Abstract

Research has not fully considered how public service motivation (PSM) and mission valence may work together to influence job satisfaction, extra-role behaviours, and turnover intentions. As a result, a causal model was developed and tested on local, state, and federal government employees in the United States. The results indicate that PSM had a direct effect on mission valence and extra-role behaviours. They also revealed that mission valence fully mediated the relationship between PSM and job satisfaction and partially mediated the relationship between PSM and extra-role behaviours. On the other hand, mission valence did not mediate the relationship between PSM and turnover intentions. These findings are thoroughly discussed in this article.  相似文献

ABSTRACT

Service orientation in the HRM system is a lever for public employees to serve the public even beyond their work roles. Our research seeks to understand how work engagement links service-oriented high-performance work systems (HPWSs) to public employees’ service-oriented behaviours. Employees and their managers from public legal service agencies in the Vietnamese context were recruited as participants in our research project. The research results demonstrated the role of employee work engagement in mediating the relationships between service-oriented HPWSs and service-oriented in-role performance as well as service-oriented organizational citizenship behaviour (OCB). The interactions were also found between service-oriented HPWSs and HRM system strength, as well as between service-oriented HPWSs and public service motivation in catalysing work engagement.  相似文献

Abstract

Integrating new employees so that they perform well, fit in well and are committed to the agency is a salient concern for public managers. Organizational socialization is the process by which new employees learn the knowledge, skills and values required to become organizational members. This article develops a model of organizational socialization grounded in newcomer social networks and set within a context of public service identity. Social network theory and methods offer a means for examining and interpreting patterns of interactions between newcomers and organizational members. This article concludes with propositions for future studies of organizational socialization and social networks.  相似文献

Abstract

This study examines the relations among various types of management control, intrinsic and extrinsic motivation, and performance in the public sector. We draw on motivation crowding theory and self-determination theory to argue that four different types of management control (i.e. personnel, cultural, action, and results control) are likely to have an influence on intrinsic motivation and/or extrinsic motivation. We test a structural equation model using survey data from 105 similar departments in the public sector. Our findings indicate that the use of personnel and cultural controls is positively associated with employees’ intrinsic motivation, and that the use of results controls is positively associated with employees’ extrinsic motivation. Moreover, both intrinsic motivation and extrinsic motivation are positively associated with performance. Taken together, these findings support the idea advocated by New Public Management proponents that results control can enhance employee motivation and performance in the public sector. However, the findings also highlight an essential nuance; in addition to results control, personnel and cultural controls are also important, as they enhance intrinsic motivation and performance. This implies that a sole focus on results control is too narrow and can lead to suboptimal levels of employee motivation and performance in the public sector.  相似文献

ABSTRACT

Although age and gender are among the most analysed determinants of public service motivation (PSM), their effects on PSM development remain unclear due to contradictory findings among studies. To address this issue, we carried out a meta-analysis of PSM-age and -gender correlations, synthesizing findings from 30 independent samples, with pooled sample sizes as large as = 86,958. Moreover, we considered the role of cultural context as a moderator of these relationships. Overall, we found that age and gender are indeed antecedents of PSM, but importantly, that these effects differ across cultural contexts. Implications for research and practice are discussed.  相似文献

Abstract

Contemporary public and nonprofit management research has disproportionally emphasized the importance of intrinsic motivation (especially service motivation) but has given comparatively little attention to non-intrinsic motivation. According to self-determination theory (SDT), non-intrinsic motivation moves from identified motivation, introjected motivation, external motivation, to amotivation, depending on their disparate levels of self-determination. The authors examine empirically whether public managers differ from nonprofit managers on these intrinsic and non-intrinsic motivational styles. The findings show that public managers exhibit stronger service motivation, identified motivation, external motivation, and amotivation when compared to their nonprofit peers. In addition, public managers' strong external motivation and amotivation compromise their overall level of self-determination, suggesting that they may be less motivated by their work requirements than are nonprofit counterparts.  相似文献

ABSTRACT

Prior research indicates that public service motivation (PSM) provides a motivational base for effective emotion regulation. This study extends this body of research by investigating how service workers in different gender groups regulate their emotions during service transactions. Analysis of survey data from public service workers in Thailand showed that ‘deep acting’ is the primary emotional labour strategy-linking PSM and customer service behaviour (CSB), whereas ‘surface acting’ does not play a mediating role. The results further revealed that PSM has a stronger association with male workers’ CSB only via deep acting. Theoretical and practical contributions are discussed.  相似文献

“Worthless,” “money burning,” or “black holes” is how media and professionals describe compliance practices today. Practitioners are unenthusiastic about control systems, codes of conducts, and systems for compliance management that are increasing in volume but not in effectiveness. In order to help practitioners clarify what actually makes employees comply with their compliance program, this study examines intrinsic and extrinsic motivators of 119 employees from procurement and sales. We contribute to the existing motivation literature, testing the self‐determination theory in low and high hierarchical levels. Our findings show that intrinsic motivators are more strongly and positively related to compliance intention on higher hierarchical levels than the lower ones. However, employees from higher hierarchies show overall less compliance intention than employees from lower hierarchies. © 2015 The Authors. Although public service organisations have increasingly relied on nonstandard employees, little research has investigated their work experiences and job attitudes. This paper examines the mechanism by which temporary agency workers' experience of relative deprivation affects their organisational attachment toward their client firm in the public sector. Based on data collected from temporary help agencies working with an international airport in Korea, we found that the perceived likelihood of standard employment mediated the negative relationship of relative deprivation to organisational attachment. Moreover, the indirect relationship of relative deprivation with organisational attachment via perceived likelihood of standard employment was strong and significant among those with high public service motivation but was not significant for those with low public service motivation. We discuss the implications of this study in building a better understanding of relative deprivation and nonstandard work arrangements in the public sector.  相似文献

This paper investigates extrinsic motivation as a determinant of knowledge exchange among employees in sales teams. Applying a social network approach, we study different forms of knowledge-exchange behaviors from the perspective of a focal employee and from the perspective of the dyad. From the focal employees' perspective, we disentangle knowledge seeking from knowledge providing, and argue that these two behaviors are affected differently by employees' extrinsic motivation. From the dyad perspective, we take similarity in motivation of tied-to employees and reciprocity of exchange ties into account. To test our hypotheses, we apply exponential random graph models to data gathered from 138 employees in five different sales teams distributed across three companies in Central Europe. The results of our analysis from the focal employees' perspective show that extrinsically motivated employees generally engage in less knowledge exchange. The dyad perspective further highlights that sales employees proceed purposefully when they exchange knowledge with coworkers. For instance, two employees' relative levels of extrinsic motivation determine their willingness to engage in reciprocal knowledge exchange. We discuss the implications of our findings for research on the microfoundations of organizational knowledge management and draw conclusions concerning HRM practices used to foster extrinsic motivation, thereby affecting knowledge exchange.  相似文献

Abstract

The aim of this article is to comprehend the motivation of citizens to co-produce. More specifically, it considers citizens’ motivations to engage in co-planning activities of health care services. The article brings together theoretical insights and empirical data. First, we integrate insights from different strands of literature. We combine literature on citizen participation, political efficacy, co-production, volunteerism, public service motivation, and customer engagement to offer a first understanding of citizens’ motivations to actively engage as co-producers of public services. Next, empirical data are derived from one specific case: citizens participating in client councils in health care organizations. Q-methodology, a method designed to systematically study persons’ viewpoints, is used to distinguish different perspectives citizen have on their engagement in co-production. Our analysis of citizens’ motivations to engage in client councils enables us to identify four types of citizen co-producers, which we label: the semi-professional, the socializer, the network professional, and the aware co-producer. Implications for future research studying citizens’ motivations in a broader range of co-production cases are discussed.  相似文献

The present study explores predictors of perceived competence mobilization, as well as their direct and indirect impact on turnover intentions. Findings from a survey of 840 employees of a public civil service organization support the predictions that perceived competence mobilization is positively related to intrinsic motivation, peer support and supervisor support, career system satisfaction, and pay system satisfaction. Moreover, findings indicate that there is a curvilinear relationship between self-efficiacy and perceived competence mobilization, and that medium levels of self-efficiacy are associated with higher levels of perceived competence mobilization compared to very low or very high levels of self-efficiacy. Furthermore, findings indicate that turnover intention is best predicted by intrinsic motivation followed by career system satisfaction, followed intrinsic motivation, and that perceived competence mobilization partly mediate the effects of some predictors.  相似文献

Proactive work behaviour may drive public employees to proactively improve public service quality. This research seeks an insight into the role of discretionary human resource (HR) practices in fostering proactive work behaviour among public employees through the mediation mechanism of affective commitment. The data for the research variables were harvested from public employees and their direct managers from local governments at the district level in Ho Chi Minh City of Vietnam. The research results shed light on the positive association between discretionary HR practices and public employees’ proactive work behaviour, which was mediated by affective commitment. The research results also supported the role of public service motivation (PSM) as an intensifier and abusive supervision as a negative moderator for the effect of discretionary HR practices on affective commitment and proactive work behaviour. Our research model integrates discretionary HRM and proactive work behaviour research streams into public management literature.  相似文献

Reform in public organizations is vital to the improvement of public services and public trust. The primary aim in this research is to investigate the role of ambidextrous leadership in catalysing organizational reform. The research further seeks an insight into moderating mechanisms for this effect. The research employed a two-wave research design to collect data from 531 employees and 186 department managers working in governmental agencies in Vietnam context. The results from the data analysis shed light on the effect of ambidextrous leadership on organizational reform as well as the mechanisms in which employees’ role breadth self-efficacy and public service motivation moderate such an effect.  相似文献

As Japan enters the new century, pending workforce shortages – a function of low birth rates and an aging population – increase the need to address gender issues in organizations. Throughout the past four decades, the number of female workers in Japan has been growing, although full-time female participation in the Japanese workforce remains below the levels of some other industrialized nations. Despite the growing importance that the Japanese female labor force is expected to play, relatively little is known about women's attitudes toward work motivation in Japan. Using a two-factor, Herzberg intrinsic/extrinsic approach to motivation, we examine the applicability of such a model in Japan, and compare the attitudes of female and male workers, as well as management and non-management. Our findings include: (1) support for the applicability of a Herzberg, two-factor model in Japan; (2) Japanese men in the workforce tending to value intrinsic motivators more than extrinsic factors; (3) female workers in Japan rating extrinsic factors higher than their male counterparts; and (4) managers' opinions of what motivates employees not constituting a refined match to those of female employees, especially with respect to extrinsic motivation. In multi-gender Japanese organizations, management will potentially benefit from a better understanding and functional integration of important gender nuances into their motivation strategies.  相似文献

Building on research about the nature of public service motivation (PSM) and its application outside the public sector, the authors provide a qualitative-based examination of PSM’s relevance to voluntary sector employees. In doing so, they explore how far their motivations extend beyond those encompassed within current conceptualizations of PSM and whether PSM research can be enriched through the adoption of qualitative methodologies. The findings suggest that PSM accounts for some, but not all, of the motives of voluntary sector employees and indicate that public sector managers involved in outsourcing public services need to be sensitive to their distinctive features.  相似文献

Abstract

The pursuit of both job security and high pay as main reasons for job selection, according to self-determination theory (SDT), implies that people are controlled by external conditions (i.e. external regulation) and thus unlikely to be driven by altruistic values. Conceptually, however, pursuing high pay and pursuing job security seemingly carry disparate connotations. While the former signifies the love of money, which is thought to be incompatible with public service motivation (PSM), the latter accompanies motivation crowding-in, which may correlate positively with PSM. We tested this proposition by using the data collected from 514 municipal middle managers in Taiwan, and it received strong support. Results further show that pay satisfaction moderates the negative relationship between pursuing high pay and PSM. In the conclusion, we discuss how these findings shed light on contemporary administrative reform.  相似文献

Abstract

This article examines women's positions at senior management levels of South Africa's civil service given its affirmative action policy that attempts to tackle women's historical marginalization in public sector organizations. It examines ‘women's empowerment', gender and race inside the public service within the context of South Africa's historical inequities within the civil service, and the post-apartheid government's attempts to correct these. It concludes that women's positions inside the civil service have improved gradually since the demise of apartheid, an initial step towards substantive equality with their male counterparts, but recognizes that much still needs to be done if women are to be represented proportionately in senior civil service positions. It argues that this might help to improve the implementation of gender sensitive programs at various policy levels. Information for this article was gathered from various sources including interviews with civil servants in selected national and provincial departments.  相似文献
