National food security is one of the main justifications for opposition to agricultural trade liberalization in Japan. Opponents of liberalization argue that because food crop production is subject to high variability, over-reliance on imports would be risky. To assess the risks to Japan with and without trade liberalization, we conducted Monte Carlo simulations of productivity shocks within a computable general equilibrium model for the four crops of greatest significance in the Japanese diet – rice, wheat, maize, and oilseed. Our results indicate that productivity shocks for rice and maize have a substantial effect on welfare. Liberalizing trade for these crops would both raise expected welfare and reduce welfare fluctuations. This double dividend was forecast even when we limited the simulation to cases of extremely poor crop yields in Japan's major source countries.  相似文献

In industrial countries contemplating emissions reductions, there have been calls for additional border taxes on imports from countries with lower carbon prices. A key factor affecting the impact of any border taxes is whether they are based on the carbon content of imports or the carbon content of domestic production. Our quantitative estimates suggest that the former action when applied to all merchandise imports would address competitiveness and environmental concerns in high-income countries but with serious consequences for trading partners. For example, China’s manufacturing exports would decline by one-fifth and those of all low- and middle-income countries by 15 %; the corresponding declines in real income would be 3.7 and 2.4 %. Border tax adjustment based on the carbon content in domestic production would broadly address the competitiveness concerns of producers in high-income countries and less adversely affect developing country trade.  相似文献

Abstract: Regional trade arrangements (RTAs) in Africa have been ineffective in promoting trade and foreign direct investment. Relatively high external trade barriers and low resource complementarity between member countries limit both intra‐ and extraregional trade. Small market size, poor transport facilities and high trading costs make it difficult for African countries to reap the potential benefits of RTAs. To increase regional trade and investment, African countries need to undertake more broad‐based liberalization and streamline existing RTAs, supported by improvements in infrastructure and trade facilitation. Early action to strengthen the domestic revenue base would help address concerns over revenue losses from trade liberalization.  相似文献

Recent theories and empirics suggest that trade openness increases production fragmentation across countries. In this paper, we focus on the relationship between trade openness and firms’ choice of vertical structure. We find supportive, firm-level evidence that upon trade liberalization, firms restructure their organization by downsizing their domestic production processes (i.e. domestic vertical disintegration) and relocating their input production plants to other countries (i.e. cross-border vertical integration).  相似文献

Departures of grain supplies and consumption below trend of three percent of less could be achieved if the United States would provide grain to meet all production shortfalls in excess of six percent and if the developing countries carried modest levels of stocks. The cost of the programme would be small. The insurance feature should represent the major form of food aid provided by the United States. Trade, Technology Spillovers, and Food Production in China. — This paper studies technology spillovers between China and other countries, international trade in inputs being the prime carrier of knowledge in agricultural production. Human capital characteristics and structural characteristics of the agricultural production sys-tems determine the local usability of foreign knowledge for Chinese farmers. The authors utilize a multi-region applied general equilibrium model to analyze Chinese opportunities to benefit from foreign technology improvements in grain production. It is shown that possible negative welfare effects of unilateral trade liberalization of China against North American imports of agricultural inputs may be more than compensated by productivity gains if technology spillovers are included.  相似文献

The effects of agricultural and general trade liberalization in Indonesia and Thailand are analyzed and compared using a multi-household, multi-sector integrated general equilibrium framework. In both countries agricultural protection contributes a relatively small part of the total cost of protection because when the protection is removed the gain in welfare is much smaller in the case of agricultural liberalization than across the board liberalization. In both countries the poor, urban and rural, have a strong interest in across the board liberalization of trade policy. The urban poor also have an interest in agricultural trade liberalization, but not the rural poor.  相似文献

This paper exploits a quasi-natural experiment – the U.S. granting of Permanent Normal Trade Relations (PNTR) to China after China's accession to the World Trade Organization – to examine whether trade liberalization affects the incidence of child labor. PNTR permanently set U.S. duties on Chinese imports at low Normal Trade Relations (NTR) levels and removed the uncertainty associated with annual renewals of China's NTR status. We find that the PNTR was significantly associated with the rising incidence of child labor in China. A one percentage point reduction in expected export tariffs raises the odds of child labor by a 1.2 percentage point. The effects are greater for girls, older children, rural children, and children with less-educated parents. The effect of trade liberalization on the incidence of child labor, however, tends to weaken in the long run, probably because trade liberalization can induce exporters to upgrade technology and thus have less demand for unskilled workers.  相似文献

Intra-industry Trade of India: Trends and Country-Specific Factors. — The analysis in this paper confirms that trade liberalization biases trade expansion towards intra-industry trade (IIT) in India. The increased level of IIT is largely exportled, that is, caused by a faster growth of exports than of imports. India’s IIT is more intense with high-income countries and is characterized by a greater extent of complementarity. Further, certain country-specific factors which are found to be crucial in the models of vertical IIT are pertinent in influencing the pattern of India’s bilateral IIT.  相似文献

Abstract: During the 1970s cereal imports in sub‐Saharan Africa increased at an annual rate in excess of 20 percent. As a result, it was assumed Africa had two choices: reduce the rate of population growth or become increasingly dependent on food imports and aid. In this paper we investigate the relative importance of food shortfalls versus policy choices that resulted in a taste change away from roots and tubers and coarse grains to imported wheat and rice. Of the 41 countries studied, 17 are still net exporters of food commodities, cereal imports serve to supplement inadequate production of food, but these imports, generally, are not driven by severe nutritional needs within any one country. Rather, the observed cereal imports are primarily wheat and rice flowing into the countries with adequate levels of nutrition available.  相似文献

Market liberalization has been carried out by many developing countries in the hopes of stimulating trade, investment and technology transfer. In order to analyze the impacts of liberalization on a specific industry sector, this paper compares the experiences of Brazil and Mexico in liberalizing the computer industry in the 1990s. The authors conclude that liberalization leads to lower prices and more rapid diffusion of computer use throughout the economy, but at a cost to domestic computer firms who were harmed by foreign competition. Both countries saw an increase in computer production, but Mexico's production was mainly for export to the United States, while Brazil was producing for the domestic market. The differences between outcomes in the two countries have been determined more by environmental factors than by the nature and pace of liberalization.  相似文献

This article analyzes how interstate conflict over resources affects the incentives to trade and how greater trade openness affects the endogenous decisions of arming by enemy countries. We identify conditions under which there is trade between two adversary countries and show that each adversary's arming affects domestic welfare in three different ways. The first is an export-revenue effect, which increases welfare because arming causes export revenue to go up (i.e., there is an arming-induced terms-of-trade improvement). The second is a resource-predation effect, which increases welfare because arming increases the appropriation of a rival country's resource input to produce a consumption good. The third is an output-distortion effect, which reduces welfare because arming lowers the domestic production of civilian goods. Based on these effects, we show circumstances in which greater trade openness reduces the intensity of arming. We also discuss the implications of resource security asymmetry for conflict and trade.  相似文献

After accession to the WTO, China's agriculture is affected by the implementation of its WTO commitments and will be impacted by any multilateral liberalization (actions by the rich OECD economies in particular) resulting from the Doha negotiations. Using the actual commitment data, our computable general equilibrium simulation results show that China's WTO commitments will lead to increased agricultural imports and slightly declined outputs in China. The resulting efficiency gains will be negated by terms‐of‐trade losses, leading to quantitatively small welfare impacts. Furthermore, sectoral results depend critically on correctly representing the more complex policy measures, such as the tariff rate quotas. The negative output effects on Chinese agriculture can be alleviated/reversed if the rich OECD countries commit to reform their agriculture policies. The present paper concludes that trade liberalization should be carried out in both developing and developed countries. Reforming the latter will be particularly helpful in easing the problems facing those developing countries that are carrying out ambitious trade reforms.  相似文献

Rapid economic growth and development often drives out traditional activities. We determine how increased trade, technology, and access to education in South Korea led to the collapse of its silk sector. Results show that although the imports of silk yarn and fabric reduced domestic silk output and prices, trade liberalization was not the sole contributor to the collapse. Inelastic labor demand for unskilled workers, skill‐biased technology, and especially increased access to education all led to a sharp rise in the relative wage of unskilled workers, and the ensuing rise in production costs contributed to the silk sector's collapse.  相似文献

Given that both theory and empirical analyses show that foreign trade and aid have similar effects on the development process, this study develops a methodology for assessing the joint (aid plus trade) contribution of industrial countries. The results show that countries like Sweden, Norway and Denmark, which are generally regarded as having liberal aid policies, perform below average when the combined effects of aid and trade are considered while the United Kingdom, Netherland and Belgium emerge as making maximum contributions to development. In addition, the trade practices of the United States and the Federal Republic of Germany largely offset these countries relatively poor aid record. The trade and aid contribution of the USSR and other socialist countries of Europe are also shown to fall far below that of the poorest performing DAC members. If the socialist countries matched average DAC performance measures their imports from developing countries would increase by $7 billion and their aid flows would be $3.1 billion higher. Finally, this study calls into question the rationale for uniform aid targets which do not account for the donor's differential trade contribution to the development effort.  相似文献

Relaxing restrictive rules of origin (ROO) in preferential market access can promote exports in developing economies by improving input sourcing flexibility, but actual ROO impacts remain an empirical question. This paper examines the European Union’s trade preferences, where origin requirements for knit and woven garment products were relaxed for beneficiaries in the Interim Economic Partnership Agreements (IEPA) from 2008 and for those in the Everything But Arms (EBA) scheme from 2011, respectively. The results show that ROO liberalization had little aggregate impact on knit and woven garment exports in IEPA beneficiaries, but increased the export values of woven garments in EBA beneficiaries by 36.3% during the post-period. Among EBA beneficiaries, duty-free imports of woven garments from Bangladesh and Cambodia into the EU increased sharply after ROO liberalization. These countries increased imported fabric from China, consistent with the theoretical prediction of ROO impacts. Thus, the impact of ROO on exports is heterogeneous across products and countries.  相似文献

This paper uses an agricultural trade policy simulation model to quantitatively evaluate the effects of Blue Box policy reform on agricultural production and trade, and further provides specific proposals regarding China ' s reform position. The results indicate that, if the reform could achieve a reduction in distorting supports in more developed countries, China' s total agricultural production would increase, accompanied by a decrease in agricultural imports and a slight increase in exports. In terms of social welfare, producers would gain significantly, consumers would lose and government would not suffer greatly, which is in accordance with current agricultural policies in China. As a core member of G20, China should approve a subsidy level as low as possible required by Blue Box to achieve "substantial reductions in trade-distorting domestic supports".  相似文献

China now engages in multilateral trade liberalization as a new member of the WTO. Concurrently, the number of regional trade agreements is increasing worldwide. China and its trading partners would benefit from increased regional liberalization. Using a gravity equation for 23 Asia-Pacific countries between 1992 and 2000, we show that ASEAN and APEC currently have small effects on Asia-Pacific exports, which are mainly influenced by growth, trade barriers, and common language. However, we find that China’s participation in regional agreements has large export potentials, not only with respect to ASEAN, but also in a broad agreement including South and East Asian countries.
