Abstract

The aim of this article is to explore how managerial focus influences organizational ambidexterity in different organizational forms at the local government level. An entrepreneurial, leadership, or stakeholder managerial focus will each find reflection in the simultaneous pursuit of exploration and exploitation of resources, and the influence will differ with the organizational form, i.e. whether a local government administration (LGA), or a local government corporation (LGC). Hypotheses are tested on Swedish public organizations operating in the waste management and water and sewerage industries. The findings indicate that LGCs have higher levels of organizational ambidexterity, and that the determinants differ from those in LGAs.  相似文献

This article outlines how a local authority, Newcastle City Council (NCC), employed a public value strategy to address austerity localism. Borrowing from neo-institutional theory, it traces how organizational change constituted also a variation of democratic deliberation practices. Legitimation of budget decisions against central government cuts involved such practice variations as public consultations to change NCC’s vision and mobilize support, building operational capacity beyond the organization, and new accountings for measuring public value. Insofar as such organization changes constituted instances of institutional entrepreneurship of local government as a key democratic institution, our article refines existing theorizing of public value accounting.  相似文献

In this paper we explore the potential role of entrepreneurship in public sector organizations. At first, we present a review of the entrepreneurship theme in the political science and public management research streams, comparing these ideas with the mainstream business literature on entrepreneurship. Thereafter, we illustrate empirically how Stevenson's classical framework of entrepreneurship can be applied in a European local government context to explain the recent initiatives to compete for and utilize European Union structural funds. The empirical basis of the study is comprised of ten in-depth case studies of local government organizations, five in the UK and five in Italy. Finally, we propose five distinct types of entrepreneurial agents in the public sector: professional politician; spin-off creator; business entrepreneur in politics; career-driven public officer; and politically ambitious public officer.  相似文献

Abstract

The article compares the ways in which different public sector organizations respond to similar federal government demands for public sector reform. The empirical basis of the article is a comparison of public sector reform in three agencies managing road systems in three Australian states. There are two constants in the research; namely, the nature of the responsibilities of the agencies with respect to the road network, and the demands of federal government policy for road reform throughout Australia. Yet within the ambit of these two constants, there is a distinctive contrast in the way the agencies have approached and implemented both policy and reforms. The article uses Hood's framework for viable organizational design options for variables relating to grid and group as an explanatory model for the results obtained from the research. Furthermore, it examines the utility of Hood's four styles of public sector organizations in order to explain different change outcomes in the three agencies studied.  相似文献

Abstract

Innovation in public organizations is widely documented and has increasingly been the subject of empirical scrutiny. This article integrates the empirical evidence of the internal and external antecedents of process innovations in local governments and proposes directions for future research. The importance of the internal antecedents of organizational size, administrative capacity and organizational learning is uncovered using the meta-analytic support score method, but not in relation to external antecedents. Directions for further research are presented on the independent, joint and non-linear effects of antecedents on the adoption of innovation, and the implications of these arguments on the future study of innovation in local governments are considered from a structural contingency perspective.  相似文献

ABSTRACT

The theory of representative bureaucracy highlights gender segregation in the public sector and its detrimental implications for public policy outcomes. Focusing attention on organisational responses to this protracted problem, we supply evidence on whether organizational growth provides potential for change in the upper echelons of the public sector. An evaluation of the relationship between new hires and gender representation within the management tiers of Danish local government reveals an association between the recruitment of additional employees and improved gender integration. This is particularly pronounced for public organizations that employ fewer women. Implications for theory and practice are discussed.  相似文献

This article analyses three strands of local government modernization. The first takes an overview of the development of 'modernization' and 'improvement' of local government in the UK under the Labour government since 1997 and the overall programme of reform. We discuss both the shifts and the continuities with the previous decade and a half of the 'new public management' of Conservative administrations. We examine the implicit assumptions about how to achieve organizational and cultural change, arguing that much modernization is premised on a mechanistic metaphor of organizational change. The second section of the article examines other metaphors and theories of organizational change, arguing for the need to consider institutional and organizational perspectives in analysing local government modernization. The third section of the article then applies some organizational concepts to the comparative analysis of local government modernization.  相似文献

ABSTRACT

This article reviews the literature on gender and entrepreneurship in technology to explore individual and contextual factors maintaining the token status of women in this field. It examines how the intersection of gender and context influences participation rates in entrepreneurship, and suggests that the deeply embedded cultural and cognitive associations that frame both technology and entrepreneurship as masculine concepts create barriers for women when these contexts overlap. It offers a framework for research and practice that aids in the analysis of complex multi-level barriers that control access to the forms of capital necessary for initial and continued participation in technology entrepreneurship. Given calls for women to participate more fully in high-growth technology ventures, it highlights the need for research to incorporate broader analytical perspectives that simultaneously examine both the barriers faced by women in these contexts and the factors that systemically sustain them.  相似文献

Abstract

Despite growing preoccupation on the part of both the public and researchers with the concept of political corruption and the ‘corruption eruption’ phenomenon, research studies addressing corruption in local government are few and far between. This exploratory research offers a theoretical conceptualization of institutionalized corruption in local government, and identifies structural factors that lead to such corruption. Further, this study empirically assesses institutional corruption at the local level and its correlation to attitudes and characteristics of local authorities and their populations, based on a survey of 1,709 residents of 156 local authorities in Israel and data on the local authorities from a separate database. This article proposes a model according to which local corruption arises from structural factors at three levels: the central–local level (relations between local authorities and the central government); the local–local level (competition between local authorities) and the intra-local level (factors relating to the performance of local councils and local democracy). Our analyses reveal correlations among characteristics of the local authority and community, residents' perceptions of local performance and perceptions of local corruption. Implications of the findings in light of strategies conventionally employed against corruption in local government are discussed.  相似文献

Abstract

This interview-based study explores trust in public–private co-operation by addressing the research questions: What are the main sources of distrust in public–private contracting? And why? We compare two Spanish social services subfields: one with high levels of cross-sector distrust and another one with low distrust between public and private sectors. We conclude that the sources of the identified cross-sector distrust are institutional: insufficient regulation and legislation, lack of business certification, and low local government administrative capacity. The article is a pioneering exploration of the under-researched theme of institutional distrust and its effect on public–private co-operation management.  相似文献

The entrepreneurship literature has exposed some of the most influential antecedents of innovative entrepreneurship. Prior research has also identified crucial features of migrant entrepreneurship. This article employs lessons from these two areas and draws on social cognitive theory to explore the main drivers of innovative ventures among migrants. We center the attention on entrepreneurs, differentiating them between two management strategies: imitation or innovation; and we study the role of perceived self-efficacy, prior entrepreneurial experience, and social capital into the likelihood of acting innovative. For our empirical analysis, we primarily use data from the Global Entrepreneurship Monitor for three years covering 2016–2018 and gathering 5713 observations of early-stage entrepreneurs from Chile. Our estimations show that being a migrant is in itself an insufficient condition to influence seeking substantial differentiation from what is traditionally offered in the local market; instead, we confirm that a migrant who feels capable of successfully starting a business will be likely to conduct innovative entrepreneurship. Contributions of these findings for theoretical and practical advances of the field are discussed.

Abstract

This paper examines the role of regulators in the UK in integrating sustainable development into public services. In particular, how can we explain the different ways in which different regulators engage with sustainable development? Drawing on insights from rational choice and sociological institutionalism, this paper explains the responses of the three regulators operating in local government, schools and healthcare. It finds that, central government's failure both to send out clear signals about how to promote sustainable development and to create incentives to ensure it happens has left the integration of sustainable development mediated by regulators' organizational norms and professional identities.  相似文献

Abstract

Integrating new employees so that they perform well, fit in well and are committed to the agency is a salient concern for public managers. Organizational socialization is the process by which new employees learn the knowledge, skills and values required to become organizational members. This article develops a model of organizational socialization grounded in newcomer social networks and set within a context of public service identity. Social network theory and methods offer a means for examining and interpreting patterns of interactions between newcomers and organizational members. This article concludes with propositions for future studies of organizational socialization and social networks.  相似文献

Abstract

The trend towards horizontalization in government prompts a debate on safeguarding public accountability. This article contributes to the debate by presenting categories of horizontalization in government, types of horizontal accountability and criteria for judging the appropriateness of arrangements for public accountability. Accountability arrangements must meet the requirements of the democratic constitutional state to provide adequate checks and balances. This implies, among other things, that responsibilities must be clear and the information supply, debate and sanctioning options must all be established. A discussion of existing mechanisms for horizontal accountability indicates that the requirements of a democratic constitutional state are generally not sufficiently met. This makes it imperative to establish more balanced arrangements for public accountability that fit more horizontal forms of government.  相似文献

ABSTRACT

This paper studies multilevel networks, in which municipalities collaborate with higher tiers of government (upward collaboration), with peers (outward) and with local stakeholders (inward) to discover innovative ways to create public value. A set of hypotheses was developed on the effects of three forms of collaboration (i.e. inward, outward and upward) on two types of innovation (i.e. exploitative and explorative innovation). A range of network and municipality characteristics was also considered. The model was tested by capturing the perceptions of 656 municipal representatives. The research findings provide evidence of complex links between forms of collaboration and types of innovation.  相似文献

In spite of a growing body of research on the position and role of HRM and the HR function in organizations, local government HRM has not received the attention it deserves. This article contributes to research on the role of the HR function by deploying a discursive perspective on how HR managers construct their function's role in the context of Finnish local government. Abstract

This article seeks to identify which factors lead local governments to use corporate public sector organizations, particularly municipal corporations, for service delivery. The authors argue that local officials trade off bureaucratic costs of in-house production with agency costs of external delegation to municipal corporations when deciding how to deliver local public services. Econometric models are employed to test this explanation for the adoption of municipal corporations by 278 Portuguese local governments. The results indicate that organizational size, financial independency and fiscal surplus, as well as ideological concerns and the activity of local interest groups, drive choices of local governance structures.  相似文献

Abstract

During the last few years, the local government sector in European countries has undergone a number of important changes. Among the various reform initiatives has been the externalization of public services, such as corporatization, contracting-out, public–private partnerships and privatization. The key goal of this article is to describe and explain the evolution of local public services provision in the two selected countries, with a particular focus on ‘corporatization’. The article seeks to draw a picture of the actual municipal landscape with the administrative core and its various corporations. Furthermore, it will discuss the reasons for corporatization trends and their impact on the corporate governance structures of municipalities in Germany and Italy.  相似文献

ABSTRACT

A structural interpretation of institutionalism has become dominant in public management research. Yet, studies tend to assume an institutional-level phenomenon without specifying how an organizational field was identified or whether structural characteristics can indeed be found in the organizational population studied. This lacuna is illustrated by exploring the structural interpretation of the field construct in the case of the recent overhaul of English primary care. Findings demonstrate the need for a more robust application of institutionalism in empirical research. Possible research problems for public management and a future research agenda based on a more relational approach to fields are discussed.  相似文献

Government sponsorship of entrepreneurship has become a popular policy tool in the last 15 years. Despite this popularity, past academic studies have largely focused on firm-level survival rates and treated the effects of government sponsorship in isolation, which fails to capture the full effect of the sponsorship. That is, the objectives of the public sector include enhancing the macro-level entrepreneurial environment of the region as well as the success of individual firms. We expand research in this area through a case study in St. Louis, Missouri. We focus on the Arch Grants, a public–private coalition that provides $50,000 to 20 winners through their annual competition. Based on interviews of 46 recipient firms and 15 support organizations, we first demonstrate how government sponsorship can create a cohort of entrepreneurs who are able to learn from each other about business strategy, local mentors and other resources. Second, we uncover the process through which sponsorship can facilitate coordination among local entrepreneurship support organizations. Thus, we conclude that the evaluation of government sponsorship should go beyond the traditional firm-level performance measurement and consider the integration and enhancement of the local entrepreneurship ecosystem.  相似文献
