One of the objectives of agricultural policy worldwide concerns the support of farm income. Common Agricultural Policy direct payments (DPs) are the main instruments to support farm income in the European Union. This article addresses their role in the concentration of farm income. This is done by calculating the Gini coefficient and its disaggregation in a large sample of Italian farms in the period between 2006 and 2007. Although this approach has been used to develop ex‐post analysis in previous studies, this article is innovative given that it is used here in an ex ante analysis aimed at evaluating the likely impact of a recent reform proposal. This latter requests changing the current model to a regional model of DPs application to make payment rates (i.e., payment per hectare) homogeneous among farms in the same region. The analysis shows that DPs and farm incomes are both very concentrated but that DPs allow for an income concentration reduction in Italian farms. The shift to a regional implementation reduces DPs concentration and, to a limited extent, farm income concentration. Of the considered regionalization scenarios, those that redistribute DPs among regions are the most effective in reducing concentration. The extension of the Gini considered approach to an ex ante setting seems effective because it provides insights that could feed the policy debate regarding the forthcoming reform. 相似文献

The 2003 reform of the European Union Common Agricultural Policy (CAP) introduced Single Farm Payments (SFPs) which are decoupled payments conditional on cross-compliance, and allows these payments to be claimed for land kept fully idle but maintained in good agricultural and environmental conditions (GAEC). This paper focuses on the potential impact of the reform on land idling decisions in France with the help of a survey of the intentions of landowners. Both operator and non-operator landowners were considered since, although SFP entitlements are owned only by operator landowners in France, non-operator landowners may now have a higher incentive to switch to operating land by idling land and maintaining it under GAEC in order to claim SFPs. The key variables in landowners’ decisions to idle land in GAEC appear to be both monetary and non-monetary. Despite the likely difference in conversion and cross-compliance costs, operators and non-operators were shown to be equally uninterested in GAEC, suggesting that no dramatic changes in terms of idling land should occur in France as a result of the 2003 reform. 相似文献

Land use change is strongly modifying the traditional landscape of hilly productive Mediterranean sites. An example of these circumstances is the Langhe region (Piemonte, NW Italy), where woody plantations such as vineyards and orchards have been cultivated on hillslopes for centuries. In this paper we assess landscape changes occurred in the Diano study area (2651 ha) in the 1954–2000 period and we ascertain land use transition paths and rates of this rural ecosystem. Land use mapping obtained from object-oriented analysis of aerial photographs was used to quantify land use changes between 1954 and 2000. To examine the spatio-temporal patterns of land use change over time, a set of spatial statistics capturing different dimensions of landscape change was identified. An increase of landscape heterogeneity from 1954 to the present was observed due to the expansion of orchards and the fragmentation of field crops. A significant portion (55%) of current orchards surface is represented by former field crops, 24% by vineyards and 15% by forests. The strong expansion of hazelnut orchards concurred to the fragmentation of traditional rural landscape was dominated by vineyards, field crops and forests. Hazelnut orchards expansion was mainly located in places where grapes cultivation was less remunerative. A further expansion of hazelnut in the area should be planned, discussed and carefully monitored through change detection studies in order to avoid potential unsustainable use of the land. 相似文献

Intensive agriculture and livestock breeding represent critical factors in the Lombardy region since the nitrate vulnerable zones are 62% of utilised agricultural plain area. The aim of reducing the environmental risk caused by agriculture activities (e.g. nitrogen losses into groundwater and atmosphere) can be only achieved through a critical and scientific analysis of livestock manure management in a whole-farm perspective. Keeping in mind this objective, the decision support system (DSS) ValorE was developed. It can be described as a tool able to evaluate from the environmental, technical, agronomic and economic points of view the main components of manure management (production, storage, treatment and land application) for a variety of livestock types (i.e., cattle, swine, poultry, sheep, goats and horses), under different scenarios adopted at farm and territorial scale. ValorE consists of three main components: data management subsystem, model management subsystem and two versions of user-interface, both for farm and territorial scale. Most of the inputs to the DSS comes from external databases, while a software tool developed in the .NET environment and implemented using object oriented programming (C# language), provides the logic to manage the scenario simulation of agronomic and environmental farm-scale models. Users and stakeholders can carry out comparative analysis, starting from the knowledge of the current perspective, in terms of manure management system at farm or territorial scale by interrogating the available databases. Moreover, they can generate different alternative scenarios thanks to different options for the manure handling and cropping system simulation. Then they can finally evaluate and compare different scenarios through multidisciplinary and synthetic indicators but also visualise spatial effects exploiting the coupled webGIS. ValorE is therefore an attempt to offer a comprehensive tool for improving both farm strategy and decision making process, which is particularly important in a very intensive agricultural area, with one of the highest livestock density in the world, as Lombardy. 相似文献

In the Genil River Basin (southern Spain), agriculture is the greatest pressure on freshwater demand. Furthermore, water degradation caused by soil erosion is becoming a key environmental concern. This study aims to assess the water-related impacts of agriculture combining the use of an ecohydrological model (SWAT) with a spatiotemporal water footprint assessment to evaluate the current status of streamflow (blue water), soil water (green water) and the assimilability of sediments by streamflow (grey water footprint). The Common Agricultural Policy (CAP) requires farmers to adopt certain agricultural practices that are beneficial for the environment. Such practices could affect the conditions of available land and water resources. Because of the importance of applying the best land management practices for the maintenance of sustainable water resources, the study also infers probable water availability and water pollution level changes under different post-2013 CAP scenarios. The Genil streamflow is highly regulated, and, as a result, it is hard to discern significant changes (p < 0.05) under the proposed scenarios. However, there is a shift with afforestation measures from unproductive (i.e., direct soil evaporation) to productive water (i.e., evapotranspired water from agricultural and natural areas, excluding non-growing periods) consumption. The probability of annual evapotranspiration from natural areas being greater in afforestation scenarios than in the baseline scenario is 0.70 to 0.88, whereas the likelihood of soil water evaporation being lower is 0.60. Evapotranspiration in natural areas increases by about 521% from September to May under afforestation measures compared with the baseline scenario, whereas soil water evaporation decreases by 30% in winter. The grey water footprint and water pollution level decrease by 19% and 9%, respectively, with the highest streamflow conditions under afforestation as opposed to current conditions. However, water pollution levels of suspended solids greater than 1 indicate that the river flow is not capable of assimilating the existing sediment loads. Since land use changes and agricultural practices have a major impact on water resources, the post-2013 CAP reform can provide environmental benefits for water allocation and mitigation of water pollution. The objectives of this study arc to examine both the significance of the impact of farmers' perceptions regarding new technology for the adoption decision and how perceptions themselves are influenced by the decision to adopt new technology. The study is based on data from 96 wheat farms in the Moret and Jiru woreda (district) of Ethiopia. The probit approach is used to analyse the adoption decision, while the variables relevant to farmers' perceptions are modelled using the ordered probit methodology. A simultaneous equations model combining the probit and ordered probit approaches provides a useful approach to modelling the two-way relationship between perception and adoption. Variables such as farm size, farm income and soil type have a key role to play in the model. Perception is measured by eight different components and as there is a strong collinearity among these various measures, a principal components analysis is attempted to draw the best possible linear combination of variables. 相似文献

Assigning specific infrastructure per transport mode addresses discrepancies between mobility and land-use developments. This paper elaborates on pedestrian scenarios for central Ramallah, a major urban developing area in Palestine. The sustainability of the four alternative pedestrian scenarios is assessed according to the participatory multi-actor multi-criteria analysis, which integrates stakeholder objectives in the evaluation of the alternative scenarios. To determine the impact of each pedestrian scenario on the traffic flow, an origin–destination matrix is estimated by means of traffic counts, according the Furness distribution algorithm and the maximising-entropy approach. Results forward the medium Al-Zhara scenario as compromising alternative between the objectives of the governmental, transport operator and local business stakeholder groups, as it instigates less congestion, pollutant gas and greenhouse gas emissions. Detour routes subjected to parking constraints are proposed to optimise the reduced traffic flow. 相似文献

Scholars of environmental governance are increasingly intrigued by issues of scale. Efforts to institutionalise river basin management represent a pertinent exemplar, as they aspire to strengthen hydrological vis-à-vis political–administrative scales of governance. The EU Water Framework Directive (WFD) is one of the most ambitious policy initiatives worldwide to reconfigure water management planning around the hydrological scale of river basins. Whilst it is widely assumed that the WFD is rescaling water governance in Europe, few empirical studies have been conducted to ascertain how far this is the case, what scalar strategies and practices are emerging and to what effect. The paper addresses these open issues with a study analysing the multi-scalar actions of water authorities, water management organisations, local authorities and interest groups involved in implementing the WFD. It investigates how stakeholders are acting scalar from the local to the European scale and back to further their interests in the course of WFD implementation, focussing on the Wupper sub-basin in Germany. Drawing for conceptual insight on the human geography debate on the politics of scale and processes of rescaling, we demonstrate how all relevant stakeholders are increasingly working across scales to advance their interests but in very different ways, with different degrees of deliberation and to different effect. A typology of multi-scalar action is developed to interpret this diversity. The paper draws conclusions on how multi-scalar action is altering not only power relations between the actors but also the scalar configurations themselves. 相似文献

This article comprehensively examines the impact of integrated pest management‐farmer field school (IPM‐FFS) on yield, insecticide expenditures, labor expenditures, herbicide expenditures, fertilizer expenditures, and profit, based on data from onion producers in the Philippines. Propensity score matching (PSM) and regression‐based approaches that account for potential bias due to selection problems from observable variables are used to achieve the objective of the study. Sensitivity of our IPM‐FFS impact results to potential bias due to “selection on unobservables” was also assessed. We find that farmers who participate in the IPM‐FFS training program have statistically lower insecticide expenditures than the non‐IPM‐FFS farmers. But we do not find any evidence that the IPM‐FFS training program significantly affects yield and the other inputs. There is some evidence indicating that IPM‐FFS farmers may have statistically higher profit levels than non‐IPM‐FFS producers, but these results are sensitive to and may still be invalidated by bias due to unobservable variables. Since IPM‐FFS seem to only significantly reduce insecticide use, policymakers and extension educators may need to adjust the IPM‐FFS curriculum to further emphasize (or include) other agronomic practices that also optimize the use of other inputs like labor, fertilizer, and herbicides. The more efficient use of all inputs would likely reduce total expenditures and eventually translate to higher incomes. 相似文献

A life cycle assessment (LCA) of dairy systems in Nova Scotia was conducted to compare environmental impacts of typical pasture and confinement operations. Data on material and energy inputs and outputs of these systems were obtained from local researchers and industry, and life cycle impacts in 11 categories were quantified. Use of concentrate feeds, N fertilizers, transport fuels and electricity were dominant contributors to environmental impacts. Somewhat surprisingly, grazing cows for five months per year (typical of pasture systems in Nova Scotia) had little effect on overall environmental impact. Scenario modelling suggests, however, that prolonged grazing is potentially beneficial. Compared with total confinement, a seven-month grazing scenario performed better in seven of the environmental impact categories evaluated with greatest potential improvements associated with acidification potential, ozone depletion potential, human toxicity and fresh water ecotoxicity. In contrast, land use was the only category in which an increased reliance on pasture is predicted to result in a marked increase in environmental impact. 相似文献

The foods, home and personal care company, Unilever, is a large user of raw materials from agriculture, and a major buyer of goods on world markets. The continued supply of these materials is seen as an important component in the business's long-term success. The company has a long history of seeking to farm responsibly on company farms and for directly contracted raw materials, but it became clear that an approach based solely on suppliers' good agricultural practice would not safeguard supplies where increasing social and environmental pressures on agriculture were growing, or where increasing consumer concerns about the food chain could undermine markets and brands. Both threats suggested the need for a more radical approach. This resulted in the development of a mission statement, the agreement of four principles for sustainable agriculture, the identification of ten sustainable agriculture indicators (later 11), and the selection of five key crops the sustainable supply of which was significant to the company. This paper summarizes progress towards the sustainable supply of these crops by reporting on selected sustainability indicators for the crops (peas, spinach, tomatoes, tea and oil palm) in 11 countries. Some of the businesses using these products have been subsequently sold, but these are reported here because the aim is to explore how responsive are different indicators of sustainability to management action in different crops in widely differing locations. This paper focuses on a selection of findings for each of the 10 indicators, in order to illustrate the extent of changes that have been observed over time. These also indicate some of the difficulties faced in making improvements on the ground. The gathering of data on sustainability indicators is closely tied to the development of alternative practices that should quickly deliver improvements in a variety of outcomes. An assessment is also made of the key changes that have occurred for each of the main five crops as a result of adopting the sustainability indicator system and associated new management practices. Multi-year assessments were conceived as the way to understand and demonstrate progress towards more sustainable agriculture. The important developments were of systems that combined ensuring that agricultural suppliers performed to an acceptable set of criteria, and then had the capacity and willingness to identify the most critical areas where further progress was required. The challenge for the company is now to encourage others to adopt their approach to making supply chains more sustainable, both for their customers and the consumers of their branded goods. 相似文献

The aim of this paper is to assess the direct and indirect impacts of the agricultural extension system of Uganda, the National Agricultural Advisory Services (NAADS) program, on household agricultural income. Data from two rounds of surveys of Ugandan rural farm‐households conducted in 2004 and 2007, as well as different program evaluation methods and model specifications, are used to estimate impacts and compute a rate of return. The direct and indirect impact of the program is estimated at 37–95% and 27–55% increase in per capita agricultural gross revenue between 2004 and 2007 for households participating directly and indirectly in the program, respectively, compared to nonparticipants. The rate of return on the program's expenditures is estimated at 8–49%. The program has been relatively more effective among male‐headed, larger, and asset‐poor households, as well as those taking up noncrop high‐value enterprises and living further away from financial services, all‐weather roads, and markets or located in the Eastern and Northern Regions. This paper examines the allocation of entitlement rights for the management of common property resources. In particular, the case of allocating a Total Allowable Catch quota for the Mediterranean swordfish is examined as a case study. The proposed approach comprises three steps. First, there is a bargaining procedure between the European Union (EU) and the rest of the International Commission for the Conservation of Atlantic Tunas (ICCAT) countries. As soon as an initial agreement is possible, the EU considers various equitable rationing methods to allocate its share to the European Member States. These rationing methods draw upon two different streams of the literature, bankruptcy and ‘burden sharing’. Finally, the European Member States reach a fair agreement through minimising an envy‐free index. The allocation rule which is defined as the weighted average of equal proportion and equal share rationales represents the best compromise solution. 相似文献

This study assesses the performance of Botswana's traditional arable agriculture for the 1968-90 period. Growth rate and arable sub-sector production models are specified and estimated to determine how the sub-sector performed over time, and to capture the impact of the Accelerated Rainfed Arable Programme (ARAP). Growth rate model results indicate that cultivated area increased by about 2.2% per year during the 1968-90 period. However, crop output remained unchanged and yields declined by about 6.1% per year during the review period. Sub-sectoral model results reveal that cultivated area, output and yields rose by about 27%, 120% and 74% (respectively) due to the implementation of ARAP. Therefore, ARAP was effective in improving rural household food security and welfare. However, it is further argued that the program was unsustainable since it involved phenomenal government outlays and has led to an unprecedented input substitution from animal traction to tractor traction, which seems to be unjustified given the current economic fundamentals of the country's traditional arable farming. Moreover, the results reveal loss of productivity in the sub-sector over time. Therefore, the challenge facing policy makers is to devise new ways of reversing the current trend. 相似文献

Ongoing debate over water management along the Blue Nile and land degradation in Ethiopia emphasizes the need for efficiency gains in agricultural production through sustainable land management (SLM). However, previous SLM studies overlook the tradeoffs involved in maintaining SLM investments over time. We address this limitation by combining a household survey that evaluates the economic impacts of SLM investments and maintenance, with a hydrological model that explores location‐specific infrastructure effects. We then use a multi‐market model to evaluate the impacts of alternative SLM investments on agricultural production, prices, and incomes over time. Analysis suggests SLM investments must be maintained for at least seven years to show significant increases in value of production, and that terraces on moderate and steep slopes are most effective in increasing agricultural yields. However, the benefits of terracing do not outweigh the cost of foregone off‐farm labor opportunities, nor compensate for lower agricultural prices from increased supply. Thus, SLM investments must be paired with other input and infrastructure investments, as well as subsidies for initial labor costs, in order to incentivize adoption and long‐term SLM maintenance. 相似文献

This paper applies an analytical method for developing policy strategies to optimize municipal waste management systems (MWMSs) to the case of the Land of Fires (LoF). The LoF is an area of Italy’s Campania region that is characterized by a legacy of authoritarian environmental governance and the improper dumping and burning of waste. In this paper, we employ the fuzzy cognitive maps (FCM) method, which draws on a participatory approach. Specifically, the complexity of the investigated system was determined from the causal relations identified by relevant stakeholders and experts. The results show that the most effective policy strategies to improve the LoF MWMS, as identified by informants, include: fostering social innovation (e.g. communication and information campaigns); promoting technological innovation (e.g. material and process design); and supporting scientific and technological cooperation among actors. The overall diversity of the identified policy strategies suggests that policy makers must move beyond a simple “best option” approach, given the systemic complexity of the waste management sector. 相似文献

The colonization of Mallorca gave rise to a late‐feudal agrarian society that evolved towards capitalism based on large estates owned by noblemen who hired large numbers of wage labourers from among smallholders living in agro‐towns, the dispossessed remnants of a formerly wealthier peasantry. These well‐off peasants originated from when the colonization frontier was open in the 13th and 14th centuries, but had been defeated when three peasant–plebeian revolts were crushed. Afterwards, Mallorca followed a latifundist transition towards agrarian capitalism similar to southern Italy or Spain, in sharp contrast with the middle‐peasant paths seen in Catalonia or Valencia. The land rent rose, while agricultural wages fell from 1659 to 1800. Peasant families could not survive, and had to supplement wages with the products of their own plots. This set a socio‐agroecological limit to growth in this agrarian class structure. The agrarian crisis at the end of the 19th century bankrupted the Mallorcan nobility. Bankers bought much of the land and sold it on as small allotments. This expanded the intensive cropping formerly limited to agro‐town belts, giving rise to a new “peasantization”. Despite their subordination, Mallorcan peasants had survived and created complex agroecological landscapes endowed with a rich biocultural heritage. 相似文献
