The purpose of this article is to assess the implications of the Economic and Monetary Union (EMU) accession of eight Central and Eastern European Countries (CEECs) on their share of EMU-12 imports. Overcoming biases related to endogeneity, omitted variables and sample selection, our results indicate that the common currency has boosted intra-EMU imports by 7%. Under the assumption that the same relationship between the explanatory variables and imports will hold for EMU-CEEC trade, we intend to predict the future impact of the Euro. Our findings suggest that except for the least integrated countries, Poland, Latvia and Lithuania, all CEECs can expect increases in the EMU-12 import share.

Changes in trade policy affect a nation’s economic welfare through terms-of-trade and volume-of-trade effects. A move to global free trade would imply higher world economic welfare equal to the sum of all nations’ volume-of-trade, or efficiency, effects. Since the sum of the terms-of-trade effects across all nations is zero, terms-of-trade effects are contentious. Konishi, Kowalczyk and Sjöström (2003) have shown that if customs unions do not affect trade with non-member countries, immediate global free could be achieved if free trade were proposed together with international sidepayments equal to the terms of trade effects. How large would these terms of trade effects, and hence transfers, be? This paper presents estimates from a simple computable general equilibrium model of a world economy of perfect competition. We show that, in some cases, terms-of-trade effects are small compared to efficiency gains, and transfers are not necessary for free trade. In other cases, terms-of-trade gains may account for more than 50% of a country’s gains from free trade and transfers could be large.  相似文献

Nickell et al. (Econ J 115(500):1–27, 2005) argue that unemployment rates cointegrate with labour market institutions in a panel of OECD countries. This paper replicates their Maddala–Wu panel cointegration test and shows that this test is only valid when (i) the number of countries tends to infinity and (ii) the underlying country-specific cointegration tests are independent. Their finding of cointegration does not survive when small sample properties and heterogeneous cross-sectional dependencies are taken into account. We examine the heterogeneous productivity impacts of hiring top workers on small and medium-sized enterprises, exploiting matched employer–employee panel data and employing within-firm as well as matching and difference-in-difference estimators. The results provide robust evidence that the productivity impact is stronger for firms with higher absorptive capacity. Technological laggards within an industry benefit more strongly from hiring top workers if their workforce is more well-educated.  相似文献

This study analyses the impact of corruption on government effectiveness for a sample of 130 countries. The findings suggest that less-corrupt countries have better quality of public service, better quality in the formulation and adoption of policies and greater credibility and government's commitment to such policies. The findings also suggest that the effect of corruption on government effectiveness is higher in developed countries. Moreover, the estimates also reveal that countries with the most indebted governments and with higher inflation rates have less-efficient governments, and an increase in rule of law represents a good strategy to improve government effectiveness. In turn, regarding developing countries, the findings show that countries with more democratic regimes have a higher degree of government effectiveness.  相似文献

Abstract Universality is a hallmark of Canadian social policy for very young children. The evidence base for these policies is small, non‐experimental, and offers mixed results. In contrast, the evidence base for targeted early childhood interventions is largely experimental and offers strong guidance. Policy makers and advocates often cite the research on targeted programs in support of universal programs, although this is problematic for a number of reasons. Universal programs require a better understanding of the developmental trajectories of more advantaged children. Evidence from the NLSCY suggests there are some potentially important differences in the association of early and later childhood developmental outcomes by family economic resources.  相似文献

Sustainability concepts that rest on the idea of resource- or energy-efficiency improvements due to technological progress tend to overestimate the potential saving effects because they frequently ignore the behavioral responses evoked by technological improvements. Efficiency improvements also affect the demand for resources and energy, and often an increase in efficiency by 1% will cause a reduction in resource use that is far below 1% or, sometimes, it can even cause an increase in resource use. This phenomenon is commonly labeled the rebound effect, which is well-known among energy economists, but never attracted much attention in ecological economics. The paper starts with the traditional neoclassical analysis of the rebound effect in a partial equilibrium framework that concentrates on the demand of one particular energy service such as mobility or room temperature. It also provides an overview of some of the main empirical studies based on this model that mostly confirm the existence of the rebound effect, but are controversial about its actual importance. However, we have to go beyond the neoclassical single-service model in order to take care of the variety of possible feedback affecting energy use. The paper presents two important expansions of the single-service model in order to show the potential relevance of the rebound effect to ecological economics. First, it is shown that in a multi-services model it proves to be difficult to make general statements about the relevance of the rebound effect. In this case, the overall effect of an increase in energy efficiency on total energy use depends on the on the assumptions about the substitutability between the services considered and the direction of the income effect. Second, the paper also tries to take care of the fact that changes in resource use or energy use are frequently just ‘side-effects’ of other forms of technological progress. Especially technological change of a time-saving nature can have a large influence on energy use as many time-saving devices (for example, faster modes of transport) require an increase in energy consumption that is frequently reinforced by a ‘rebound effect with respect to time’. This effect will be especially strong when wages are high and, at the same time, energy prices are low, as is currently the case in most industrialized countries. Consequently, the paper also provides a strong argument for the introduction of energy taxes.  相似文献
