文章基于对山东省嘉祥县3个乡镇(卧龙山镇、大张楼镇、马村镇)小额信贷情况的农户调查数据,从需求视角出发,分析得出小额信贷需求的影响因素和贫困农户需求不足的原因。发现以扶贫为设计初衷的农村小额信贷项目实际参与对象已从中、低收入贫困户转向进行非农生产性经营的中等偏上收入户和高收入农户,并且生产性小额信贷资金多被农户用于消费性支出。最后,文章尝试提出了一些公益性小额信贷的新思路和新模式。  相似文献

“Microfinance revolution” is the term often applied to the successful expansion of small-scale financial services to the poor with high repayment records in developing countries. The present paper investigates the extent to which the microfinance revolution is truly revolutionary. More specifically, it explores the impact of microfinance institutions on the poor, the mechanisms underlying high repayment rates and their innovations, and the new challenges microfinance institutions are currently facing. Different from the existing published survey literature, we focus on current topics and attempt to show recent theoretical developments in a comprehensive manner using simplified models with very similar settings. We contend that microfinance is developing in a promising direction but has yet to reach its full potential.  相似文献

The use of financial services as a development tool has taken a variety of forms over the past 25 years—rural credit schemes offering heavily subsidised loans to poor farmers, microfinance organisations providing working capital loans to predominately female micro-entrepreneurs, and a variety of organisations offering a range of financial services (credit, savings and insurance) to help poor households increase incomes and reduce their vulnerability to income fluctuations. Microfinance providers in Asia and Latin America have been world leaders, and the demonstration effect of their successes has helped to build substantial microfinance industries in countries such as Indonesia, Bangladesh and Bolivia. Africa has fewer well-known programs but some notable performers and growing microfinance sectors nonetheless; while regions such as the South Pacific have few if any microfinance successes. This paper highlights some key themes in the development of microfinance, with particular reference to the Asia Pacific region.  相似文献

Economic growth in developing countries provides an opportunity to accelerate progress towards the UN Sustainable Development Goals (SDGs). However, in reality, the number of people living in extreme poverty remains unacceptably high. Utilising the experiences of 34 developing countries for the period 2009 to 2016, the role of microfinance on poverty in these countries is examined. The results imply that the degree to which the existing forms of microfinance effectively reduce extreme poverty is less workable in developing countries, particularly when the hardcore poor are likely being deprived of receiving access to microfinance. It is suggested that governments may need to revise the structure and strategy of microfinance to be more hardcore poor oriented. The hardcore poor have needs beyond pure monetary assistance. More hand‐holding types of assistance are needed as most are also poor in respect of literacy, assets, and skills.  相似文献

In this paper, we attempt to assess the effectiveness of China's Poverty Alleviation Programs in contributing to economic growth in poor areas. To meet this overall goal, we briefly describe China's poor area policy and examine how its leaders have implemented one of the developing world's largest poverty alleviation programs. Second, we examine whether or not the poverty programs have been implemented in the parts of China that are truly poor. Finally, we attempt to assess if the poverty programs have affected growth. The major findings are that China's poverty programs do get implemented in areas of the nation that are poor, but there are many poor areas that have been left out of the government's various programs. We also find that poverty programs contribute to economic growth and that economic growth promotes poverty reduction.  相似文献

We examine how increased competition among motivated microfinance institutions (MFIs) impacts the poorest borrowers' access to microfinance. We find that competition depends on inequality, technology, and the possibility of double‐dipping (borrowing from several sources). Without competition, even a motivated MFI may lend to the not‐so‐poor in preference to poor borrowers. If double‐dipping is feasible, competition may encourage lending to the poor. The presence of double‐dipping is critical for MFI competition to have a positive effect. When double‐dipping is feasible, MFI coordination may worsen borrower targeting whenever inequality is intermediate. We discuss policy implications dealing with double‐dipping, MFI coordination, and competition.  相似文献

This article examines the experiences of two national apex institutions in two sub-Saharan African countries, Senegal and Tanzania, which channel funds to retail microfinance institutions (MFIs). These two national apexes are the Dyna-Enterprises Project and the Small Entrepreneurs Loan Facility (SELF) project, which are functioning in Senegal and Tanzania respectively. Both Dyna and SELF initially started as small-scale apex MFIs and had been conceived with the same vision in mind – facilitation of access to financial services for the poor. The initial implementation focused on provision of credit through MFIs as well as capacity building. The targeted groups of clients are similar, i.e. the disadvantaged, and mostly are women groups in urban or peri-urban areas carrying out general petty trade activities. Like many apex institutions in sub-Saharan Africa, both SELF and Dyna have stimulated demand for more financial support to the poor and have shown potential to be transformed into viable commercial MFIs. This entails expansion in terms of increased number of staff, branches, cost-effective microfinance services, the number and quality of financial products, capacity building, outreach and information services. The current vision of these national apex institutions is to transform into effective, transparent and efficient corporate entities for addressing poverty issues through harnessing and targeting funds to needy areas, while incorporating microfinance best practices.  相似文献

以山东省为样本,采用随机前沿法测算地区邮储银行小额贷款业务的效率,并对收入水平、贷款额度对效率水平的影响进行实证分析后发现,小额贷款业务总体效率水平较高,而且县域地区支行效率高于城区支行;在其他因素相同的条件下,农民收入水平越低的地区,小额贷款业务效率越高;此外,单笔贷款额度的大小对小额贷款业务效率并没有显著影响。  相似文献

We examine the importance of Roosevelt’s “relief, recovery, and reform” motives to the distribution of New Deal funds across over 3000 US counties, program by program. The major relief programs most closely followed Roosevelt’s three Rs. Other programs were tilted more in favor of areas with higher incomes. For all programs spending for political advantage in upcoming elections was a significant factor. Roosevelt’s successful reelections were based on developing specific programs for a broad range of constituents, delivering on his stated goals, but also spending more at the margin for political purposes.  相似文献

自200S年商业性小额贷款公司试点工作开展以来,我国小额贷款业经历了井喷式的发展。但监管过严、市场化不足等问题在很大程度上限制了小额贷款公司的进一步发展。本文从小额贷款公司的全国性监管政策的框架问题、尺度问题、定位问题,地方性管理办法在相应问题层面的突破及其中存在的困难入手,对我国小贷公司监管现状进行分析。基于现状,我们认为未来监管政策主要有三条可能的演变路径:合理化监管政策以保障小贷公司本色发展;放宽门槛以促进小贷公司改制为村镇银行;出台新规以引导小贷公司转型为金融公司。结合国际小贷发展的成功经验,本文又具体分析了三条监管政策演变路径的可能性、相应问题及解决途径,对未来政策的调整进行判断,为监管部门提供相应的政策建议。  相似文献

Front-line loan officers of microfinance institutions (MFIs) are important in acquiring information on potential borrowers and selecting them in accordance with the MFI's mission. We use a unique data set on loan officers and their loan portfolios from China's largest NGO microfinance institution to test whether officers' personal characteristics affect the size and quality of their loans. We study a period in which the institution shifted from reliance on government donations and subsidies to commercial sources of funding. Imposing more commercial incentives on loan officers could affect how they balance potentially competing objectives to serve the poor and pursue profitability. We find that loan officers who were formerly farmers or worked in local government were better able to maintain lending to poorer borrowers, without incurring substantially lower repayment rates on their loans. In short, it appears that the career backgrounds of loan officers did play a role in preventing mission drift.  相似文献

The paper presents a conceptual scheme for understanding the impact of microcredit—small loans to poor borrowers—on common pool resources. Impacts on common pool resources are posited to occur through changes in household production and consumption, the focus on women, and the social capital created from group training, decision-making, and risk-bearing with the group lending techniques characteristic of many microcredit programs. Enhanced human and social capital can improve environmental outcomes. A nonrandom survey of microfinance organizations suggests increased environmental awareness and potential CPR stewardship through microcredit, but empirical research is needed to demonstrate actual impacts.  相似文献

This article discusses approaches to impact assessment of microfinance programmes through a survey of empirical literature and findings of an impact study of Khula Enterprise Finance, a South African wholesale finance institution that facilitates access to financial services by small, medium and microenterprises. The article notes that impact assessment has now opened up to the needs of a mix of stakeholders and a wide range of purposes. There has been a shift from a donor-driven approach to a practitioner-led approach that emphasises learning and improving practice. Nevertheless, findings of an impact study of Khula Enterprise Finance, a characteristically donor-driven type of study, indicate a positive impact on the beneficiaries of microfinance, especially women in rural areas where they are specifically targeted. Furthermore, the impact study shows that lower-income communities in rural areas have benefited less than their not-so-poor counterparts in the urban areas, an observation that is consistent with findings in other studies.  相似文献

The Community Rating System (CRS) program was implemented by the U.S. Federal Emergency Management Agency (FEMA) in 1990 as an optional program to encourage communities to voluntarily engage in flood mitigation initiatives. This article uses national census tract‐level data from 1980 to 2010 to estimate whether CRS participation and flood risk affect a community's local patterns of population change. We employ an instrumental‐variables strategy to address the potential endogeneity of CRS participation, based on community‐scale demographic factors that predict when a tract's host community joins the CRS. The results find significant effects of the CRS program and flood risk on population change. Taken together, the findings point to greater propensity for community‐scale flood management in areas with more newcomers and programs such as CRS stabilizing population, though not especially in flood‐prone areas. We observe the CRS neither displacing population toward lower‐risk areas nor attracting more people to flood‐prone areas.  相似文献

In 2014, Indonesia implemented a new, nationwide, subsidised universal-coverage health insurance program, under which poor Indonesians do not pay to become members and others pay a relatively low fee. This program has created a national debate about the effectiveness of the ownership of health insurance in increasing the use of health services—particularly among the poor—given the limitations in their quantity and quality. Using membership data on different health insurance programs from the 2007 rounds of Susenas and Riskesdas, this article researches the impact of having health insurance on health service utilisation, by controlling the levels of quality and quantity of health services in the area. We argue that having health insurance increases health service utilisation by approximately eight percentage points when people feel sick (or by approximately five percentage points if we include those who do not feel sick).  相似文献

In this paper, we conduct an evaluation of the targeting method used by Health Education and Nutrition Program (PROGRESA) of Mexico to identify beneficiary households. We address two key questions: (a) How well does PROGRESA's targeting perform; and (b) How does the program perform in terms of its impact on poverty alleviation relative to other feasible methods and transfer schemes. The first question is accomplished by comparing PROGRESA's method to an alternative selection method based on household consumption, which is our preferred measure of welfare. We employ the concepts of undercoverage and leakage and find that PROGRESA selection method is more effective in identifying the extremely poor localities or households but less so when it comes to distinguishing among localities or households in the middle of the scale. To address the second question, we compare the potential impact of PROGRESA on poverty alleviation against uniform transfers that involve no targeting at all, targeting based on consumption, and geographic targeting (i.e., targeting at the locality level rather than at the household level). We find that PROGRESA's method of targeting households outperforms uniform coverage and targeting at the locality level in terms of reducing the poverty gap and severity of poverty indices, even after taking into account the economic costs of targeting. But, the closeness of PROGRESA's performance to what could be achieved by geographic targeting alone raises some serious questions about the costs and benefits associated with the practice of household targeting within poor localities.  相似文献
