Abstract This study analyzes the relationships between public administration satisfaction (PAS), political efficacy (PE), and active citizen involvement (ACI). The study group consists of 345 respondents residing in Taiwan. Respondents are interviewed by phone to obtain their perceptions regarding local municipality operations (i.e. professionalism and sympathy (PS), ambition to improve (AI), neutrality and morality (NM)), PAS, ACI, and PE). These relationships are verified by conducting path analysis. Results of this study demonstrate that AI and NM positively affect PAS, that PAS positively affects PE and ACI, and that PE plays a mediating role in the relationship between PAS and ACI. 相似文献

Abstract Until now, there is no consensus about variations in governance roles. This consensus is necessary to enable researchers to examine how network are governed well. In this article, the governance roles are considered to be clusters of consistent choices on a top-down versus bottom-up continuum, regarding nine governance activities. Our results reveal that three governance roles can be discerned: top-down, intermediate and bottom-up governance roles. Furthermore, these roles are applied by municipalities with specific (network) characteristics. Our results open the black box of network governance and might facilitate municipalities to make choices regarding their role in the new network era. 相似文献

AbstractIntegrating new employees so that they perform well, fit in well and are committed to the agency is a salient concern for public managers. Organizational socialization is the process by which new employees learn the knowledge, skills and values required to become organizational members. This article develops a model of organizational socialization grounded in newcomer social networks and set within a context of public service identity. Social network theory and methods offer a means for examining and interpreting patterns of interactions between newcomers and organizational members. 通过对《会计研究》1980年创刊号始至2009年末期30年间发表的学术论文总体被引用状况的统计,描述了该刊三十年发表论文被引状况的分布及在不同时期的变化规律;通过对发表论文被引频率的排名及统计分析,获得在该刊发表的本学科优秀论文和活跃作者及任职机构;通过对论文作者单位的分析,发现该刊论文作者分布服从Lotka分布。结论表明,《会计研究》30年来发表的论文总体上反映了中国会计研究的历史发展,代表了各个年代中国会计研究的相应学术水平。 相似文献

Co-production is associated with the expanding role that citizens and other third-party actors assume in the development and delivery of public services. While there are benefits to co-production, there are also challenges. This study draws from the marketing literature on value co-destruction to describe the processes in co-production of public services that can negatively affect public values from regular producers and users. We refer to this public value failure as co-contamination. Two case studies are used to explore some of the ‘dark sides’ of co-production. Our analyses reveal the co-contaminating aspects of this process and offer implications for public managers. 相似文献

In this study, big data studies (01/2015–6/2018) are reviewed and several highly cited papers are identified, which indicates a growing interest in the area of big data. The papers and proceedings from international peer-reviewed journals and ranked conferences were reviewed. We employed Principal component analysis and citation and co-citation analysis to identify themes of research emanating from these studies. Citation and co-citation analysis reveals that there is cross-functional nature of big data research, which permeates different business sectors and is influenced by themes in engineering and information management. 相似文献

This article analyses the changing trends in regional economic development policy delivery in multilevel governance systems. Although the imperatives of coordination of public policy interventions across multiple levels has generally been recognized, not enough attention has been given to how different political systems actually adapt their institutional and policy designs to effectively operate in the emergent complexity of multilevel governance systems. The article focuses on regional economic development policy governance in the province of Ontario, Canada over the past three decades, drawing insights from new regionalism, organization theory and governance literature to examine the prospects and challenges of policy delivery in politically complex multilevel systems. The case study illustrates how regional economic development policy is increasingly dictated by complex environmental and institutional forces of multilevel governance that are shaped by the particular character of a political system. 相似文献

This research focuses on innovation and its diffusion in public services in authoritarian China. A mechanism between vertical government intervention and diffusion of innovation in public services is established by conducting a comparative case study between Sichuan and Tianjin. Administrative commands facilitate the formation of the ‘mandatory policy diffusion’ that rapidly diffuses policy instruments. Competition in the performance evaluation-based personnel system contributes to the formation of ‘championship policy diffusion’, which leads to the divergence of policy instruments in neighbouring local governments. Therefore, classic theoretical hypotheses on geographical proximity, competition, and vertical intervention concerning innovation diffusion need to be modified. 相似文献

Collaborative diversity is, arguably, an intrinsic characteristic of research networks built on the emergence of general-purpose technologies such as nanotechnology. European research policy, epitomised in Framework Programmes, creates arrangements that institutionalise the development of internationally and institutionally diverse research networks. Motivated by concerns that a high degree of collaborative diversity may create managerial challenges for network members in sharing knowledge across national and institutional borders, we study the configurations of collaborative research networks and consider their international and institutional diversity. We also explore the influence of European policy mechanisms on the international and institutional diversity of collaborative research networks. We conclude that nanotechnology research networks are indeed characterised by a significant degree of collaborative diversity, which in turn exposes a need for participating members to develop strategic capabilities to manage research within diverse networks. 相似文献

This article analyses the impact of the implementation of a set of policies introduced after 1997 in the English National Health Service aimed at increasing patient and public involvement in organizational decision-making processes. Adopting the ambiguity/conflict policy implementation model and based on a year-long research project, it shows that patient and public engagement can be more effectively achieved when there is room for interpretation and discretion in selecting the means for involvement. Local initiatives, based on effective leadership governance mechanisms and organizational learning processes, are more likely to generate inclusiveness, shared ownership, and user-centredness than a top-down framework for involvement. 相似文献

AbstractThis article reviews the New Public Management (NPM) literature in central and eastern Europe (CEE) with the aim of assessing whether reforms have ‘worked’. Increasingly, academics have tended to argue against the suitability of NPM instruments in this region. To understand the impact of this much-debated policy, we first propose a classification of the impacts of NPM geared to the realities of central and eastern European states. Then, we use this classification to carefully review empirical studies across the region over the past 10 years. Unlike much of the recent academic literature, we suggest that NPM can work. NPM policy has not always been successful to the extent expected and promoted, but there is enough evidence to show that some of the central ideas in NPM have led to improvements in public service organization or provision across different organizational settings. An adequate degree of administrative capacity, sustained reform over time and a ‘fitting context’ are the main factors that can tip the scale for the success of these management instruments. The article provides a fresh and transparent assessment of a major administrative development in a growing region with implications for other parts of the world that experience similar challenges and opportunities. 相似文献

Segregation along lines of race/ethnicity and class has created multi‐ethnic and rather class‐homogeneous neighbourhoods in various European cities, commonly labelled as ‘disadvantaged’. Such neighbourhoods are often seen as ‘lacking’ community, as local networks are crucial for belonging and mixed neighbourhoods are too diverse to provide homogeneous identifications. However, in contrast to the understandings of the sociology of community, people might still experience ‘belonging’, yet in different ways. This article argues that we have to focus on the under‐researched ‘time in‐between’ (Byrne, 1978), the absent ties that Granovetter (1973) pointed to, to understand belonging, while moving away from a conception of the anonymous city and from the urban village. This article explores how absent ties affect belonging by empirically sustaining the notion of public familiarity: both recognizing and being recognized in local spaces. Using regression models on survey data from two mixed neighbourhoods in Berlin, Germany, we analyse the importance of neighbourhood use for public familiarity as well as how it relates to residents' comfort zone: people's feeling of belonging and their sense that others would intervene on their behalf. Our findings indicate that research on neighbourhoods could benefit greatly from a careful consideration of the ‘time in‐between’. 相似文献

This study investigates the knowledge flows among and between project managers and project management office (PMO) members in a pharmaceutical R&D company in China, using a mixed‐methods approach. The results show that knowledge exchange happens in clusters, where each cluster forms around a PMO member. Contrary to expectations, PMO members were not identified as the most popular knowledge providers in these clusters; instead, knowledge was requested from earlier collaborators. A three‐tiered model is developed for knowledge governance at the cluster level, across clusters and the link with corporate and project governance structures.
