城市公共服务设施空间分布分异调查——以广州市为例   总被引:1,自引:0,他引:1  
社会经济体制综合转型以来,市场机制逐步取代行政命令成为我国城市公共服务设施配置的主体方式,其空间分布形态也由空间均衡趋向社会分异。以广州市为例,基于3954份有效问卷和城市公共服务设施专项调查数据,对城市公共服务设施的空间分布进行了社会生态学分析。研究结果表明,广州城市公共服务设施空间分布的社会分异特征显著,中心城区116个街镇单元可以划分为6个类型,不同阶层社会群体居住单元的公共服务设施配套及可达性存在显著差异;受旧城区社会经济持续繁荣及历史沉积效应影响,社区地位与城市公共服务设施供给及可达性之间呈非完全一致性,体现出类似西方国家城市公共资源配置过程中的"城市生态法则"的作用特征。  相似文献

Fragmentation and the lack of appropriately coordinated government services are widely considered to be costly problems impeding effective and efficient government service provision. Moreover, there is a growing realization that many modern social issues have developed into meta-problems that cannot be resolved by the traditional single agency approach. Coordination of services through more cooperative and collaborative networks of relationships between government agencies has become a preferred strategy for many public administrators. This article gives an account of a public sector initiative aimed at enhancing service provision through the formation and management of interdepartmental networks of coordinative and cooperative action. It concludes that although networks are a useful mechanism of social coordination, their inherent benefits may be jeopardized when network management issues make them vulnerable to pressures from the centre.  相似文献

This ethnographic study of interpretations of stress among hospital social workers reveals concrete ways in which institutional systems take form in the mundane actions and interpretations of individuals embedded in these systems. It also reveals how organizational cultures reflect and reinforce institutional conditions that have been negotiated in the interactions of individuals. Here, the institutional systems of medicine and social work come together in the everyday work of the social workers and result in two patterns of cultural dominance. Within these distinct types of culture emerge two forms of stress experience, including a dominant form, consistent with medical ideology, and a marginalized form, consistent with social work ideology. Some surprising patterns of interpretation emerge, including interpretations of ambiguity and burnout as normal, social, and desirable when the social work ideology is dominant. This institutional analysis of stress has theoretical, practical, and epistemological implications.  相似文献

Abstract

In public service provision, citizens are conventionally reactive, portrayed as ‘users’, ‘customers’, ‘co-producers’, or ‘participators.’ Occasionally, following dissatisfaction, citizens themselves proactively create alternative services, namely, entrepreneurial exit (EE). Laymen then become providers of previously governmental professional services. Drawing upon six EE manifestations, findings suggest that if the newly-introduced service gains social acceptance, existing provision may change in one of the three modes: (a) First-order incremental change, legitimization of EE as an alternative service provision; (b) Second-order participative change, increased public participation in service provision fostered by EE; and (c) Third-order reformative change, existing service provision is reformed to satisfy citizens’ demands.  相似文献

This is a worrying development. We empirically test a theory specifying distinct ideal interaction patterns for four business-to-business service types, which differ with regard to how they are used by the buying company. The ideal interaction patterns are conceptualised as configurations of five different interaction dimensions: the key objectives in the interaction, the critical capabilities on either side of the relationship, the type of functional involvement from the buying firm and the key issues in the buyer–seller dialogue. Using a combination of quantitative and qualitative data from 23 cases of service exchange at six buying organisations we test whether similarity between the ideal interaction pattern and an actual, observed interaction pattern is a continuous necessary condition for successful ongoing service exchange. The findings suggest for each of the four service types that, in order for a service exchange to be successful, buying companies should design their interactions with their service providers to closely resemble the specified ideal pattern for that specific service type. Besides contributing to the knowledge on how to effectively structure buyer–supplier interactions across the heterogeneous spectrum of services bought, a methodological contribution is made by showing how case research can be used for theory-testing purposes. As this study is the first real test of the typology, further replications with new data, preferably obtained from both sides of the buyer–supplier dyad, are necessary.  相似文献

A large body of research shows that the migration of managers from one professional service firm to another weakens the old employer’s relationship with its clients, because migrating managers remove their relationship-specific knowledge and expertise – i.e., human and social capital – from their old employers, redeploying it to their new employers. This study extends this research by introducing a bi-directional perspective of social capital in which both firms and managers may exploit these relationship-specific resources. We use theory on social capital to build arguments about how one form of manager mobility, manager migration between two service providers in a single market, can both lead and lag the movement of client ties between those providers, and signaling theory to hypothesize the conditions under which this is likely to occur. Analyses using longitudinal data on New York City advertising agencies generally support our arguments. Our findings contribute to theory and research on manager migration, social capital, and signaling, and raise new questions for how the portability of relationship-specific social capital shapes markets.  相似文献

Due to the current shift towards solution provision in many industrial markets, buyers are under increasing pressure to develop sourcing strategies to procure custom solutions for their firm in order to achieve competitive advantage. The question arises as to how buyers can ensure they get the best solutions from their suppliers and whether social capital can be applied to improve solution provision processes and value creation. Existing empirical research, however, has paid only little attention to the antecedents of suppliers’ solution provision performance, i.e., their capability to diagnose buyer needs and to design and implement solutions to meet them. We tested how social capital dimensions (relational, cognitive, and structural) relate to solution provision. The study uses empirical data obtained from a survey of 475 suppliers representing both manufacturing and service industries. Partial least squares (PLS) structural equation modeling (SEM) and polynomial regression were used to analyze the data. The results demonstrate that the availability of social capital in a buyer-supplier relationship is a relevant antecedent to successful solution provision activities. However, the different dimensions of social capital are found to compensate for each other to some extent. Our study further demonstrates that solution provision is not a monolithic activity but can better be understood as a multi-phase process (diagnosis, solution design, and implementation). Different aspects of social capital may have a different impact depending on the phase of solution provision. The successful diagnosis of buyer needs mediates the effect of social capital on solution design and implementation. It is also found that production characteristics of a buyer and the type of a supplier solution affect the role of social capital in solution provision process.  相似文献

The relationship between human needs and human services can be quantified in terms of service standards and service units. A service standard is defined as the adopted norm for the minimum number of service units per person. The relationship between need, service (or care) and service standard is similar to the relationship between demand, supply and price in economics. Of particular interest in planning is the case where service units are given in terms of service providers per person. In a population where each person is considered to be a receiver of n categories of service and a provider of one category of service, the relationship between needs and services can further be presented in a service standard matrix. Examination of such a matrix shows that it fulfills a function analogous to the input-output matrix in economics. The principal eigen-vector of the ser-vice standard matrix expresses ratios of activity levels for a human service system in an equilibrium. Another, related equilibrium is identified for a human service system in which there are providers as well as nonproviders. Application of the two equilibria identifies optimum planning conditions for the provision of human services when service standards and population are known.  相似文献

Faced with declining civic trust on the one hand and increasing fiscal stringency on the other, many governments have issued policies to encourage volunteering, or to mandate departments and agencies to recruit and involve volunteers in their work. Little research has been undertaken to follow up on these initiatives. This article reports the results of a study comparing two health and social service trusts in Northern lreland with respect to their response to governmental policies to incorporate volunteers into the provision of health and social service care. The study examines the priority accorded by the trusts to the implementation of these policies; the support they give to volunteer administration and management and the missing links in this process.

A central theme of the study is the role played by the volunteer co-ordinator in promoting and sustaining a volunteer programme in the trust. The article first examines the policy context for volunteering in Northern lreland and indicates how policy was implemented in the health and social service trusts. The article then turns to the research design and methodology used in the study. Following a presentation of the findings, the article concludes with a discussion of the findings and their Implications for research and practice in the implementation of statutory volunteer policy.  相似文献

Buying services in a triad constellation is associated with challenges related to quality control, performance monitoring, and a deteriorating information position for the buyer. There is growing attention for service triads in Supply Chain Management (SCM) literature. However, these studies are mainly theoretical. The studies suggest to manage the identified challenges by monitoring supplier performance, maintaining a strong position in the service triad, developing collaborative trusting relationships, using outcome-based contracts, and aligning incentives between buyer and suppliers. Empirical studies on service triads and management mechanisms are rare, especially in a public procurement context. We study the application of management mechanisms in a public procurement context where 393 Dutch municipalities each had to contract social care service providers at the same time. This context allows us to study which of the management mechanisms proposed in literature are actually employed in a public procurement context, and whether other mechanisms are applied that are not addressed in the literature. We find municipalities deviate from traditional bureaucratic procurement procedures and apply a relational approach to the procurement procedure, including establishing social contracts, to cope with buyer challenges in service triads. Furthermore we identify municipalities apply ex post competition to drive up service quality through tendering framework agreements and allowing clients to choose their care provider of choice. This mechanism of ex post competition through the use of framework agreements has not been suggested in service triad literature before, and may be an effective mechanism in other service triads to address service quality and customer needs fulfilment issues.  相似文献

ABSTRACT Over the past two decades the National Health Hospital Service has been subjected to considerable changes in is organization. ‘New’ public sector management (NPM) has been given the task of changing hospital culture and making service provision more efficient. Nurses, as the largest occupational group within the National Health Service (NHS), have attracted considerable management attention and there are two distinct accounts concerning how NPM has supposedly gained control of the nursing labour process. Firstly, it is proposed that the physical division of labour of health care professionals is now firmly in the hands of hospital management through the use of Tayloristic techniques. Secondly, alternative accounts suggest that public sector organization cultures have been successfully orientated toward a customer service ethos, and that the convincing discourse of ‘quality’ is achieving some success as a normative control device. This paper investigates the responses of nurses to NPM, whichever form this may take, and presents data collected as part of a longitudinal study carried out in an NHS Trust hospital. It charts the changes which have occurred in the nursing labour process over a six year period, but especially draws upon more recent data to show how nurses, over a period of time, develop their own ways of reinterpreting management's desires. It argues that management is more likely to continue to rely on nurses’ traditional autonomy in the delivery of health care in recognition that nurses may resist some but accommodate many of the demands made of them.  相似文献

Since the 1970s, neoliberalism has evolved from ideology to political agenda, from political program to public policy, and from public policy to a system that replaces democratic control over economic policy with a system of elite economic management. This process of change has been possible due to the endorsement of a meta‐political theory that destroys democracy and legitimizes technocratic despotism, financial deregulation, the debasement of labor into a new proletariat, and the purging of constitutional politics. In this article, we analyze this profound transformation of social and legal relations in the “euro system” and, specifically, in the regressive policies that have emerged from the “crisis” in Spain, a peripheral country of the European Union. The problems in contemporary Europe are a direct consequence of the neoliberal version of European economic unity. Their solution will depend on the capacity of the member states to create a social Europe that strengthens institutional democracy and develops universal systems of social protection. This, in turn, will depend on the ability of citizens to remodel state institutions in accordance with new social goals that place life at the center.  相似文献

Public provision of health and education in developing countries is often insufficient and inefficient. There is thus a call for a greater involvement of private providers to supply affordable and high-quality services to the population. In particular, it is often suggested that not-for-profit institutions should play a larger role, given their social mission. But do not-for-profits really behave differently from for-profit institutions? The literature does not provide a clear answer to this question. The present contribution offers evidence based on a simple theoretical model and price data from health care providers in Uganda with different governance structures. Using differences in market structure as source of variation, we find that not-for-profits indeed behave differently from for-profit institutions, with a pricing behavior that is consistent with an emphasis on health impact and not just profit maximization. Our results thus provide an argument for a policy trying to attract not-for-profit health clinics to fill the gap of an inefficient public health provision.  相似文献

We compare how Finland and the Netherlands organize home care services, both in legislation and in procurement practices, from a service triad risk perspective. We find Finnish public bodies rely to a great extent on inhouse provision and hybrid outsourcing. Dutch public bodies rely completely on outsourcing, using framework agreements with many care providers in parallel. Incentives used in contracts affect financial and service quality risks assumed by buyers, suppliers, and end-customers in the triad. This research improves our understanding of risk allocation among the actors in the service triad based on buyer decisions on outsourcing and supply market conditions. The risk profiles for all three actors in the home care service triad are affected by the manner in which public bodies outsource home care services: the purchasing practices. The delivery method (whether public and private or all private) and the number of providers impact the information position of the municipality versus the care provider in the triad.  相似文献

In this article, we discuss how the human resource development (HRD) function can support corporate sustainability strategy by designing and implementing leadership development programs incorporating international service learning assignments. We describe “Project Ulysses,” an integrated service learning program that involves sending participants in teams to developing countries to work in cross‐sector partnerships with nongovernmental organizations (NGOs) and social entrepreneurs, supporting them in their fight against pressing global problems. We present the findings of a narrative analysis of learning stories produced by Ulysses participants. Understanding how participants make sense of, and learn from, their experiences abroad provides us with insights into how service learning programs can help managers to develop the knowledge, skills, and mind‐set that will enable them to successfully support a company's global sustainability and corporate social responsibility (CSR) efforts. We conclude by discussing the implications for leadership development, specifically how organizations can incorporate a responsibility and sustainability focus in their management development programs.  相似文献
