Yet another breakdown point notion: EFSBP

The breakdown point in its different variants is one of the central notions to quantify the global robustness of a procedure. We propose a simple supplementary variant which is useful in situations where we have no obvious or only partial equivariance: Extending the Donoho and Huber (The notion of breakdown point, Wadsworth, Belmont, 1983) Finite Sample Breakdown Point?, we propose the Expected Finite Sample Breakdown Point to produce less configuration-dependent values while still preserving the finite sample aspect of the former definition. We apply this notion for joint estimation of scale and shape (with only scale-equivariance available), exemplified for generalized Pareto, generalized extreme value, Weibull, and Gamma distributions. In these settings, we are interested in highly-robust, easy-to-compute initial estimators; to this end we study Pickands-type and Location-Dispersion-type estimators and compute their respective breakdown points.

Macroeconomic data transformations matter

In a low-dimensional linear regression setup, considering linear transformations/combinations of predictors does not alter predictions. However, when the forecasting technology either uses shrinkage or is nonlinear, it does. This is precisely the fabric of the machine learning (ML) macroeconomic forecasting environment. Pre-processing of the data translates to an alteration of the regularization – explicit or implicit – embedded in ML algorithms. We review old transformations and propose new ones, then empirically evaluate their merits in a substantial pseudo-out-sample exercise. It is found that traditional factors should almost always be included as predictors and moving average rotations of the data can provide important gains for various forecasting targets. Also, we note that while predicting directly the average growth rate is equivalent to averaging separate horizon forecasts when using OLS-based techniques, the latter can substantially improve on the former when regularization and/or nonparametric nonlinearities are involved.     

UNIVERSAL BANKING: The view from Brazil

This note begins with a brief summary of the economic and regulatory history surrounding the Universal Banking debate. Following this introduction, it focuses on the Brazilian regulatory and supervision experience. The Central Bank of Brazil has persistently enhanced prudential regulation and supervision practices in order to cope with the complexity of large financial institutions and financial holding companies. Some features of the Brazilian regulatory framework have contributed to the Brazilian economic and financial performance in recent years, such as: consolidated financial statements, including all financial and non financial subsidiaries; internal structures for risk management; responsibilities for controlling shareholders; unrestricted access to all information by supervisors; and, one of the most important issues, the requirement to foreign firms to constitute stand-alone subsidiaries. Finally, there is a short overview of the G20 financial sector reform agenda (including Basel III accord), specially, regarding the issue of Systemically Important Financial Institutions – SIFIs.

Britain's future in Europe: a personal view

Differentiation is now 'official' in the EU and the idea of a several-speed Europe is acceptable. The major member-States, Germany apart, no longer favour a federal United States of Europe. Additions to the 'acquis communautaire' will be small in number and EU regulation will increase more lowly. Britain should work within the EU to keep it 'open and flexible'.     

Charity box collection schemes: The retailers' view

Most UK charities, both national and local, place boxes in outlets such as shops, bars, cafés, filling stations, banks and building societies. Usually the box is placed by a representative of the charity visiting the potential site and inviting whoever is on duty to accept the box. This research sampled 2,308 UK retailers in order to determine their perceptions of the boxes held on their premises, the number of boxes held, their location and security. From the responses to the survey the authors discuss the distribution of boxes over different retail types and analyse retailers perceptions.
