Although climate change may severely impact agriculture, farmers can mitigate it by adapting. Using US data, we estimate the amount of potential loss in agricultural profits, due to climate change, that can be reduced by agricultural adaptation. We consider two panel frameworks that differ only in their fixed effects specifications, where this difference allows us to estimate the climate change impact on agricultural profits with or without adaptation. Comparing these estimates, we find that adaptation has the potential to offset about two‐thirds of the end‐of‐century loss in agricultural profits potentially resulting from climate change. We also find that the warmest region in the US (i.e. in the south) has the most to gain from adaptation. 相似文献

In assessing the risks associated with climate change, ‘tail risks’ (low‐probability extreme events) often play a much larger role than their probability alone might indicate. There are three main reasons for this: the linear relationship between sensitivity and warming; the convexity of the damage function; and the concavity of the utility function. Ignoring the upper tail of the distribution of possible outcomes will result in serious underestimates of the social cost of carbon dioxide (CO2) emissions and of the socially optimal price for emissions. 相似文献

Under the banner of a \"New Green Revolution for Africa,\" agricultural intensification programs aim to make smallholder agriculture more productive as well as \"climate smart\". As with Green Revolutions in Asia and Mexico, agricultural innovations (hybrid seeds, agronomic engineering, market linkages,and increased use of fertilizer and pesticides) are promoted as essential catalysts of agriculture-led economic growth. Intensification programs are now frequently linked to Climate Smart Agriculture (CSA), which attempts to build resilience and reduce greenhouse gas emissions while increasing crop yields. This article considers who and what is resilient in Africa’s Green Revolution. We report on a multi-season study of smallholder food producers' experiences with Rwanda’s Crop Intensification Program (CIP) and related policies that aim to commercialize subsistence agriculture while implementing CSA. . We suggest that there are fundamental limits to the climate resilience afforded by CSA and development efforts rooted in Green Revolution thinking. Our findings illustrate that such efforts foreground technology and management adjustments in ways that have reduced smallholder resilience by inhibiting sovereignty over land use, decreasing livelihood flexibility, and constricting resource access. We put forth that rural development policies could better promote climate-resilient livelihoods through: 1) adaptive governance that enables smallholder land use decision-making; 2) support for smallholder food producers’ existing agro-ecological strategies of intensification; 3) participatory approaches to visualize and correct for inequalities in local processes of social-ecological resilence Such considerations are paramount for meeting the United Nations Sustainable Development Goals and building climate-resilient food systems. 相似文献

Coastal zones with their natural and societal sub-systems are exposed to rapid changes and pressures on resources. Scarcity of space and impacts of climate change are prominent drivers of land use and adaptation management today. Necessary modifications to present land use management strategies and schemes influence both the structures of coastal communities and the ecosystems involved. Approaches to identify the impacts and account for (i) the linkages between social preferences and needs and (ii) ecosystem services in coastal zones have been largely absent. The presented method focuses on improving the inclusion of ecosystem services in planning processes and clarifies the linkages with social impacts. In this study, fourteen stakeholders in decision-making on land use planning in the region of Krummhörn (northwestern Germany, southern North Sea coastal region) conducted a regional participative and informal process for local planning capable to adapt to climate driven changes. It is argued that scientific and practical implications of this integrated assessment focus on multi-functional options and contribute to more sustainable practices in future land use planning. The method operationalizes the ecosystem service approach and social impact analysis and demonstrates that social demands and provision of ecosystem services are inherently connected. 相似文献

In the context of climate change, adaptation to climatic extremes, such as drought, has attracted worldwide attention, yet many practical adaptation strategies need to be examined at the local level. Based on a case study of the village of Beidian, located in a drought-prone region in northern China, this study demonstrates that when faced with multiple pressures of regional climate change, drought risk and rural poverty, reasonable adjustments in land use patterns can serve as an effective adaptation strategy in the agricultural sector. We used household questionnaires, in-depth interviews with village managers, and land use surveys at the farming plot level to quantify the relationship between land use change and drought mitigation effects. Our findings indicate that in the past decade, the farming practices in Beidian have transformed from a complete reliance on the winter wheat–summer corn rotation to a new diversified mode of apple as the main crop and corn and coarse cereals as the subsidiary crops. The current farming mode is proven to possess a stronger adaptive capacity to drought due to its higher water-saving efficiency and economic benefit, which facilitates rural poverty reduction and socio-economic development. This study presents a feasible approach to address adaptation strategies at the local level, which provides policymakers with information on how to best support farm-level adaptation and to reduce farmers’ vulnerability to climatic extremes within the broader context of climate change. 相似文献

The Central American Dry Corridor (CADC) is a trans-border region characterized by climatic and ecological continuities. It is expected to experience rising aridity and severe hydro-climatic events due to climate change. Subsistence agriculture and other rural livelihoods to which land cover is central are widely practiced in this impoverished territory of approximately eleven million people.The CADC’s land cover was profiled to determine: a) how it differs from Non-CADC areas, and b) the role of land use in shaping these differences. Spatial autocorrelation analysis using satellite data showed that forest cover is a third less prevalent in the CADC than in the Non-CADC while the share of mosaic vegetation and mosaic cropland is nearly double. A naturally prevalent cover type in the CADC, tropical dry forest (TDF), has been largely eliminated.The significantly lesser proportion of forest and greater percentage of coverage consistent with agriculture and ranching implicate land use conversion, specifically deforestation for agricultural expansion and cattle ranching, in shaping CADC land coverage. The process began in the mid-1800s when small-scale agriculturalists migrated to the region followed by large-scale export crop and beef production, primarily for international markets. Deforestation peaked after WWII, concluding by the 1990s with the conversion of most woodlands. Similar patterns now threaten forests along the Caribbean coast.Traditional land use practices cannot sustain local communities or preserve the resource base, thereby contributing to rural outmigration. Adopting sustainable practices and promoting livelihoods strategies leading to forest regeneration will be fundamental for CC adaptation in the CADC. 相似文献

Climate change increases the vulnerability of agricultural sector due to the increasing threat from pest attacks. Mitigation of a threat that results from climate change requires adaptation strategies. This study investigates farmers’ willingness to participate in the process of climate change adaptation in Yogyakarta, Indonesia; particularly in facing the increasing risk of pest attacks. Using a logistic regression model, we tested the impacts of social capital on farmers’ willingness to participate. The results showed that 70% of farmers were willing to contribute financially to the adaptation process. This participation was positively correlated with high social capital, which consists of high level of trust, community engagement, and personal relations with people in other villages. This study contributes to the literature by highlighting the potential roles of social capital in the process of climate change adaptation in agricultural sector. 相似文献

Ecosystem-based adaptation (EbA) measures have been increasingly promoted in the literature, as well as in policies and practices, for their environmental and socio-economic co-benefits. The recent scientific literature has shown a growing interest to assess climate adaptation plans at the urban level, in recognition of the important role played by urban areas in addressing climate change challenges. However, little information is available on the combination of these two issues, i.e., the actual inclusion of EbA measures in climate adaptation plans at the urban level. This paper addresses this gap by developing a framework to analyze the treatment of EbA in urban level climate planning, and apply it to a sample of climate adaptation plans in Europe. The framework consists of a classification of EbA measures, and a scoring system to evaluate how well they are reflected in different components of the plans. The results suggest that there is in general good awareness in plans of EbA measures, and of their potential role in addressing climate change challenges. However, their treatment in climate adaptation plans at the urban level often lacks sufficient baseline information, as well as convincing implementation actions. The paper concludes by offering recommendations to improve future practice, in terms of enhancing the baseline information to improve the proposal and design of EbA measures, improving the treatment of co-benefits associated to EbA measures, and strengthening coordination with other planning tools. Although the adaptation strategies of smallholder farmers to climate change and its attendant hazards have attracted widespread attention, the quantitative detection and evaluation of their adaptive behaviors remains a difficult task that deserves further study. This article describes an empirical case study performed in southern China to examine the adaptation strategies of paddy farmers to agricultural drought. We collected first-hand data through household questionnaires, in-depth interviews with local managers, and farm-level land-use surveys. The effectiveness of the adaptation approaches of the farmers was assessed in terms of the ecological, economic, and social benefits. Our findings indicate that over the past three decades, when confronted with recurrent seasonal drought in a warming climate, farmers have gradually abandoned the double-cropping rice production and transformed their cropping patterns into a new diversified mode of “Rice-Cole, rice, cotton, seedling nursery, and coarse cereals”. Current farming practice reduces the vulnerability of local agriculture to drought, and allows farmers to diversify and improve their incomes, which contributes to enhanced resilience and adaptability to drought. However, the autonomous adaptation of farmers may primarily serve their interests of minimizing drought risk and maximizing economic profits but could also undermine the social benefits, such as regional grain security. A robust adaptation strategy should balance the ecological and economic benefits with social interests to maintain agricultural sustainability. 相似文献

Climate change resilience is an area of praxis where efforts to enhance community adaptive capacity are informed by theory. However, there is growing evidence that ethnocentrism and privilege are shaping coastal management policies while many communities with climate justice issues struggle to build resilience. Particularly, rural coastal communities, contrasting urban areas, have limited access to centralized planning efforts, unique local contexts for outreach, compounding social vulnerabilities (job loss, out-migration, limited social services), and receive less attention from resilience researchers. Following calls to integrate climate justice into resilience praxis, we assess perceptions of adaptive capacity within predominately African American communities in a rural low-lying coastal region in eastern North Carolina. We add a climate justice lens to evaluate the previously-validated Rural Coastal Community Resilience (RCCR) framework. The RCCR is intended to improve planning efforts by providing climate change information, initiating conversations, and contributing to resilience theory. In contrast to its previous applications, engagement led to declines in perceived adaptive capacity. This result highlights that the information sharing goals of the engagement efforts were poorly aligned with community concerns and threat perceptions. Additionally, perceived climate injustices emerged revealing instances of adaptation oppression. This study recommends strategies to rethink traditional extension efforts to improve inclusiveness by deeply interrogating the inherent whiteness of standard modes of communicating climate science. 相似文献

Climatic change has a negative impact on people’s livelihoods, agriculture, freshwater supply and other natural resources that are important for human survival. Therefore, understanding how rural smallholder farmers perceive climate change, climate variability, and factors that influence their choices would facilitate a better understanding of how these farmers adapt to the negative impacts of climate change. A Zero-inflated double hurdle model was employed to estimate the factors influencing farmers’ adoption of adaptation strategies and intensity of adoption at the household level in South Africa. Different socioeconomic factors such as gender, age, and experience in crop farming, institutional factors like access to extension services, and access to climate change information significantly influenced the adoption of climate change adaptation strategies among beneficiaries of land reform in South Africa. Concerning intensity of adoption, age, educational level, farming experience, on-farm training, off-farm income, access to information through ICT and locational variables are the significant determinants of intensity of adaptation strategies. Thus, education attainment, non-farm employment, farming experience are significant incentives to enhance smallholder farmers' adaptive capacity through the adoption of many adaptation approaches. This study therefore concluded that farm-level policy efforts that aim to improve rural development should focus on farmers’ education, on-farm demonstration and non-farm employment opportunities that seek to engage the farmers, particularly during the off-cropping season. The income from non-farm employment can be plough-back into farm operations such as the adoption of soil and water conservation, use of improved planting varieties, insurance, among others to mitigate climate variability and subsequently increase productivity. Policies and investment strategies of the government should be geared towards supporting education, providing on-farm demonstration trainings, and disseminating information about climate change adaptation strategies, particularly for smallholder farmers in the country. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations around the agricultural extension system and education on climate change using information and communication technologies. 相似文献

A significant portion of the world's agricultural systems currently operate at the extreme end of the climate conditions that are considered to be suitable for crop and livestock production. Under these conditions, even moderate climate changes are anticipated to drive substantial transformational changes to agricultural systems. Transformations require new investments and infrastructure and can leave some assets stranded. These transformations can be partially or wholly irreversible, and hysteresis effects can make switching difficult and mistakes costly to reverse. This study demonstrates how a real options decision framework, ‘Real Options for Adaptive Decisions’ (ROADs), can be used to investigate how uncertainties about the climate affect the adaptation and transformation of agricultural systems. By building upon recent developments in the mathematics of stochastic optimisation, we extend traditional economic analyses of agricultural investment decisions based on net present values to better represent incomplete knowledge and uncertainty. We report results from a case study in South Australia that describes the transition pathways farmers might follow as their industries are transformed in response to climate change. 相似文献

We build on the price transmission framework to identify domestic wheat price effects of wheat export controls. We explicitly take into account that a harvest failure causes domestic price effects. Moreover, the analysis at the regional level provides further evidence of the functioning of export controls in a large country. Results suggest a pronounced regional heterogeneity in the strength of domestic price effects of the 2010/11 export ban in Russia. The wheat price dampening effects amount to up to 67% and are strongest in the major wheat exporting region with direct access to the world market. This effect is transmitted to other regions by increased and reversed interregional trade flows. In contrast, we find that regional variation of export controls’ domestic price effects in Ukraine is rather small. 相似文献

A multivariate probit (MVP) model was used to analyse the determinants of strategies adopted for adapting to climate change in a sample of smallholder rice farmers in south-west Nigeria. An efficient endogenous switching regression model (ESRM) was used to estimate the impact of climate change adaptation strategy on the net income of rice farmers. The MVP results show that the socio-economic factors, the institutional factors, and locational variables of some households statistically influenced the choice of climate change adaptation strategies employed. Complementarities among all the adaptation strategies used by the farmers were revealed by the positive pair-wise correlation matrix of the MVP model. The study also indicated that farmers affected by prolonged drought and incidences of flood were more likely to adopt adaptation strategies on their farmlands. The ESRM treatment effect indicated that the average net income per rice farm of those who adopted the strategies was significantly higher than that of those who did not. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations related to agricultural extension systems and climate change education through information and communication technologies. This investment in education is essential for development and would encourage farmers to adopt appropriate climate change adaptation strategies. 相似文献

Growing demand for agricultural produce, coupled with ambitious targets for greenhouse gas emissions reduction present the scientific, policy and agricultural sectors with a substantial mitigation challenge. Identification and implementation of suitable mitigation measures is driven by both the measures’ effectiveness and cost of implementation. Marginal abatement cost curves (MACCs) provide a simple graphical representation of the abatement potential and cost-effectiveness of mitigation measures to aid policy decision-making. Accounting for heterogeneity in farm conditions and subsequent abatement potentials in mitigation policy is problematic, and may be aided by the development of tailored MACCs. Robust MACC development is currently lacking for mitigation measures appropriate to sheep systems. This study constructed farm-specific MACCs for a lowland, upland and hill sheep farm in the UK. The stand-alone mitigation potential of six measures was modelled, against real farm baselines, according to assumed impacts on emissions and productivity. The MACCs revealed the potential for negative cost emissions’ abatement in the sheep industry. Improving ewe nutrition to increase lamb survival offered considerable abatement potential at a negative cost to the farmers across all farms while, lambing as yearlings offered negative cost abatement potential on lowland and upland farms. The results broadly advocate maximising lamb output from existing inputs on all farm categories, and highlight the importance of productivity and efficiency as influential drivers of emissions abatement in the sector. The abatement potentials and marginal costs of other measures (e.g. reducing mineral fertiliser use and selecting pasture plants bred to minimise dietary nitrogen losses) varied between farms, and this heterogeneity was more frequently attributable to differences in individual farm management than land classification. This has important implications for the high level policy sector as no two farms are likely to benefit from a generic one size fits all approach to mitigation. The construction of further case-study farm MACCs under varying farm conditions is required to define the biophysical and management conditions that each measure is most suited to, generating a more tailored set of sector-specific mitigation parameters. 相似文献

This paper evaluates the role of trade liberalization and agricultural intensification in mitigating climate change cause and effects on land use and emissions using a computable general equilibrium model. Our results indicate that cropland expansion triggered by climate-induced crop productivity changes results in deforestation and increases emissions in South Asia and globally. Global full trade liberalization on all goods is the optimum policy for South Asia despite significant global deforestation, but for the world, unilateral partial trade liberalization on all goods is a more appropriate policy while ensuring a considerable emissions reduction for South Asia. These results indicate that mitigation responses to climate change are location specific and no one trade policy is suitable at the regional and global levels. Lastly, agricultural intensification by improving productivity growth is the best strategy in land-based emissions mitigation, thereby avoiding the transformation of forest and pasture lands for agricultural cultivation both at regional and global levels. 相似文献

Climate change is predicted to have major consequences for small-scale farmers in the developing rural areas of the world. Rural areas, nonetheless, harbor opportunities to mitigate global climate changes. Identification of innovative adaptation strategies used by small-scale farmers, therefore, is crucial in order to understand the extent of their implications. This paper identifies the relationships between livelihood units and landscapes that they depend upon, in a small-scale farm community. It examines their experiences of increasing climatic variability, and how the different groups in the community are adapting to it. The study was conducted in a typical rural ejido community on the Pacific coast of Mexico (Ejido Ticuiz), where a detailed socio-cultural profile was obtained by means of semi-structured interviews. In the study area we encountered a range of individual and community-based adaptation strategies, built on farmers’ recognition of the different types of landscapes which supply goods and benefits. Small-scale farmers have used their landscape diversity to build adaptation strategies to guarantee the supply of goods and benefits to cope with uncertain of climate events. Households rather than individuals or the community as an institution were depicted as the core socio-cultural group for better understanding of patterns, behavior and aspirations related to climate change adaptation at local level. The adaptation capacities of rural communities could be significantly strengthened if political, financial and institutional support is targeted at households rather than at individuals or the community level only. 相似文献
