Today, few “farmers” in Thailand rely solely on agriculture to meet their needs. Rural households are dividing their time between farm and nonfarm activities, constructing livelihoods that are increasingly hybrid, both spatially and sectorally. Many of the new opportunities also have an important “global” element. This paper contends that embracing the global is essential for many households who are land-short, farming-shy and consumption-inclined. This offers the prospect of a profound shift in the trajectory of rural change in Thailand as these processes intersect.  相似文献

This paper analyzes the role of nonfarm income of rural farm households in Honduras. It uses the national income and expenditure survey from 1993 to 1994. Income from nonfarm wage and self-employment represents 16–25% of farm household income and is especially important for middle and higher income strata. Nonfarm wage labor is geographically concentrated in small rural towns and in the industrial free zones located in the Northern region, while self-employment is particularly developed in the Southern region. Access to nonfarm wage employment is confined to educated individuals that belong to large households, while female members of wealthier households are mainly involved in self-employment. Food security is strongly enhanced through the engagement in nonfarm activities. Moreover, nonfarm income enables farmers to purchase external inputs for improving yields and labor productivity. Suitable policies to enhance nonfarm employment include education, training, and technical assistance to reduce labor intensity in agricultural production, as well as public investment and credit services to improve access to nonfarm activities.  相似文献

Rural nonfarm employment (RNFE) and incomes (RNFI) are crucial to Latin American rural households. The 11 rural household income studies in this volume, reviewed in this paper, use 1990s data and show that RNFI averages 40% of rural incomes. RNFI and RNFE have grown quickly over the past three decades. The review of evidence provided some surprising departures from traditional images of nonfarm activities of Latin American rural households. In terms of shares of rural incomes: (1) nonfarm wage incomes exceed self-employment incomes; (2) RNFI far exceeds farm wage incomes; (3) local RNFI far exceeds migration incomes; (4) Service-sector RNFI far exceeds manufactures RNFI. These findings suggest the need for more development program attention to wage employment in the service sector, versus the traditional focus on small enterprise manufactures. Moreover, poor households and zones tend to have higher shares in their incomes but lower absolute levels of RNFI as compared to richer households and zones. The RNFE of the poor tend to be the low-paid nonfarm equivalent of semi-subsistence farming. Raising the capacity of the poor to participate in the better-paid types of RNFE is crucial — via employment skills training, education, infrastructure, credit. Finally, RNFE has grown fastest and been most poverty-alleviating where there are dynamic growth motors, in particular in the agricultural sector, but also in tourism, links to urban areas, mining and forestry. This means that developing RNF jobs cannot be done at the expense of programs promoting agricultural development.  相似文献

This paper shows that in Peruvian rural areas, there has been substantial growth over the past decade in household employment outside of own-farming. At present 51% of the net income of rural households comes from these off-farm activities, and thus they certainly cannot be considered as “marginal.” The reasons households diversify their incomes are several. Access to public assets such as roads and private assets such as education and credit is an important factor in diversification. Increasing access to these assets will help rural households to increase their self-employment as well as wage employment in the nonfarm sector.  相似文献

Comparing dynamic changes in household income and poverty among urban, rural, and estate sectors in Sri Lanka from 1990 to 2006, this study finds that a shift of household income away from farm to nonfarm sources is accompanied by a significant improvement in household income and reduction in poverty, particularly in the rural sector. Major contributing factors are the rise in returns to labor, in general, and educated labor, in particular, due to the development of the nonfarm labor market. Persistently low income among estate households can be explained primarily by the limited availability of nonfarm employment opportunities and the low education levels of working members.  相似文献

This paper examines nonfarm incomes of rural Nicaraguan households using a nationwide survey (LSMS) from 1998. The key findings are as follows. (a) Rural nonfarm income (RNFI) constitutes 41% of rural household incomes. (b) RNFI is much more important than farm wage-labor income. (c) RNFI tends to be relatively concentrated geographically and socioeconomically, toward the rural areas of the Managua zone and the Rest-of-Pacific zone, which are denser in infrastructure and population, and toward the upper income quartile of rural households. This concentration implies high entry barriers and capital requirements for rural nonfarm activity that the poor are simply not equipped to overcome. Equipping the rural poor through training and acquisition of diverse forms of capital to have a chance at the higher return nonfarm jobs would be a major step toward helping them to share the benefits of the rural nonfarm economy. (d) Self-employment (small enterprise) income in manufactures is very minor, probably due to the ease of obtaining manufactured goods from urban industries and imports. Wage employment constitutes the bulk of RNFI (despite it receiving little attention in development programs and debate). (e) Three-quarters of RNFI is in the service sector, and only one-quarter is from manufactures; that can be contrasted with the emphasis on small manufactures enterprises in rural development programs and research. (f) Education, road access, as well as access to electricity and water were found to be important to nonfarm incomes.  相似文献

In this paper we study intersectoral transfer and its impact on the distribution of income in Ecuador. We find that income shares between farm and nonfarm activities are roughly equal, on average, although the rich in rural areas typically receive a greater share of income from nonfarm sources. Thus decomposing inequality by income source reveals that a rise in nonfarm incomes increases inequality. Drawing on a new method to estimate local-level distributional outcomes, growth of the high-productivity nonfarm sector is observed to have a strong and positive association with average consumption and inequality. Growth of the low-productivity nonfarm sector is associated with little change in either average income or income inequality. Irrespective of subsector, growth of the nonfarm sector is associated with a substantial fall in poverty.  相似文献

Using data from a rural household survey in China, this paper explores the link between employment choice (nonworking, local farm work, local nonfarm work and migratory work) and migrant earnings. We find significant self-selection in migration. Youths, men, better-educated individuals and those in good health are more likely to migrate. In terms of unobserved characteristics, we find positive selection in migration to be related to the alternatives of not working and local farm work, and negative selection to be related to local nonfarm work. Controlling for self-selection, the wage returns to gender (male), education and health are lower than those obtained from OLS, and the returns to experience are higher. More importantly, we find different self-selection between individuals who have moved as pioneers and migrants from households in which other members have already migrated.  相似文献

Abstract: The paper studies occupational patterns in rural Kenya using a large cross-sectional data collected from farm households in seven districts. Consistent with the agrarian nature of the Kenyan economy, we find that 74 per cent of rural households have farming as their principal occupation. The remaining 26 per cent are engaged in nonfarm activities. The existing rural occupational structure is shown to be a consequence of rational career decisions of households. Education and proximity to market centers are the key factors in the transformation of occupational structure in rural Kenya. Résumé: Cet article analyse les schémas de choix professionnels dans les zones rurales du Kenya en se basant sur un vaste esnemble de données recueillies auprès des ménages ruraux de sept districts. Comme le laissait présager le caractère agricole de l'économie kényane, 74 pour cent des ménages ruraux ont l'agriculture pour activité principale; les 26 pour cent restants sont engagés dans des activités non agricoles. Il est démontré que la structure actuelle des choix de professions dans les zones rurales découle de décisions rationnelles prises par les ménages. L'éducation et la proximité des centres de commercialisation sont les facteurs prépondérants qui conditionnent la transformation des schémas professionnels dans les zones rurales du Kenya.  相似文献

The lack of progress on reducing poverty in Third World countries, and its growth during the 1980s, show that one of the fundamental goals of development has not been met. Addressing the renewed concern with poverty requires knowledge about the factors affecting poverty. This paper uses logistic regression analysis to estimate the effects of variables on urban, rural, farm, and nonfarm poverty among households in Costa Rica. Results show the complexity of the issue, and imply policies to expand education through the secondary level, to create more opportunities for rural off-farm employment, and to increase market opportunities and incentives for staple crop farmers.  相似文献

This article analyzes the evolution of rural nonfarm employment (RNFE) and income in Chile during 1990–96. The data used come from the National Socioeconomic Survey (CASEN), and from a household survey undertaken by the authors in two municipalities in 1999. The latter contrasted two zones, very different in terms of economic dynamism and rural poverty. We show that during the period, RNFE and incomes increased 10% and 18%, respectively, in 1996, reaching 39% of rural employment and 41% of rural incomes. The rate of multiactivity (the share of households participating in more than one sector) was only 20%, lower than expected, indicating a tendency toward economic specialization in rural income strategies. The determinants of such employment are mainly household characteristics, in particular variables related to human capital, such as the age and gender of the household head, and the schooling of the household members, although also important are access to credit and physical capital. The level of nonfarm income of rural households is determined mainly by the economic context, in particular the economic level and dynamism of the overall zone and the quality of the roads. It is proposed that policies to develop RNFE should be geared to zone characteristics, and should in general favor investments in education, in roads, and in access to credit. Moreover, households headed by women should be the object of special attention. To promote such policies, it will be necessary to address important gaps and weaknesses in the public institutional structure.  相似文献

Abstract: Evidence abounds in the rural livelihoods literature that rural households do not only receive a significant proportion of their incomes from non‐farm sources, but also it is a significant source of employment for rural folks. This paper examines the pattern and determinants of non‐farm income diversification in rural Ghana. Results show that off‐farm income constituted 43 percent of rural household income in 2005/6. Female‐headed households tend to have larger off‐farm income shares compared to male‐headed households. Non‐farm income shares followed the same gender pattern albeit less pronounced. Unlike in Latin America and Asia, in rural Ghana, non‐farm self‐employment income is more important than non‐farm wage‐employment income. Regression results show that the gender composition of households, age, education, and access to credit, electricity and markets are important determinants of multiple non‐farm activities and non‐farm income. The findings call for strategies that can help rural households maximize the benefits from income diversification.  相似文献

This article retests the separability of China’s rural households in light of growing doubt about the sustainability of high economic growth in China.If a household’s production decisions are "separable "from the household’s consumption decisions,generally this suggests there is no surplus labor.Many scholars aver that China’s surplus rural labor has spurred rapid economic growth,but concerns have arisen as to whether China still has surplus labor available.We investigate this issue using rural household panel data from 1993 to 2009.The regression results confirm that households in rural China have progressed from being non-separable to separable.The estimation results for both the entire country and regions reject the separability hypothesis before 2004 but fail to reject the hypothesis after 2004(with the exception of the central region).These results suggest that China ’s surplus labor supply is dwindling,especially in the eastern and the western regions.The sustainability of China’s high economic growth is questionable in the absence of a large reservoir of surplus rural labor.  相似文献

This article examines the determinants of the allocation process of labour time between farm and off-farm activities (OFAs) in north-east rural China during the late 1990s. The question is addressed by means of a dedicated fieldwork survey of 450 rural households in a clustering of nine villages in Xinmin County located in Liaoning Province. The econometric methodology consists of deploying a multinomial logit model to track the distribution of OFA employment opportunities. Our results reveal that market forces, rather than overt political connections, are assuming increasing significance, especially for those operating own-account enterprises (OAEs); that birthplace and location remain potent determinants of work destination and earnings capacity; and that being male and single motivates rural inhabitants to seek OFAs to a much greater extent than other household members. These findings have implications for those responsible for framing policy. In particular, a further round of liberalization to favour OFAs is suggested.  相似文献

Do households sell assets in order to smooth consumption? The empirical evidence is mixed. Using household- and village-level data in the context of China's poverty alleviation policy, we analyze the relationship between climate shocks and household coping behaviors from the perspective of whether coping strategies to deal with weather shocks are sensitive to the contiguity of destitute areas. Our results indicate that, unlike households living in noncontiguous destitute areas, households struck by weather shocks in contiguous destitute areas tended not to reduce or liquidate assets. To overcome weather shocks, households in contiguous destitute areas instead reduced household consumption, such as food consumption and increased nonfarm working hours. Our findings point to the possibility that the implicit assumption of consumption smoothing coupled with a failure to incorporate explicitly the factor of contiguous regions has led to seemingly divergent findings in the literature regarding consumption smoothing.  相似文献

The purpose of this article is to classify farmers in developing rural areas according to their commercial orientation and to evaluate their distinguishing characteristics. Farmers in these areas use both farm and non‐farm activities to commercialise to some degree. The aim of the commercialisation strategy is to generate income for acquiring other basic goods and services. A cluster analysis of 392 households surveyed in 1987 in the former KaNgwane identified seven groups of farming households: very low commercial households, moderately commercial households, high agricultural commercial households, livestock commercial households, non‐farm income households, non‐farm and agricultural commercial households and highly commercial households. The characteristics of four of these groups were investigated further. The current status of the commercialisation process suggests several policy directions: food security programmes should be aimed at those lacking resources, who may also be threatened by food shortages; emerging farmers with limited resources should be encouraged to diversify their income‐generating activities ‐ they should be given support (including access to land, markets, credit and management) to encourage them to prosper; and the progressive farmers require enhanced programmes to sustain their competitiveness.  相似文献

Energy consumption in rural areas in China is characterized by high consumption of fuelwood, straw and other biomass. Off-farm employment can play an important role in the transition towards more sustainable sources of energy by increasing rural household incomes and reducing the amount of labor available for biomass collection. The purpose of this paper is to examine the impact of off-farm employment on rural household energy consumption choices, and to disentangle the various causal relationships that play a role in this respect. To this end, a hybrid farm household/village computable general equilibrium (CGE) model is used that has been calibrated for a remote village in Northeast Jiangxi Province where fuelwood is the main source of energy. The model takes into account nonseparability of farm household production and consumption decisions as well as linkages within the village between households involved in off-farm employment and households with no members working off-farm. Contrary to previous research for a richer region in rural China, we find that fuelwood is not an inferior good. The positive impact of more food consumption on fuelwood collection more than compensates the higher leisure demand associated with higher incomes. Shifts in production activities and in prices on village factor markets caused by increased labour scarcity (the lost-labour effect of off-farm employment), on the other hand, cause a reduction in fuelwood collection and consumption. This lost-labour effect is much stronger for migration than for local off-farm employment, because the latter can more easily be combined with on-farm work and fuelwood collection. For local off-farm employment the income effect dominates the lost-labour effect, resulting in a positive overall impact of higher off-farm participation on fuelwood consumption. For migration, on the other hand, the income effect and the lost-labour effect are almost equal in size. Hence, the amount of fuelwood collected and consumed does not change much when households participate in migration. The final conclusion is therefore that increased off-farm employment opportunities do not promote the transition of rural energy use in the poorer regions of rural China.  相似文献

The commune economy had two basic characteristics: one was its three-grade pyramid-type structure of organisation which integrated government administration and economic management; and the other was its “self-sufficient” and “closed-door” character. Under this system farmers had no free choice about their occupation and place of residence. With the collapse of the commune system, institutional reorganisation of China's rural economy occurred. Farmers had more choice now about their production, their occupation and place of residence based on the development of a modern commodity and market economy. In this process of institutional reorganisation, transfer of surplus agricultural labour is a key factor. The concept of the agricultural labour surplus is discussed and discussions in English of this concept and associated theory and policy are reviewed. With reform of rural economy and improvement of agricultural labour productivity, the quantity of surplus labour in rural China has increased. Greater labour absorption is required in both agricultural and non-agricultural sectors, but particularly in non-agricultural sectors. In China, several impediments to transfer of surplus agricultural labour still exist. The transfer of surplus agricultural labour in contemporary China occurs in the context of a nationwide “double-track” economic system (a market-oriented economic system harnessed to a centrally planned and controlled economic system) and a “dual economy” in which modern industries exist alongside a traditional indigenous agricultural economy. Income gains provide the main motivation for farmers to transfer to non-agricultural activities. It is the income difference between farming and non-farming activity, not whether the marginal labour productivity in farming is zero that is important. By building and developing free or open markets one provides a suitable climate for labour transfer and migration. In the absence of free or open markets, farmers have little free choice. The continuing system of household registration is a serious institutional barrier to transfer or migration by farmers. Furthermore, the system of equal farmland contracts also hinders the process of transfer or migration. This might be overcome by allowing the transfer of rights to use farmland and facilitating “part-time” transfer of agricultural labour. Withdrawal of “surplus labour” from farming can cause grain output to drop. This can occur because if “better” farmers leave agriculture, the quality of farm labourers as a whole declines and because of a rigid price system which discriminates against agricultural products. While current transfers of surplus agricultural labour in China may well have increased income inequality between rural residents and between regions, if there had been greater freedom of migration this might have resulted in less income inequality. To the extent that market reform in China has resulted in greater freedom of economic choice, it appears to have increased the level of production obtained from China's limited resources. This is not to say that the market system will result in a perfect solution even though the economic results can be expected to be much superior to the commune system adopted in the past by China.  相似文献

This paper first analyzes the role of finance in community development, and then contrasts 1990s development-financing policies with those undertaken decades earlier in the context of the federal “War on Poverty.” It is shown that the Clinton-Bush era programs in support of community development were less extensive than War on Poverty programs. Further, they were weighted toward large banks and large commercial real-estate projects, and did not take into account the implications of the changing strategies and activities of private-sector banking firms. Consequently, programs implemented in the 1990s and afterward by the Clinton and Bush Administrations had relatively little impact. This paper then suggests some lessons for the new Administration.  相似文献
