International assignees face cultural adjustment challenges in their host countries in work and nonwork situations. At the same time, social capital theory suggests that individuals can access and mobilize resources from their social networks. We explore the use of social networks by international assignees from a non-governmental organization in their cross-cultural adjustment to the host country. Specifically, we are interested in the individuals who directly provided support to the expatriate, a network that we term the ‘current assignment support network’. We focus on the size, type and frequency of contact of the international assignee's support network, and investigate to what extent these variables can predict overall cultural adjustment to the host country, or separate dimensions of cultural adjustment such as interaction adjustment, general adjustment and work adjustment. Our findings indicate that certain characteristics of the international assignee's current assignment support network do impact their cultural adjustment to the host country, but that the effects are moderated by whether the assignee has prior international experience. 相似文献

Nongovernmental organizations (NGOs) have varied success in meeting the challenges of disasters in Antigua, Guatemala. This research uses the TO–FOR–WITH model based on nine criteria that separate surviving NGOs from transient NGOs. Two Guatemalan NGOs, Corazon de los Nino and Sonidos para la Vida, are used to validate the model. The two NGOs differ on three of the nine criteria in the TO–FOR–WITH model. Corazon meets all nine criteria and is considered a WITH organization using local sources for employment, supplies, and logistics. Sonidos is a FOR organization because it falls short in the three categories of bilateral communication, residual intelligence, and post hoc deployment. The criteria were found to distinguish the two NGOs in meaningful ways. However, two cases are not sufficient for theory building. We distinguish between factor chains and material supply chains, a distinction that is especially salient for humanitarian services, which are the primary offerings of many NGOs. No prior studies have tested this recent model and no previous studies have addressed the distinction between material supply chains and factor chains. Additional research is needed including expanding to other NGOs, other countries, and other settings. 相似文献

Amidst state-level budgetary pressures and growing elderly populations, many US states have adopted managed care for home-based services funded through the Medicaid program. New York State’s managed care mandate is part of a Medicaid ‘Redesign’ targeting health outcomes, cost control, and administrative efficiency, reflecting features emphasized by both governance and New Public Management frameworks, but neither adequately captures this case. Incorporating a Polanyian perspective can elucidate this market expansion and related reactions and re-regulation. Drawing from interviews with staff of service-providing agencies, this case study reveals outcomes contrary to goals: administrative complexity, containment of care, and unexpected costs. 相似文献

This study examined how and why performance management works to achieve accountability and improvement among voluntary organizations, through the use of performance information. Applying realist evaluation methodology, initial programme theories of performance management were developed and tested against empirical data gathered from six case studies in the voluntary sector in Singapore. Considerable variation in implementation undermined the success of performance management, leading to the use of performance information primarily for reporting purposes rather than for learning and improvement. Findings highlight the need for greater attention to the contexts necessary to optimize the effective implementation of performance management. 相似文献

Abstract The article analyses the reform of water and sanitation services in Italy, which was introduced in 1994 and is still not fully implemented in many important respects. The introduction of a purchaser–provider split as envisaged in the national reform has had to come to terms with local power relationships and industrial and managerial status quo. In particular, network structures, leadership, and stakeholders' trade off along the top–down process from the policy design to final impacts prove to be relevant not only in reducing, but also in radically redefining objectives and outcomes of the policy. Thus, the concepts of governance and regulation at the local level are critically assessed in view of their dependence on the interplay of actors in local arenas, where power remains a prominent factor in determining processes and outcomes. 相似文献

Drawing on the literature on framing, we explore the emotional framing differences in radical and reformative NGOs over time. We analyse the sentiment of a sample of 5880 press releases issued by five NGOs positioned differently on the reformative-radical spectrum and examine how they address large companies. Our findings reveal an increasing polarisation of sentiment in these NGOs' framing, with individual NGOs gravitating towards ideal-type radical or reformative positions, respectively. In alignment with the differences in their framing, we observe differences in their approaches to cross-sector partnerships. Policymakers need to note the implications of the observed polarisation for the effectiveness and credibility of cross-sector partnerships and multi-stakeholder initiatives more generally, given the risk of co-optation (for reformative NGOs) as well as the risk of foregoing significant funding and governance opportunities (for radical NGOs). 相似文献

This paper explores the character of two assistant roles drawn from different parts of the public services, the teaching assistant from education and the social work assistant from social care. Noting that these roles have assumed increasing importance as part of New Labour's modernization project, it suggests that they have nonetheless been neglected by policymakers and various research communities, particularly relative to professional roles. Using interview and survey data from eight case studies, the paper assesses the contribution made by these roles to the programme of public service reform in relieving burdens on professionals, contributing to the standards agenda and addressing difficulties in recruiting professionals. While the findings confirm the contribution made by both types of assistant, they also highlight differences in the balance of contribution, encouraging a focus on sub-sector institutions in explaining the development of occupational roles. 相似文献

The rapidly changing external environment is having major implications for the role of NGOs, their sources of funding, the nature of their relationships and their activities Globalization, the Increasingly multinational nature of business and electronic communication, has caused a parallel reduction in the powers of the nation state to affect development and a rise in the powers of the business community NGOs need to engage with the private sector in new ways. INTRAC's own ongoing monitoring of the NGO sector suggests that an analysis of these issues would be of great value to NGOs and the private sector as they grapple with possible new modes of engagement in their quest to have a positive impact on justice, peace and poverty alleviation. Relations have moved beyond the purely philanthropic, with corporations giving money to good causes, and the highly antagonistic, with organizations protesting a company's operations, to a situation where the two sectors often work in partnership to address core business issues such as environmental management, product development and ethical sourcing.There has been an explosion in these forms of partnership between business and NGOs. This raises many issues for strategies and tactics to be followed by NGO management. As such this research is of key strategic importance to NGOs and the private sector. 相似文献

AbstractThis article suggests a framework to study service delivery networks that draws on the theories of collaboration, co-production, and networks combined. We introduce four dimensions of co-production under ‘coproduction-oriented collaborations’. This framework allows us to ‘zoom in and zoom out’ when we study networks. Using the case method approach, the framework is applied to analyse four networks in Singapore. Findings suggest that network process, network structure, and characteristics of actors are crucial to a network’s performance and coproduction’s effectiveness. This article also offers implications for practice that in certain contexts the usage of these concepts is for managerial effectiveness and not for enhancing democratic values. 相似文献

The aim of this article is to question the idea that all professional service organizations are undergoing a process of inter-archetype transformation. This idea, originating in organizational archetype theory, is now being used to interpret contemporary processes of change in British and other public sector services. Drawing on an example of management UK restructuring in social services during the 1990s – that of local authority social services in the UK – two main problems with this thesis are identified. First, this service demonstrates that ‘radical’ change has not occurred and that older professional values and working practices persist. Second, it reveals how, in at least one part of the public sector in the UK, management reforms have been partly undermined by a specific constellation of institutions and practices. These observations call for questioning the proposition that inter-archetype change is what has occurred and that current reforms will inevitably have this sort of transformational effect. 相似文献
