Assessing the effectiveness of a Marine Environmental Protection Program

The Marine Environmental Protection (MEP) Program of the United States Coast Guard has a responsibility for improving the quality of our oceans and waterways. This paper describes the analytical construct developed for measuring the effectiveness of the program's activities. It discusses how the overall objective was translated into subobjectives, called program elements. Measures of the resources utilized by the program, the activities performed, and the results of those activities are presented. The applicability of regression analysis in relating the resources utilized to performance measures on the program elements is discussed and evaluated in the light of the multi-mission nature of Coast Guard activities.

基于web的数字资源远程访问系统的设计实现

由于知识产权保护的需要,高校自建或购买的数字资源在校外是限制访问的。本文设计实现了基于Web的远程数字资源访问系统,整个系统包括客户端浏览器监控程序、VPN网关及数字资源服务器群三部分,通过该系统,校外合法用户可以安全方便的访问校内资源。     

Disaster planning and resource allocation in health services

The increasing prevalence of natural disasters, environmental tragedies, and depraved human behavior has generated excessive costs in both human and material resources at a time when cost-efficiency and control is continually emphasized by managed care contracts, business, and government agencies. As a result, increasing pressure has been placed on hospital material managers to do more with less, while also providing the necessary resources to respond efficiently and effectively during an emergency. A successful comprehensive, risk-based emergency management program of preparedness, response, and recovery will reduce the loss of life and resources.

In a request-driven environment, human resources can be pressured to "do a program," which solves the immediate problem. Such procedures result in a reactive mode of operation, which may not address the more global needs of the organization.     

Time Management in the Cost Evaluation of Limited Resource Programs

Planning, implementing and evaluating an intervention program all hinge around time. A program’s actions are planned according to a forecast of the time required to achieve certain objectives, and the program’s implementation among a group of users is conditioned by its real time application. Similarly, program evaluation needs to take into consideration the time resource when analysing objectively the extent to which a program’s targets have been reached, and when conducting a cost analysis of the program. In limited resource programs, any disparity between the scheduled time and the real time available can have serious consequences, and even undermine a program’s efficacy. Time management, above all where resources are limited, is therefore the linchpin in the planning, implementation and evaluation of an intervention program. In this study we analyse the utility of PERT and CPM as basic tools for the efficient time management of limited resource programs.

Social Context,Management, and Organizational Performance: When human capital and social capital serve as substitutes

Do internal (administrative human capital) and external (social capital) resources work to reinforce the effects of each other? Work from multiple disciplines has approached this question, and we advance this literature with a theory of social and administrative resources as potential substitutes for each other in the production of public education outcomes. We argue that social capital benefits some groups more than others and that it interacts with management to improve performance. We therefore expect the benefits associated with social capital to be non-uniform across community groups. Using education as our area of study, we find that social capital offers the most direct and unconditional benefits to white students but that management can use human capital resources to compensate disadvantaged students who may lack support and resources outside of the classroom. We do not find support for the expectation that social capital and human administrative capital reinforce the benefits of each other, but we find evidence that the two resource types are substitutable. This implies that management may substitute human capital resources when social capital is low to benefit public program performance.

仿真技术在物流配送中的实际应用

为了使物流配送成本降低到最少,现利用仿真技术（extendsim6.0版）来实现物流配送作业中资源的合理利用和优化,从而降低作业成本。通过建立仿真模型,并多次的运行后输出数据,如：平均队长（Ave length）、平均等待时间（AveWait）以及每个资源的有效利用率（Utilization）。对以上数据进行分析和研究进而设计出最优的资源利用及合理分配的方案。
