The effects of e-government on citizens’ trust in government are unclear. This study intends to address this lack of clarity by proposing a novel conceptual framework that can be used to explicate the processes tying e-government use to trust in government. This framework is centred upon citizens’ propensity to trust, perceptions of public sector performance, and trust in government. Citizens’ use of e-government is then argued to strengthen relationships in this framework. The validity of this framework is tested using data collected in 2012 from citizens of Seoul, South Korea. In general, the results offer partial support for the proposed framework. However, the strength of e-government’s influence decreases with more frequent use of information coming from government websites. Implications for effective practice are discussed.  相似文献

Abstract

In public service provision, citizens are conventionally reactive, portrayed as ‘users’, ‘customers’, ‘co-producers’, or ‘participators.’ Occasionally, following dissatisfaction, citizens themselves proactively create alternative services, namely, entrepreneurial exit (EE). Laymen then become providers of previously governmental professional services. Drawing upon six EE manifestations, findings suggest that if the newly-introduced service gains social acceptance, existing provision may change in one of the three modes: (a) First-order incremental change, legitimization of EE as an alternative service provision; (b) Second-order participative change, increased public participation in service provision fostered by EE; and (c) Third-order reformative change, existing service provision is reformed to satisfy citizens’ demands.  相似文献

This paper studies the effects of internal and external environments on the strategic decision-making of diversification using the cross-sectional data of China's 1 033 non-financial listed companies in Shenzhen and Shanghai Exchange. Corporate external-environment is substituted by index of marketization and market concentrative rate, and internal-environment is substituted by governance framework and financial status. The multi-regression analysis shows that the strategic decision-making of diversification is prominently affected by external factors such as index of marketization and market concentrative rate, and is significantly negative related to the proportion of state-owned shares and corporate shares. There is no correlation between diversification and whether directors hold concurrently, or manager compensation, cash flow, and debt ratio.  相似文献

Consolidated Financial Statements (CFSs) in the public sector represent useful financial tools to improve transparency and accountability toward internal and external users. This aggregate view is only a part of the information needed in order to give politicians, managers, employees, financial institutions, rating agencies, and citizens a whole view of a local government's financial performance. It emerges the need to have segment information, covering specific policy areas for which it is appropriate to separately report financial and non-financial information. This paper, after having discussed the need for accountability and decision-making in a theoretical framework, gives account of a pilot project realized by the municipality of Reggio Emilia, which introduced CFSs and segment reporting. The empirical study is based on an action research as a methodological approach to solving practical problems. Finally, the paper also offers some practical suggestions to contribute to the applicability of the segment reporting in the public sector.  相似文献

The social media have been well recognized as important spaces for providing the people with government service and PR policy and they have been utilized by most of the government entities. Therefore, we try to identify whether the social media can be used as tools to enhance the reliability of the government. This study indicates Twitter is different from other conventional channels not only in the form but also in substance. Debates around urbanization, infrastructure disruption and the creative class rarely appear alongside each other in research on African cities. This article connects these different narratives, which are currently exerting their influence on the future direction of these cities. The economic value of the creative class is that their work centres on innovation—a quality seen as essential to ‘new-economy’ urban growth. Quality of place (that which makes ‘New York New York’) is said to attract the creative class to certain cities, as lifestyle amenities are valued as much as employment opportunities. Nairobi is an example of an African city currently attracting both Kenyan and expatriate creative class workers, particularly in the information and communication technology (ICT) sector. In this article we take Richard Florida's creative class theory as a departure point to offer insights into why this group chooses to live in Nairobi and to describe Nairobi's quality of place, with a particular focus on infrastructure disruption. The case study reveals that Nairobi's quality of place differs fundamentally from the normative attributes prescribed by creative class theory and, in some instances, it is considered to be highly frustrating and unattractive.  相似文献

This paper analyses the accounting, accountability and disciplinary practices triggered by the Ordinances of 1571 in the feudal State of Abruzzo, whose sovereign was Margaret of Austria, daughter of Emperor Charles V. In a scenario stimulated by the ascent of mercantilist discourse and police schemes, new ‘technologies of government’ were forged to optimize the State's collection of receipts and to minimize fraud, rendering public officers accountable and their activities visible and controllable ‘at a distance’. Using the ‘governmentality’ framework, this paper analyses the Ordinances that disciplined the activities of the primary finance/accounting and police officers in Abruzzo. The paper complements and extends the previous literature by illustrating the wide array of accounting- and non-accounting-based disciplinary techniques enforced by the sovereign in order to shape, align and even seduce the behaviour of officers/functionaries working in the State apparatus, and the general population. The analysis goes beyond the existing literature by unveiling the implementation of the hitherto undisclosed disciplinary double system of gratification–punishment advocated by Foucault, that also involved the population in the ‘State control of the mechanisms of discipline’. In a related vein, the accounting system applied displays representational, translational and distributive properties, along with novel incentive schemes.  相似文献

Self-organization is a concept that is often used to legitimize a government’s retreat from sectors in which it has traditionally played a vital role. In this article, we analyse how the emergence of new welfare services is mutually shaped by factors that stimulate self-organization among citizens and by meta-governing interventions by local governments. Self-organization seems to takes place in the shadow of a government hierarchy: either a fear-based one or a benevolent one. Boundary spanners play an important role in establishing these new arrangements, thereby making use of, and developing, trustworthy relationships between citizen groups and government.  相似文献

This paper re-examines the causal nexus of energy utilization and GDP per capita in the US. The novelty of the paper is to allow for asymmetry in causality by using a new test introduced by Hatemi-J (forthcoming). A bootstrap procedure is used with leveraged corrections that perform more accurately when the statistical assumptions for validity of asymptotic distributions are not fulfilled. This is especially the case for sample sizes as in the current paper. The estimation results reveal strongly that a negative energy consumption shock will cause a negative shock in the output per capita. That is, if the energy utilization per capita decreases then the output per capita will also decrease. Surprisingly, such a causal impact for positive shocks is not found. These empirical results might indicate that there is an optimal quantity of energy in the US that needs to be consumed as otherwise the economic growth will suffer. However, the consumption of energy beyond that optimal quantity will not necessarily result in an enhanced rate of economic growth.  相似文献

This study examines public sector change, motivation and person–organization (P–O) fit in a stress context. The results provide empirical evidence that change initiatives produce change-induced stressors. However, change processes, including participation in change decision-making and the provision of change information, increase public service motivation, reduce change-induced stressors and ultimately improve P–O fit and job satisfaction. The results also depict that, in the context of change, public service motivation positively influences job satisfaction, with this relationship partially mediated by P–O fit. Implications for New Public Management and the importance of change processes for reducing workplace stress are discussed.  相似文献

Recent evidence based on US data suggests that the quarter or month of birth (QOB or MOB) may be endogenous, since family characteristics can explain up to 50% of the effects of QOB on the education outcomes and earnings of adult males. In this study, based on a sample of one million Taiwanese siblings, we examine university admission at age 18 as our outcome variable and find that at school entry, the oldest (September born) children are 31–38% more likely to be admitted into university at age 18 than the youngest (August born) children, indicating strong seasonality in university admission. The inclusion of controls for family background is found to explain only a small portion of these effects, particularly for males. Given that such results are at odds with the recent US evidence, we revisit the US Census data and find that when racial differences are properly controlled for in the estimation, even a rich set of family characteristics is capable of explaining only a minor proportion of the QOB effects. Furthermore, using data from the US and Indonesia, we find that seasonal temperature variation is unlikely to be an important contributor to the US‐Taiwan disparity. Our findings imply that the validity of using QOB or MOB as an instrumental variable may be dependent on the population being studied and the sample selected.  相似文献

This paper discusses three issues, raised by Relevance Lost (Johnson & Kaplan, 1987), about historical evaluation of the development of management accounting. The first issue is when management accounting system was formed; the second is how to evaluate its development in subsequent decades; the third is how to evaluate the development of practice and research of management accounting in almost twenty years after Relevance Lost was published. The role of Relevance Lost in practice and theoretical research of management accounting is widely recognized, and the disagreement with it in this paper is in the specific area of the development history of management accounting. The authors of this paper believe that the development, through having its ups and downs over time, is generally speaking a continuous process, not separated by disconnected phases, leaping from one to another. Along with the progress in practice and research, researchers and practitioners are deepening their understanding about the theoretical foundation and practical development of management accounting. The history of development of management accounting is consistent with the process people gradually understand it.  相似文献

This paper analyses the role of senior civil servants who work directly with local public service partnerships in the UK. It finds that their activities are welcomed by local actors and can have a positive impact on partnership working. They add value by acting as coaches who bring new ideas and help to build trust among local agencies and as advocates through being an important channel of communication between partnerships and national government. However, they struggle to facilitate more joined up working among national government departments whose differentiated regulatory and funding procedures impede attempts to collaborate at a local level.  相似文献

Since being added as an amendment to the Social Security Act of 1975, the US child support enforcement (CSE) programme has provided services to both Temporary Assistance for Needy Families (TANF) and non-TANF families under the name of reducing expenditures on welfare programmes and securing children’s rights to be protected by their parents. The federal government mandates that states collect five performance measures in the CSE programme: (1) paternity establishment, (2) support order establishment, (3) current collection, (4) arrearage collection, and (5) cost-effectiveness. Implementing federal programmes does not give states full discretion, but there exists room for states to exercise discretion in developing their own strategies to effectively deliver services and improve performance. In this paper, using Miles and Snow’s strategic dimensions (1978) and Boyne and Walker’s later studies (2004), states’ strategic stances are categorized into Analyser, Prospector, and Defender, and the effects of states’ strategic stance and their internal implementation factors on the CSE performance are examined using models estimated with ordinary least square (OLS) regression and seemingly unrelated regression (SUR). The strategy classification is widely studied in private organizations, but it has relevance to current public organizations that seek to achieve improvement in performance. The results of the cross-sectional OLS and SUR models suggest that states having an Analyser stance have a positive relationship to two performance indicators (arrearage collection and Cost-Effectiveness) of the CSE programme, and states with Prospector and Defender stances are particularly significant in predicting high paternity establishment in the CSE programme, but no other performance indicator. Past performance is one of the strongest predictors of all five-performance indicators of the CSE programme. State internal implementation factors show mixed impacts in terms of significance and direction on the performance indicators of all the five models.  相似文献

This study investigates the impact of headquarters–subsidiary interdependencies on performance evaluation and reward systems in multinational enterprises. Headquarters–subsidiary interdependencies refer to the extent to which headquarters and subsidiaries depend on each other to accomplish their tasks. When headquarters–subsidiary interdependencies are present, it becomes more difficult to reward the performance of subsidiary managers because these interdependencies induce noise on subsidiary-level accounting performance measures, while at the same time high levels of goal alignment between headquarters and subsidiary managers are required. Based on survey data from 82 foreign subsidiaries operating in Belgium with headquarters in 14 different countries, our partial least squares path modelling results show that as headquarters–subsidiary interdependencies increase, headquarters use more participative performance evaluation and consider more the effects of uncontrollable factors on subsidiaries' performance when rewarding subsidiary managers. More importantly, while prior research suggests that interdependencies induce noise on unit-level accounting performance measures, our results indicate that participative performance evaluation may mitigate the noise so that headquarters still rely on subsidiary formula-based compensation using accounting measures to reward subsidiary managers.  相似文献

Abstract

I develop a model of competition between walkable shops, and other shops whose customers drive (car-oriented shops). Walkable shops operate in monopolistic competition within a local area, or neighbourhood. A small cost advantage for car-oriented shops can turn into a larger price advantage. High prices in walkable shops effect a regressive transfer from poorer to richer consumers, since the poorer are less likely to have cars. Internalizing environmental and social costs of urban automobile use could reduce prices and increase capacity utilization in walkable shops in more densely populated local areas. Many common combinations of planning and pricing tools fail to internalize important costs, and may actually subsidize driving to shop, but a combination of planning and the pricing (through taxation) of retail parking could effectively internalize the relevant costs.  相似文献
