

Taking as its starting point the impressive evidence for the strategic human resource management (SHRM) model's effect on organizational performance, and for the relationship between public staff management and economic growth, the paper offers the civil service of Mauritius as a case study of SHRM's relevance to developing countries. It finds that SHRM is not practised in Mauritius, nor is it feasible in the near future, because it is not widely known, because there is no strategic management framework, because staff management is highly centralized and because political will to make radical changes in staff management is lacking. The case study does not support claims that SHRM and its associated practices have a universal validity, or that public staff management is a ‘magic bullet’ that delivers economic growth. Improvements to staff management in Mauritius, and possibly other developing countries, will require a creative and piecemeal adaptation of Anglophone ‘good practice’ that respects political, economic and social realities. 相似文献

In this article, the authors examine how, when and to what extent HR practices affect performance at the employee level. As performance is a multi-faceted and complicated concept, HRM outcomes were used as mediating factors between HR practices and employee performance. The data were collected among civil servants in Eritrea, Africa's youngest and poorest country. Although the results generally are in line with previous studies using Western data, their implications in this particular country may be different. Therefore, the challenges and prospects of HR practices in Eritrean civil service organizations are critically analysed and discussed. In the authors' opinion, that the Eritrean economic and political environment within which HR practices operate has not been conducive in maximizing the impact of HR practices on performance. The results-oriented management reforms fostered by the New Public Management movement are often argued to emphasize the search for efficiency, quality and other typical market values at the expense of democratic accountability. On the other hand, challenging this view, some authors claim that results-based management reforms have the potential to enhance political accountability and representative democracy. There is however, limited empirical evidence of this relationship. This article uses some of the findings from a comparative study of public management evaluation systems in four Latin American countries to illuminate this relationship in practice. We discuss the fact that, in two of the four countries surveyed, the design features of the new systems were based on the explicit search for increased political accountability and the deepening of democracy. We also discuss the possible causes for the finding that the outcome and performance information generated is not being applied for decision-making purposes yet, as expected. 相似文献
