Using data on the universe of elected politicians in French municipalities, this paper studies the impact of a gender quota law on the political representation of women and on the composition of municipal councils. The empirical strategy, a Difference-in-Discontinuities design, takes advantage of the fact that the policy applies to cities above a population threshold, and that this threshold has been modified over time. I find that the quota policy has a substantial impact on the share of female candidates and elected politicians, but fails to promote female mayors and list leaders, even in cities that have been exposed to the policy for 13 years. Women do not reach leadership positions because they are more likely to resign than male politicians. This higher propensity of women to leave politics is correlated with local gender norms concerning the place of women in society, and also varies with individual characteristics such as age and professional background. In a second part, I show that quotas have little effect on the composition of municipal councils in terms of socio-economic background, age, and political experience.  相似文献

Interest in transparency is increasing worldwide. Literature on their determinants is evolving but is still in early stages. So far, it has typically focused on national governments while neglecting local governments. This paper examines the economic, social, and institutional determinants of local government transparency in Spain. We broaden the traditional fiscal focus by including corporate, social, contracting, and planning transparency indexes. Our results indicate that large municipalities and left-wing mayors report better transparency indexes; while the worst results are presented by provincial capitals, touristic cities and mayors with absolute majority. The analysis of specific transparency categories generally shows the consistent impact of these determinants.  相似文献

This paper studies whether and how legislatures affect political corruption. Using a regression discontinuity design in the context of Brazilian municipalities, we find a positive causal impact of council size on corruption levels, as detected by random federal audits. This indicates that an extra councilor represents an additional political actor potentially interested in diverting public resources, which we define as a rent extraction effect. However, we find further evidence that, in some contexts, larger councils enhance the representation of opposition parties and effectively increase monitoring over the executive, attenuating the rent extraction effect. Namely, in municipalities where opposition parties are typically underrepresented, the additional seat in the council is absorbed by the opposition and corruption outcomes do not worsen. In addition, only in such context, mayors are more commonly sentenced for misconduct in office by judicial authorities, whose investigations anecdotally often originates from councilors denouncing mayors to local courts. Overall, our findings show that legislature size is detrimental to corruption outcomes but less so where the representation of opposition parties improves with the enlargement of the legislature.  相似文献

This study analyzes the impact of the gender composition of political institutions on the political budget cycle (PBC) and on the size and structure of public expenditure. An instrumental variable approach is implemented to evaluate the influence of female politicians in municipal councils. The introduction of gender quotas for Italian municipalities is used as an exogenous variation in female participation in politics. The results show that: (i) fluctuations in local public spending are only slightly affected by the presence of a wider female representation; (ii) an increase in the number of elected women reduces the overall amount of public expenditure; (iii) this reduction involves fields typically affected by PBC (e.g., roads' maintenance) except those related to females' needs (e.g., kindergarten, primary education, and social care).  相似文献

我国社会基本养老保障制度区域政策差异显著,其政策形成是由地方政府主导并与中央政府、企业和民众利益博弈决策。各博弈主体均有不同利益诉求,分别表现为绩效考核、公共财政、经济发展与民生诉求,均对社会基本养老保障供给产生不同性质与大小作用力,而地方政府决策逻辑是在与各主体利益博弈基础上寻求平衡决策。在假设经济发展与民生诉求为固有矛盾前提下,现阶段地方决策是在公共财政与民生诉求间平衡,但当绩效考核与公共财政因素变化,或各利益诉求均有利于或均不利于社会基本养老保障提供的极端情况时,地方政府会有不同决策选择。  相似文献

本文采用1997-2009年面板数据的变截距及变系数模型,利用控制地区经济开放程度、产业结构变迁、城市化率等因素,对中国30个省市的制度变迁、地方政府支出决策与城乡收入差距之间的关系进行实证分析。结果显示:就全国而言,制度变迁、地方政府对经济活动的干预和地方政府投资性支出均与城乡收入差距呈正相关,而地方政府保障性支出则与城乡收入差距呈负相关;就地区而言,大部分地区在市场化过程中的制度变迁、地方政府投资性支出扩大了城乡收入差距,而半数以上的地区其政府支出规模及其内部保障性支出对城乡收入差距的缩小则有一定促进作用,但不同地区其影响呈现一定的差异性。其政策含义在于,我国在推进市场化进程的同时还要兼顾公平与效率,加强地方政府对收入不平等的调节作用,完善地方财政支出结构特别是社会保障体系,以此来缩小城乡收入差距。  相似文献

This paper shows that different levels of empathy of men and women explain the well-documented gender differences in interventionist government economic policy views in the United States. Using the Davis Interpersonal Reactivity Index (IRI) to measure empathy, the study finds that more empathic people support more interventionist policies. While greater empathy leads both men and women to support more government action, there is no gender difference in the effects of empathy on policy views. When policy views are separated by area, gender differences on policies concerning poverty, inequality, and social welfare disappear once empathy is accounted for, though they persist in views on free markets.  相似文献

This paper aims to show how a region's constant level of social capital may have a very different impact on its economic growth depending on whether the central or the local level of government is responsible for regional policy.Our case study is the economic performance of Northern and Southern Italy in the post-World War II period, when a long phase of regional convergence came to a sudden halt in the early 1970s. We focus on the economic effects of the 1970s institutional reforms on government decentralization and wage bargaining. Our main hypothesis is that decentralization allocates the provision of public capital to institutions, the local ones, more exposed to a territory's social capital. Since social capital is lower in the Southern regions, decentralization made their developmental policies less effective from 1970 onwards, and regional inequality increased.We build an endogenous growth model augmented to include the interaction between social capital and public investment as well as the reform of the Italian labour market. We calibrate our model using data of the Italian regions for 1951–71. Our quantitative results indicate that decentralization triggered the influence of local social capital on growth and played a central role in halting the convergence path of the low-social-capital regions.  相似文献

This article applies a gender perspective to a consideration of the recent economic and political reforms in Eastern and Central Europe. After an introduction and a brief overview of recent empirical studies of the impact of women's economic, political, and social status, the paper explores the difficulties inherent in attempts to create an East-West dialogue on women's interests. The article proposes that these difficulties can be articulated by 1) identifying whether a political regime uses an essentialist (men and women have fundamentally different biological natures) or a social constructionist (most observed differences between men and women are socially created) view to define the nature of women; 2) identifying how these distinct views of gender relations are articulated in the philosophical underpinnings of the two political regimes (the liberal Western system that strictly separates the public and private spheres while assigning different activities for men and women and the socialistic/communistic system that subordinates social reproduction to the sphere of production); and 3) comparing how these views have been articulated in social and institutional arrangements of gender relations in the two regimes. The article then claims that an understanding of the interaction between gender relations, political theory, and social practices in both the West and the East is essential for understanding the problems involved in discussions of the political-economic transition and how it affects men and women.  相似文献

本文利用中国社科院披露的我国247座城市地方政府性债务对金融稳定影响的评价指数,分析了地方政府性债务治理对上市企业债务融资与资本性投资效率的影响及其传导机理。研究发现,与地方政府性债务治理较好地区相比,处于地方政府性债务治理较差地区的地方政府控股国企,其杠杆率均显著较高,但企业资本性投资效率却显著较低,企业产能过剩的财务特征十分明显。这表明,地方政府性债务治理会显著影响微观企业的投融资,并且地方政府性债务治理越差,透过政府对经济活动的控制或干预,通过预算外举债,政府“杠杆”有转化为企业“杠杆”的风险。本文明确了“去杠杆”究竟应去谁的“杠杆”问题,对理解地方政府性债务治理转变为“内涵型”经济增长的微观基础具有重要的理论和现实意义。  相似文献

中国转轨经济下的财政分权体制和政治晋升锦标赛激励地方政府官员将政策资源向有利于自身政绩的方向倾斜。文章研究发现,与买壳上市家族企业相比,直接上市家族企业获得了更多的银行贷款、政府补贴和税收优惠,但同时通过更高的资产回报、过度投资和负担更多的超额雇员服务于地方经济和社会目标。文章分析了地方政府热衷于推动新企业上市并给予大量政策扶持的原因,对于市场化进程中制定相关政策指导地方政府行为具有重要参考价值。  相似文献

This paper divides the expenditure of local government into the productive and nonproductive expenditure for revealing the effect of local government’s expenditure on output-capital efficiency through model and empirical analysis. In general, the elasticity of productive expenditure is more than that of nonproductive in a developing country. Therefore, the drawing effect of productive expenditure on economic growth is more than nonproductive one. However, the positive drawing effect of local government’s expenditure on the ratio of output to capital can be displayed only if the expenditure is within a reasonable scale. When the public expenditure has surpassed the limit, there will be a negative influence. Through our empirical analysis on current Chinese economic data, it shows that the positive drawing effect of local government productive expenditure on the ratio of output to capital is remarkable; however, the positive effect of expenditure on economic construction is critically small. In some areas, the government expenditure behavior has indirectly become the economic intervention and it reveals the negative effect and low efficiency in high speed of economic growth. It is imperative for Chinese government to improve the efficiency of economic growth by adjusting the expenditure structure of local government.  相似文献

Religious conservatism is often associated with patriarchal attitudes and deterioration of women’s rights. This conventional wisdom has motivated ubiquitous policies that limit public expressions of religion and emphasize secular values. This paper demonstrates that a policy change which undermines secularity ends up empowering women. The current article takes advantage of a unique divergence in political institutions that occurred in Turkey’s recent history to explore how revoking a headscarf ban affected employment outcomes of women in the public sector. In a difference-in-discontinuities setting, I exploit the before/after discontinuous policy variation and compare female employment within municipalities that have Islamist and secular mayors. I find that eliminating legal obstacles against observant Muslim women in the labor market improves female employment in Islamist municipalities. Yet, when women are not allowed to wear headscarves to work, Islamist mayors employ less women vis-à-vis secular mayors. Overall, findings point to unintended consequences of headscarf bans on pious women.  相似文献

This paper studies whether the degree of women's representation in Swedish local councils affects local public expenditure patterns. To empirically address this question, I first analyze the differences in preferences between men and women expressed by elected local council representatives using survey data. This enables me to make precise predictions about the effects of women's representation on spending. The subsequent panel study on the composition of public spending supports the predictions that increased representation of women in the local council increases spending on childcare and education relative to elderly care.  相似文献

在政府分配的承诺可置信时,地方政府分权竞争的结果是资方获得了最大利益,而劳方的利益被忽视了。而当政府分配的承诺不可置信时,资方的投资生产激励会受到较大的削弱,社会福利会受到较大损害。关于中国经济增长奇迹的经济解释,文章认为:在改革开放初期,中性政府对经济增长起到了很重要的作用;而随着改革开放的深入,地方政府分权的竞争激励机制可能起到了更为重要的作用。产业结构与产权保护有着密切的关系,要使产业结构完成升级,拥有良好的产权保护制度是一个重要条件。针对地方政府分权竞争带来的问题以及承诺可置信性缺失,文章引入第三方规制和以权力配置作为一种可信承诺等两种解决途径,并指出了其不足之处。  相似文献

There is an extensive literature analysing the executive branch within local U.S. government jurisdictions. This has largely revolved around the differences between elected mayors and appointed city managers. Much of the academic work has considered the potential efficiency gains that may be associated with either form of government and comparative analyses between the two. However, the empirical literature has been divided regarding the relative efficiency of either form. This article attempts to add to that literature by considering how bond markets may perceive potential efficiencies that emerge from one executive type over the other by evaluating bond ratings for a sample of large municipal governments in the United States. Overall, the results suggest that municipalities headed by a city manager are associated with increased bond ratings (and thus lower borrowing costs), which may lend support that this form of administration is, on some margin, relatively more efficient than others. These results are robust to a number of specifications.  相似文献

We offer a rationale for the decision to extend the franchise to women within a politico-economic model where men are richer than women, women display a higher preference for public goods, and women's disenfranchisement carries a societal cost. Men and women are matched within households which are the center of the decision process. We derive the optimal tax rate under two alternative regimes: a males-only enfranchisement regime and a universal enfranchisement regime. The latter is associated with a higher tax rate but, as industrialization raises the reward to intellectual labor relative to physical labor, women's relative wage increases, thus decreasing the difference between the tax rates. When the cost of disenfranchisement becomes higher than the cost of the higher tax rate which applies under universal enfranchisement, the male median voter is better off extending the franchise to women. A consequent expansion of the size of government is only to be expected in societies with a relatively high cost of disenfranchisement.We empirically test the implications of the model over the 1870–1930 period. We proxy the gender wage gap with the level of per capita income and the cost of disenfranchisement with the presence of catholicism, which is associated with a more traditional view of women's role and thus a lower cost. The gender gap in the preferences for public goods is proxied by the availability of divorce, which implies marital instability and a more vulnerable economic position for women. Consistently with the model's predictions, women's suffrage is correlated positively with per capita income and negatively with the presence of catholicism and the availability of divorce, while women's suffrage increases the size of government only in non-catholic countries.  相似文献

Interest in public infrastructure research has been a subject of increasing concern to economists and policy-makers. This article aims at analysing the locational impact of the high capacity roads (HCR) on the Spanish private economic activity from 1970 through 1998, given that this is one of main infrastructure-based development strategy undertaken in Spain in this period. In a stochastic frontier production-function framework, we allow for modelling of provincial heterogeneity through the existence of different efficiency levels in the territorial units. Results show HCR spillovers between geographically close provinces and between provinces displaying similar socio-demographic characteristics and government size. To the extent that the magnitude and sign of these impacts differ across sectors a reasonable explanation of the limited impact of HCR on aggregate private production could be made. The presence of a negative spillover effect in the industrial and business service sector suggests that Spanish provinces may have used HCR capital as a competitive tool for attracting factors of production leading to a rearrangement in these economic activities.  相似文献

采用1980~2004年的统计数据,实证分析了公共支出结构与经济增长之间的关系.研究发现:社会性支出对经济增长有一定的促进作用,但统计上并不显著;经济性支出对经济增长具有不显著负相关性;维持性支出对经济增长存在显著负相关性.据此,提出了增加社会性支出、缩减经济性支出与维持性支出的公共支出结构调整的政策建议.  相似文献
