政府采购与产业发展之间的关系一直是理论界研究的重点。但是对于政府采购与产业发展之间的关系仍存有大量的疑问。目前,我国正在就加入GPA进行谈判。加入GPA意味着我国政府采购市场的开放,这对我国产业发展来说既是机遇也是问题。文章梳理了政府采购与产业发展的关系,力求从根本上明确政府采购产业政策功能,从而更有利于我国加入GPA后对本国产业的保护。  相似文献

This study empirically examines the implementation of environmental policies and how government engagement impacts on a firm's environmental performance based on a sample of Chinese listed firms in the eight most polluting industries over a 10‐year period. The findings of the study demonstrate that government engagement, measured as ownership structure, is positively correlated with environmental performance, measured by environmental capital expenditure, for state‐owned firms, but no significant relation is found for non‐state‐owned firms. In addition, non‐state‐owned firms are more likely to perform better in terms of environmental investment after the 2006 enactment of a new policy explicitly linking environmental issues with political incentives to regional governments. This study also reports that corporate environmental performance impairs firm value for state‐owned firms but has no impact on firm value for non‐state‐owned firms, suggesting that investors negatively respond to environmental investments made by state‐owned firms as a result of government engagement/political pressure. The paper considers the way in which the system of local government finance in China affects the design of local industrial policy. It starts by using recently collected data from selected cities to demonstrate the importance of indirect taxes for financing local services. It then presents a theoretical model which shows how the financing system can lead local governments to distort local industrial structure. Finally, it uses this model to consider whether the 1994 tax reforms can be expected to reduce these distortions. Governments in many jurisdictions have called for an increase in ‘evidence-based’ policy-making. However, the international evidence-based policy movement has so far shown little progress in transforming the way that public policy is formulated and implemented. Much research on evidence-based policy has focused on political interference and contextual frames of reference as barriers to the uptake of research evidence. With the support of data from a survey of over 2,000 Australian public servants, we argue that individual and organizational deficits can leave the public service structurally unprepared for an engagement with diverse forms of evidence, including academic research in particular.  相似文献

本文分析了企业盈利预测行为与政府监管之间的关系。研究结果发现,基于对股票发行价格的控制,政府监管措施介入到股票发行企业的盈利预测中,诱致企业产生机会主义行为,并影响到盈利预测信息披露的质量。当股票发行价格不再与盈利预测挂钩时,由于政府监管措施中隐含的惩罚后果,导致本属于市场行为的盈利预测信息披露走向消亡。因此,政府不应该过多干预微观经济的管制,而应将目标定位于为企业、投资者营造一个良好的经营和投资环境。  相似文献

In order to determine the range of Australian perceptions on new venture creation at the end of the decade of the 1980s, and in particular attitudes towards government involvement in fostering entrepreneurship, a major quantitative study was conducted. The survey involved more than 1500 Australians in face-to-face interviews (300 in each mainland capital city) chosen on a random basis.

An analysis of the data provides an assessment of the Australian general public&s perceptions in three key areas: their understanding of the word ‘entrepreneur’ their rating of importance of new venture creation; their belief in government involvement in fostering new venture creation.

It is believed to be the first study attempting to quantify an entire nation&s perceptions in three areas vital to creators of national economic and industry policies.  相似文献

Multilevel structural equation modeling (multilevel SEM) has become an established method to analyze multilevel multivariate data. The first useful estimation method was the pseudobalanced method. This method is approximate because it assumes that all groups have the same size, and ignores unbalance when it exists. In addition, full information maximum likelihood (ML) estimation is now available, which is often combined with robust chi‐squares and standard errors to accommodate unmodeled heterogeneity (MLR). In addition, diagonally weighted least squares (DWLS) methods have become available as estimation methods. This article compares the pseudobalanced estimation method, ML(R), and two DWLS methods by simulating a multilevel factor model with unbalanced data. The simulations included different sample sizes at the individual and group levels and different intraclass correlation (ICC). The within‐group part of the model posed no problems. In the between part of the model, the different ICC sizes had no effect. There is a clear interaction effect between number of groups and estimation method. ML reaches unbiasedness fastest, then the two DWLS methods, then MLR, and then the pseudobalanced method (which needs more than 200 groups). We conclude that both ML(R) and DWLS are genuine improvements on the pseudobalanced approximation. With small sample sizes, the robust methods are not recommended.  相似文献

While a growing awareness of climate change has marked the institutional agenda at the national level in Colombia, the capital city of Bogotá has not undertaken actions to include adaptation to climate change within its policies so far. Conceptualizing the central role of city‐level institutions in the successful realization of adaptation policies is a straightforward matter. This is not the case for actions and conditions that may foster adaptation capacity according to varying institutional and social geographies. Using secondary data and a selection of interviews with key stakeholders occupying leading planning roles in important departments of the local administration, this article explores why and how a framework based on incentives and obstacles should be complemented by recent developments in the analysis of policy implementation based on the differentiation between political and programmatic success and failure on the basis of existing local policy styles.  相似文献

Abstract

This study analyzes the relationships between public administration satisfaction (PAS), political efficacy (PE), and active citizen involvement (ACI). The study group consists of 345 respondents residing in Taiwan. Respondents are interviewed by phone to obtain their perceptions regarding local municipality operations (i.e. professionalism and sympathy (PS), ambition to improve (AI), neutrality and morality (NM)), PAS, ACI, and PE). These relationships are verified by conducting path analysis. Results of this study demonstrate that AI and NM positively affect PAS, that PAS positively affects PE and ACI, and that PE plays a mediating role in the relationship between PAS and ACI.  相似文献

This article investigates the relationships among organizational culture (OC), knowledge acquisition (KA), organizational learning (OL), and organizational innovation (OI) in Taiwan's banking and insurance industries. We use the top 100 financial enterprises in Taiwan published by Common Wealth Magazine in 2005 as the population and 23 of them are chosen as the sample in this study. A total of 785 questionnaires were issued and 449 valid replies were received. The research results indicate that OL serves as a partial mediator between OC and OI. In addition, this article finds that OC affects OL and innovation through KA. Furthermore, OL has a full mediation effect on KA and OI.  相似文献

The objective of this paper was to investigate differences in male employee experiences in the light of employment equity law and a strong affirmative action drive within present-day South African organizations. This research is important as it can substantiate or invalidate perspectives and beliefs surrounding employment equity issues. A cross-sectional design was used which consisted of a stratified random sample from five corporate organizations (N = 1000). Latent variable modeling with Bayesian estimation was implemented. This paper also demonstrated the use of informative hypothesis testing and subsequent Bayes factors to directly compare the informative hypotheses, in order to show how much more likely one hypothesis is to be the correct hypothesis, compared to the other(s). The results revealed that non-designated (white male) employees experience more job insecurity than their designated (black male) counterparts, but this does not necessarily associate with more turnover intention. It was also found that when designated employees experience less career opportunities, they show more turnover intention. Furthermore, it was shown that designated employees perceive more discrimination, but that this does not associate with more turnover intention. The limitations and future research opportunities are discussed.  相似文献

This research details the mundane practices of policy mobility and entrepreneurial endeavour in Jiyuan in relation to the city's changing administrative position, and is one of the first attempts at understanding how entrepreneurial policies are mobilized, mutated and diffused in a small inland Chinese city. We interpret Jiyuan's evolving development strategies and trajectory through two interrelated conceptual lenses—policy mobility and urban entrepreneurialism—bridged by an analysis of the politics of scale. Over the past three decades, governance strategies in Jiyuan have evolved from policy imitation, during the germination of urban entrepreneurialism, to policy mutation and diffusion, under the amplification of entrepreneurialism, as the city has moved up the administrative levels and urban hierarchy. Policy mobility and urban entrepreneurialism in Jiyuan, involving a multi‐scalar process, are being shaped by the interactions between the city, the region, the central state and global capital under the confluence of globalization and marketization. The ‘successful’ story of a small entrepreneurial city tells a new tale that can inform wider contexts by painting a fuller portrait of the evolution of an entrepreneurial city across different scales and time and bringing cities hitherto ‘off the map’ back into the picture of urban entrepreneurialism against the backdrop of globalization.  相似文献

Although Nationalism, Ethnocentrism, and Individualism in Flanders have been the subject of several studies before, a longitudinal analysis has not been performed on all three concepts simultaneously nor have their relationships and the direction of their relationships been studied in continuous time. In this study we performed a continuous-time state-space analysis on panel data collected from 1274 subjects, in the years 1991, 1995 and 1999. The LISREL program is used for estimating the approximate discrete model (ADM), and for comparison, also the exact discrete model (EDM) is estimated by means of the Mx program. Details of continuous time modeling, especially the EDM and ADM, are dealt with. Individualism and Ethnocentrism turn out to be connected in a moderately strong feedback relationship with the effect from Individualism towards Ethnocentrism somewhat stronger than that in the opposite direction. Both Individualism and Ethnocentrism have small effects on Nationalism. The autoregression functions, cross-lagged effect functions, and mean predictions are shown.  相似文献

This paper is an outcome of the empirical research, funded by UNDP Philippines and National Economic Development Authority (NEDA), done to establish and implement a metric of corporate environmental indicators for SMEs in the Philippines. SMEs have always played a vital role in the creation of goods and services in the country. It is therefore imperative that SMEs adhere to safe environment practices so that the greening of industries in this region is consummate. In this research we have considered SMEs operating in the food and beverage, furniture, fashion accessories, hotel and restaurant, automotive parts and electroplating sectors. The metric adopted in this research follows the framework given by the Federal Environmental Ministry in Bonn and the Federal Environmental Agency in Berlin. The empirical approach develops an exploratory analysis and a structural equation model to bring out statistically significant linkages between five latent constructs: environment management indicators, environment performance indicators, environmental performance, business performance and competitiveness. The research hopes to urge SMEs to implement this metric with confidence given that this would not only enhance their environmental performance but also lead to superior business performance and enhanced competitiveness.
