This paper develops new measures of tourism yield in the context of Cambodia, a developing country in South East Asia. It first sets out some data regarding tourism in Cambodia and the reasons for tourism being identified as a tool for economic development and poverty alleviation. It then sets out the method and findings of a study by the International Finance Corporation-Mekong Private Sector Development Facility to develop standard and extended measures of tourism yield to assess the pro-poor impact of international tourism in Cambodia. These yield measures extend earlier work undertaken by the first author. It then discusses the policy implications of the findings. It is concluded that while tourism goes some way in reducing poverty in Cambodia, informed policy initiatives can enhance the effect. It is argued that different visitor yield measures provide an important basis for the development of strategies to increase tourism's pro-poor impact. A substantial barrier to the formulation of appropriate policies to increase the pro-poor benefits of Cambodia arises from the limited data available in poor countries generally.  相似文献

Forecasts of high tourism growth in developing nations, where widespread poverty exists, has led to considerable interest in tourism as a tool for poverty alleviation. Powerful bureaucratic and business alliances have been forged to expand this programme. International development agencies are also turning to tourism as a way of alleviating poverty. This is sometimes termed ‘pro-poor tourism’ (PPT). Distinguished from other forms of ‘alternative tourisms’ such as ecotourism and community-based tourism, the stakeholders involved in this enterprise are no less divided. Ideological divisions manifest themselves in the political struggle over how tourism in developing countries should unfold. This paper identifies the different sustainability positions of prominent pro-poor tourism stakeholders and considers the implications for meeting pro-poor and sustainability objectives. Generally, tourism is too often regarded a panacea without an attendant recognition that, like any other industrial activity, tourism is highly political. As a global industry, tourism operates within a neo-liberal market economy which presents severe challenges to meeting pro-poor and sustainable development objectives. This paper therefore recommends a fundamental re-evaluation of tourism's pro-poor potential in the absence of significant commitment to directly address structural inequities which exacerbate poverty and constrain pro-poor attempts.  相似文献

This paper proposes a model which integrates tourism in a continuum of poverty alleviation strategies within the antipodes of neo-liberalism and protectionism. It is argued that despite growing evidence in favour of regulative and (re)distributive approaches that in practice come closer to protectionism than neoliberalism, the most influential international organisations, as well as governments worldwide, follow a largely neoliberal laissez-faire approach to poverty alleviation coupled with market-friendly ‘pro-poor’ supplements. This paper argues that tourism per se fits very well into neoliberal interpretations of poverty alleviation, while it tends to aggravate poverty-enhancing inequalities if allowed to operate in a free market environment. Drawing on evidence from current research into poverty alleviation, it is argued that in order to be pro-poor, growth must deliver disproportionate benefits to the poor to reduce inequalities which have been found to limit the potential for poverty alleviation. Hence, it is necessary to shift policy focus from growth to equity, which calls for strong institutions capable of regulating the tourism industry and distributing assets in order to facilitate ‘pro-poor growth’. In this respect, this paper challenges the conventional pro-poor tourism approach with its implicit growth-bias, where strategies are judged as pro-poor if they deliver net benefits to ‘the poor’ even if ‘the rich’ benefit disproportionately. However, through a contextualisation with the reality of politico-economic governance, this paper shows that strategies enhancing equity through shifting benefits towards the poor and, importantly, the poorest, are unlikely to be pursued in practice given policy-makers' neoliberal bias and systemic constraints. Hence, only strategies that are largely in sync with a neoliberal ideology and the ‘World Bank orthodoxy’, such as industry self-regulation or government incentives, have much potential to be implemented on a large-scale basis. More radical approaches such as pro-poor regulation and distribution – the equity side of the continuum – are bound to remain predominantly rhetoric of some United Nations organisations.  相似文献

A simultaneous analysis of gender and ethnicity provides a fuller understanding of how tourism initiatives benefit marginalised groups in developing countries. In this article, the gendered division of labour is analysed as a way to understand the micro-politics of ethnic tourism production aiming at poverty reduction in Laos. The aim is to demonstrate how constructions of gender and ethnicity impact on women's possibilities to benefit from community-based pro-poor tourism initiatives. Socially constructed notions of gendered behaviour influence divisions of tourism labour in specific spatialities, which we argue is crucial knowledge in the implementation of tourism projects aiming at poverty reduction. The assumption that ‘the poor’ constitute a homogenous group might hide an uneven distribution of tourism benefits in local communities. By focusing on factors which marginalise women, the article demonstrates inequalities between men and women in the division of tourism work. A village in northern Laos is used as a case study to examine aspects impacting on gendered divisions of labour in community-based tourism in Laos. Two examples, the Akha people's belief in and worship of spirits, and provision of massage, are used to illuminate reasons behind gendered imbalances in more detail.  相似文献

During the past four decades, the tourism industry has emerged as one of the leading industries worldwide. In the Arab countries, however, despite its huge potential, the tourism industry is still in its infancy phase. With the exception of only a few countries, until recently most of the Arab countries almost ignored the economic potential of tourism. Since the 1990s, their traditional attitude of neglect toward the tourism industry has undergone a transformation, a fact that was not lost by the Gulf Cooperation Council (GCC) countries. Thus, since the mid-1990s, all of the GCC countries, without exception, have been trying to promote their tourism sector, which soon became a prominent economic sector. The paper concentrates on one tourism development case – that of Bahrain – the least ‘rentier’ within the GCC oil-economies. The main research question addressed by this paper is to what extent Bahrain has introduced a cohesive and economically viable tourism industry that contributes to a more sustainable economy of this country. This exploratory paper examines Bahrain's motivation to promote tourism; its tourism comparative advantage; the major difficulties facing Bahrain's further tourism expansion; and the overall role of the tourism industry in the Bahraini economy.  相似文献

Government’s role in tourism planning has shifted from control to consultation, and many governments have adopted economic planning that move the responsibility for investment in infrastructure from the public to the private sector. In Hong Kong, the government has not articulated a clear tourism policy to guide tourism development but continues to assume responsibility for significant tourism infrastructure investment. This paper considers the views of the private sector towards tourism planning in Hong Kong, which gravitate towards the need for a formalized planning. The tourism sector supports the interventionist policies that have been a characteristic of the government’s relationship to the tourism industry in the past, believes that the current approach to planning needs to be replaced by a formal planning process, and that there is a need to include community groups in the policy determination process. The insights gained from the case of Hong Kong may serve as a reference for other destinations.  相似文献

‘This paper investigates collaborative management and planning among public organisations involved in urban heritage tourism. An exploratory case study has been applied, capturing urban heritage tourism development in Plovdiv, Bulgaria. The findings demonstrate a shared desire for further collaboration between the key public bodies involved, with limited existing and previous collaboration, beyond work that is the result of existing hierarchies. Collaboration is at an early stage, and many looked to the Local Authority to provide leadership in driving new initiatives. The private sector has a limited but increasing role in this. China's natural and cultural resources are the foremost offerings of the country's wellness tourism sector. Although wellness tourism in China is in its infancy, it can offer new opportunities in, and strengthen the overall competitiveness of, China's tourism industry. To achieve this, the assessment and development of wellness tourism resources in China are required. This study examines the potential for wellness tourism development in terms of resources and promotion from the point of view of wellness tourism experts. It surveys professionals working in tourism, health and education in China. The results reveal that environmental assets, including fresh air, clean water and natural features, are considered the most important attributes for the development of wellness tourism in China and that the promotion of wellness tourism can best be achieved through advertising in mass media, governmental support and organizing new regional events. Trinidad and Tobago lies within one of the world's most tourism‐intensive regions, the Caribbean. Yet, unlike its neighbours, it has not relied heavily on income from travel and tourism since its economy is dominated by the energy sector. The energy sector is the mainstay of the economy contributing approximately 34.1% to the country's GDP, 85.5% to merchandise exports and 37.1% to Government revenues in 2004 (Ministry of Energy, 2006). The Government, in its aim for developed nation status by 2020, recognizes that the energy sector is unable to provide the sustainable jobs needed to achieve this. Thus, the Government's policy strategy, Vision 2020, identifies tourism as one of five (5) sectors that should be developed to contribute to the country's economic development. The tourism industry currently represents 13.8% of total Gross Domestic Product (GDP) in Trinidad and Tobago and is expected to increase its share by nearly three percentage points to 16.5% by 2015. It accounts for 16.7% of total employment, and this is forecasted to rise to 19.2% (WTTC, 2005). Several challenges are evident, that continue to limit the industry's full potential for growth in the country. It is against this background that this paper seeks to identify and analyse the strategies that can be adopted to maximize the contribution of the hospitality and tourism industry to economic development in Trinidad and Tobago. The three main strategies proposed are a greater focus on local entrepreneurship; the re‐orientation of the role of the local financial mechanisms in tourism development and; the development of competitive tourism investment incentives for potential investors in the hospitality and tourism industry. The concept of pro-poor tourism (PPT) has in recent years received attention from academia, key industry and donor organisations. While several ‘How to…?’ manuals have been written, little emphasis has so far been given to situating the PPT debate within the general literature on tourism and development. This paper contributes to the PPT debate by linking macro-economic concepts such as leakages and multipliers to micro-economic action opportunities for the mainstream accommodation sector in developing countries. As such it brings together the well-established tourism literature on economic impacts on the macro level with the more recent PPT literature that focuses on action on the ground. A conceptual framework for analysing and developing linkages between the accommodation sector and ‘poor’ neighbouring communities is suggested. This framework is based deductively on a critical review of the literature, coupled with first-hand experience in PPT action-research. It is suggested that PPT action opportunities encompass both core and non-core activities within the accommodation sector. Bringing together a wide range of past and present research, four types of potential linkages are proposed which are (1) employment; (2) sourcing and procurement; (3) SMME development and outsourcing; and (4) other types of partnerships such as donations.  相似文献

Since the 1970s, the African continent has experienced exponential growth in tourism, where growth in numbers of visitors has not necessarily meant economic, social or environmental benefits for the host community. A review of the literature concerning tourism development and its effects on local communities forms the basis for the investigation of the reasons behind community based tourism (CBT) being identified as a tool for development in Namibia. An assessment of the planning and implementation phases of the CBT strategy enables consideration on the role played by international and national governments and non-governmental organisations (NGOs) in laying down policies and providing proactive support for CBT related projects. This paper presents the results of an ongoing empirical research conducted since 2003 in the Kunene region of Namibia, which is an important part of the overall Namibian tourism destination, with world-renowned resources such as Etosha National Park, the Himba culture, Epupa Falls, the desert-adapted elephant and the rhino, to name just a few. By attempting an overall assessment of the Namibian current CBT situation, a set of considerations are offered with regard to its practicalities and in terms of benefits, problems and future outlooks for this sector.  相似文献

This paper provides an overview and brief evaluation of China's rural tourism. Beginning with the form of poverty alleviation through tourism, China's rural tourism has undergone over 20 years of development and exhibited some unique features in its development pattern, scale and business operational models in accordance with China's political, social and economic systems. Government plays a decisive role in developing rural tourism in China. However, rural tourism has been valued mainly as an economic means for rural development during the country's modernisation process. Overlooking rurality as an essential issue in rural tourism may lead development to a wrong direction, which could jeopardise the sustainability of the industry. Using a four round Delphi survey, a focus group and semi-structured interviews, this study investigates the respondent perspective of the public sector role in providing an environment conducive to the development of the rural tourism sector in Britain and South Africa. Although South African respondents generally perceived a greater need of support for the rural tourism sector than did their British counterparts, many of the problems, concerns and frustrations that emerged from the study were similar. Respondents perceived the public sector as ‘leader’, ‘strategist’, ‘mentor’, ‘co-ordinator’, ‘champion’ and ‘partner’ in their endeavour to build the rural tourism sector. Grappling with the problems of uplifting the quality, viability and communal benefit of rural tourism is seen as a futile exercise if the facilitatory platform of rational policy, planning and support conducive to the sustainability of the sector, is not in place. Above all local authorities are seen as ‘the enabler’ of successful rural tourism projects that diversify the local economy and generate employment and entrepreneurial opportunities. However, whilst there is respondent acknowledgement of the role played by the public sector, there is evidence of widespread disenchantment with the efficacy with which this role is fulfilled.  相似文献

This research is an exploratory study that examines collaboration at the institutional level in the tourism sector of the Central Region, Ghana. The research begins with a review of the key issues related to collaboration in tourism planning and development followed by an extensive exploration of three main issues related to institutional collaboration in tourism in the Central Region. The three main issues are the vision of tourism development shared among stakeholders, collaboration and coordination within the public sector and between the public and private sectors and the factors that constrain and facilitate collaboration and coordination. Using extensive interviews with key stakeholders and reviewing policy documents, the research indicates low levels of collaboration between tourism institutions both within the public sector and across the public–private sectors. This is notwithstanding a shared awareness of the benefits of collaboration among all actors. The research thus contributes interesting insights into the politics of collaboration in tourism destinations. Given tourism's contribution to the Ghanaian economy, it is imperative that efforts are made towards improving the levels of collaboration and coordination between tourism agencies and institutions.  相似文献

This paper details the merit, challenges and shortcomings of the Delphi Technique as a means of obtaining data for a project aimed at formulating an evaluation framework for application in the development and management of rural tourism projects. Participation in the Delphi Survey was sought from expert panellists in both South Africa and Britain from four different stakeholder sectors of expertise – academics, the public sector, consultants and the operational sector. No single research method could have elicited the comprehensive information sought by this study. Whilst the Delphi Technique was considered the most effective means of soliciting group input and opinion forming by a panel of experts utilising a manageable method, it was unable to facilitate the in-depth discussion and enriched text required to gain a fuller understanding of significant and contentious issues.  相似文献

The past decade has seen an upsurge of interest from the governments and development organisations in a tourism-based approach to poverty alleviation. More specifically, poverty alleviation has been established as a major priority within the United Nations World Tourism Organisation (UNWTO) itself, as is evidenced by the launching of the concept of ST-EP (Sustainable Tourism as an effective tool for Eliminating Poverty). In contrast, the implications of tourism for poverty alleviation have been largely neglected by the tourism academic community. Relevant research to date is fragmented, limited in scope, and lacks a consistent methodological development. To address these deficiencies, this paper presents an integrative research framework, which synthesises multiple perspectives and can be used as an overarching guideline to stimulate and guide other future enquiries on tourism and poverty alleviation. Towards this end, a number of research needs and opportunities have also been identified and suggested along with the presentation of the framework.  相似文献

Despite the fact that the last three decades have witnessed the rapid development of rural tourism (RT) in China, which is being promoted by the Chinese government as an important new type of tourism due to its special role in revitalizing China's rural economy, there is still little knowledge about the economic impacts of RT on Chinese rural communities in terms of socio‐economic development and regeneration. Accordingly, this study represents an attempt to address this issue by examining the Poverty Alleviation through Tourism program and ‘Nong jia le’ (Happy Farmer Home) tourism within the Chinese context. The findings not only confirm the widely held importance of RT, as expected, but also identify the problems and challenges relating to the sustainable development of RT in the future. The communication that Destination Management Organizations (DMOs) address to destination stakeholders plays a central role in attracting attention and resources for sustainable destination development and disclosing the efforts made to be a sustainable territory. There has been extensive analysis on the role of official tourism websites that addresses both DMO's internal and external stakeholders. However, less exploration is available on the relationship between the contents disclosed through tourism websites and the strategic positioning of the destination. This study empirically examines that link with a focus on ‘green/sustainable/responsible' travel. Results show a positive association between the orientation to sustainability in online communication and both sustainable regulation of the tourism sector and tourism development. In contrast, there is no significant association with destination size, tourism maturity and pricing policies.  相似文献

Understanding residents' perceptions of tourism impacts and their level of support for its development is considered vital for the sustainable development of tourism. Despite the plethora of factors examined as determinants of residents' attitudes toward tourism, the role of residents' place image has been under‐examined. This study developed a model examining the relationships between residents' place image dimensions, perceived tourism impacts and support for development. Findings suggest that two (physical appearance, social environment) out of the four place image dimensions identified in this study exercise a significant effect on residents' attitudes toward tourism. This research focuses on the analysis of wine tourism in four Spanish regions. Specifically, its main purpose is the development of a model to study the influence of the denomination of origin brand image, as a regional brand, and destination image on wine tourism destination brand equity. Due to the importance of destination marketing strategies, this study has been carried out from the wine industry's perspective. The conclusions obtained are applicable to the tourist sector and, particularly, to those wineries that wish to start a new line of business: wine tourism.
