A simultaneous analysis of gender and ethnicity provides a fuller understanding of how tourism initiatives benefit marginalised groups in developing countries. In this article, the gendered division of labour is analysed as a way to understand the micro-politics of ethnic tourism production aiming at poverty reduction in Laos. The aim is to demonstrate how constructions of gender and ethnicity impact on women's possibilities to benefit from community-based pro-poor tourism initiatives. Socially constructed notions of gendered behaviour influence divisions of tourism labour in specific spatialities, which we argue is crucial knowledge in the implementation of tourism projects aiming at poverty reduction. The assumption that ‘the poor’ constitute a homogenous group might hide an uneven distribution of tourism benefits in local communities. By focusing on factors which marginalise women, the article demonstrates inequalities between men and women in the division of tourism work. A village in northern Laos is used as a case study to examine aspects impacting on gendered divisions of labour in community-based tourism in Laos. Two examples, the Akha people's belief in and worship of spirits, and provision of massage, are used to illuminate reasons behind gendered imbalances in more detail. 相似文献

The past decade has seen an upsurge of interest from the governments and development organisations in a tourism-based approach to poverty alleviation. More specifically, poverty alleviation has been established as a major priority within the United Nations World Tourism Organisation (UNWTO) itself, as is evidenced by the launching of the concept of ST-EP (Sustainable Tourism as an effective tool for Eliminating Poverty). In contrast, the implications of tourism for poverty alleviation have been largely neglected by the tourism academic community. Relevant research to date is fragmented, limited in scope, and lacks a consistent methodological development. To address these deficiencies, this paper presents an integrative research framework, which synthesises multiple perspectives and can be used as an overarching guideline to stimulate and guide other future enquiries on tourism and poverty alleviation. Towards this end, a number of research needs and opportunities have also been identified and suggested along with the presentation of the framework. 相似文献

International programmes and national policies around the world have identified tourism as an appropriate mechanism for sustainable development, poverty alleviation and biodiversity conservation. To evaluate the impact of nature-based tourism on the poor, socio-economic assessments were undertaken at enterprises based within South African protected areas. Comparisons were made between local economic interventions reported by enterprises and neighbouring community member's perceptions of their initiatives. Socioeconomic impacts evaluated included employment, gender equality, procurement, corporate social responsibility, dependency on tourism and access to markets. The studies demonstrate that isolated efforts from individual tourism companies have little tangible impact on the majority of people living in highly populated rural communities but impacts are substantial for the few people who directly benefit. Implications of these findings for future socio-economic initiatives through tourism, and options to increase net benefits to the poor are explored. 相似文献

This paper reports the findings of a study of the attitudes of residents towards tourism in the District of Viengxay, Lao People's Democratic Republic, where tourism is in its infancy. Based on focus group interviews, the paper analyses the societal and individual attitudes of the residents towards tourists, tourism development and employment in the tourism field. It was found that locals have little understanding of the motivations of tourists for visiting their villages. Villagers look forward to tourism development to bring more communication and fame to their village, as well as to tourism's contribution to the local economy. Community‐mindedness, control and organisation, cultural exchange, understanding and cultural awareness are prime motivators in forming local attitudes towards tourism. Since the development of community-based tourism (CBT) governments, development agencies and NGOs have placed considerable emphasis on this development model. However, CBT has been strongly criticized with respect to low economic impact in terms of jobs and income, the result of small-scale interventions, its low life expectancy after external funding ends, the monopolisation of benefits by local elites, or the lack of business skills to make it operational. This article explores the viability of the CBT model to support socio-economic development and poverty alleviation via a Nicaraguan case study. The characteristics and effects of different modes of organising community tourism were examined, based on an impact assessment and lifecycle analysis of the CBT Nicaraguan Network. The results showed how traditional top-down CBT, created and fully funded by external organisations, reflected the general criticisms of the approach, while bottom-up CBT, borne as a result of a local initiative, demonstrated longer life expectancy, faster growth, and more positive impacts on the local economy. The findings suggest a shift is required in the attention of donors and policy-makers towards redistribution policies that strengthen the skills, resources, and conditions of micro, community-based and family entrepreneurship, together with a stronger orientation towards the domestic markets. 相似文献

‘This paper investigates collaborative management and planning among public organisations involved in urban heritage tourism. An exploratory case study has been applied, capturing urban heritage tourism development in Plovdiv, Bulgaria. The findings demonstrate a shared desire for further collaboration between the key public bodies involved, with limited existing and previous collaboration, beyond work that is the result of existing hierarchies. Collaboration is at an early stage, and many looked to the Local Authority to provide leadership in driving new initiatives. The private sector has a limited but increasing role in this. Using a four round Delphi survey, a focus group and semi-structured interviews, this study investigates the respondent perspective of the public sector role in providing an environment conducive to the development of the rural tourism sector in Britain and South Africa. Although South African respondents generally perceived a greater need of support for the rural tourism sector than did their British counterparts, many of the problems, concerns and frustrations that emerged from the study were similar. Respondents perceived the public sector as ‘leader’, ‘strategist’, ‘mentor’, ‘co-ordinator’, ‘champion’ and ‘partner’ in their endeavour to build the rural tourism sector. Grappling with the problems of uplifting the quality, viability and communal benefit of rural tourism is seen as a futile exercise if the facilitatory platform of rational policy, planning and support conducive to the sustainability of the sector, is not in place. Above all local authorities are seen as ‘the enabler’ of successful rural tourism projects that diversify the local economy and generate employment and entrepreneurial opportunities. However, whilst there is respondent acknowledgement of the role played by the public sector, there is evidence of widespread disenchantment with the efficacy with which this role is fulfilled. 相似文献

The objective of this article is to assess the socio-cultural impacts of tourism development in the Okavango Delta, Botswana. This paper largely relied on the research work and reports by the author in the Okavango Delta from 1998 to 2004. In all instances, both primary and secondary data sources were used. However, much of the paper is based on the results of a survey carried out between April 2001 and July 2002. Findings indicate that tourism development in the Okavango Delta has both positive and negative socio-cultural impacts. Some of the positive socio-cultural impacts include income generation and employment opportunities from both community-based tourism projects and safari companies, infrastructure development such as airport and airstrips, tarred roads, hotels, lodges and camps, the improvement of social services such as banking, health, telecommunications and access to electricity. The negative socio-cultural impacts include enclave tourism, racism, relocation of traditional communities, breaking up of the traditional family structure, increase in crime, prostitution, the adoption of the Western safari style of dressing and a traditionally unacceptable ‘vulgar’ language by young people. This article argues that tourism needs to be sensitive to local cultural norms and beliefs for it to be accepted by local people and promote sustainable development. This is possible if all the stakeholders (government, operators and local people) collaborate in policy formulation, implementation and monitoring. This paper proposes a model which integrates tourism in a continuum of poverty alleviation strategies within the antipodes of neo-liberalism and protectionism. It is argued that despite growing evidence in favour of regulative and (re)distributive approaches that in practice come closer to protectionism than neoliberalism, the most influential international organisations, as well as governments worldwide, follow a largely neoliberal laissez-faire approach to poverty alleviation coupled with market-friendly ‘pro-poor’ supplements. This paper argues that tourism per se fits very well into neoliberal interpretations of poverty alleviation, while it tends to aggravate poverty-enhancing inequalities if allowed to operate in a free market environment. Drawing on evidence from current research into poverty alleviation, it is argued that in order to be pro-poor, growth must deliver disproportionate benefits to the poor to reduce inequalities which have been found to limit the potential for poverty alleviation. Hence, it is necessary to shift policy focus from growth to equity, which calls for strong institutions capable of regulating the tourism industry and distributing assets in order to facilitate ‘pro-poor growth’. In this respect, this paper challenges the conventional pro-poor tourism approach with its implicit growth-bias, where strategies are judged as pro-poor if they deliver net benefits to ‘the poor’ even if ‘the rich’ benefit disproportionately. However, through a contextualisation with the reality of politico-economic governance, this paper shows that strategies enhancing equity through shifting benefits towards the poor and, importantly, the poorest, are unlikely to be pursued in practice given policy-makers' neoliberal bias and systemic constraints. Hence, only strategies that are largely in sync with a neoliberal ideology and the ‘World Bank orthodoxy’, such as industry self-regulation or government incentives, have much potential to be implemented on a large-scale basis. More radical approaches such as pro-poor regulation and distribution – the equity side of the continuum – are bound to remain predominantly rhetoric of some United Nations organisations. 相似文献

Trinidad and Tobago lies within one of the world's most tourism‐intensive regions, the Caribbean. Yet, unlike its neighbours, it has not relied heavily on income from travel and tourism since its economy is dominated by the energy sector. The energy sector is the mainstay of the economy contributing approximately 34.1% to the country's GDP, 85.5% to merchandise exports and 37.1% to Government revenues in 2004 (Ministry of Energy, 2006). The Government, in its aim for developed nation status by 2020, recognizes that the energy sector is unable to provide the sustainable jobs needed to achieve this. Thus, the Government's policy strategy, Vision 2020, identifies tourism as one of five (5) sectors that should be developed to contribute to the country's economic development. The tourism industry currently represents 13.8% of total Gross Domestic Product (GDP) in Trinidad and Tobago and is expected to increase its share by nearly three percentage points to 16.5% by 2015. It accounts for 16.7% of total employment, and this is forecasted to rise to 19.2% (WTTC, 2005). Several challenges are evident, that continue to limit the industry's full potential for growth in the country. It is against this background that this paper seeks to identify and analyse the strategies that can be adopted to maximize the contribution of the hospitality and tourism industry to economic development in Trinidad and Tobago. The three main strategies proposed are a greater focus on local entrepreneurship; the re‐orientation of the role of the local financial mechanisms in tourism development and; the development of competitive tourism investment incentives for potential investors in the hospitality and tourism industry. The present study aims to determine the importance of two elements as factors favouring social and occupational mobility in the tourism sector, namely family and the corresponding rate of local tourism development. The research methods employed were of quantitative and qualitative nature. Our analysis of intragenerational and intergenerational mobility focuses on the transitions effectuated from one type of tourism enterprise or occupational status to another. The conclusions point out the existence of familial professional strategies and a pronounced intergenerational professional heredity and underline the role played by the tourism labour market in the achievement of upward social and occupational mobility. This study draws on the Resource‐Based View to analyze the effects of distinctive competences in tourism firms and location in a tourism district on competitive position, and explores the moderating effects of the tourism destination. Multiple linear regression was used to test the research hypotheses on a sample of 1019 Spanish tourism firms. Results reveal that financial resources and dynamic and production capabilities favor a better competitive position for tourism firms in general; however, coordination and marketing capabilities are key factors for firms embedded in a tourism district, while dynamic capabilities have a negative effect in this case. Community-based tourism (CBT) has often been cited as an alternative to mass tourism and an approach for tourism to become more sustainable. If developed well, CBT can become a poverty alleviation mechanism and a way to access improvements in quality of life, providing empowerment and greater economic benefit to individuals in local communities. Despite the plethora of literature on CBT and evaluation of models, there is little analysis of the facilitators and barriers to achieving it. Through the use of case studies in both academic and grey literature, this paper serves as an instructive review of the CBT literature to synthesize the key elements of success and the challenges. 相似文献

Traditional views of regional development have focused on economic factors and potential innovation in technical and resource exploitation processes. Similarly, regional tourism development is usually couched in economic terms, such as number of jobs and increasing land values. This approach usually ignores the social and community aspects of tourism development; thus an alternative view argues that the community needs to be factored into our planning and development strategies to balance the traditional economic view. It is argued in this paper that fostering innovation in regional development is much more than a process of community consultation. Rather, what needs to be factored in is SPCC – social, political and cultural capital. This works in both directions; tourism development depends on a level of social, political and cultural capital in order to be a successful regional development tool (even in economic terms) while at the same time tourism development can be undertaken in a way that contributes to SPCC in the region. The paper outlines the key concepts of social capital, political capital and cultural capital. It does so within the context of regional tourism development and the concepts of systems of innovation and sustainable development. 相似文献

In this paper, we test the causal relationship between economic growth and tourism development in the 1995–2012 period using recently developed panel Granger causality tests that allow for country-level heterogeneity, thus leading to more accurate results for the 12 Mediterranean countries. Although results of the Dumitrescu and Hurlin [(2012) testing for Granger non-causality in heterogeneous panels. Economic Modelling, 29(4), 1450–1460] panel Granger causality test show a unidirectional causality from tourism development to economic growth, results of the Croux and Reusens [(2013). Do stock prices contain predictive power for the future economic activity? A Granger causality analysis in the frequency domain. Journal of Macroeconomics, 35, 93–103] panel Granger causality analysis in the frequency domain show that there is a bidirectional temporary and permanent causality between tourism development and economic growth. The bidirectional causality relationship between tourism development and economic growth, which is the main finding of this study, suggests that in order to achieve high economic growth, policy-makers should focus on developing the tourism sector. 相似文献

An increasing number of local economic development agencies in the UK are turning to tourism as a means of urban regeneration and employment creation. Although initiatives vary, there is a nationally inspired emphasis on the development of employee skills as a core element of many regeneration strategies. This paper reports the findings of a qualitative study of the demand for and utilisation of skills by tourism firms in East London, an area that is the recipient of substantial urban aid funding, a proportion of which has an overt focus on skills enhancement designed to develop the tourism sector. It then examines the processes of skills supply within the locality. The paper concludes by identifying the key issues likely to be important if regeneration programmes are to be effective. This paper briefly examines tourism activity over a 60‐year period in the UNWTO Middle East region together with Israel and Iran. The region has been subject to political turmoil over that period, and its tourist arrivals have not fully capitalized on the potential that the region holds. The region has a wealth of heritage, a climate conducive to tourism and a range of leisure resources that should provide a comparative and competitive advantage to its tourism industry. This paper examines the challenges encountered when conducting tourism-related research in sub-Saharan Africa (SSA). Using socio-demographic and infrastructure information as a backdrop, aspects of market research and their attendant challenges are examined. Issues of functional equivalence, conceptual equivalence, and translation equivalence are discussed, together with challenges relating to sampling, data collection, and analysis. The paper highlights some critical issues that need to be addressed when conducting consumer tourism-related surveys, in general, and community tourism-related research, in particular, in SSA countries and concludes with a discussion of the ways in which research and data gathering could be improved. Since health tourism is one of the most popular and most dynamically developing products of modern tourism, this paper aims at studying the characteristic features of health tourism destinations from a regional and spatial perspective. Accordingly, the authors would like to introduce a new approach of spatial and product analysis of tourism where the market and spatial relations and relevance of health tourism were analysed through the example of Hungary. Although the classic medical tourism centres were established on natural medical water basis, by today, due to product diversification, continuous innovation and the involvement of medical services into health tourism, the geographical embeddedness seems to disappear, thus basically restructuring the market. The methodological novelty of the research is that exceeding the classic supply–demand algorithm, we compiled a complex viewpoint system adequate to the specialities of the given product characteristics. In our study, the authors intend to survey the special characteristics of health tourism focusing on medical destinations through Hungarian examples since the country's leading position in the global market is well recognized, including medical services.
