This paper asks the question, to what extent do market forces limit planning policies? It delves into the constraining relationship of market forces on planning by reference to urban policies in the UK. In this context market forces are defined as dominant long term spatial economic trends which promote decentralisation. The essay uses policy case studies to develop its arguments. In general planning is shown to suffer from the lack of a systematic analysis of land use markets. Yet at its heart planning not only regulates/constrains the property market it also shapes and stimulates it. Planning is found to be most successful when it is shaping urban growth and decentralisation. It is a fundamentally different task to stem market flows and the probability of success is very different. Market forces do limit routes to Utopian aspirations but planners need the motivation, understanding and means to work with the market to produce desired outcomes. 相似文献

In the years 2006–2014, urban planning reform was seen as the major remedy against housing shortage in Sweden. The present government has the continuation of such reform on its agenda, but as of yet has made no proposals; instead, other housing policy measures have been introduced.In light of the uncertainty as to the future course of urban planning reform, possible future steps can be discussed. This article accordingly investigates whether German urban planning law and implementation could provide interesting reference points for discussion of further urban planning reform in Sweden, and if so, what parts of the German experience should be the center of attention.The article covers three aspects of German planning that influence the uncertainty, duration, and cost of residential planning as well as social goals addressed through planning: planning law, focusing on facilitated planning procedures of German planning law, measures taken in the organization of planning authorities to make development planning more efficient, and planning-related city demands for affordable housing.The conclusions encompass proposals for the further reform of the Swedish planning process in the form of a facilitated and accelerated development planning procedure for housing projects, as well as the introduction of private initiative in development planning. Further improvements to the organization and incentives of planning authorities are proposed. More research is required into municipal demands for affordable housing in the form of inclusionary zoning; such research should draw on the extensive international experience of such zoning, relating it to a Swedish pilot project. 相似文献

Although trust research has been extensive and substantial, the constitution and actual merits of trust in land use planning remain nebulous. What do participants of a local land use planning process actually mean when they say they trust the planning committee? How important is participants’ trust in the planning committee in shaping their perceptions of the planning process and their cooperation in it? To explore the everyday meaning of trust in the specific context of local land use planning, semi-structured interviews with the participants of a local planning project in Switzerland were conducted (n = 9). Based on these results, the constitution and the relevance of trust in the responsible planning committee among a wider circle of participants were assessed (n = 66). The results show that participants trust the planning committee if they perceive its members as competent, honest, open, fair, reliable, reciprocating, respectful and committed. Interestingly, a considerable part of trust in the planning committee hinges explicitly on whether the committee incorporates the personal interests of the participant. Trust is indeed vital to participants’ belief that a meaningful discussion and cooperation with the members of the planning committee is possible. However, trust is neither a guarantee for people's approval of planning decisions nor for their cooperation. One implication of the findings is that in order to evaluate trust-building practice comprehensively, it is necessary to first understand the specific everyday meaning of trust for ‘real people’ in real planning processes. 相似文献

International and national policies stress the importance of spatial planning for the long-term sustainability of regions. This paper identifies the extent to which the spatial planning in a Swedish region can be characterised as a collaborative learning process. By combining qualitative interviews and systems thinking methods we analysed the main attributes of public-led spatial (i.e. comprehensive) planning in nine municipalities representing a steep urban–rural gradient in the Bergslagen region of Central Sweden. We show that the attributes of strategic spatial planning needed for collaborative learning were absent or undeveloped. All studied municipalities experienced challenges in coordinating complex issues regarding long-term planning to steer territorial development and help to solve conflicts among competing interests. Stakeholder participation was identified as a basic condition for social learning in planning. Together with stakeholders we identified the causal structure behind stakeholder participation in municipal planning processes, including main drivers and feedback loops. We conclude that there is a need for arenas allowing and promoting stakeholder activity, participation and inclusion that combines both bottom-up and top-down approaches, and where evidence-based collaborative learning can occur. 相似文献

This paper establishes the analytical framework of the driving mechanism of land use transitions on urban-rural integrated development. The evolution rules and spatio-temporal patterns of land use transitions and urban-rural integrated development in China were quantitatively analyzed using the methods of kernel density and spatial analysis. Furthermore, the relationship between land use transitions and urban-rural integrated development was tested by the econometric models based on China’s provincial panel data from 2005 to 2016. The results show that urban-rural integrated development is a process of the reconstruction of urban-rural values. It helps to promote the free flow and equal exchange of urban-rural development elements, and achieve the convergence of returns from urban-rural development elements. The effect of land use transitions on urban-rural integrated development requires to realize the rational distribution of land incremental value in urban-rural territory. Under ideal channels, it is supposed to promote urban-rural integrated development through income effect, resource effect and urbanization effect. But urban-rural dual institution, distorted land market and obstacles to social integration may distort the positive role of land use transitions. The degree of land use transitions presented a trend of “decrease first and then increase”, and urban-rural integrated development has been improved since 2005, both of which are characterized by spatial agglomeration. Currently, land use transitions have a negative impact on urban-rural integrated development. Accordingly, some implications are formulated for policy makers to improve urban-rural integrated development form the perspective of land use transitions. 相似文献

Despite the growing interest on ecosystem services (ES) in research, significant knowledge gaps on ES integration in decision making subsist. Particularly, ES-focused profiles of governance frameworks for different policy areas, like spatial planning, are scarce. The goal of this research is to draw a profile on ES integration in the European policy and guidance framework for spatial planning and strategic environmental assessment (SEA). To investigate how this framework might be translated in a particular country of the EU and across different levels of governance, the Portuguese spatial planning and SEA framework is also analysed. To achieve these goals, a content analysis of policy and guidance documents was conducted. We have found a general low level of explicit ES integration, but some notions associated with ES are present in the documents, although more indirectly. Results highlight the potential role of SEA for ES integration. However, in the Portuguese context, the contribution of SEA in practice is currently limited and for the coming years ES will not be specifically targeted or integrated in regional spatial planning practice. Recent changes in the wider European governance framework contribute to potentially higher degrees of ES integration in the future. Nevertheless, bottom-up demand for improved ES integration in plans and policies will be an important driver. Drug trafficking organizations are driving deforestation in Guatemala’s Maya Biosphere Reserve. Drug traffickers deforest the protected area in order to illegally ranch cattle, which serves as a mechanism of money laundering, drug smuggling, and territory control. Journalists and ethnographers have analyzed “narco-cattle ranching” activities in the reserve and resulting “narco-deforestation,” yet land use change scientists have yet to quantify the contribution of illegal cattle ranching to forest loss. This article uses remote sensing and GIS analysis to distinguish the relative contribution of cattle ranching, farming, and land speculation to reserve deforestation and other forms of land use and land cover change. We also use ethnographic methods to provide evidentiary links between illegal cattle ranching and drug trafficking activities that suggest a large part, but not all, of illegal cattle ranching is narco-capitalized. Our research finds that illegal cattle ranching is responsible for the majority of reserve deforestation, ranging from 59 to 87% of photographs on deforested lands in three sampled areas. We also found illegal cattle ranching activities are the highest in the reserve’s western national parks, which should be strictly protected from land use change. Contrary to popular debate, these findings suggest drug traffickers in the context of the US-led War on Drugs are to blame for forest loss, not subsistence farmers illegally living in the reserve. 相似文献

Cashing in or driving development? Cross-border traders and maize contract farming in northeast Laos

Contract farming is receiving renewed attention in research and policy in the Mekong region of Southeast Asia, as countries continue to undergo varied agrarian transitions and agri-food production has become increasingly regionalized. In northeast Laos, previously isolated upland communities have experienced rapid transformations resulting from contract production of hybrid maize, mainly for industrial feed processing and livestock in Vietnam. Based on extensive qualitative fieldwork in the Lao-Vietnamese borderlands, this article explores the quasi-“developmental” functions assumed by cross-border traders, in the context of unfulfilled rural policy objectives, in which these “micro-investors” provide informal extension and infrastructure to enable agricultural commercialization. The article examines the extent to which this dynamic is adequately captured by notions of patronage, or whether subtle mutual dependencies are at work, as livelihoods are rebalanced between subsistence and commodity crops in remote border landscapes. 相似文献

In this article, we critically review the developmental claims made for the construction of the Rampal power plant in southwestern Bangladesh, in the light of evidence about transformations of land control related to this construction project. Land has become a heavily contested resource in the salinity-intruded southwestern coastal area of Bangladesh. Changes in land control for the construction of the Rampal power plant and similar projects have intensified decades of struggles over rights and access to land. The Rampal project is labelled as “development” and claims to contribute to the elimination of poverty. However, we find that, in reality, this project leads to a reorganization of land control, rights and access in ways that perpetuate and intensify waves of eviction and exclusion of small landholders and landless laborers, thus threatening agriculture-based rural livelihoods. We analyze how four actor groups involved in land control are differently affected by the project interventions, embedded in the context of historical land tenure developments. We find that the benefits of this “development”, primarily favoring rich and powerful social groups and investors, necessitates a critical rethinking of Bangladesh's development and its claims of poverty elimination in the light of related land control practices. 相似文献

Scenarios of future outcomes often provide context for policy decisions and can be a form of science communication, translating complex and uncertain relationships into stories for a broader audience. We conducted a survey experiment (n = 270) to test the effects of reading land use change scenarios on willingness to participate in land use planning activities. In the experiment, we tested three combinations of scenarios across two time periods, comparing survey responses of individuals reading a set of scenarios with individuals who did not read scenarios. Reading scenario narratives increased willingness to participate in land use planning activities and perceived self-efficacy. Measures of interest and sense of community also increased willingness to participate. Tests of an indirect mediation model found self-efficacy partially mediated the effect of reading scenarios on willingness to participate. This latter relationship may be a mechanistic explanation for the effect of reading scenarios. Envisioning the future with brief, bulleted scenarios of land use change in a print format appears to increase self-efficacy in planning for the future. Our results suggest scenarios can serve as a vehicle for changing public participation in land use planning. 相似文献

The city of Witbank in the eMalahleni Local Government, or municipality as it is referred to in South Africa, and its economy are experiencing rapid growth. The growth is largely as a result of coal mining and associated activities such as power generation and the metal industry, which attracts an inflow of migrants to the area. The paper discusses how a flourishing city such as Witbank, with its economy based on non-renewable resources, manages its vulnerabilities. This was researched against a background of eMalahleni being placed under Administration, because the local government failed to deliver basic services. An administrator was appointed to manage and monitor the financial affairs of the local government, by the second sphere of government, known as the Provincial Administration in South Africa. The results show that Witbank prioritised mineral wealth above social, agricultural and environmental concerns. While good governance is generally important for a growing city, Witbank appears to manage with a limited contribution from the local government as the wealthier citizens are able to provide for their immediate needs or move elsewhere. It was suggested that South Africa needs to have a more balanced perspective on the costs and benefits of mining and to develop a long term vision for mining areas, which includes plans for the community once the mineral reserves are depleted. 相似文献

Land acquisition policies, upon which future land use patterns in India depend, are controversially tied to the question of whether to provide monetary or non-monetary compensation to affected landowners. However, turning to the preferences of landowners for answers only serves to complicate matters, as these are not homogenous on the question. This implies there is a need to identify the underlying factors giving rise to this preference heterogeneity, in order to develop more effective and efficient policy. This paper aims to address this gap using a contingent ranking experiment to study landowner disposition toward a range of compensation options, presented in a survey conducted in an ‘about-to-be-submerged’ region of a large, multi-stage irrigation project in India. Rankings were based on a selection of six compensation options, constituting different combinations of the attributes - cash, land, housing and self-employment. While the results suggest that landowners generally prefer non-monetary compensation, both the size of landholding and level of education of the landholder appear to influence the preferences for different compensation options. We find that landowners with more land or education tended to favour monetary compensation, while those with lower education or less land tended to favour housing and self-employment options. We close the text by exploring possible explanations for this specific form of heterogeneity, including access to information, to networks and capacities for income generation, and providing some reflections on the implications of these results for ensuring that rehabilitation and resettlement policies are both well targeted and effective. 相似文献

The recent land invasions in Zimbabwe represent a profound and contradictory revolution in that country's agrarian social order, with implications that have already spilled over the borders of this small southern African country. A settler colonial heritage that tenaciously mapped land and tenure forms into unequal zones according to race is giving way to a more complex and spatially diversi ?ed con?guration of agrarian property forms and production strategies. Control over access to the means of violence has been devolved to ruling party loyalists, war veterans, army personnel, provincial administrators and local councillors, thus shifting the forms and functions of power exercised in the name of the state and the nation. ‘Resettlement’, ‘squatting:rsquo; and ‘farm invasions’ constitute morally charged alternatives in the lexicon of movement across tenurial boundaries. Contested rights to land and to movement are mediated through discourses of national and sub‐national belonging and exclusion, with commercial farm workers – deemed foreigners – the chief victims. The dramatic challenge that the invasions pose to private property, and to the rule of law more generally, suggest the possible collapse of large‐scale capitalist farming and the withdrawal of aid and foreign investment. Yet, at the same time, new forms of capitalist investment in transnational safari hunting and eco‐tourism continue to nibble away at the land base of the most peripheral of the old African reserves, facilitated by the romantic idealism of international conservation NGOs, and the aggressive disciplinary impulses of Rural District Councils. The same shifts in patterns of elite global consumption have led conservative white ranchers to take down fences in favour of wildlife conservancies organized around a coextensive commonage. These profound, if contradictory, transformations in Zimbabwe's agrarian social order are illuminated by a new generation of ethnographically grounded scholarship, the range of which is represented in the contributions to this special issue of the Journal of Agrarian Change. 相似文献

This paper assesses the efficacy and relevance of focus groups as participative tools for land use policy and planning. The use of focus groups has mushroomed in land use research and policy in response to new governance and empowerment agendas with their emphasis on using more deliberative and participative approaches. However, their use within social science research has been controversial given perceived methodological limitations of rigour and bias. A detailed critique of three recent research projects has been undertaken to assess focus group in theory and practice; rural diversification, public perception of landscape and visitor payback. The assessment considers key questions relating to inclusion, participation, empowerment, policy impact and understanding of complex policy issues. The results show that focus groups can perform multiple roles as exploratory, explanatory, participative and deliberative tools. Nevertheless, focus groups have important limitations and methodological protocols which demand more care and attention. Crucially, they should not be used in isolation to influence policy decisions; end user pressure for quick fixes, group dynamics, issues of representativeness, together with the biases of a facilitator, can easily mask, distort or misrepresent results. It is concluded that focus groups have significant potential as qualitative tools in landscape research but that they must be used carefully and in tandem with other techniques if their true potential is to be realised. 相似文献

This comparative study maps and explores planning and designation of official tourism, routes in two countries with quite similar planning traditions, responding to a deficiency in research, on tourism route planning and development. Based on personal semi-structured interviews with, public road planners and managers in Norway and Sweden, the paper illuminates establishment and, management of official tourism routes, with an emphasis on overall strategies, funding, and, stakeholder involvement. Results show that public road administration route planning procedures in, the two countries are quite different. In Norway, a top–down principle is basically employed, concerning initiatives and designation of routes. In Sweden, the principle is one of muddling through, giving street-level planners more opportunities for individual influence on route planning. Funding for, road stretches included in the Norwegian national route programme is earmarked, whereas Swedish, routes are financed from ordinary appropriations to the regional road administrations. In Norway, regular follow-up studies such as road user surveys are conducted. In Sweden, a dearth of, documentation of tourist interests and route assessments seemingly makes route development, susceptible in relation to regional road administrations’ economic priorities. 相似文献

A significant barrier to the use of public participation GIS (PPGIS) and crowd-sourcing for conservation planning is uncertainty about the quality of the spatial data generated. This study examines the quality of PPGIS data for use in conservation planning. We evaluate two dimensions of spatial data quality, positional accuracy and data completeness using empirical PPGIS data from a statewide study of public lands in Victoria, Australia. Using an expert-derived spatial conservation model for Victoria as a benchmark, we quantify the performance of a crowd-sourced public in their capacity to accurately and comprehensively identify areas of high conservation importance in the PPGIS process. About 70% of PPGIS points that identified biological/conservation values were spatially coincident (position accurate) with modeled areas of high conservation importance, with greater accuracy associated with locations in existing protected areas. PPGIS data had less positional accuracy when participants identified biological values in urban areas and on non-public lands in general. The PPGIS process did not comprehensively identify all the largest, contiguous areas of high conservation importance in the state, missing about 20% of areas, primarily on small public land units in less densely populated regions of the state. Preferences for increased conservation/protection were over-represented in areas proximate to the Melbourne urban area and under-represented in more remote statewide locations. Our results indicate that if PPGIS data is to be integrated into spatial models for conservation planning, it is important to account for the spatial accuracy and completeness limitations identified in this study (i.e., urban areas, non-public lands, and smaller remote locations). The spatial accuracy and completeness of PPGIS data in this study suggests spatial data quality may be “good enough” to complement biological data in conservation planning but perhaps not good enough to overcome the mistrust associated with crowd-sourced knowledge. Recommendations to improve PPGIS data quality for prospective conservation planning applications are discussed. 相似文献

In this study, ten bioenergy crop rotations (corn, corn-stover, sorghum, soybean, corn-soybean, corn-soybean-canola, corn-stover-soybean, miscanthus, switchgrass, and sorghum-soybean) were selected based on local stakeholder (economically motivated) and regulator (environmentally motivated) preferences. These crops were implemented on diverse landscapes (agricultural, marginal, and agricultural plus marginal lands) one at time for 17 years using a SWAT model of the Saginaw River Watershed in Michigan. The bioenergy crops were evaluated based on 100 percent, 50 percent, and zero percent weight assigned to both stakeholders’ and regulators’ preferences using analytic hierarchy process (AHP), an optimization and decision-making technique that aims to satisfy multiple conflicting objectives. The corn-soybean-canola rotation was selected in all landscapes based on economic benefits (stakeholders’ preferences). Meanwhile, perennial grasses (miscanthus and switchgrass) were selected based on environmental benefits (regulators’ preferences), because they maintain permanent cover, require fewer inputs than traditional row crops, and are less management intensive. When implementing bioenergy crops on marginal lands, pollution generation greatly increased at the field level, indicating that these lands are likely not viable for bioenergy crop production to meet potential future renewable energy demand. 相似文献
